Pet Adoption Event on Saturday, March 19 and Sunday, March 20
 
Supervisor Todd Spitzer and the County of Orange are hosting a free pet adoption event this weekend, on March 19th and 20th. The event will be held at the OC Animal Shelter located at 561 The City Drive South, Orange, CA 92868 during the OC Animal Shelter’s normal working business hours from 11:00 am to 5:00 pm.

“I am really excited and pleased to announce this free pet adoption! This is a great opportunity for the pets in the shelter to be rescued and to go to great homes. Please come out and support this event and bring home a new family member,” said Supervisor Spitzer.

The event will feature free pet adoption, a savings of $89 to $124, but adopters will still need to pay the microchip fee of $17 and the licensing fee of $27.

Supervisor Todd Spitzer Delivers Reward Money to Matthew Hay-Chapman for Helping in Apprehension in Jail Escapees

Supervisor Todd Spitzer delivered the $100,000 reward to Matthew Hay-Chapman yesterday in Northern California. Hay-Chapman was identified as a potential reward recipient by the OC Sheriff’s Department for providing information leading to the capture of escaped inmates Hossein Nayeri, Jonathan Tieu, and Bac Duong, who are now in custody.

“Matthew Hay-Chapman described to me that he felt it was his ‘duty’ to report the escapees. His brave actions were a reflection of his character and I hope the reward will help him out,” said Supervisor Todd Spitzer. “The most important thing is that the jail escapees are recaptured.”

Supervisor Todd Spitzer also thanked the Orange County Sheriff’s Department for their assistance with coordinating the meeting with Hay-Chapman.

At the request of Supervisor Todd Spitzer and Supervisor Andrew Do, the Board of Supervisors approved rewards for Matthew Hay-Chapman ($100,000), Armando Damian ($20,000), Hazel Javier ($15,000), and Jeffrey Aranda ($15,000). Each of the claimants have received their reward for providing information to the Orange County Sheriff’s Department during their investigation that assisted to the recapture of the escaped fugitives.

On a vote of urgency, Supervisor Todd Spitzer and Supervisor Andrew Do made the motion to offer the financial reward for up to $150,000, for information leading to the apprehension of the escaped jail inmates at the January 26th Board meeting. The FBI and U.S. Marshals Service originally posted a separate $50,000 reward for information leading to the capture of the three men.

“Rewards have the potential to incentivize people to cooperate in an investigation when they might otherwise choose to stick their heads in the sand and not get involved. It was important in this instance to offer the reward based on apprehension and not a conviction to remove the immediate public safety threat, which was having escaped criminals at large,” said Supervisor Todd Spitzer. “I personally delivered the check to Hay-Chapman to make sure that government kept its promise.”

The 5th Annual Leprechaun Leap 5K was held in Tustin this last week and included a run through the historic hangar.

Post-race festivities included an expo throughout Tustin Legacy, including great entertainment and awards ceremony. Supervisor Todd Spitzer greeted runners, ran the race and helped lead the yoga stretch cool down on the awards stage.

Supervisor Todd Spitzer also had the opportunity to meet Courtney Ward, OC Sheriff Deputy who is fighting a rare cancer. Spitzer described Ward as an inspiration.

Supervisor Todd Spitzer and Supervisor Andrew Do Demand OCERS Cut Convicted Felon Carlos Bustamante’s Government Pension After Guilty Plea

Supervisor Todd Spitzer and Supervisor Andrew Do called on the Orange County Employees’ Retirement System (OCERS) to strip Carlos Bustamante of part of his taxpayer pension in light of his criminal conviction and sentence on three felony counts that include attempted sexual battery by restraint, stalking, and grand theft by false pretenses.

“The public is sick and tired of people like Bustamante and Former Sheriff Carona being convicted of felony conduct while in office and then riding off into the sunset with their full taxpayer paid for pensions,” said Supervisor Todd Spitzer.

In a letter to OCERS, Supervisor Spitzer and Supervisor Do requested that OCERS reduce proportionately Bustamante’s retirement benefits retroactively from the date of commission of the felonious conduct, which occurred on July 2, 2009 to October 4, 2011, when Bustamante resigned from the County of Orange. “The law is based on a sound public policy to protect taxpayers and prevent felons from being able to continue to accrue benefits while they commit crimes,” said Supervisor Do.

Heroes Hall Veterans Museum Groundbreaking

Heroes Hall Veterans Museum “Through the Eyes of Veterans” at the OC Fair & Event Center held its official groundbreaking and featured Orange County veterans from World War II, Korean War, Vietnam, Desert Storm, Iraq, and Afghanistan.

