Chairman of the Board of Supervisors Todd Spitzer spoke on July 3rd at the City of Orange’s 20th Annual 3rd of July festival that is held at Fred Kelly Stadium. With the recent events that have negatively impacted the reputation of American flags, the Supervisor addressed how the flag is a symbol of our great nation and that the harmful actions by some should not influence the standard of respect that the flag deserves.

Supervisor Todd Spitzer, along with Mayor Teresa Smith, Mayor Pro Tem Fred Whitaker, Councilmembers Mark A. Murphy, Mike Alvarez, Kim Nichols, and Assemblyman Don Wagner together honored Old Glory and encouraged citizens in attendance to wave their own flags high on Independence Day to celebrate our nation’s freedom.

Supervisor Spitzer Addresses Small Business Owners

On Thursday, July 9, 2015, California State Board of Equalization (BOE) Member Diane Harkey sponsored a free Small Business Seminar in Irvine along with local leaders Assemblymember Don Wagner, Assemblymember Matthew Harper, Orange County Supervisor Todd Spitzer, Orange County Assessor Claude Parrish and Irvine Mayor Steven Choi, Ph.D.

“As California’s economy continues to grow and recover, it is important that the County of Orange partners with business and residents to help build a healthy economy that encourages creativity, creates new jobs and fosters responsible development,” said Chairman, Third District Supervisor Todd Spitzer.

The events was attended by hundreds of small business owners in Orange County. Presentations were given by representatives from the BOE, Internal Revenue Service, Franchise Tax Board, Employment Development Department, Small Business Development Center, and the U.S. Small Business Administration. Seminar topics included avoiding common sales and use tax problems, recordkeeping, and loan programs and services.

Supervisor Spitzer partnered with the Orange City Council and OCTA to hold an informal Town Hall meeting where the community had the opportunity to review the project design. The event was attended by Orange Mayor Pro Tem Fred Whitaker, Orange Council Member Mark Murphy, Tustin Council Member and OCTA Director Al Murray and the Orange Interim City Manager Rick Otto. Subject area experts were available to answer questions.

The City of Orange (City) and the Orange County Transportation Authority (OCTA) have been studying and planning for a parking structure at the northwest corner of Chapman Avenue and Lemon Street for several years. As part of the planning process, the City has incorporated a number of recommendations from community stakeholders, and the project is in the final stages of environmental review.

The website also provides an method to submit comments electronically and to sign up on the database to stay informed as the project moves through the next phases of final design and construction.

Third District Resident and Eagle Scout, Jordan Fourcher Honors 50th Anniversary of the El Toro Marine Air Station, CA Air Disaster

A Third District resident, Jordan Fourcher dedicated his Eagle Scout Project to the honor the victims of the disaster by creating a memorial for the 84 American servicemen who perished in what remains to this day even fifty years later as the worst airplane disaster in Orange County history.

“Orange County is fortunate to be served by a young man of the caliber of Jordan Fourcher. His dedicated service to his community is worthy of much thanks and appreciation,” said Supervisor Todd Spitzer. “Our hearts, full with respect and gratitude, go out to the victims’ families. Truly, these victims are heros.”

As part of his Eagle Scout project, Jordan Fourcher dedication a kiosk on Saturday, June 27, 2015 at the Former MCAS El Toro, now the Orange County Great Park, Irvine. The Memorial was held at the Heritage and Aviation Exhibition, in Historic Hangar 244.

OC Veteran Advisory Council Chair Bobby McDonald, who is Supervisor Todd Spitzer’s appointee attended the memorial on behalf of the Supervisor and presented a resolution to Eagle Scout Jordan Fourcher. “The memory of this crash is personal for me,” said Bobby McDonald. “Not only am I a Veteran but I lost someone that I knew very well in the El Toro Marine Air Station, CA Air Disaster. The history kiosk will help to honor those who have made the ultimate sacrifice in serving our country by keeping their history and memory alive.”

