Community Forum Meetings Announced for Input on Acquisition of 1000 N. Kraemer Place, Anaheim

The County of Orange will hold a Community Forum on the potential uses for 1000 N. Kraemer Place in Anaheim, including use as a year-round emergency shelter and multi-service center. The Kraemer Community Forum, scheduled for Friday, June 26, at 5:30 pm at the Evangelical Free Church in Fullerton, will be the first in a series of community meetings to receive input on the potential site acquisition and use.

On June 2, 2015, the Orange County Board of Supervisors approved a purchase and sale agreement for the property. The action began a 90-day due-diligence process, including environmental site assessments, and structural and physical inspections. The California Environmental Quality Act review process was also initiated.

The Community Forum is open to the public and will be structured to give residents, businesses and other interested stakeholders the opportunity to interact with a variety of representatives at table stations. Information and discussion topics will include Public Safety, Good Neighbor Plans, Transportation, Service Coordination, Shelter Advisory Board, Operator Selection and the Commission to End Homelessness.

Any future change in use of the Kraemer site would require approval of the Orange County Board of Supervisors at an advertised meeting open to the public. This vote will occur after the conclusion of the County’s due diligence process.

An exciting project is another step closer to becoming a reality. The City of Orange (City) and the Orange County Transportation Authority have been studying and planning for a parking structure at the northwest corner of Chapman Avenue and Lemon Street for several years. As part of the planning process, the City has incorporated a number of recommendations from community stakeholders, and we are at the final stages of environmental review.

We are excited to share how your input thus far has helped to shape the project. Please join us at an informal Town Hall meeting where you will have an opportunity to review the project design and learn about how the project fits into our community.

We hope to educate you about the project, and more importantly, we want your feedback. This will be an informal Open House format, and you are invited to stop by the library for a self-guided review of the exhibit boards. Subject area experts will be available to answer your questions.

If you are unable to attend the Town Hall, we still want to hear from you. For your convenience, the exhibit boards and technical documents can be found on the project website: www.cityoforange.org/metrolinkparkingstructure. The website also allows you to provide comments electronically and to add your name to our database to stay informed as we move through the next phases of final design and construction.

In Memory of Deputy Brad Riches

Supervisor Todd Spitzer was honored to join with the City of Lake Forest in memorial gestures this past week to remember the passing of Deputy Brad Riches who was killed in the line of duty on June 12th, 1999. The American flag from the Supervisors’ offices was delivered graveside to mark the 16th anniversary of this tragedy and signal that the people of Orange County will never forget the ultimate sacrifice by Deputy Riches.

On Saturday, June 12, 1999, Deputy Brad Riches was brutally murdered in the city of Lake Forest. At approximately 12:52 a.m., Riches was on routine patrol, driving through the parking lot of a 7-eleven store. Without warning or provocation, a man carrying an AK-47 assault rifle opened fire on Riches while he sat in his patrol car. To learn more about Deputy Brad Riches, click here.

Supervisor Spitzer Discusses the Housing Economy at the Building Industry Association

Supervisor Todd Spitzer presented a County resolution to the Building Industry Association this week to recognize the importance contributions that the housing industry makes to the local economy in Orange County.

The Building Industry Association of Southern California has been instrumental in helping the construction industry meet Southern California’s demand for new housing and infrastructure.

Homebuilding contributes to growth in property and sales tax revenue. Property tax is 89% of the General Fund revenue that supports core County services such as public safety and community resources.

Overall, Orange County has a housing shortfall, which results in many workers commuting from Riverside and Los Angeles County. Growth in homebuilding is necessary to improve the job/housing balance.

The Building Industry Association works with the County on important issues like the housing market, green building and technologies, affordable housing, water supply ad water quality, air quality and home energy use.

Supervisor Todd Spitzer and OC Public Works are developing a plan to identify potential enhancements along Live Oak Canyon Road and Trabuco Canyon Road that will make the roadways safer for drivers, cyclists, pedestrians and law enforcement.

A traffic study found that the major cause of accidents on those roadways, which serve about 3,000 vehicles per day, was due to excessive speed. A series of recommended safety measures could make the roads considerably safer and possibly reduce the number accidents and severity of the collisions.

Safety measures being considered include installation or replacement of a high-friction roadway surface, guardrails, reflective paddle markers, roadside chevron signs, water drainage improvements and roadway shoulder pavement in areas to give more room for vehicle recovery, cyclist/pedestrian safety and emergency turn-out. Improving the roadway shoulder would also enhance the ability to make room for traffic and speed enforcement by our law enforcement personnel.

Safety is the County’s top priority – the safety of drivers, cyclists, pedestrians and crews who perform maintenance along the roadway. The County is continuously looking at the safety of all its roadways in unincorporated areas, whether they are residential streets or rural roadways.

“I have always been and continue to be very supportive of sensible measures that enhance safety along our roads,” Supervisor Todd Spitzer said.

The safety improvement plan is expected to return for discussion at the Board of Supervisors in 2016 and, pending approval, construction of the improvements may start in early 2017.

Clerk- Recorder to Offer Extended Summer Hours on Wednesdays

Beginning Wednesday, July 1 through Wednesday, September 30, 2015, Clerk-Recorder Hugh Nguyen will be keeping his offices open for an additional hour every Wednesday. The extended Wednesday hours will be offered at all locations with the exception of the department’s office inside the County Community Service Center in Westminster.

The department will extend its closing hours every Wednesday from 4:30 pm to 5:30 pm. This will give busy individuals and families an opportunity during the summer to obtain important services such as passports, marriage ceremonies and licenses, birth, death and marriage certificates, fictitious business names and notary registrations. The Orange County Archives will also be open to the public during these extended hours. Please note that real property recording will not be available during the extended Wednesday hours.
