Supervisors Adopt Supervisor Spitzer’s Proposal for an Ordinance Prohibiting Signature Solicitation for Candidate Nomination Papers from County Employees |

The Board of Supervisors (4-1; Moorlach voting no) approved Supervisor Spitzer’s ordinance this week with the passage of the second reading for a new ordinance that bans circulating nomination papers to Orange County employees while they are at work.
"I want this ordinance to send a strong message of two things: Number one, don't engage in political conduct on county property. You're more than likely to end up in trouble," Spitzer said. "Number two; don't wait until the last minute to get your signatures.”
The ordinance simply requires, “No person may solicit for the nomination paper for any local, state, or federal office the signature of any County employee at his or her workplace.”
The ordinance takes effect on August 21, 30 days later after Board approval. |

CalOptima is a county organized health system that administers health insurance programs for low-income families, children, seniors, and persons with disabilities in Orange County. As the second largest health insurer in Orange County, CalOptima provides coverage to one in seven residents and almost a third of our community's children through three major programs.
- Medi-Cal (California's Medicaid Program) for low-income families, children, seniors, and persons with disabilities
- OneCare (HMO SNP) (a Medicare Advantage Special Needs Plan) for low-income seniors, and persons with disabilities who qualify for both Medicare and Medi-Cal
- PACE (Program of All-Inclusive Care for the Elderly) for older adults, providing comprehensive health services through the CalOptima PACE center
Prior to Supervisor Spitzer being appointed to the CalOptima Board of Directors, a Centers for Medicare and Medicaid Services (CMS) audit was conducted to analyze the OneCare Program. By also serving on the CalOptima’s Compliance Ad Hoc Committee, Supervisor Spitzer has been working with the CalOptima Board to address the issues that were identified in the audit and to help improve the long-term organizational structure.
Also speaking at the Legislative Lunch were Michael Schrader, CalOptima Chief Executive Officer; Phil Tsunoda, Director, Public Policy/Government and Community Affairs; and Mark Refowitz, Chair, CalOptima Board of Directors.

OC Fair Promotions Include “Read Two Books Get Three Carnival Rides” and “We Care Wednesdays” |
|
As part of the We Care Wednesday effort at the Orange County Fair, there are several opportunities for patrons to attend the OC Fair and to help make a difference in their community at the same time. In an effort to support children’s literacy, kids between the ages of 5 and 11 years of age that read two books are eligible to ride three carnival rides for free. In addition to the Read and Ride event, the OC Fair is holding Clothing Drive on July 30 from noon to 3:00 PM. Free admission is offered to those who donate five new or gently used clothing items.

Celebrate the County’s 125th Birthday |

Celebrate Orange County’s 125th Birthday on Friday, August 1, when the OC Fair hosts “Orange County Day” with a special ceremony honoring the county’s birth on August 1, 1889.
The celebration begins at 12:30 p.m. at the Fairground’s Hangar Building. The program includes a live performance of period music from the 1880s and a slide show of historic photos from the Orange County Archives.
A further celebration will take place at the Hall of Administration on Tuesday, August 5, at 8:30 a.m. The public is invited to a reception commemorating the very first Board of Supervisors meeting 125 years before, though it was held several blocks away above the Beatty Bros. store on Fourth St.
Prior to 1889, the region was part of Los Angeles County. The county seat at that time was seven hours distant by horse buggy on rutted dirt roads, and local residents felt overtaxed and unrepresented. Attempts to form a separate county began in 1870. The Legislature finally approved a county formation vote, which was held on June 4, 1870. Support for the new county was overwhelming — 2,505 to 499. The county officially formed on August 1 of that year, and the rest is history.
“Orange County is a great place to live and work. I’m thankful to have the opportunity to serve the residents of Orange County and celebrate the County’s rich history,” Supervisor Spitzer said.

OC Waste & Recycling, in partnership with Discovery Science Center, Goodwill of Orange County, and Angels Baseball will provide free disposal of Household Hazardous Waste (HHW) on Saturday, July 26, 2014 from 8:00 a.m. to 11:00 a.m. at Angel Stadium of Anaheim. Bring your favorite Angels memorabilia for an autograph with Angels starting pitcher Garrett Richards. The first 200 cars to bring household hazardous waste, e-waste or gently used clothing will have priority access to meet Garrett Richards as well as the opportunity to choose between four free tickets to that night’s Angels game or four free general admission tickets to the Discovery Science Center (while supplies last).
Come join in the family fun under the Big Red Hats. Enjoy music, games, eco crafts, raffles, food, and festivities. Participants will receive a free battery bucket for safe battery disposal as well as other promotional items, including reusable Eco Challenge insulated shopping totes and Angels can koozies.
“It’s fun to see the Angels partnering with OC Waste & Recycling,” Supervisor Todd Spitzer said. “Hopefully residents will enjoy participating in this event and will gain some useful tools to help the environment.”
