Tele-Town Hall: Public Safety in Jeopardy

Supervisor Todd Spitzer held a Tele-Town Hall focusing on recent California laws that have jeopardized the safety of the public by downgrading crimes, shortening sentences for convicted criminals, and changing the landscape of Orange County’s criminal justice system.

Supervisor Spitzer brought together a panel from the law enforcement and legal fields to discuss the details of these laws and how they have impacted the safety of our communities. This panel included Orange County Probation Department Chief Steve Sentman, Garden Grove Police Department Chief Todd Elgin, and Orange Police Department Captain Dave Nichols.

Muscular Dystrophy Association’s Muscle Walk

Communications Specialist Montana Sudul thanked the crowd for their participation in the MDA Walk on behalf of Supervisor Spitzer.
Supervisor Spitzer was pleased to once again support the Muscular Dystrophy Association’s (MDA) Muscle Walk Orange County, an annual celebration of strength and encouragement for MDA families.

MDA puts patients at the heart of its work, empowering families with support and services, funding research, and caring for kids and adults from day one. MDA’s Care Center Network serves as the nexus for expert clinical care and medical research, while its vast network connects people across the United States to the neuromuscular community.

Some of the funds raised by this MDA Walk go toward MDA Summer Camps, weeklong “magical” camps where kids with muscular dystrophy and related diseases can live beyond limits. Nationwide, thousands of kids attend these camps for free each summer.

Holy Fire Update: Community Meeting

The community meeting was held at the Library of the Canyons in Silverado.
 
Multiple agencies participated in a collaborative community meeting on October 23 at the Library of the Canyons in Silverado to update residents about the Holy Fire impacts and preparations for potential debris flows.

The County is working to protect canyon residents from potentially devastating mud slides and to prevent the spread of toxic materials from the Holy Fire burn sites. Tuesday’s community meeting was an essential part of that effort, as residents were given guidelines on how they can best keep their property protected.

Supervisor Todd Spitzer, whose district was affected by the Holy Fire, said the community meeting was necessary to address the potentially urgent consequences of the fire, as well as to show support to the residents who lost their homes.

Representatives from the United States Forest Service, Orange County Public Works, Orange County Sheriff’s Department, Orange County Fire Authority, Orange County Animal Care, and American Red Cross presented information and answered residents’ questions.

OC Health Care Agency Point of Dispensing Exercise

After signing up with Alert OC, attendees received a hand-crank radio to use in emergencies.
 
OC Health Care Agency teamed up with several cities and county agencies for the County’s first multi-city Point of Dispensing (POD) exercise at the Orange County Great Park in Irvine.

The POD event is an exercise in emergency preparedness to practice the rapid distribution of medicine in the event of a public health outbreak.

Participants received a commemorative tote bag, local emergency planning materials, information about the AlertOC emergency notification system, and a holiday pumpkin. AlertOC is a mass notification system designed to keep Orange County residents and businesses informed of emergencies.

Representatives from OC Health Care Agency, City of Irvine, Orange County Fire Authority, and Irvine Police Department participated in this multi-city POD.

Halloween Zoo-tacular Returns to the OC Zoo October 27

Everyone is getting in the spooky spirit! The Halloween Zoo-tacular at the OC Zoo returns with plenty of tricks and treats!
The County of Orange and OC Parks are pleased to present the annual Halloween Zoo-tacular at the OC Zoo located inside Irvine Regional Park on Saturday, October 27 from 10 a.m. to 4 p.m. Celebrate the fall season with festive activities and the animals of the OC Zoo!

Families are invited to bring their children to trick-or-treat, explore the zoo during a spooky scavenger hunt and create Halloween and fall-themed crafts. OC Zoo animals will join the fun as they receive treat-filled pumpkins and special Halloween treats throughout the day, and the first 100 children in costume ages 12 and under will receive a free gift.

“Visitors of all ages can come explore the Zoo-tacular event located inside Irvine Regional Park,” said Orange County Supervisor Todd Spitzer. “This is a wonderful opportunity for the community to show off their Halloween costumes while spending time with the animals of the OC Zoo.”

Reservations are not needed to participate in the OC Zoo’s Halloween Zoo-tacular. Activities are free with paid zoo admission ($2 per person, ages 2 and under free). Parking at Irvine Regional Park is $5 per car and coupons or free passes are not valid at this special event.

New Sober Living Ordinance Grossly Inadequate to Protect Public Proposal Ignores most of Orange County

 
An attempt by the District Attorney to circumvent the Health Care Agency by creating a registry of sober living facilities fell short of full Board of Supervisors support because the proposed ordinance did not go far enough. Cities weren’t included and neither was a cost analysis for taxpayers. The proposal also duplicates state law.

District Attorney Tony Rackauckas brought the proposal that requires the county Health Care Agency to maintain a registry to the Board of Supervisors on Tuesday. It required all alcohol, narcotic, and drug abuse programs located in the unincorporated area to register with the County. A state law has already been in place since 2005 that requires such facilities to register.

When asked why he was raising this issue 13 years later, Rackauckas said, “We started looking at this just in the last few months.”

Both Supervisors Todd Spitzer and Shawn Nelson questioned the purpose of such a redundant regulation, abstaining until significant changes can be made.

“The Health Care Agency didn’t know about this until Oct. 1. This law has been going on for a decade and no cities have been approached to be included,” Spitzer said. There was only one reason to grab this away from the Health Care Agency’s jurisdiction and we know what it was.”

Spitzer also pointed out that the ordinance had no penalties for violators. Failure to register will have no consequences.

The District Attorney admitted that he didn’t have any funding for the new law and it would require further study. The Health Care Agency only has the funds to support it for one year and only within the unincorporated areas.

Spitzer said he doesn’t know what the ordinance accomplishes other than an attempt at creating publicity for the District Attorney.

“The real need is to protect our coastal cities, which are magnets for rehab facilities. The proposed ordinance does nothing for them,” Spitzer said. “Bringing a half-cooked ordinance to the Board that doesn’t even bother to cover our 34 cities is malfeasance. The statute already allows for strict enforcement registries. The District Attorney missed the target completely.”