Heroes Hall was dedicated to the contributions and sacrifices of Orange County veterans. Tuskegee Airman and World War II veteran Bob Friend, Korean War Chosen Reservoir veteran Bob Dugan, Vietnam War Veteran Pastor Frank Orzio, Desert Storm Veteran Doug Wooley, Iraq War veteran and Navy Cross recipient Marco Martinez, and Afghanistan War veteran Claudia Acosta all attended the event.

The fairgrounds are steeped in military history. During World War II, the land was part of the 1,300-acre Santa Ana Army Air Base, a major training ground for pilots in the war. According to the Costa Mesa Historical Society, about 128,000 pilots, navigators and bomb aimers graduated from training at the base. It also served as an exit point for returning service members, with over 72,000 combat returnees processed there in the mid-1940s, according to the historical society.

The Board of Directors of the OC Fair & Event Center voted unanimously to allocate $3.8 million toward the Heroes Hall project. These funds will be used to preserve the building, construct the surrounding grounds and install initial exhibits. In addition, the Heroes Hall Veterans Foundation, a 501(c)(3) nonprofit, was formed to conduct fundraising activities and process donations from the public for the ongoing programming and operation of Heroes Hall. The finished exhibit will feature 4,800 square feet of exhibit, office and archival space on over 12,000 square feet of land which will include veteran’s memorials, plaques, gardens and an outdoor mini-amphitheater. Guests will be able to access Heroes Hall both from the OC Fair & Event Center parking lot and from inside the OC Fair.

Apply to Serve on the North Tustin Advisory Committee
Applications are now available to serve on the North Tustin Advisory Committee (NTAC). Applicants should send their resume and cover letter to Supervisor Todd Spitzer at todd.spitzer@ocgov.com before April 18. NTAC members are nominated by the Third District Supervisor and must be confirmed by a vote of the Orange County Board of Supervisors.

NTAC was established to advise the Orange County Zoning Administrator, Planning Commission, Board of Supervisors, and County agencies on all discretionary actions of the County of Orange in implementation of the North Tustin Specific Plan as well as comment on land development projects in the larger North Tustin unincorporated area. NTAC reviews planning applications in their area of responsibility and make recommendations for consideration by the Orange County Planning Agency.

The seven members of NTAC serve three-year terms. NTAC meets the third Wednesday of each month at 6:30 PM at the Tustin Unified School District Board Room at 300 S. C St., Tustin, CA 92780.

Recruitment Now Open for the CalOptima Board of Directors

The County of Orange Health Care Agency is accepting applications now through April 15, 2016 for seven seats on the CalOptima Board of Directors. Chairwoman Lisa Bartlett and Supervisor Andrew Do serve as the representatives for the Board of Supervisors on the CalOptima Board of Directors. Supervisor Todd Spitzer is the alternate member.

A county-organized health system, CalOptima serves more than 770,000 low-income children, adults, seniors and persons with disabilities. CalOptima was formed in 1995 in response to a healthcare system that was struggling to meet the needs of vulnerable Orange County residents. Today, CalOptima has grown to be the second largest health insurer in Orange County, but stayed true to its mission of providing members with access to quality health care services.

The Health Care Agency is seeking applicants who represent the diverse backgrounds, interests and demographics of Orange County residents and have the experience and expertise to govern a public healthcare system.

First Zika Case Confirmed in Orange County Resident

Testing by the Centers for Disease Control and Prevention (CDC) confirms that an Orange County resident has tested positive for Zika virus. The individual, a Costa Mesa resident, is a male in his 40s who contracted the virus in late January during travel to Central America and presented symptoms in early February. He was not seriously ill and has recovered. The Health Care Agency has contacted the individual to provide counseling to prevent transmission.

Zika is an infectious disease caused by the Zika virus. Most infected people have no symptoms; for the minority that do, symptoms typically include fever, rash, joint pain and/or red eyes. The greatest concern is related to the possible association between Zika infection in pregnant women and microcephaly (abnormally small head and brain) in newborns.

While local transmission has not occurred in the United States, the invasive Aedes mosquitoes that can transmit Zika virus are present in Orange County. The Health Care Agency continues to partner with Orange County Mosquito and Vector Control District to work to prevent local transmission.

Precautions include:
  • Wear long-sleeved shirts and long pants.
  • Treat clothing and gear with permethrin or purchase permethrin-treated items.
  • Make sure that the hotel or lodging has air conditioning or doors and windows with tight-fitting screens.
  • Use products with one of the following active ingredients to help prevent mosquito bites. Higher percentages of active ingredient provide longer protection.
    • DEET
    • Picaridin also known as KBR 3023, Bayrepel, and picaridin. Products containing picaridin include Cutter Advanced, Skin So Soft Bug Guard Plus, and Autan [outside the US]
    • Oil of lemon eucalyptus (OLE) or PMD. Products containing OLE include Repel and Off! Botanicals
    • IR3535. Products containing IR3535 include Skin So Soft Bug Guard Plus Expedition and SkinSmart
