Welcome to Nelson's E-News!
Thank you for reading this edition of my newsletter. I hope you find the information below very helpful. As always, I appreciate and look forward to your feedback.

The Board of Supervisors held a meeting this week. Please see below for highlights. The next meeting will be Tuesday, November 10, 2015 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701.

In the Community
Supervisor Nelson speaks to students at El Dorado High in Placentia
Supervisor Nelson was asked to speak to U.S. Government students at El Dorado high this week as part of the Fourth District PTA’s democracy in action mission. Supervisor Nelson was joined by Rick Simpson who is Deputy Chief of Staff to Speaker of the Assembly Toni Atkins. Each guest speaker made opening remarks and then the kids asked questions about their issues of interest in state and county government. In particular the students were curious about County transportation, district boundaries, and the perception that people have of elected officials. Go Hawks!

Supervisor Honors the Life of Frank Feldhaus
Supervisor Nelson is sad to announce the passing of an Anaheim and Orange County legend in Frank Feldhaus who died of natural causes two weeks ago.

Frank was a proud United States Marine and served his Corps as a weapons instructor during WWII and Korea teaching young Marines the fine-art of pistol and rifle expertise at Quantico, VA., and the Naval Academy as they readied for combat.

After his service, Frank found the city of his dreams in a visit to Anaheim where he helped build the Serviceman’s Center, much like the current USO centers we see now, where military could relax, call home or enjoy friends in the safety of an on-site retreat dedicated to all branches of the military.

Frank went on to be an Anaheim Police Reserve Officer, then, 2 terms as a City Council member and Mayor-Pro tem from 1995 to 2002, in addition to an endless list of other events, programs and community contributions that leant to enhancing the quality of life for everyone in Anaheim.

Frank met and married Sally, his wife of 45 years, and blended two marvelous families into a legacy of 4 children, twelve grandchildren and 16 great grandchildren, many who attended the celebration of life services at Kindred Community Church in Anaheim Hills. A Marine honor guard folded his flag, played Taps and honored him with a 21-gun salute at the church.

Supervisor Nelson sent Policy Advisor Steve Spernak to extend his condolences and appreciation for all the work Frank did with his office helping at the 13th MEU toy drive, WAND BBQ, Flag Day parade and Veterans Day monument program located at the downtown district where Feldhaus Circle was dedicated by Mayor Tait to remember Frank’s love and service to the city of Anaheim.

Supervisor Nelson Supports Buena Park Literacy Collaborative
Congratulations and best wishes were delivered to a packed room of students, parents and teachers at Mabel Pendleton School in Buena Park as Supervisor Nelson was honored to back the efforts of the second-grade students who will take a reading challenge into 2016.

As part of the new Buena Park Literacy Collaborative, all the students will be challenged to read and document the 1 million words they’ll go over in books, magazines and journals as part of their challenge to improve tests scores, comprehension and second language proficiency.

Policy Advisor Steve Spernak delivered remarks of encouragement and excitement by the Supervisor to build on the initiative with other elected partners and members of the School District, City of Buena Park and the Buena Park Library District. This literacy program is so dynamic that the White House recognized their efforts at the kickoff event where a memo from the President of the United States was read to all the students to inspire their commitment to success.

Congratulations to BP Library Director Mary McCasland and BP School District Superintendent Greg Magnuson for delivering this innovative challenge and academic goal of reading proficiency!

OCTA Update

OCTA Approves Active Transportation Funding
On Monday, the OCTA Regional Highways Committee approved a prioritization of funding for bicycle and pedestrian projects in Orange County through the State’s Active Transportation Program, which seeks to promote outdoor activity.

Of the 588 applications received at the June 1 deadline, 55 were from Orange County, requesting nearly $80 million in funding. Unfortunately, of the $144 million in funding available at the regional level, Orange County’s share is $12.4 million.

