Board Approves Civic Openness in Negotiations Ordinance
In an effort to bring transparency to the process of negotiating employee contracts and labor agreements, the Board of Supervisors unanimously approved an ordinance at the July 22 meeting authored by Supervisor Moorlach. The ordinance is titled Civic Openness in Negotiations, also known as “COIN.” It had been debated and amended several times over the past few board meetings, but the first reading of the most recent version was ultimately approved with no opposition.

COIN requires employee contracts to be negotiated in a public forum instead of behind closed doors, which commonly occurs today. The new structure gives the public an opportunity to see how tax dollars will be spent and a chance to weigh in on any contract agreements. The second reading of the ordinance will appear on the August 5 Board of Supervisors agenda before final adoption.

Nelson Updates Buena Park Council on OC Bike Trails
Supervisor Nelson spoke on the progress of the OC Bike Loop to the Buena Park City Council on July 22. Though 70 percent of the Loop is already in place and attracts bikers, walkers, and runners, several segments have yet to be completed.

Three such segments are in Buena Park along the Coyote Creek Trail: Segment O, a proposed 1.1 mile stretch from the North Fork Trail to Artesia Boulevard; Segment Q, a 1.0 mile path from Knott Avenue to Malvern Avenue; and Segment R, a 2.0 mile segment between Malvern Avenue and Hillsborough Drive that is expected to be completed this fall.

The Loop will ultimately serve about 650,000 Orange County residents and provide access to 200 parks and 180 schools. OCTA is hosting an OC Loop Summit later this year to discuss the status of each segment. Learn more at octa.net/ocloop.

I-405 Project
CalTrans advised the Orange County Transportation Authority on July 25 to add one regular lane in each direction between Euclid Street and the San Gabriel River Freeway and high-occupancy toll lanes at a later date. All Measure M Project K funding will be used toward adding the one general-purpose lane as planned, but CalTrans said it will pursue funding for the high-occupancy lanes. OCTA’s project will get under way in 2016 and be completed in 2020. A final environmental document is expected to be finished early next year.

Thousands Jump Aboard the OC Fair Express
Each summer for the past 124 years, Orange County residents have looked forward to the regional fair and this year they seem particularly eager to enjoy the fun. Ridership on the OC Fair Express nearly doubled the second weekend of operation as the special bus service transported more than 16,300 riders. Overall ridership is up 38 percent compared to last year.

The OC Fair Express began July 11 and will continue through August 10, providing direct travel to the fair from eight locations on Friday, Saturday and Sunday. For only $2 each way or the swipe of a valid bus pass, travelers skip traffic and parking hassles and arrive at the fair’s yellow gate fresh and ready to go.

Riders also receive a $3 fair admission coupon that provides a $9 savings off the regular fair admission.

All around, it's a great deal. This year, to make the experience even better, there’s the free OC Fair Express Mobile App. Fair-goers can save time and energy by buying passes, getting schedules, and viewing maps before hopping on the bus. The app is available as a fast and easy download from the OCTA website.

To generate additional interest, OCTA is offering exclusive giveaways such as fair food coupons, OC Fair tickets and ride passes to those who like OCTA on Facebook.

Discounts Spotlight Student BikeShare Memberships
With the start of school right around the corner, there’s no better time to raise awareness about OCTA’s bikesharing program in Fullerton, where more than 32,000 students attend the local branch of the state university.

During August and September, OCTA is offering students 20 percent off BikeShare annual memberships, dropping the cost from $45 to $36. Annual members can use the BikeShare system on an unlimited basis for short point-to-point trips around town. Four BikeShare stations are located on the campus of California State University, Fullerton.

Bikesharing programs are popular on college campuses because they help relieve traffic congestion, reduce greenhouse gas emission, provide exercise, and eliminate the hassle of bringing a bike to campus.

