The week of April 21-28, 2013 is National Crime Victims' Rights Week. This week is designated for the awareness and the enforcement of crime victims' rights. In order to create awareness of this issue and in commemoration of all crime victims, Supervisor Spitzer brought this issue to his colleagues on the Board of Supervisors. Supervisor Spitzer asked that the Board of Supervisors support the designation of a Crime Victims' Memorial at Mason Park in Irvine and asked for support of the April 24th Crime Victims Event in honor and memory of all crime victims.

Many Crime Victims' organizations, and individuals who personally have been crime victims, came forward at the April 9th Board of Supervisors meeting to urge the Board to support the Crime Victims' Memorial Project. These individuals included:
  1. Patricia Wenskunas, Crime Survivors, Inc. and Crime Stoppers
  2. Marie Belmontes, Parents of Murdered Children
  3. Marilyn Elllis, mother of Kimberly Ellis whose life was tragically taken in a DUI crash
  4. Ronnetta Johnson, Community Service Providers (CSP)
  5. Kathy Strong, Women’s Transitional Living Center
  6. Jane Bouffard, Justice for Homicide Victims
  7. Shirley Gellatly, Human Options

Additionally, the following Crime Victims' Rights groups are co-sponsoring the April 24th event:
  1. Orange County Crime Stoppers
  2. Crime Survivors, Inc.
  3. RADD - The Entertainment Industry's Voice for Road Safety
  4. Mothers Against Drunk Driving (MADD)
  5. Human Options
  6. Casa de la Familia
  7. Crime Victims United California
  8. Women's Transitional Living Center
  9. Get Safe
  10. Community Service Providers (CSP)
  11. Justice for Homicide Victims
  12. Parents of Murdered Children
  13. Marsy's Law for All

The Crime Victims' Memorial design and construction will be funded through a designated sub-fund of the Orange County Parks Foundation, a 501(c)(3) non-profit organization. A committee of volunteers will raise the money needed for this Memorial.
