The Board of Supervisors held a meeting this week. Please see below for highlights. The next meeting will be Tuesday, December 8, 2015 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701.

Board Updates
County Seal
Watershed Conservation Authority Supports the OC Loop
Last month, approximately fifty members of the Watershed Conservation Authority held a meeting that included an update on the OC Loop, a 66-mile recreational trail in north and central Orange County. As part of a panel presentation on the lower San Gabriel River, Deputy Chief of Staff Mark Lopez delivered an update on the portion of the Loop running between Los Angeles and Orange counties, known as Coyote Creek.

The progress along this section includes recent funding awards to determine the environmental impacts of constructing segments that traverse the I-5 freeway and the completion of striping along Pacific Coast Highway, which connects to Coyote Creek at the ocean. Established in 2003, the WCA is a local public entity of the State of California exercising joint powers of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) and the Los Angeles County Flood Control District. The WCA is funded primarily by grants and receives limited funding from JPA Partner contributions and lease revenues for operational expenses.

Clerk Recorder has Special Saturday Hours Planned for December 19
Plan now to take advantage of Clerk-Recorder Hugh Nguyen’s special Saturday hours this upcoming Saturday, December 19 from 10 a.m. to 3 p.m. at the Old County Courthouse in Santa Ana and the department’s branch offices in downtown Fullerton and at the Laguna Hills Civic Center.

With the fast approaching end of the year, demand for services is expected to be high. The Old County Courthouse will be offering marriage licenses, civil wedding ceremonies and passport application services only. Copies of property records and birth, death and marriage certificates will be available at the Laguna Hills and Fullerton branch offices, as well as obtaining marriage licenses and civil wedding ceremonies. Please note that the department’s South County branch office in Laguna Hills is now offering passport services.

Free parking will be available at all three locations.

The department experienced a slight surge in demand for services during its October and November Saturday openings. Department staff issued more than 150 marriage licenses and performed over 100 marriage ceremonies during each one of those Saturday openings. The department is expecting demand to be high during its December Saturday opening since it will be the last Saturday opening for 2015.

Orange County has one of the lowest costs for a marriage license and marriage ceremony in the state. Couples can obtain a public marriage license for $61 and a confidential marriage license for $66. A civil marriage ceremony can be performed for an additional $28.

To save time, marriage license and passport applications can be completed online at www.ocrecorder.com. As an added convenience, passport photos are available for $15.

Craft Brew Keeps on Brewing!
Craft breweries in Orange County are no doubt a booming business thanks to the efforts of Supervisor Nelson and County staff.

In 2014 it came to Supervisor Nelson’s attention that craft breweries in Orange County were expected to follow hefty and unnecessary regulations before opening their new business.

Supervisor Nelson responded by directing staff to immediately eliminate the County’s involvement in the regulation of breweries not serving food. The new policy allowed facilities to be inspected by the California Department of Public Health instead of the County Health Care Agency’s Environmental Health Division, which inspects retail and wholesale food establishments in Orange County. The County determined that craft breweries were low risk in nature and would be best overseen by the State.

Countywide, there are approximately 30 breweries operating and 14 of those have opened their doors after May of 2014 and have benefited from Supervisor Nelson’s reform initiative.

Friendly Reminder
Upcoming Property Tax Deadline
The first installment of property taxes was due on November 1, 2015 and if not paid by Thursday, December 10, 2015, a 10% delinquency penalty will be added to the amount due.

Payments by eCheck with Same Day Credit (no service charge): To ensure that we receive your payment timely and avoid any late penalties, we encourage you to “Go Green Electronically” and choose the ease and convenience of paying your property bill electronically using your bank account at our secure website at ocgov.com/octaxbill. Just enter either your parcel number (APN) or property address in the appropriate field, select the property tax bill you want to pay and click on “Pay by eCheck” (no cost), input your bank account information, add your email to receive your receipt by email, review your information, and then submit your payment. Make sure your bank routing number and bank account information are entered correctly. Also, after reviewing your payment information, make sure you complete the payment process by clicking on Submit to receive the message that your payment has been completed successfully! You will then receive a confirmation email that is your payment receipt or print the confirmation page. Your payment can be made on-line up to midnight on December 10. A new feature is the inclusion of your parcel address on the online receipt. Finally, California law requires that payments over $50,000 annually ($25,000 per installment) be made electronically. We are not requiring that these property taxes be made electronically at this time, but are asking you consider using our online eCheck option, whenever possible.