June 25, 2015 marked the 50th Anniversary of the C-135 crash that killed 72 Marines and 12 Airmen aboard who departed from Marine Corps Air Station El Toro. The crash took place on June 25, 1965, when a C-135 departed Marine Corps Air Station El Toro at 1:35 a.m. and crashed into Loma Ridge eleven minutes after takeoff with 72 Marines and 12 Airmen aboard.

The C-135 crash killed all 84 American servicemen aboard the plane bound for Okinawa Island in Japan via Hickham Air Force Base in Hawaii, with the 72 Marines aboard ultimately bound for Vietnam.

Board of Supervisors Request Comment Period Extension from Federal Aviation Administration on the Environmental Assessment for Airspace improvements

Board of Supervisors Chairman Todd Spitzer and Second District Supervisor Michelle Steel have formally requested a 60 day extension from the Federal Aviation Administration (FAA) for the 30 day comment period on the Environmental Assessment (EA) for airspace improvements in the Southern California Metroplex. The comment period is currently scheduled to expire on Friday, July 10, 2015.

The FAA has been charged by Congress with modernizing the U.S. air traffic system. FAA’s overall modernization effort is called “NextGen.” There are multiple components within NextGen which, taken together, are intended to improve safety, increase efficiency and reduce environmental impacts associated with aircraft operations. Key NextGen elements include optimizing flight paths and climb/descent profiles, promoting Area Navigation (RNAV) and Required Navigation Performance (RNP) and integrating airspace and procedure design. Rather than tackling airspace issues airport-by-airport, FAA has decided to group airports into “Metroplexes.” The Southern California Metroplex addresses a number of airports including: Burbank, John Wayne, Long Beach, Los Angeles International, Ontario International, San Diego International, Santa Monica and Van Nuys Airports. The planning effort focused in this region is referred to as Southern California Optimization of Airspace and Procedures in the Metroplex or “SoCal OAPM.” For a discussion of the OAPM process, please see: www.metroplexenvironmental.com.

OC ZOO WELCOMES NEW BEAR

THE YOUNG, ORPHANED BLACK BEAR WILL SOON BE ON EXHIBIT

The OC Zoo will introduce its newest animal – a young California black bear – at a special event Saturday, July 25. The female bear, named Elinor, is believed to be a little more than one year old. Her official welcome will take place at 1:30 p.m. during the OC Zoo’s Zookeeper Appreciation Day event.

Elinor was found last year wandering alone in Humboldt County as a young cub and is believed to have been hit by a car. The cub recovered, but officials determined that she would not survive in the wild.

Elinor found a new home at the OC Zoo via the Calif. Department of Fish and Wildlife. The OC Zoo cares for animals native to the desert southwest that cannot be released to the wild due to health or socialization issues.

“This bear will be a great addition to the OC Zoo,” Chairman Todd Spitzer, Orange County Board of Supervisors, Third District, said. “The OC Zoo gives orphaned and injured animals a second chance and helps to educate visitors about wildlife that lives in and around Southern California.”

Elinor and the zoo’s other bear, Yo-Yo, will be on exhibit alternate days for the safety of both animals. Introducing young animals in enclosures with older, established animals often carries a risk.

OC Zoo staff plans to place Elinor on exhibit in the bear enclosure Mondays, Wednesdays and Fridays to let the new bear get accustomed to her new surroundings. Yo-Yo will be on exhibit Tuesdays, Thursdays, Saturdays and Sundays.

Those wishing for a sneak peek at Elinor prior to the official welcoming event may visit the zoo starting July 13. However, OC Zoo animal keepers will be carefully monitoring the new bear and her time in the enclosure will be subject to last minute changes.

The OC Zoo is located in Irvine Regional Park, at 1 Irvine Park Road in Orange. The zoo is open weekdays from 10 a.m. to 3:30 p.m. and weekends 10 a.m. to 4:30 p.m. Admission is $2.
