Board Updates

Supervisors Approve Plan to Complete OC Bike Loop
Orange County supervisors have approved a seven-year plan to complete the 66-mile OC Loop, a recreational bikeway and trail system that will allow continuous access along the Coyote-San Gabriel River Trails, the Pacific Coast Highway Corridor, the Santa Ana River Trail and the Union Pacific Right of Way Corridor.

The $52.8 million earmarked for the OC Loop is part of Orange County Public Works’ Seven Year Capital Improvement Program, which identifies priority projects for investing more than $545 million in transportation, flood control and bikeway improvements. Funding for the OC Loop will be provided by OC Public Works, OC Parks and various grant.

The OC Loop connects 17 cities, 200 parks and 180 schools in Orange County, as well as beaches and shopping areas. The funding plan approved this week also will enhance access for cyclists and pedestrians along the County’s 380 miles of flood-control facilities.

The OC Loop is a joint project with OCTA, which is completing a feasibility study on the best ways to close the remaining gaps through a grant from the Southern California Association of Governments. For more information on the OC Loop, click here.

Special Workshop Set June 10 to Forecast County Finances
The Orange County Board of Supervisors will convene a special meeting on Friday, June 10, at 9 a.m. for a public workshop to discuss the County’s strategic financial plan and evaluate County finances beyond the coming fiscal year.

The County annually adopts a five-year Strategic Financial Plan, which provides short- and long-term analyses regarding County strategic goals and identified project priorities. The plan also offers a way to gauge overall needs and resources to ensure that the County’s financial position is sufficient to support ongoing services and needs within future economic constraints.

The most recent County of Orange Strategic Financial Plan was adopted in December 2015. County Executive Officer Frank Kim said the special June 10 workshop will provide valuable insight for the public before Board members prepare to vote on the upcoming fiscal year budget. “We’re always struggling with wanting to do more than available resources will permit, particularly when it comes to obligations that are ongoing year after year,” he said.

Required public hearings on the FY 2016-17 budget will begin at 9:30 a.m. on Tuesday, June 14, and Wednesday, June 15, at the Hall of Administration Board Hearing Room, 333 W. Santa Ana Blvd., Santa Ana. The final budget vote is scheduled for June 28, 2016.

Are cellphones dangerous for our children?

 
In light of increasing discussion in the Fourth District about the risks of wireless devices, Supervisor Nelson consulted Dr. Eric Handler, the County’s Health Officer and a licensed pediatrician, on the possible link between our children’s use of wireless devices and health problems. Along with the County of Orange, there are several other US government agencies and international organizations working cooperatively to monitor research on the health effects of radio frequency exposure. According to the FDA and the World Health Organization, the weight of scientific evidence has not effectively linked exposure to radio frequency energy from mobile devices with any known health problems. Dr. Handler will continue to monitor the evidence produced from research and he has provided two links below for your reference.

Memorial Day 2016 Limited Service Schedule
On Monday, May 30, Metrolink will operate limited service, with two round-trip Antelope Valley Line trains only. No other Metrolink train will operate.

Due to scheduled track work the entire weekend near the Vincent Grade/Acton Station, trains Antelope Valley Line trains 263, 269, 262 and 268 will operate between Los Angeles Union Station and the Via Princessa Station on Memorial Day. Passengers will be bused between Via Princessa and Lancaster. Buses will leave no earlier than the scheduled departure time, but trains may experience up to 45 minute delays.

The alternate bus transportation will be in effect on all Antelope Valley Line trains Saturday, May 28 through Monday, May 30.

Metrolink will operate its normal schedule on Friday, May 27 through Sunday, May 29 on all other lines.

Schedule Change Effective June 6, 2016
Beginning Monday, June 6, Metrolink will change its schedule to improve service and reduce train congestion. Metrolink’s 91/Perris Valley Line, Antelope Valley Line, Inland Empire-Orange County Line, Orange County Line, Riverside Line and Ventura County Line all will be effected. There will be no changes to the San Bernardino Line. The below schedules are all as of June 6, 2016.

Taste of Brea 2016
The Brea Chamber's annual family-friendly festival regularly attracts over 2,500 visitors, and showcases vibrant business community and city as one of Southern California's premiere destinations for exceptional dining, quality entertainment, and diverse shopping options.

During the event on Thursday night, Birch Street in Brea Downtown was 'pedestrians only' between 5-9PM so that attendees could enjoy a warm spring evening dancing to live music. Supervisor Nelson’s staff was on hand at their booth to answer any questions the public might have had about the County and its operations.

