Bridges at Kraemer Place Dedication and Naming Ceremony

Supervisor Todd Spitzer’s vision of Orange County’s first year-round homeless shelter providing safety and services to ultimately 200 individuals per night came to fruition with the dedication and naming ceremony for Bridges at Kraemer Place on Thursday, May 4.

In June 2015, the Orange County Board of Supervisors approved a purchase and sale agreement for the property at 1000 Kraemer Place in Anaheim. In 2016, the County broke ground on renovations to the building. The Board voted in December 2016 to phase construction at the shelter in order to expedite an emergency sleeping facility.

Funding for Bridges at Kraemer Place comes primarily from the County, with $10 million approved by the Board for renovation of the shelter. In addition, the cities of Anaheim, Fullerton, Brea and La Habra have contributed funds, along with a $1.5 million contribution from the federal Department of Housing and Urban Development (HUD.)

Phase I, now complete, provides bed space and services for up to 100 single men and women. Phase Two, expected completion in summer 2018, will add an additional 100 beds, along with an onsite kitchen, interior restrooms and showers and a multi-service center with a health clinic.

“Bridges at Kraemer Place is much more than a shelter; it provides a bridge from homelessness to self-sufficiency,” said Supervisor Spitzer, who championed the location of the center in his Third District. “It’s a two-way street. Program participants will get the help they need, with access to health and addiction assessment, employment counseling and permanent housing assistance. People in the community have the opportunity to reach out and contribute to the solution. Bridges at Kraemer Place will be a model for future homeless centers in Orange County.”

With onsite services, meals, laundry, restrooms and showers, Bridges at Kraemer Place is designed to be a facility where clients stay up to 180 days. During that time, onsite assessments will connect the individual to employment and housing navigation services.

Supervisor Spitzer emceed the dedication and naming ceremony that included County Board of Supervisors Vice Chair Andrew Do, First District, and Supervisor Lisa Bartlett, Fifth District. Mayors and City Council members from several OC cities attended the event.

Supervisor Spitzer Champions Safety Improvements on Canyon Roads

After advocating for safety improvements on Third District canyon roadways, Supervisor Spitzer took part in in the installation of the first of five solar-powered radar speed alert signs on Santiago Canyon Road on April 24th.

This project is part of a larger overall effort to enhance safety for drivers, cyclists, pedestrians and others in the canyon community led by Supervisor Spitzer and OC Public Works. The signs are intended to encourage drivers to be mindful of their speed and obey posted speed limits. The five speed signs were all operational by May 5th.

“Safety on County roadways has always been a priority for me and the people in our district,” Supervisor Spitzer explained. “These signs are a progressive safety measure extending from our town hall meeting last October and an important step in making the Canyons roads safer for drivers, motorcyclists, bike riders and pedestrians.”

Future projects include the Safety Improvement Project which will install a high-friction road surface, updated signage, and bike lane buffer, and the Passing Lanes Project which will construct four passing lanes, metal beam guard rails, and drainage improvements along the roadway.

OCTA Progress on San Diego Freeway (I-5) / El Toro Widening Project

 
The Orange County Transportation Authority in partnership with CalTrans has begun the environmental assessment phase of the San Diego Freeway (I-5) Widening Project from San Joaquin Hills Toll Road (SR 73) to El Toro Road.

Today, nearly 360,000 motorists travel I-5 daily in this corridor. Transportation planners expect traffic volumes to grow 25 percent by 2045. While the widening project is designed to relieve traffic congestion in the affected South County cities, the relief will impact portions of Irvine within Supervisor Spitzer’s Third District.

“This project, when completed, will significantly reduce traffic in and around the Irvine Spectrum entry and exit points, making it easier for patrons to enjoy their shopping, entertainment and restaurant experiences in Irvine,” explained Supervisor Spitzer.

Project Improvements include one general purpose lane in both the northbound and southbound directions from Avery Parkway to Alicia Parkway, extension of the second carpool lane in each direction from Alicia Parkway to El Toro Road, reconstruction of the Avery Parkway and La Paz Road interchanges, construction of new auxiliary lanes at six locations and reestablish auxiliary lanes, modification of on-ramps and off-ramps at six locations, and provide standard lane and shoulder widths throughout the majority of the project limits. The environmental assessment is expected to be completed in 2019 with planning and construction approval pending the outcome.

OC Human Relations Awards

Supervisor Spitzer attended the OC Human Relations Annual Awards Dinner held at the City National Grove of Anaheim. Several individuals, groups, and a business were honored for promoting the ideals of the OC Human Relations Commission and taking actions to remove hatred from our society.