Payments by Mail: Please note that if you are making payment by mail, the envelope must have a United States Post Office (“USPS”) postmark on or before December 10, 2015 to avoid the late penalty and fee. If you plan on mailing your payment on or near the delinquency date, please obtain a hand cancellation or Certificate of Mailing from the USPS, as the USPS may not postmark all mail on the date received. If a postmark is not on a payment envelope, then the date we receive the payment will be used to determine whether a late penalty will be applied. Do not take a chance on your payment being late and make sure to mail it early!

Payments using on-line banking: If you pay using your bank’s or other online payment site, please make sure the payee is the County of Orange. Please put your parcel number in as the account number field exactly as it is on your property tax bill (e.g. 123-123-12) to ensure proper and timely credit to your account. We recommend making your payment at least five business days before the due date to allow ample time for payment to be received by December 10. Payments not received in our office by December 10 will be charged the delinquent penalty of 10%. In addition, payments made to incorrect or incomplete APNs may be rejected and incur the late penalty.

Payment of more than one parcel: If you are paying for more than one parcel, use our online cart function so that you only have to put in your bank, credit, or debit card account information once. You will receive a detailed receipt with each property and tax amount listed separately.

Payment in person

Taxpayers can also make payments in person at 625 N. Ross Street, Building 11, Room G-58, in Santa Ana from 8 am to 5:00 pm, but parking is not validated. We recommend either coming in early to avoid the last minute rush or paying online by eCheck to avoid the lines and save the cost of parking. Directions to our office and parking options can be found at ttc.ocgov.com. If you have any payment questions, you can contact us by e-mail at ttcinfo@ttc.ocgov.com or by phone at 714-834-3411 between 9 am and 5 pm.

We also have a new feature on our website where you can view your parcel on the County’s GIS map. Go to ocgov.com/octaxmap (using Chrome or Firefox), and input the parcel number. Alternatively, when you view your parcel information on-line, just click on the map icon to the right of your bill information to view a “Google-type” map for all parcels in Orange County. Another recent addition is the viewing of mello roos information online at ocgov.com/melloroos. Finally, if you received a RED property tax bill, you have prior year’s property taxes due. Just go online to ocgov.com/octaxbill and input your address or APN, and you will be able to see if you have any delinquent property tax bills and then be able to view and print them.

In the Community
The Fourth District congratulates outgoing City Mayors
The Fourth District was honored to recognize three outgoing mayors this week at their Council Meetings. We want to thank each of them for their outstanding service and leadership in our community.

Brea: Mayor Marty Simonoff is currently serving his fifth term on the Brea City Council and has served as Mayor four times. A Brea resident since 1981, Simonoff has an extensive background of community services including membership to the Brea Lions Club, Historical Society, and the chamber of commerce.

Fullerton: Mayor Greg Sebourn has been serving on the City Council since 2012. He is an activist for limited-government and focuses on the core services such as public safety and infrastructure management. In addition, Sebourn is an adjunct instructor in the Civil Engineering Department at Rio Hondo College in Whittier and the former co-facilitator of the Survey/Mapping Sciences Program at Santiago Canyon College where he was the 2009 recipient of the Adjunct Faculty Award of Excellence, the highest honor bestowed upon adjunct faculty at the college.

Placentia: Mayor Chad Wanke was elected to the Placentia City Council in 2010. An active community leader, Chad sits on the Board of Directors for the Orange County Fire Authority, the Fullerton College Foundation, and the Orange County Vector Control Agency. Chad is also a professional businessman with extensive experience in financial services, the entertainment industry and local government.

Golden Road Brewing celebrates its Grand Opening in the City of Anaheim
Golden Road Brewing celebrated a grand opening ceremony for their Orange County location, with the Anaheim Chamber of Commerce, local business owners, and representatives from elected offices on Thursday, November 19. The Brewery and bar opened its doors in 2011 in the City of Los Angeles. Customers can choose from a wide variety of locally brewed craft beer such as Point the Way IPA, Golden Road Hefeweizen, Get Up Offa That Brown, and Wolf Among Weeds IPA. We Give Thanks 2015 Thanksgiving at Honda Center
2015 marked the fifth year Supervisor Shawn Nelson supported the Thanksgiving Day celebration by restaurant legend Frank Garcia to honor the customers and community members who make his restaurants so successful.

