The Board of Supervisors held a meeting this week. Please see below for highlights. The next meeting will be Tuesday, December 9 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701.

Special Announcement
Chairman Shawn Nelson Sets Special Election Date for 1st District Vacancy
Board of Supervisors Chairman Shawn Nelson has set Jan. 27, 2015, as the date for a winner-take-all special election to fill the vacancy created by the election of former 1st District Supervisor Janet Nguyen to the state Senate.

The County Charter specifies that supervisorial vacancies must be filled by a special election held not less than 56 days or more than 70 days after the date of the vacancy. The date selection requires ratification by the Board of Supervisors.

The 1st District includes the cities of Garden Grove, Santa Ana and Westminster, portions of the City of Fountain Valley and the unincorporated community of Midway City.
 
 
In the Community
Fourth District Celebrates 2014 Thanksgiving Charity
Congratulations to the volunteers and planning team who delivered the 2014 We Give Thanks appreciation Thanksgiving dinner and dessert to an estimated 15,000 residents last week.

Hosted at the Honda Center, cooks and chefs prepared 6,000 turkeys and a ton of mashed potatoes cooked overnight at hotels throughout Anaheim. The synchronized delivery was an amazing opera of timing and performance that was perfectly executed under the leadership of Kent French, the executive officer for the We Give Thanks foundation.

Supervisor Nelson joined friends and colleagues from city councils and state offices to help in the festivities and hospitality for the opening masses attending the free dinner, music and fellowship provided as an act of appreciation by restaurant owner Frank Garcia.

Supervisor Honors Three Council members from Brea
In an emotional evening, the City of Brea said good-bye to three members of public service in Roy Moore, Ron Garcia and Brett Murdock who ended their terms of office on Tuesday.

Supervisor Nelson had Policy Advisor Steve Spernak deliver Certificates of Recognition to each of the departing council members and comments of appreciation for their service and dedication to the people of Brea.

Roy Moore completed his 16 years of service with compliments by his son and a tearful thanks to his wife and family. Ron Garcia concluded with comments about how he appreciated the friendships and accomplishments he was able to deliver for Veterans. Brett Murdock closed the night by citing how Brea has been his life since he was an Eagle Scout and that service to his community was his highest honor and privilege.

Incoming Council members Cecilia Hupp, Glenn Parker and Steve Vargas were then sworn-in and each graciously applauded their families and friends who helped their campaigns and made this night special as they took the oath of office.

Congratulations and best wishes to all the former Council members and a warm welcome to the new members that Supervisor Nelson will partner with for public policy and administrative services in the Fourth District.

Supervisor Nelson honors Placentia City Council
Supervisor Nelson attended the Placentia City Council meeting on December 2 to recognize Mayor Scott Nelson and outgoing Mayor Pro Tem Joseph V. Aguirre.

He was pleased to present them with a certificate and thank them for their years of service.

Mayor Scott Nelson was appointed to the Placentia City Council In November 2007 and his current term ends in 2016. Highlights for the city during his tenure include Structural general fund deficit of $6,000,000 in 2007 to a current surplus of approximately $2,000,000, crime reduction of almost 30% and increasing transparency in city government.

Mayor Pro Tem Joseph Aguirre was first elected on the city council in 2006, one of his top priorities was leading the fight against eminent domain for redevelopment.

Board Updates

Board Bids Farewell to Two Members
On Tuesday, November 25, a majority of the Board of Supervisors celebrated two of its members on successful elections earlier in the month. State Senators Janet Nguyen and Patricia Bates received congratulatory resolutions during their final meeting as County Supervisors. They both officially resigned December 1 to take office in the Senate.

State Senator Janet Nguyen vacated her Supervisorial office after nearly eight years at the County and two years before her term was due to expire to represent the 34th Senate District in Sacramento. The district is comprised mostly of west Orange County and includes an eastern portion of Long Beach. As a result, a special election has been called for January 27, 2015 to elect a successor.

State Senator Patricia Bates also resigned as Supervisor one month prior to her term’s expiration after almost eight years representing the 5th Supervisorial District to represent the 36th Senate District. Her district includes portions of south Orange County and northern San Diego County. Under Measure G, approved by voters last month, Senator Bates’ successor was ceremonially sworn-in the day after her resignation.

Supervisor-elect Bartlett Takes Oath of Office
A special meeting of the Orange County Board of Supervisors convened on Tuesday, December 2, 2014, in the Board Hearing Room to administer the Oath of Office to Supervisor-elect Lisa Bartlett.

Supervisor-elect Bartlett was elected on November 4, 2014, to represent the 5th Supervisorial District in south Orange County. She is taking office a month early to fill the unexpired term of former Supervisor Patricia Bates, who was chosen by voters in the same election to represent the 36th state Senate District.

County Chief Information Officer Selected
Interim Chief Information Officer Christina Koslosky has been chosen by CEO Mike Giancola to permanently lead the County’s Office of Information Technology, effective immediately.

Koslosky has served as the interim chief since March 2014, after the departure of former CIO Mahesh Patel. She was named assistant CIO in February 2012, moving from her role as director of Information Technology finance and sourcing. She was hired in February 2008 to help navigate the conversion of the County’s aging information technology systems.

Prior to joining the County, Koslosky worked for 17 years for global computer giant Ingram Micro Inc. of Santa Ana, where she gained broad experience in IT development and support, operations and infrastructure, and systems architecture and governance.

The CEO Office of Information Technology provides IT solutions across County departments and agencies for voice communications, network and Internet access, as well as server hosting and data center services. Key areas of focus for the department include implementation of a next-generation voice and network environment, further implementation of a managed services support model and the establishment of Countywide collaboration tools.

City of San Juan Capistrano - Tree Lighting
 
For a holiday outing that the whole family can enjoy, visit San Juan Capistrano on Dec. 6 for a tree lighting ceremony and festivities including entertainment and, children’s activities. The fun will last in to the evening, so visitors can enjoy shopping and dining.

The event begins at 4 p.m. with a stage show of music and dance performances at the Historic Town Center Park, 31852 El Camino Real. The tree lighting is set for 5:30 p.m. Throughout the evening, there will be live Nativity performances, Christmas hayrides at Zoomar's, a free outdoor movie , and many other fun events for all ages. For the full schedule of events please visit here.

To make it easier for Orange County residents to enjoy this special afternoon and evening, OCTA will provide shuttle service at select OCTA bus stops and area parking lots to and from the event (see map). Shuttle service will run from 3:30 p.m. to 11 p.m.

Metrolink travelers will find all the activities within easy walking distance of the train station. This is a great opportunity to visit beautiful San Juan Capistrano for the day, enjoy the tree lighting, then jump aboard a convenient Metrolink train for a carefree ride home. At $10, a Metrolink Weekend Day Pass is an affordable way to venture throughout the Metrolink system.

The last northbound train leaves San Juan Capistrano at 6:03 p.m., and the last southbound train leaves at 5:57 p.m. Please view the train schedules below.
