Supervisor Todd Spitzer and Cal State Fullerton will host a candlelight vigil and memorial at the Cal State Fullerton Memorial Grove from 7:30 to 8:30 pm on Tuesday, July 12 in commemoration of the 40th anniversary of those who lost their lives in the July 12, 1976, shooting tragedy.

Speakers will include victim family members Pat Almazan and Paul Paulsen, CSUF President Mildred Garcia, Assistant District Attorney Dan Wagner and Supervisor Todd Spitzer. Paul Miller will act as Master of Ceremonies, Fullerton University Police Department Captain and Acting Chief John Brockie will lead the Pledge of Allegiance and the invocation will be offered by Chaplain Brad Stetson.

Those who lost their lives were Stephen L. Becker, Seth Fessenden, Paul F. Herzberg, Bruce A. Jacobson, Donald E. Karges, Deborah D. Paulsen and Frank G. Teplansky.

Those wounded were Maynard W. Hoffman and Donald W. Keran.

OCTA Bus PSAs Highlight Effort to Save Lives

Supervisor Todd Spitzer, members of a countywide Orange County Task Force on Drowning Prevention, and parents who lost children in drowning incidents, launched a summer media campaign aimed at preventing future tragedies. An Orange County Transit Authority (OCTA) bus, wrapped with a giant public service announcement, provided the backdrop for the group’s public safety announcement at the William Woollett Jr. Aquatics Center in Irvine.

Formed in August 2015, the Orange County Task Force on Drowning Prevention is a 25-member advisory panel that includes countywide public health experts, public safety officials, government leaders, non-profit organization representatives, relatives of drowning victims, and Olympic medal-winning swimmers. It was convened to develop recommendations on methods and strategies to reduce drowning incidents and fatalities in Orange County.

The Orange County Health Care Agency and the Centers for Disease Control report that drowning remains the number one cause of accidental death for children 1 to 4 years of age. Seniors, 65 years and older, especially older males, are the most at risk for drowning incidents. They also have the highest drowning incident death rate.

According to Orange County Fire Authority (OCFA), in 2016, there have been 14 fatal drownings and 15 non-fatal drownings for a total of 29 drowning incidents through June 19. Last year, there were 118 drowning incidents and 50 fatalities in the county, compared with 86 drowning incidents and 43 fatalities in 2014. In 2015, 40 incidents involved children up to 4 years of age, five of which were fatal. There were 30 drowning incidents in 2015 involving adults 55 years of age and older, 22 of which were fatal and comprised nearly half of all drowning fatalities for the year.

Important Rules for Water Safety

  1. Never leave a child alone in the water; keep small children within arms’ reach.
  2. Avoid distractions, such as talking or texting on the phone, eating, or poolside chats.
  3. Keep a phone close by to call 911.
  4. Learn CPR.
  5. If a small child is missing, always check the water first.
Drowning incidents are 100% preventable. Please don't let it happen on your watch.

Supervisor Todd Spitzer Celebrates Independence Day with the Cities of Tustin and Orange

Supervisor Todd Spitzer attended the annual Fourth of July celebration held at Tustin High School stadium and participated in the program saluting America’s Veterans and thanking all who serve to preserve the country’s freedom. The event included music by Bon Jovi tribute band Wanted and a BBQ. Operation Warm Wishes was on site to collect canned goods and non-perishable food items for homeless veterans.

Supervisor Spitzer’s staff also attended the 21st Annual 3rd of July Celebration hosted by the City of Orange at Fred Kelly Stadium at El Modena High School. Event activities included interactive games, entertainment, food from local non-profit groups, a patriotic musical performance by the Orange Community Master Chorale, and a spectacular fireworks display.

County Workers Honored for Assisting San Bernardino County

Employees Provided Mutual Aid after State’s Worst Terrorist Attack

Supervisor Todd Spitzer and the Board of Supervisors recognized County staff who provided mutual aid to San Bernardino County after the worst terrorist attack in California history.

The Orange County Health Care Agency provided crisis counseling services to the San Bernardino County staff from December 15-17, 2015. Specifically, OC Behavioral Health Services provided Critical Incident Stress Management group and individual debriefings.

The Orange County Environmental Health Specialists provided approximately 1500 hours of assistance to San Bernardino County Environmental Health from February 16, 2016-June 30, 2016. Services provided by OC Environmental Health Specialists included:
  • Conducting restaurant, swimming pool, and camp routine inspections throughout San Bernardino County
  • Investigating foodborne illness, sanitation, and other related environmental health complaints

The Orange County Sheriff’s Department Homeland Security Division provided intelligence and investigation support services to San Bernardino County, but due to the nature of their work, the majority of them will remain anonymous. Additionally, the department provided nine in-person training sessions on Workplace Violence Response from December 17, 2015 through January 8, 2016 to County of Orange employees.

Board of Supervisors Approve Ethics Commission Staffing

With voter approval of Measure A to create an Orange County Campaign Finance and Ethics Commission, the Board of Supervisors voted last week to appropriate a $549,176 budget to the commission and give the commission dedicated staffing of an Executive Director, Staff Specialist, and Deputy County Counsel. Registrar of Voters Neal Kelley had certified the election the day before.