The 29th year of Garcia’s We Give Thanks event is a massive effort of planning, cooking and logistical movement where 600 turkeys, 3,000 pies and 5,000 pounds of mashed potatoes were served to some 12,000 guests who staged in lines at the Honda Center of Anaheim.

With over 1500 volunteers working round the clock, the effort stages ovens and food preparation with kitchens at Anaheim Marriott and Hilton delivering huge trays of food that were processed thru the Anaheim Convention Center.

Anaheim Mayor Tom Tait, Councilmembers Kris Murray and James Vanderbilt and former State Senator Lou Correa attended and served hundreds as they walked through the lines to an acre of tables.

Policy Advisors Mark Lopez and Steve Spernak attended the gala, took photos, delivered a County proclamation honoring Frank Garcia and extended the thanks and appreciation from Supervisor Nelson to hundreds of volunteers and host committee members who made this feast a blessing for the hungry and homeless in OC.

Fourth District Top Student Athletes
Supervisor Shawn Nelson is honored to begin his sixth season recognizing the outstanding athletic performances of student-athletes from the 27 high schools he represents as the Fourth District Supervisor.

The recipients are chosen from sports sections of local papers and coaches/parents who provide personal briefings to the Supervisor on the performance of their athletes.

Those athletes in 16 CIF sanctioned high school sports who deliver the finest standards in academic accomplishment or athletic performance are sent a letter by the Supervisor to encourage them personally to new heights of individual accomplishment, team-work, classroom and game time- management and the ethics of sportsmanship and fair play.

Supervisor Honors Top OC Cross Country Champion
Supervisor Shawn Nelson is honored to recognize Brea Olinda High School Cross Country superstar Austin Tamagno as his Athlete of the Month for November 2015.

Tamagno, a senior at BOHS, won his second state CIF individual championship this year and lead the Wildcats to a Division 3 CIF team title at Mt. Sac in October trials. He set the record at 14.23 and gained All-American status for that incredible accomplishment.

Tamagno will participate in the Boys Nationals Invitational this month and has committed to Oregon to complete his education and run Cross County for the Division 1 and Pac-12 powerhouse. He is a 3.92 GPA and volunteers his time teaching and coaching youth who are interested in track and cross country.

Best wishes and continued success to Austin, his parents and coaches, for raising such an outstanding student-athlete and role model for Orange County athletes!

OC Parks
Celebrate Christmas at the OC Zoo Dec. 12
Join OC Parks and the animals of the OC Zoo to celebrate the Christmas season on Saturday, December 12 from 10 a.m. to 4 p.m.

Christmas at the OC Zoo invites children to a special story time with Mrs. Claus and a visit with Jolly Old St. Nicholas. Guests will enjoy seasonally inspired crafts and a photo area. Watch the animals of the OC Zoo receive treat-filled gifts hidden inside of Christmas trees and inside gift boxes throughout the day. Reservations are not required to enjoy Christmas at the OC Zoo. The holiday activities are free with paid zoo admission.

While visiting the OC Zoo, shop for a Christmas tree or take a ride on Irvine Park Railroad’s annual Christmas Train through Irvine Regional Park. The Christmas Train runs through December 23. Tickets must be purchased in advance.

The holidays are upon us so gather the family and ring in the winter season in celebration with OC Zoo and OC Parks!

DECEMBER 5 – 46TH ANNUAL CANDY CANELAND AND HOLIDAY CRAFT FAIRE
Save the date to bring the whole family to the 46th Annual Candy Caneland and Craft Faire on Saturday, December 5, 2015 from 10 a.m. to 4 p.m. at the Ehlers Event Center. The event will include free activities including a children's snow hill with a small slide for the little ones, and two large slides for the bigger kids and parents. There will also be a petting zoo, jump houses, a craft area for kids, stage entertainment, and visits with Santa Claus. Shop for that special gift from over 100 craft vendors selling homemade gifts, ornaments, jewelry, ceramics, and more.

This spectacular event will also feature food booths run by local non-profit groups selling delicious treats. Non-profit groups will also operate a wide variety of game booths throughout the day. Event parking will be very limited at Ehlers Event Center. Visitors are encouraged to use the free shuttle bus which will run continuously to and from Peak Park, 7225 El Dorado Dr., from 9 a.m. to 5 p.m. The shuttle ride is less than five minutes from the event and all shuttles are operated by our friendly Community Services staff.