Metrolink
Summer Campaign is Part Travel Guide, Part Adventure, and All Metrolink
To encourage summer Metrolink ridership, OCTA created a special promotion that answers the question, “Where can you go for fun?” The answer is the Seven Summer Treasures website, packed with an amazing array of fun destinations—all within walking distance from Metrolink stations in Orange County and beyond.

The website showcases great places to take Metrolink with friends and family, such as San Juan Capistrano, Orange, Fullerton and Santa Ana, for great food, shopping, culture and bike rides. Locations range from urban explorations in Downtown Los Angeles, Hollywood, and Pasadena to a petting zoo for the kids in San Juan Capistrano. Of course, riders can start their adventure in Irvine or Tustin for beach days in San Clemente and Oceanside.

Adventurers can have a great interactive experience on their desktop computers, tablets or mobile phones, because the Seven Summer Treasures website adapts to any device. They can plan a trip at home and take the details along – or change course on the go.

As an incentive to increase website usage and participation, a sweepstakes drawing gives participants a chance to win hundreds of great prizes, including Disneyland® Resort Park Hopper® tickets and Metrolink passes. Plus, adventurers are encouraged to share photos of their adventure on Instagram, Facebook or Twitter using #Metrolink7.

The Seven Summer Treasures promotion began at the end of June and runs through September 1. With more than 7,400 unique visitors to the site and 5,600 video views, the promotion is well on its way to helping Orange County residents discover both fun summer destinations and Metrolink.

Anaheim Chamber Legislative Committee
Chairman Nelson visited the monthly meeting of the Anaheim Chamber of Commerce Legislative Committee last month, his first since the organization moved to its new location at 2400 E. Katella Avenue, Suite 725. Topics primarily included transportation and economic issues.

One surprising fact is that Orange County is the only place statewide currently proposing general purpose lanes. Elsewhere in the state, freeways are increasingly making use of tolling or high-occupancy lanes. In fact, these lanes may be California’s last as transportation moves gradually away from cars in favor of a rail-focused system.

For increasing the likelihood of successful street car projects in Anaheim and Santa Ana, the Chairman stressed the need to follow the model of other large cities and metropolitan areas nationwide, which rely on daily commuters to keep transportation cost-effective and solvent, as opposed to primarily targeting seasonal, less reliable riders.

Perhaps the most pressing legislative priority for the County is the continuing need to achieve property tax revenue equity. Currently, Orange County receives a mere six cents back on the dollar in property tax revenue, ranked last among all 58 California counties and well below the state average of seventeen cents. Increasing the amount of property tax revenue would greatly help to offset costs and provide additional countywide services.

There was also brief discussion about the recent accomplishment of finding a location for a year-round homeless shelter, despite ongoing challenges. While unanimity always exists in discussing the need for a resolution to homelessness conceptually, opposition undoubtedly arises when a site is actually selected to effectively provide homeless assistance.

Nelson Honors Volunteers at OneOC Luncheon
Policy Advisor Steve Spernak was honored to recognize volunteers on behalf of the Supervisor on July 18 from at the OneOC 2014 Awards Ceremony hosted at the Ocean Institute of Dana Point. Over 300 volunteers from cities all over the county gathered to recognize individuals who donated 1,000 or more hours to law enforcement, disaster planning, and community programs. OneOC director Ursula Walsh presented the awards.

The organization has over 930 volunteers and has served 191,585 hours at 39 different organizations. Some of the 133 volunteers over the age of 85 were asked to stand for recognition. Placentia Chamber Honors Citizens of the Year
At this year’s Placentia Chamber of Commerce Local Heroes Awards, Policy Advisor Steve Spernak congratulated Peggie and Brian Yamaguchi, who are the first-ever husband and wife pair to be named Citizens of the Year. Hosted at Alta Vista County Club, the ceremony brought together 250 chamber members, police, fire and EMT technicians to recognize those who have been committed to the safety of Placentia.

