The Board of Supervisors held a meeting this week. Please see below for highlights. The next meeting will be Tuesday, April 14, 2015 at 9:30am in the Hall of Administration – 333 W. Santa Ana Blvd., Santa Ana 92701.

Special Announcement
Supervisors Nelson, Bartlett and Spitzer speak out against judge’s decision to reduce sex offender sentence
Chairman Todd Spitzer, Supervisor Shawn Nelson, and Supervisor Lisa Bartlett spoke at yesterday’s press conference located in the plaza of the flags to call for the resignation or recall of Orange County Superior Court Judge M. Marc Kelly. Judge Kelly minimized the sentence of Kevin Jonas Rojano-Nieto after he had been convicted of sodomizing a 3-year old girl.

The three Supervisors plan to support a recall against Judge Kelly. Supervisor Nelson said the recall petition would be created within a month and presented to Kelly, who will then be given a chance to provide a written response that is in incorporated into the recall petition. In this particular case, the proponents would need 90,829 signatures of Orange County registered voters, which is calculated using 20% of the total votes cast for the last countywide judicial contest (Office 14 in 2014) as set forth in the Elections Code and the California Constitution.

Once a petition is approved by the Registrar of Voters, the proponents would have 160 days to circulate the petitions in order to garner the signatures.

Cities of Anaheim and Fullerton Pass Resolutions Supporting Purchase of Permanent Homeless Shelter
On Tuesday evening both the Anaheim and Fullerton city councils passed resolutions to support the county’s effort to replace the Fullerton Armory as the county’s emergency homeless shelter. Proposals being considered by the county would allow for a multi-service center to be on the premises so homeless individuals and individuals at risk of homelessness would receive temporary shelter on an emergency basis, but more importantly the facility would provide access to services that would enable those in need to end their homelessness. The resolutions passed by the cities of Anaheim and Fullerton are the first official public statements by cities in Orange County supporting such a project. County staff was on hand at each meeting to provide insight or answer questions, however no such questions came about. Previous proposals to replace both the armories in Santa Ana and Fullerton as homeless shelters faced opposition from members on their respective city councils. Tuesdays vote is a positive step to the county having partners in its effort to improve the way we address homelessness.

More Than 200 Attend OCTA Bike Day
People of all ages biked, walked, skated and scooted along the Coyote Creek Bikeway in La Mirada on March 29 as they explored part of the OC Loop on a beautiful spring day. Booths at the Behringer Athletic Facility dispensed information about bikeways planning and, bicycle safety and equipment such as lights and reflectors.

Members of OCTA’s Bicycle and Pedestrian Subcommittee attended and helped people access the trail at nearby intersections. About 70 percent complete, the OC Loop is a 66-mile trail for commuting and recreational activities.

This portion of the OC Loop officially opened as part of a larger two-mile segment during a dedication held in September 2014. The project also recently won an award from the American Society of Civil Engineers, Orange County.

OCTA Buses Going to the Dogs … for Training

Come fetch a bus ride and bring Fido along, too.

Service and therapy animals in training are invited to join their handlers in making bus rides a familiar and relaxed experience during Orange County Transportation Authority’s Service Animal Training Day on Saturday, April 11.

Service dogs will have the opportunity to familiarize themselves with large crowds, loud noises and unfamiliar sights and sounds while boarding, riding and exiting an OCTA bus to the Downtown Disney District and the Anaheim Garden Walk. Roundtrip training buses, not in service to the public, will depart every 20 minutes from the ARTIC station in Anaheim.

To date, more than 1,000 dogs have gone through OCTA’s training to get accustomed to navigating the public bus system. OCTA has coordinated the training for more than 20 years and it is currently held every April and October, with a new location this year. The event has attracted about 200 trainers and 150 service animals each time.

The training buses will be available at no cost from 8 a.m. to 1 p.m. at ARTIC, 2626 E. Katella Ave., with check-in beginning at 7:30 a.m. Participants are encouraged to ride the buses multiples times and are welcome to ride a Metrolink train for the standard fee.

Upon checking out, interested trainers can apply for the OCTA Bus Mobility Trainer card to continue exposing their service animals to the sights, sounds and smells of public transportation. The $4 photo ID allows trainers and their dogs to ride OCTA’s fixed-route system free of charge while in training. For more information, visit www.octa.net/animal.

Caffe Primo Grand Opening
Just last month, Caffe Primo opened its newest location in Orange County in downtown Anaheim. Inspired by the grand Italian coffee houses and espresso bars, Caffee Primo is one of a few cafés to bring European style and ambience to America. The venue provides a relaxed environment where guests are invited to enjoy and relax in either the upscale indoor dining area or spacious patio.