One of the projects submitted for consideration, the County of Orange Coyote Creek Class I Bikeway portion of the OC Loop Project (Segments O, P, Q), is in the threshold for funding and has been prioritized for partial funding at $646,000 in remaining ATP funds for the first phase of the project. A feasibility study released earlier this year estimated this phase to total $3.2 million given its complex location traversing I-5 freeway, bridges and several at-grade crossings. The Board of Supervisors will discuss fully committing funding in January.

Other portions of the OC Loop funded include the La Habra Union Pacific Rail Line at $466,000 and The Tracks at Brea in the amount of $652,000. View the full list here. A map of the OC Loop with its completed segments is here. The item will now go to the full OCTA Board of Directors for approval next Monday.
 
 
Friendly Reminder
Property Tax Bill Reminder
The 2015-16 Secured Property Tax bills have been mailed to all property owners. The first installment was due November 1, and must be paid by December 10, 2015 to avoid any delinquent penalties. The second installment is due February 1, 2016 and will be delinquent if payment is received after April 11, 2016. You can also view, print and pay your tax bill online by eCheck for free or by credit/debit card (service fees apply). Join thousand of taxpayers using our eCheck payment option and receive same day credit and an emailed receipt. Mailed payments are considered received based on the USPS postmark date on the envelope.

If you recently purchased a property or updated your mailing address and did not receive a secured property tax bill, copies of all property tax bills are available on the Treasurer-Tax Collector’s website at ocgov.com/octaxbill by inputting the APN or property address. A copy can also be mailed to you by calling the Office of the Treasurer-Tax Collector at (714) 834-3411. If you recently sold your property and still received the property tax bill, either forward it onto the new owners or return it to our office.

Fullerton Community Meetings on Mapping Voting Districts
Fullerton citizens are invited to attend several community meetings around Fullerton with a demographic mapping expert to discuss the process of maps for voting district boundaries. The meetings will allow residents the opportunity to discuss and interact with others on the district mapping process. The meetings will be held:
  • Saturday, November 7, 2015 – 10:30 a.m. – 12:30 p.m.
    Hope International University – 2500 East Nutwood Avenue

  • Tuesday, November 10, 2015 – 6:30 p.m. – 8:30 p.m.
    Maple Neighborhood Center – Lemon Park, 701 South Lemon

  • Saturday, November 14, 2015 – 10:30 a.m. – 12:30 p.m.
    Sunny Hills High School – 1801 Warburton Way
Translators will be present to assist with language needs in Spanish, Korean, Chinese and Vietnamese. R.S.V.P.’s are requested, but not required, to help plan for the number of attendees and translation needs.

KFI is Back at Anaheim White House!
 
 
Supervisor Shawn Nelson is proud to announce and ask for your support of the coming pasta fundraiser held at the Anaheim White House on Friday, Nov 13th.

KFI radio station AM-640 will broadcast from the restaurant, located at 887 S. Anaheim Blvd., beginning at 6 a.m. and continue their annual media drive with solicitations to a million listeners that day till 10 p.m.

The fundraiser and pasta-sauce food-drive is part of Bruno Serrato’s efforts to honor his mother and her foundation, Catarina’s Kids, who feed 1600 hungry children nightly in the motels and homeless shelters in the Anaheim area.

Supervisor Nelson does an annual pasta drop during the day and has gone on the air with Bill Handel in years past to show his support for the project.

Fourth District Top Student Athletes
Supervisor Shawn Nelson is honored to begin his sixth season recognizing the outstanding athletic performances of student-athletes from the 27 high schools he represents as the Fourth District Supervisor.

The recipients are chosen from sports sections of local papers and coaches/parents who provide personal briefings to the Supervisor on the performance of their athletes.

Those athletes in 16 CIF sanctioned high school sports who deliver the finest standards in academic accomplishment or athletic performance are sent a letter by the Supervisor to encourage them personally to new heights of individual accomplishment, team-work, classroom and game time- management and the ethics of sportsmanship and fair play.