After awards were presented to Firefighter David Harper, Placentia Police Staffer Juanita Martinez, and EMT Technicians Anthony Page, Brenda Greenback and Elizabeth Shaffer, the spotlight moved to the Yamaguchi family. Brian Yamaguchi was a Police Sergeant in Placentia and volunteered with Boy Scouts, Boys and Girls Club, Special Olympics, Heritage Days and El Dorado High School. He has also trained hundreds of reserve officers at the Police Academy. Peggie Yamaguchi has worked with the Women’s Round Table, Tuffree Middle School PTA, Neighborhood Watch, EDHS Booster Club, and the Miss Placentia Scholarship program.

The Yamaguchis said they would cherish the friends, families and neighbors who have shared in their journey, especially their son Jeremy, who was elected to the Placentia City Council and was one of the youngest mayors in California history.

Sandi Baltes Honored as La Habra Citizen of the Year
The La Habra Chamber of Commerce hosted their annual Awards and Installation Banquet at Westview Country Club on July 24. Chamber members, civic leaders, city council, police, and fire staff attended the ceremony. Sandi Baltes was named Citizen of the Year for her service and leadership in La Habra as a school board member, member of the Chamber Board of Directors, and coordinator of the Corn Festival. Policy Advisor Steve Spernak congratulated recipients on behalf of Supervisor Nelson. Among them were Don Hannah for the George Rochester Award, Andrea Werren for Entrepreneur of the Year, and the Boys and Girls Club of La Habra for the Chamber Award.

Better Floors and Restorations Commemorates 40 Years in Business
Congratulations to Dennis Blake and the crew at Better Floors and Restorations, who celebrated their 40th anniversary with an open house and ribbon cutting ceremony on July 17. Members of the Placentia Chamber of Commerce and friends of the Blake family attended the event. Hosted at their downtown offices on Santa Fe in Old Towne Placentia, the 100 attendees enjoyed a catered Mexican feast by Rosalina Davis and Tlaquepaque Restaurant.

At the ceremony, Dennis said he’s proud of his team of 22 employees who work 24/7 as part of their Disaster Kleenup project to handle water damage, fire, and mold. Dennis was also a founder of the Downtown Merchants Association since its inception 24 years ago. The Merchants Association promotes businesses as well as civic and community events. One such event, Las Posadas, occurs every December with the Tamale Festival.

Orange County Emergency Pet Clinic Celebrates New Location
On July 24, the Orange County Emergency Pet Clinic opened their newest location at 3920 Harbor Boulevard in Fullerton. The Orange County Emergency Pet Clinic was originally founded in 1975 by 41 veterinarians who were committed to providing quality care to their patients. The doctors and technicians specialize in critical care and the facility is equipped with the latest medical technology, including on-site oxygen chambers and heated cages. Each location operates after hours, from 6pm to 8am, to ensure that animals receive proper attention when unpredictable emergencies arise. The clinic can be reached at 714-441-2925.

Grand Opening of De La Cheveaux Hair Salon
In celebrating the grand opening of De La Cheveaux Hair Salon, members of the Brea Chamber of Commerce, local business owners, and representatives from elected offices attended a ribbon cutting ceremony on July 24. Owner Debi De La Torre recently moved into one of the Phenix Salon Suites located in the Brea Marketplace. She offers haircuts for both men and women, as well as coloring, highlights, and perms. An appointment can be made at 562-631-7697. Debi’s salon is located in Suite 116 at 975 East Birch Street, Brea.

OC Waste and Recycling Eco-Challenge Team
Several hundred residents drove up to Angels Stadium on July 26 to drop off paint, pesticides, auto batteries, motor oil, and insect sprays to OC Waste and Recycling crews. Residents who participated received a free ticket for either an Angel game or the Discovery Science Center. Angels pitcher Garret Richards attended and signed baseballs, jerseys, ball caps and posters. Congratulations to the Eco-Challenge team on their successful project.
