Board Decides Silverado Canyon Not a Feasible Site for Homeless Shelter

Supervisor Todd Spitzer met with residents of Silverado Canyon to hear feedback on the proposed homeless shelter site at the current Library of the Canyons. Spitzer called the proposed shelter location “ludicrous.”
 
The Orange County Board of Supervisors unanimously decided on Tuesday, April 24 that Silverado Canyon is not an option to create a new homeless shelter. The county will notify the mayors of South County that a $6-million library site is not suitable.

“The homeless need access to medical care, job training and mental health facilities and this rural library is not a good option,” Supervisor Todd Spitzer said at the Board of Supervisors Meeting. “I want to thank all my constituents for showing their concern by attending a town hall last night and the Board meeting today. The residents of Silverado take great pride in their community as do I. This site is just too geographically isolated and the Board has heard your concerns.”

DA Returns to Board Just Months After Saying All is OK on Auto Theft

 
Orange County, CA – The District Attorney has requested an additional $42,086 to fund the Orange County Auto Theft Task Force (OCATT) two months after telling the Board of Supervisors that “we’re not asking for additional funding.”

The new monies were requested to pay for a researcher and investigator only after Supervisor Todd Spitzer pointed out discrepancies in statistics that District Attorney Tony Rackauckas had provided to the board. The new item on today’s agenda said the funds were meant to “provide analysis and investigation of vehicle theft crimes.”

“I fully support our detectives who work on the task force and that’s why I demand leadership from the DA who oversees OCATT,” Spitzer said. “After I pointed the manipulation in the district attorney’s statistics, he suddenly comes back to the board asking for more resources.”

On Feb. 27, Rackauckas stated that OCATT had helped decrease auto theft in Orange County by 55 percent since 1993. However, auto theft here has actually risen by 33 percent between 2010 and 2016 according to the California Dept. of Justice, Spitzer responded.

“Rackauckas failed to disclose that auto theft is exploding throughout Orange County,” Spitzer said. “Today’s request is a clear admission that resources are needed and are only now being added because they are obviously needed.”

Supervisor Spitzer Recognizes Denim Day at Board of Supervisors Meeting

As a longtime advocate for victims, Supervisor Spitzer was honored to be the first Supervisor on this Board to recognize Denim Day, an international campaign that encourages people to wear jeans (denim) in order to raise awareness of and to put an end to misconceptions around sexual assault and rape.

Denim Day began nearly 20 years ago after the Italian Supreme Court overturned the conviction of a man who picked up an 18-year old woman for her first driving lesson, told her to pull off the road, forcibly pulled her out of her jeans and raped her. The Court said because the victim was wearing “very tight jeans,” she must have helped the rapist remove them, which the Court argued implied she gave consent. Denim Day has since evolved into an international day of protest, education, and support for victims of sexual violence.

Waymakers OC, a nonprofit resource for victims of violence, was gracious enough to provide a sample of the Clothesline Project to the Hall of Administration for Denim Day. The Clothesline Project features shirts decorated by survivors of sexual assault, rape, human trafficking, domestic violence, and other crimes, to tell the victims’ individual stories.

Supervisor Spitzer Partners with City of Irvine and Crime Survivors for Run/Walk

Supervisor Todd Spitzer was honored to partner with his longtime friend Patricia Wenskunas, Founder and CEO of Crime Survivors, for the 14th Annual Survive and Thrive Run/Walk at Mason Regional Park.

This year's survivor dove release was especially poignant as 58 doves were released in honor of the 58 victims of the Las Vegas shooting.

This year was also the first since the opening of the Crime Survivors Resource Center, a healing environment built to provide services and programs to survivors. Learn more about Crime Survivors at http://crimesurvivors.org/.

Spitzer Presents State of the County to Yorba Linda City Council Meeting

Supervisor Spitzer gave an update on the State of the County to the Yorba Linda City Council on Tuesday, April 17.

Supervisor Spitzer thanked Mayor Gene Hernandez for his leadership in contributing to the Drowning Prevention Task Force, a County-wide initiative to raise awareness on the dangers of swimming alone, the need to always have a ‘water-watcher’ on duty while others are swimming, and to encourage parents to enroll their children in classes to help them become stronger swimmers.

Update: Tustin Library Timeline

The Tustin Library is currently undergoing repairs due to a leak discovered last year.
 
A temporary library has been operational outside the Tustin Library since August 15, 2017. The temporary library’s hours of operation are Tuesday – Thursday (10 am – 7 pm); Friday & Saturday (9 am - 5 pm).

On March 31, 2017, a leak was discovered by County staff in the Tustin Public Library. The leak originated from the water supply for the heating, ventilation and air conditioning (HVAC) system under the raised floor. County initiated removal of approximately 125,000 gallons of water, repaired the pipe, and remediated the standing water. The City contacted its insurance carrier to determine the root cause of the leak and the extent of damage to the Library.

On September 19, 2017, City received the damage assessment report from the City’s insurance carrier. The scope of work to repair the Library includes removal of carpet and raised floor panels to access damaged areas, replace some raised floor pedestals, and replace various electrical components, control wiring, flex ducting, piping insulation, and extensive cleaning.

On December 19, 2017, City Council approved plans and specifications and authorized solicitation of bids for the restoration project. On February 6, 2018, City received seven (7) formal bids.

On February 20, 2018, City Council awarded a construction contract to the lowest responsive/responsible bidder. The construction schedule commenced on March 26, 2018 and the anticipated completion date is June 18, 2018 but may be delayed due to change orders or unexpected building issues. Work on the project will take place Monday through Friday between 6:00 am and 2:30 pm with noise kept to a minimum.

OC Public Works and OC Public Libraries have not announced a finalized date for the repairs to be completed.