“The voters have spoken resoundingly with 69.6% support for an Orange County Campaign Finance and Ethics Commission,” said Supervisor Todd Spitzer, one of the authors of Measure A. “The Board of Supervisors moved swiftly to put in place a budget and staff positions to allow the commission to begin its work.”

The Board directed the County Executive Office to return with a plan for the recruitment process to fill the Commission’s Executive Director position.

“It is absolutely vital that the County have a strong recruitment process for the Executive Director of the Campaign Finance and Ethics Commission,” Spitzer added. “Once that is underway, we will be able to move forward with the other pieces of the Commission.”

Board of Supervisors Appoints New CalOptima Board of Directors

The Board of Supervisors voted to appoint the nine members of the new CalOptima Board of Directors and reappoint Supervisor Todd Spitzer as an alternate member of the CalOptima Board. CalOptima serves as the Orange County Public Health Authority, administering federal and state health care programs for eligible Orange County residents.

“I appreciate the trust of my colleagues in reappointing me as an alternate member of the CalOptima Board of Directors,” Supervisor Spitzer said. “I am excited about the new Board members and look forward to their work in advancing CalOptima services for our County’s neediest people.”

Board of Supervisors Approve Continued Sheriff’s Services in Villa Park and Yorba Linda

The Board of Supervisors approved FY 2016-2017 agreements with 13 cities that contract with the Orange County Sheriff’s Department for law enforcement services. The law enforcement services provided to these cities are exceptional. Among the 13 contract cities are Villa Park and Yorba Linda, both of which continue to rate amongst the safest cities in the state. Contracting with OCSD is a cost efficient use of taxpayer dollars, as cities are able to save on the large overhead costs that would be needed to operate their own individual departments.

An Orange County Register analysis in March found that Villa Park and Yorba Linda were the only two cities in Orange County to see a drop in crime in 2015 as compared to 2014.

Villa Park has contracted with the Sheriff’s Department since 1962. The Board’s action provides for approval of the fourth year of a five year agreement between the County and the City. The total cost to the City of Villa Park for the FY 2016-17 contract is $1,370,623. The service level includes four deputy sheriff patrol positions, half an investigator position and regional/shared staff. The service level remains unchanged from the previous year.

Yorba Linda has contracted with the Sheriff’s Department since 2013. The Board’s action provides for approval of the fourth year of a five year agreement between the County and the City. The total cost to the City of Yorba Linda for FY 2016-17 is $9,835,159. The service level includes one Lieutenant, five Sergeants, 21 Deputy Sheriffs for patrol, three motorcycle Deputy Sheriffs, two Deputy Sheriff for a community support unit including a school resource officer, three Investigators, one Investigative Assistant, two Community Services Officers for parking and traffic enforcement, two Crime Prevention Specialists, extra help and regional/shared staff. There are two changes in service level from the previous year’s contract; the City chose to delete an office specialist position and add an additional crime prevention specialist.

OC Waste & Recycling Announces Whale Fossil Discovery

Local media converged on the Frank R. Bowerman Landfill on Tuesday, June 21, 2016 for the announcement of a significant fossil find: 10-12 million-year-old sperm whale fossils. The work was uncovered by a paleontologist who was at the landfill to monitor excavation of a new waste disposal area.

County Mourns Passing of Former Supervisor Marian Bergeson

County officials mourned the passing Wednesday of former Supervisor Marian Bergeson, who was elected to represent the Fifth District on the Board of Supervisors in 1994 after a prestigious career in the state Legislature.

Mrs. Bergeson left the Board in November 1996 after being appointed by then-Gov. Pete Wilson to serve as California’s Secretary of Education. She later served on the state Board of Education and on the California Transportation Commission.

“We are profoundly saddened by the passing of such a loved and respected leader in our community,” said Board of Supervisors Chairwoman Lisa Bartlett, Fifth District. “We will always be grateful for the time she spent contributing her energy, optimism and intellect to help solve problems across California.” “She brought so much experience and insight to everything she did,” said Vice Chair Michelle Steel, Second District. “She was a true pioneer and an inspiration to many.”

Supervisor Andrew Do said her legacy will continue thanks to efforts such as the Marian Bergeson Excellence in Public Service Series, which encourages more women to serve in politics and government. “Marian Bergeson’s legacy will continue to live on through the countless number of people she has inspired to run for office and serve in government,” said Supervisor Do, who represents the First District. “For generations to come, Orange County will remember Marian Bergeson for her leadership and lifetime of service.”

Supervisor Todd Spitzer, Third District, who served with Mrs. Bergeson during his first stint on the Board, remembered her as “the smartest, classiest person and elected official I have ever met. She continued to attend most social and political events despite her years of fighting illness. She was deeply committed to her family, her husband Garth and her children. She leaves an amazing and earned legacy. We are all better off knowing and working alongside her. Rest in peace, Madame Secretary.”

“She had nearly unparalleled stature in this county for good reason,” said Supervisor Shawn Nelson, Fourth District. “She understood more than most the intricacies of local and state government and devoted her life to solving problems.”