Supervisor Spitzer presented the Profile in Courage Award to Greg and Cindy Ramsey, owners of Andrew’s Ice Cream, and their employee Jesse Noah for standing up to a man bullying two Muslim women in their shop.

The man standing in line berated the two women who were simply waiting to order ice cream. “I don’t want them in my country,” the man yelled at the women, who were wearing hijabs (traditional head scarfs). The man was refused service and escorted out of the shop. The following Saturday, a line of customers at Andrew’s Ice Cream stretched out the door as the local Muslim community turned out in a show of unity and support.

Orange Park Acres was established in 1928. Since then, volunteers have served and protected this unique community. The Orange Park Association Board and dedicated volunteers have proudly continued that tradition.

12th Annual Silverado Chili Cook-off and Cinco de Mayo Festival

The 12th Annual Silverado Chili Cook-off & Cinco De Mayo Festival was once again taste-bud-tingling success at the Silverado Community Center and Fairgrounds on Sunday, May 6th.

The event sponsored by the Silverado Modjeska Recreation and Parks District featured family fun that included a petting zoo, live bands, a vendor expo and of course the competitive chili recipe competition. Congratulations to the Aloha Chili Team for winning the coveted 1st place trophy. Proceeds benefit the Silverado Children’s Center.

Trauma Intervention Program is Seeking Volunteers

 
The Trauma Intervention Program of Orange County is currently seeking volunteers. No experience is necessary and training begins Thursday, April 27th at the Orange County Fire Authority in Irvine. For sign up information, call (714)314-0744.

TIP is a group of specially trained volunteers who provide emotional aid and practical support to victims of traumatic events and their families in the first few hours following a tragedy. TIP Volunteers are available 24 hours a day, 365 days a year. They are called by police officers, firefighters, paramedics, and hospital personnel to assist family members and friends following a natural or unexpected death; victims of violent crime including rape, assault, robbery, or burglary; victims of fire; disoriented or lonely elderly persons; people involved in motor vehicle accidents; people who are distraught and seeking immediate support; and survivors of suicide.

The Orange County Chapter of TIP was founded in 1995. There are currently 99 volunteers serving 20 jurisdictions, 10 hospitals, and 10 public safety agencies. The Chapter receives support and guidance from a local Advisory Committee.

TIP has received the prestigious Innovations Award in State and Local government from Harvard University and Ford Foundation, Crime Victim Service Award from the U.S. Justice Department, and the Governor's Victim Service Award from the State of California.

Arts in Irvine: Imagination Celebration

 
The City of Irvine is proud to present two events in support of Imagination Celebration, a countywide celebration of arts and education. Kaleidoscope: A Family Art Experience will be held from 10 a.m.-1 p.m. Saturday, April 29, at the Irvine Fine Arts Center in Heritage Community Park. Imagination Celebration: Drawing Cartoons with Thomas N. Perkins will take place from 1-3 p.m. Saturday, May 27, at the Orange County Great Park.

Kaleidoscope: A Family Art Experience is a day of creative hands-on activities for the whole family, including miniature gardens, paper art, face painting, a customizable Italian soda bar, and a fiber art workshop with guest artist Debbie Carlson. Ages 5 and older are welcome at the event, and light refreshments will be provided. For more information, visit irvinefinearts.org or call 949-724-6880.

Visitors to the Great Park on May 27 can learn fundamental elements of animation and illustration from Thomas N. Perkins, an Emmy Award-winning artist working in the animation industry for TV and film since 1997. Perkins has worked for Warner Bros. Animation, Porchlight Entertainment and Cartoon Network. JOHN WAYNE AIRPORT ISSUES CALL FOR ARTISTS
 
John Wayne Airport (JWA) has issued a call for Orange County-related visual artists to apply for exhibition slots in JWA's Community Focus Space (CFS) program’s exhibition calendar, beginning in October of 2018.

Each exhibition is approximately 30 days in duration and is presented by JWA at no cost to the artist. CFS exhibitions are located prior to the security checkpoints and adjacent to Baggage Carousels 1 and 4 in the Thomas F. Riley Terminal, and are accessible to passengers as well as the general public.

To qualify for consideration, artists must have been born, raised or educated in Orange County; or currently live, work or own property in Orange County; and live in any of the following counties: Imperial, Kern, Los Angeles, Riverside, San Bernardino, San Diego, Santa Barbara or Ventura.

Artist applications must be received by John Wayne Airport no later than 4:00 p.m. on July 21, 2017. Artist application instructions and guidelines may be found at www.ocair.com/terminal/artexhibits/. Artists approved through this review process will be notified by the end of October 2017.
