Supervisor Todd Spitzer was featured in the September edition of Orange County Catholic, the official newspaper of the Roman Catholic Diocese of Orange, for his leadership in resolving a land dispute between the Catholic Church, Clearwater Living, and North Tustin community associations.

The article, “County Supervisors Approve Senior Living Project for Diocese-Owned Site in North Tustin,” features a photo of Supervisor Spitzer and Monsignor Steve Doktorczyk at the Christ Cathedral Arboretum, formerly known as the Crystal Cathedral, celebrating the sign-off by the Board of Supervisors of a 100-unit, single-story senior living development on a six acre parcel owned by the Diocese.

The project required compromise and negotiation between several groups, including the Diocese and the Foothills Community Association. Supervisor Spitzer helped mediate these negotiations and eased tensions to produce a plan that would be the best option for the community.

“I’ve always supported retired priest housing and senior housing,” Supervisor Spitzer said at the August 28 Board of Supervisors Meeting, “I just needed time to bring the community together to produce an enduring project that is part of the community.”

The Board unanimously approved the first reading of the amended Clearwater development plan on August 28. The Board approved the amended plans again in a second reading September 11, allowing the project to move forward.

Supervisor Spitzer thanks the Orange County Catholic newspaper for featuring the story about this significant development.

Spitzer Attends 9/11 Ceremonies to Honor Those We Lost

Supervisor Spitzer attended ceremonies to honor the nearly 3,000 Americans lost in the September 11, 2001 terrorist attacks in New York, Pennsylvania, and Washington DC.

During Tuesday’s Board of Supervisors Meeting, Spitzer talked about the memory of that morning seventeen years ago when—serving in his second term as Third District Supervisor—he and his colleagues on the Board tried to console their constituents and worried County employees.

Supervisor Spitzer (R) holds up the painting made by a constituent who perished in the 9/11 attacks as (L to R) Chairman Andrew Do, CEO Frank Kim, and Supervisor Michelle Steel look on.
“I was in one of these seats,” Spitzer said, gesturing to the Board of Supervisors dias. “We had a Board meeting on that day, and we all came here. The County was on full alert. We didn’t know if anything was going to happen here. It was a scary day.”

Also at the meeting on Tuesday, Spitzer received a painting of two giraffes made by a constituent Lisa Frost who died in the attacks.

Supervisor Spitzer joined the Orange County Fire Authority (OCFA) for a 9/11 Remembrance Ceremony at OCFA’s headquarters in Irvine. A three-bell salute marked the time of impact for each flight. Members of OCFA’s Board of Directors spoke at the emotional event.

At the Richard Nixon Library in Yorba Linda, 2,977 flags were proudly displayed on the corner of Yorba Linda Blvd and Eureka Ave, representing each of those 2,977 brave Americans.

On Sunday, Spitzer supported the Stephen Siller Tunnel to Towers 5K, proceeds of which go to programs helping the 9/11 first responders and their families.

FAA Settlement Update: Less than 1% of Departures Deviate from Flight Plans

Less than 1% of flight data recorded in the Federal Aviation Administration’s (FAA) Quarter 2 Analysis deviated from the modified departure flight paths out of John Wayne Airport (JWA), greatly reducing the impact the new plans have had on surrounding communities.

The data comes nearly two years after Supervisor Spitzer rallied residents to oppose the FAA’s Southern California Metroplex project flight path changes. The changes would have caused significant noise problems for much of the unincorporated canyon areas and several south county cities.

With the community’s support, Spitzer’s leadership compelled the County to sue the FAA to ensure noise abatement procedures would be implemented.

The result was modified flight paths that reduced the level of plane noise experienced by communities. The modified flight paths include noise monitoring points and a more restricted departure path.

According to JWA staff, most airports see approximately 1% of flights deviating from their set flight path, indicating the percentage of deviated flights in the JWA Quarter 2 Analysis data is not unusual.

Supervisor Spitzer praised the news, saying “I fought hard to protect our residents from the amplified noise that would come from the new flight paths. The lawsuit against the FAA was a massive undertaking, but we emerged victorious and kept our communities protected with flight noise abatement procedures.”

A settlement was announced between the FAA and the County of Orange in January 2018. Data in the Quarter 2 Analysis was collected during the second week of each month for April through June. Over 3,000 flights were tracked during these time periods.

Back-to-School Waste Prevention Tips from OC Waste & Recycling

It’s Back-to-School time, and parents work hard to ensure your kids have a great and productive year.  This also includes doing what you can for the environment.  When preparing your kids for school this year, you can help them be good environmental stewards at the same time. Make sure to reuse and recycle as much as you can. Every little bit makes a difference in preserving our beautiful county and the planet. Families can:
  • Determine what can be used from last year.
    • Repair and reuse binders
    • Reuse pens and pencils from last year
    • Sell back books or share with younger students or children
    • Repair backpacks with glue or other simple repairs
  • Buy smart and buy recycled products
    • Follow a classroom list to make sure to only buy what your child needs
    • Purchase “green” products and avoid nontoxic items
    • Look for products not sold with excess packaging
    • Buy durable, reusable items like lunchboxes, locks and backpacks
  • Manage electronics and batteries
  • Reduce food waste
    • Send your kids to school with lunch or snacks packed in reusable containers.  Purchase a reusable water bottle for your child to refill throughout the day.
    • Encourage your children to only take what they need from the lunch line.  Make sure they recycle cans and bottles after they eat and they dispose of waste in the right bins at their school.
