Human Powered Craft Guidelines

With the increase in Human Powered Craft (HPC) usage in Dana Point Harbor over the past year, OC Dana Point Harbor has issued guidelines for HPC operators. This educational tool, developed by the department in collaboration with many Harbor users and members of the community, promotes the safe and considerate operation of HPCs while within the Harbor. A sticker illustrating these guidelines has been issued to over 600 users and local vendors, who are asked to place them on actual equipment for reference. In addition, a detailed sign was unveiled at the Mickey Munoz Mongoose Cup held at Baby Beach on March 13, 2010.

This effort is part of our continued educational outreach to increase boater safety within the Harbor. Free stickers, displayed below, are available at the Harbor office, 949.923.2236. We encourage all boaters to review the guidelines and help to make Dana Point Harbor safe for all users.

Revitalization Plan Update

OC Dana Point Harbor continues to work with local government entities and the California Coastal Commission to complete the draft Implementation Plan (IP) component for the LCPA.  This IP will be presented to the Coastal Commission for consideration and approval, and follows the same approval process as the Land Use Plan (LUP) portion.  The IP includes all the development standards and requirements necessary to implement the policies approved by the Coastal Commission in the LUP.

Once a complete LCPA is certified with both an adopted LUP and IP, the County will then proceed with finalizing design documents to submit a Coastal Development Permit application to the City of Dana Point for the construction of the Commercial Core and Marine Service areas of the Revitalization Plan.  Coastal Development Permits for projects on the land will be submitted to the City of Dana Point for approval, while those for waterside projects go to the Coastal Commission.

The County is also currently preparing to release the Draft Subsequent Environmental Impact Report for the waterside project.  This SEIR will be available for public comment and review sometime this summer, and will identify several different development alternatives in addition to the revised alternative 3.5O that was chosen by the Boater Focus Group after several months of discussion and was also selected by Dana Point boaters in the recently conducted web-based survey.

Merchant Lease Extensions

On April 20, 2010, the County of Orange amended 31 leases with retail and small restaurant merchants in Dana Point Harbor.  These lease amendments establish a uniform lease period and expiration date of June 30, 2015, with one five-year option for each lease to extend through June 30, 2020.  Because merchants had various expiration dates under their previous leases, establishing a consolidated lease period cycle will assist with streamlining the administration process and provide for tenant stability during implementation of the Harbor Revitalization project.  In addition, the amendments require each tenant to make investments for continued maintenance of their respective premises, which will allow for a continued operation of clean, attractive store fronts and restaurants while the design, permitting, and construction phases of the Revitalization Plan are completed.

 
Underwater Clean Up

The Harbor’s third volunteer Underwater Cleanup event was held on May 1st, 2010. The event featured volunteer scuba divers searching the Harbor bottom for sunken marine debris. Items recovered included wrenches, tools, chairs, a marine toilet, an outboard motor, and two shopping carts.

The divers received a pre-dive briefing and were assigned to a particular area within the Harbor. When items were found, the diver brought them to the surface where staff took the item allowing the diver to continue their underwater search. For the items too sizeable or too heavy to lift, lines were provided to attach to the items so that the appropriate staff and equipment could recover them. Several larger items were noted for later recovery. The U.S. Coast Guard Auxiliary and East Basin Marina staff provided personnel to protect the divers during the event.

OC Dana Point Harbor staff, East & West Basin Marina staff and a volunteer dive coordinator, Andy McTigue worked to put this event together. Prizes were given for the three most interesting items recovered by divers (winning items were a marine toilet, shopping cart, and bicycle).

OC Dana Point Harbor is planning to hold two of these events per year, continuing throughout the Harbor gangway by gangway as part of ongoing water quality improvement efforts.

Recycling Programs

OC Dana Point Harbor’s marinas have been selected to participate in the 2010 Cigarette Litter Prevention Program run in partnership by Keep America Beautiful and the Boat U.S. Foundation.  The objective is to work together to reduce and prevent cigarette litter in Dana Point Harbor marinas.

Cigarette ash receptacles will be provided along with 300 portable ashtrays that will be distributed to boat owners through the marina managers. This is another part of OC Dana Point Harbor’s continuing water quality improvement and facility cleanliness initiatives.

 
OC Sailing and Events Calendar

OC Dana Point Harbor is committed to preserving and protecting the environment, and has taken several steps to conserve natural resources at the OC Sailing and Events Center (OC SEC). Touch-free and waterless urinals are present in every Center restroom; these urinals help save 40,000 gallons of fresh water per urinal each year. Each restroom also includes touch-free faucets, which save water as a result of their precise activation. In an effort to conserve electricity, OC SEC has also installed motion sensor lights in all restrooms. The lights are designed to shut off after 10 minutes of no activity.

Our summer season at OC SEC will be offering sailing classes, clubs, and specialty programs for beginning to advanced sailors of all ages and beach and theater camps for ages 4-13. Also for the summer are classes in kayaking, adaptive sailing, family sailing, stand-up paddling, Jazzercise, and Bear-le-there Tots Gymnastics.

Tips from the Harbor Patrol

On April 15, 2010 the Dana Point Boater’s Association hosted a security briefing with guest speaker Agent Ivan Cole from the US Customs and Border Patrol (CBP). After 9-11, Border Patrol as well as the Coast Guard was moved under the umbrella of a new federal agency, the Department of Homeland Security. Agent Cole provided a comprehensive briefing on border security and detailed the great strides the CBP has made since 1994 to strengthen the border. However, the efforts made on land have caused smugglers to pursue other avenues in the maritime arena. Although drug and alien smuggling account for most of the incidents that occur in the maritime arena, patrol and enforcement efforts concentrate on all threats. The Harbor Patrol works closely in partnership with both CBP and the Coast Guard to keep your coastline safe.

Boaters are often the first to notice suspicious behavior on and around the docks and are urged to adopt a heightened sensitivity toward unusual events or individuals. Dana Point Harbor Boat Show
& Green Expo

This year’s Dana Point Harbor Boat Show is to be held June 3rd through June 6th and will mark the show’s 10th Anniversary. There will be over 100 boats in the water and 100 land exhibits.

This year, the Dana Point Harbor Boat Show is launching The Green Expo, an expanded display area of exhibitors and sponsors with eco-friendly products and services for both marine and everyday living. Items in the show will include environmentally-friendly paint and cleaning products and the newest solar and hydrogen power systems.

Attendance will be free on the Show’s Opening Day, Thursday June 3. Friday June 4 will be $1 day, with $1 Admission, $1 Hot Dog, $1 Beer and $1 Soda at the show. The 2010 show will be priced at $12 for Adults, children 12 and under will be free when accompanied by an adult. A 50% discount coupon is included at the end of this newsletter. 4th of July Fireworks Extravaganza

The City of Dana Point, the Dana Point Harbor Association and its sponsors are proud to present a July 4th Fireworks Extravaganza which can be viewed from the majority of Harbor locations.

All entrances to the Harbor will be closed to incoming traffic at 7:30pm. Complimentary shuttle service will be provided between Dana Hills High School and the corner of Dana Point Harbor Drive and Golden Lantern from 10:00am to 11:30pm. Additionally, there will be a complimentary shuttle operating within the Harbor only from 10:00am to 9:00pm. The stops will include Ocean Institute, OC Sailing and Events Center, Island Way, Mariner’s and Dana Wharf Villages, and Doheny State Beach at Puerto Place.