Coordinated by the Anaheim Chamber of Commerce, the ribbon cutting drew scores of attendees, from city council members, elected representatives’ offices and friends and family, to welcome Caffe Primo to the city. This is the third location in the chain, and first outside of Los Angeles, with plans to expand further throughout the region. For more information, please visit www.iloveprimo.com.

Supervisor Honors YMCA Legend Paul Andresen
Supervisor Nelson was honored to deliver a very special award to an Anaheim legend of the YMCA with the delivery of his prestigious Lifetime Achievement award to Paul Andresen.

With 150 attending the retirement gala at the White House Restaurant last week, Policy Advisor Steve Spernak delivered the certificate of recognition to Mr. Andresen to honor his 44 years of service to the youth of Los Angeles and Orange County.

Paul began his career with the YMCA in 1971. He served as Program Director for the YMCA of Los Angeles 1972-1976; Camp Services Executive for the YMCA of Orange County 1976-1979; Associate General Director for the Whittier YMCA 1979-1983; CEO of the YMCA of Kern County 1983-1988; Executive Director for the YMCA of Long Beach 1988-1997; and CEO for the Pomona Valley YMCA 1997-2000. In 2000, Paul moved to Anaheim, where he has served as Chief Operating Officer and President & CEO for the Anaheim Family YMCA.

Paul's leadership extends globally through his involvement with the World Alliance of YMCAs, where he has worked with the East Jerusalem YMCA and the YMCA of the Philippines.

He has also served as an Active Trainer for YMCA of the USA; Board Member for YMCA Youth and Government; and Co-Chair for the NAYDO Council (North American YMCA Development Organization). Paul was recognized as Director of the Year in 2006 by the Association of YMCA Professionals.

Under Andresen’s leadership, the Anaheim Family YMCA has earned state and nationwide recognition for its youth development programs, healthy community initiatives, volunteerism and community collaborations. In 2014, the Anaheim Family YMCA impacted nearly 20,000 program participants in 62 program sites across Anaheim, Cypress, La Palma and Stanton, with the dedication of 458 staff, 765 volunteers, and numerous supporters and partners.

Wall that Heals - Buena Park Ehlers Center
Supervisor Shawn Nelson will join with thousands of Veterans and dignitaries next week as he honors the fallen heroes who paid the ultimate price defending the Republic of South Vietnam on the “Wall That Heals” memorial that will be delivered next week in Buena Park.

Designed as a replica of the “The Vietnam Memorial Wall” in Washington DC, this version is identical in its presentation and solemn impact as it lists the names of over 58,000 American military who lost their lives in the Vietnam War.

Arriving at the Ehlers Center on Tuesday, April 14th, the memorial is expected to be set up over a 24 hour period with completion anticipated at approximately 9 a.m. on the Wednesday morning, April 15th.

Opening ceremonies and presentations to John Muller, VFW Post Commander of the 2nd Lt Walt Ehlers Post, by State, Federal and County representatives will take place on Thursday morning, April 16th, at 10 a.m. “The Wall that Heals” visitation is open 24 hours a day through April 19th and will be available for families, Veterans and patriots of all ages to attend and leave flowers, notes, candles and tears to remember these heroes of a war fought four decades ago.

3rd Annual Eco Challenge Angels Baseball Poster Contest
Batting Clean Up For Team Planet!

We are excited to announce the 3rd Annual Eco Challenge Poster Contest. Enter the County of Orange poster contest for the chance to be an Honorary Bat Kid at an Angels baseball game this year by creating a poster that clearly demonstrates how you personally 'Take the Eco Challenge'.

Design a poster which shows examples of projects or activities that you have developed or engaged in that promote recycling, reusing, or reducing in your school, home or community. The poster should focus on your personal plan of action. Posters will be judged based on originality, visual clarity, relevance to theme, artwork, and effectiveness of message. Winners will be selected by the County of Orange, Discovery Cube of Orange County and Angels Baseball representatives.

Bring or mail your entry to Discovery Cube or OC Waste & Recycling Headquarters by June 30, 2015. One lucky winner from each of Orange County's five Supervisorial Districts will be awarded the status of Honorary Bat Kid during an Angels home game and receive other fabulous prizes. A Free Practice SAT to be Held at the Buena Park Library District
Kaplan is sponsoring a free practice SAT at the Buena Park Library on Saturday, April 18th from 9:00 a.m.-1:30 p.m. High School age students will have the opportunity to take a full-length SAT test under realistic testing conditions without affecting their college record. Registration is required for this event. Students can register by calling 1-800-KAPTEST or online at kaptest.com/practice test. Participating students need to bring a basic calculator and two #2 pencils to the practice test.
