Supervisors address homelessness in Civic Center
At their August 4th Board meeting, County Supervisors discussed steps and strategies to address the homeless population at the Civic Center Plaza in Santa Ana. On a single night, nearly 4,500 people experience homelessness in Orange County. In response, Supervisor Nelson directed County Behavioral Health Staff to have a larger presence among the homeless who currently reside in the Civic Center. The County will have two Mental Health Specialists on site, Monday through Friday, between the hours of 8am-5pm. Their tasks are to gather information and encourage those to utilize the resources offered by the County to obtain therapy, housing and medical services. This effort is one small, necessary step toward solving the issue of homelessness in Orange County. Should you have any questions or concerns, please visit www.211oc.org for further information.

Ethics Committee Discusses Possible Oversight Models
The Board of Supervisors’ Ethics Committee held its second meeting on Thursday, August 6th and third meeting on Tuesday, August 11th. Denis Bilodeau, Supervisor Nelson’s Chief of Staff, is the Fourth District representative on the committee.

The committee’s mission is to discuss possible ethics oversight models and bring recommendations to the Board on the formation of an Ethics Commission. At the August 6th meeting, committee members discussed and studied the ordinances of other Ethics Commissions in the State, including those of the Cities of Los Angeles, San Diego, San Francisco, and San Jose.

The August 11th meeting included guest speakers Assemblyman Matthew Harper, author of Assembly Bill 910, and former Federal Election Commission Chairman Darryl Wold. Committee members also discussed the possible roles of an Ethics Commission, as well as the scope of its authority.

Meetings are held in the Board hearing room at the Hall of Administration (333 W. Santa Ana Blvd., Santa Ana) and are open to the public. The Ethics Committee will convene again on Tuesday, August 18th at 9:30 am.

OCTA Plans for Street Improvements
As part of Measure M2, the Orange County Transportation Authority issues a competitive call for projects throughout the county each year. This week, the OCTA Board authorized the issuance of $38 million for the Regional Capacity Program and an additional $12 million for the Traffic Signal Synchronization Program.

The Regional Capacity Program targets street intersection improvements and roadway resurfacing and widening to allow more vehicle throughput on the roads and reduce congestion. This includes utility relocation, adding sound walls and storm drain pollutant mitigation. The Traffic Signal Synchronization Program will to keep traffic moving more smoothly on Orange County streets through more green lights and less stops, thereby reducing both commute times and pollution due to idling vehicles.

Measure M2 is the 30-year continuation (2011-2041) of a half-cent local sales tax to fund transportation projects in Orange County, approved by voters in 2006. The original Measure M was approved in 1990 and ran from 1991-2011. For more information on Measure M2, visit the OCTA website.

Once Upon a Train
Metrolink trains travel to amazing places, and there’s a story in every journey. This summer, OCTA is encouraging adventurers to discover their own stories at Once Upon a Train, a special website featuring a video, prize giveaways, and social media that showcases amazing destinations within walking distance of Metrolink stations. In the Community
Annual La Habra Corn Festival Brings Community Together
Last weekend, Supervisor Shawn Nelson joined the City of La Habra in celebrating its 67th annual Corn Festival. The community gathered at El Centro Lions Park from Friday, August 7 to Sunday, August 9 for free games, rides, and music. A variety of local vendors sold their products, from jewelry to homemade fruit wreaths. Nelson staffers maintained a booth at the festival throughout the weekend to distribute County informational brochures and answer constituents’ questions about County government. On Saturday morning, Supervisor Nelson participated in the annual parade, greeting residents from a convertible Mustang driven by Policy Advisor Steve Spernak.

We extend our gratitude to the La Habra Lions Club, who as always successfully hosted this community event. We also thank the vendors, volunteers, and organizations who participated in the festival and parade. Supervisor Nelson and staff look forward to seeing everyone at next year’s La Habra Corn Festival.

Orange County Honors Edward Bruce Rogers
Supervisor Shawn Nelson was saddened to hear the news of the passing of Edward Bruce Rogers, a trusted friend of the Nelson family, in February of this year.

To honor that friendship, Supervisor Nelson presented Bruce’s wife, Sharon, with a framed presentation of the Psalm 91 “Warriors’ Creed”, which is given to the surviving family of military or public safety members from the Fourth District who are lost in the line of duty or combat.

The presentation and condolences from the Supervisor were delivered by Policy Advisor Steve Spernak who attended the memorial that included full military honors for Rogers at Riverside National Cemetery last Friday. Father Neil Edlin delivered final prayers and solace to the family during memorial presentations.

Bruce was a military Veteran having served with the United States Navy and was on active-duty aboard the USS Hooper Island from 1951-1953.

A graduate of the University of Southern California, Bruce spent much of his 40 years with the Automobile Club of Southern California as a budget manager. He married Sharon in 1955 and raised their family in Orange County.

Supervisor Nelson knew Bruce to be a generous man and a quiet hero to his family, church, alumni programs at Beverly Hills High School, political causes, and of course, his love for all things Trojan.

In a moment of divine providence, a C5A military transport from March Air Force Base, lifted off and circled Bruce’s services at the national cemetery in a perfectly timed final fly-over salute to Bruce and the inspiration he was to his family, friends and military associates.
