Supervisor Spitzer Attends Court to Stop Karma the Wolf-Dog from Being Euthenized |

At a special board meeting this week, the Board of Supervisors voted 3-2 (with Board Chairman Todd Spitzer, Vice Chair Lisa Bartlett and Supervisor Michelle Steel voting yes, and Supervisors Andrew Do and Shawn Nelson voting no) to ask Judge Cramin during Wednesday’s ex parte motion on the judgment involving Karma to allow the dog to be placed with Full Moon Farm, a wolf sanctuary in North Carolina.
Chairman Spitzer said the Board action was not intended to overrule Dr. Hawkins’ declaration that the dog is vicious but to find a suitable home as an option for the dog. |

Receiving new information, Superior Court Judge Corey Cramin overruled his previous decision that Karma must be euthanized and ordered that she instead must be taken to the Full Moon Farm wolf-dog sanctuary in Black Mountain, N.C., which has signed all of the necessary paperwork written by County Counsel in order to take the animal. |

Community Forum Announced for Input on 1000 N. Kraemer Place, Anaheim |

This week, the County of Orange held the Kramer Community Forum on September at Eastside Christian Church in Anaheim. The Community Forum was open to the public and over six hundred people attended to ask questions and make comments regarding the purchase and use of the Kraemer site. This was the second Community Forum regarding this project.
Representatives from Orange County and the cities of Anaheim and Fullerton presented an Operations Plan and Public Safety Plan that was developed in consultation with Anaheim Police Department, Orange Police Department, Fullerton Police Department, and Placentia Police Department. The plan identifies best practices in the operation of a homeless service center and shelter. |

On June 2, 2015, the Orange County Board of Supervisors approved a purchase and sale agreement for 1000 N. Kraemer Place, Anaheim. The action began a due diligence process, including environmental site assessments, and structural and physical inspections. The California Environmental Quality Act review process was also initiated. Community Forums are also a component of the due diligence process.
Any future change in use of the Kraemer site would require approval of the Orange County Board of Supervisors at a publicly noticed meeting open to the public. This vote would occur after the conclusion of the County’s due diligence process, which at this point is anticipated to occur in November 2015.

Supervisor Spitzer joined Irvine Mayor Steven Choi at the grand opening of the Alegre Apartments in Irvine. Alegre Apartments is a 104-unit affordable housing development developed by AMCAL Multi-Housing, Inc. in the City of Irvine. Alegre Apartments consists of one, two, three and four bedroom units serving low-income families with incomes from 30% to 50% of the Area Median Income (AMI). |

AMCAL Multi-Housing, Inc., the City of Irvine, and the County of Orange (OC Community Services and Health Care Agency) have worked together on the Alegre Apartments to help low-income households and MHSA eligible households by providing new affordable housing opportunities. |

The Orange County Superior Court encourages Orange County residents to apply to serve on the next Grand Jury. A new 19-member Grand Jury will be empaneled for a one year term that begins July 1, 2016.
What does the Grand Jury do?
- Investigates the performance of county, city, and other local agencies
- Analyzes data and writes reports with recommendations for improvement
- Verifies that local tax dollars are spent wisely
- Examines conditions at local jails
- Decides on indictments for some criminal cases
- Looks into citizen complaints about local government agencies
At the beginning of the term, members of the Grand Jury attend tours and briefings to increase their knowledge of the workings of county agencies to help them assess potential problems. Grand Jury reports from past civil investigations are posted online at www.ocgrandjury.org/reports.asp.
Superior Court judges review applications and interview qualified applicants. The Orange County Sheriff’s Department conducts background investigations on top candidates. Selection of the 19-member Grand Jury is achieved by a random drawing of the top 25 to 30 candidates nominated for service to equally represent each of the five Orange County Supervisorial Districts, as required by law.
What are the requirements to serve?
- At least 18 years old
- United States citizen
- Resident of Orange County for at least one year
- Sufficient knowledge of English
- In possession of sound judgment, good character, and a sense of fairness

The current stipend for Grand Jury service is $50 per day plus mileage reimbursement.

Concepcion has been named Fire Chief for the City of Vacaville after more than twenty-four years of service to the Orange County Fire Department and the Orange County Fire Authority. |