American Red Cross Heroes Event
On Friday, May 13, the American Red Cross hosted their 2016 Heroes Luncheon. The American Red Cross Desert recognized ordinary people with extraordinary courage located in the Sea Region consisting of Orange, Riverside and San Bernardino Counties. This luncheon served as a way for the American Red Cross to honor inspirational community members and to give thanks to those who perhaps wouldn’t otherwise be recognized.

This year, local heroes were celebrated in these seven categories: life saving, animal welfare, community partner, first responders, humanitarian, military and youth. Winners were chosen based on the degree to which they upheld the values, mission and spirit of the Red Cross. The Fourth District would like to extend a congratulations to the award recipients and thank them for their service to the community of Southern California.

WAND BBQ Fun in Anaheim
Congratulations to the planning team and 30 community groups who put together another fun weekend event at Twila Reed Park as part of the annual WAND civic organization invitational.

Behind the work and publicity of Phyllis Greenberg and Esther Wallace, the park morphs from a green-belt to a festival in a matter of hours where sports teams, vendors, sponsors and civic groups sell products or food to raise money for their programs.

One of the favorite adventures by staffers Mark Lopez and Steve Spernak is taking photos with sports teams and boosters working their BBQ magic. This year, the tradition continued with Head Football Coach Dan Davidson from Western HS, who posed his crew for a fun-photo.

Copies of the photos are printed and mailed to the teams as a thank you gesture from Supervisor Nelson for their participation and his neighborhood mission to keep up the quality of life, safety and civic fabric of one of the county’s largest cities in Anaheim, California.

Best wishes and continued success to all involved in the WAND Annual BBQ and Festival.

OCSD Deputy Pena Honored For 30 Years’ Service
Congratulations and hugs from County staff, fellow Deputies and family members took place at this week’s Board meeting as the Supervisors honored a well-known and very well-liked friend in Deputy Jimmy Pena.

Deputy Pena, who started with the Sheriff’s Department in 1984, will retire after 31 and half years with the County and finish his last day in uniform on June 10th.

Pena began his legendary career serving in the jail, then to Patrol operations in Stanton. Promotions and specialized training took him to work as an undercover officer with OCTA and the Security Bureau in 2001.

He is recognized as a selfless public servant who never sought recognition and worked tirelessly to assure the safe and efficient workings of County employees and their administrative teams while guarding the Hall of Administration in downtown Santa Ana.

Joined by his wife, Araceli, daughter Brittney and son, Nathaniel, the entire Pena family savored the minutes as Chairwoman Bartlett and others spoke of their trust and confidence in their safety behind Pena’s team who are posted in the lobby, monitor a bank of cameras and secure the Board meetings every Tuesday.

Sincere best wishes, blessing and a well-deserved retirement for Deputy Pena after 31 years behind the badge with the Orange County Sheriff’s Department.

Supervisor Honors Top Anaheim Police Employees
Supervisor Shawn Nelson was honored to recognize the top Police Officers, staff and retirees from the Anaheim Police Department at this year’s Officer of the Year Awards.

With hundreds in attendance at the dinner hosted at The Grove, Chief Quezada and his command staff were beaming as they recognized the outstanding team- work, heroism, lifesaving, community services and detective-investigations accomplishments.

Each of the honorees received a County Commendation by Supervisor Nelson, as well as the 25 retiring Police Officers who were presented with a Certificate of Recognition for their careers protecting the residents of Anaheim.

Deputy Chief of Staff Mark Lopez delivered a condolence commendation to K-9 Officer RJ Young to honor the service and ultimate sacrifice of his dog, Bruno, who was shot 2 years ago apprehending an armed suspect. Bruno passed away last week from complications and will be buried with full Police honors and the love of every resident in Orange County.

Special congratulations went to Division Employees of the Year that included Officers Erik Degn and Ryan Hunter, Eric Anderson, Brian Leist, Jonathan McClintock, Detective Dave Herman, Investigator Chuck Schroth and Robert Mckay.

Lifesaving Awards went to Officers Erik Degn and Eric Anderson along with Distinguished Service Awards going to Officers Steve Anderson and Yesenia Escobar.

Sincere best wishes, blessings and congratulations to Anaheim’s Bravest!

Escamilla Selected Top Buena Park Officer
Supervisor Nelson was proud to recognize the accomplishments and professional performances of some of the finest Police Officers in Orange County at the Buena Park Police Department Officer of the Year Awards hosted last week at the Knotts Hotel.

Awards, trophies and County Commendations from Supervisor Nelson filled the front tables as Chief Corey Sianez described the cases and crisis each Officer performed in their selection as Top Cop for each month of 2015.

Leading the categories and selections by his commanders was Corporal Mario Escamilla.

Mario Escamilla was selected as the 2015 Police Officer of the Year based almost primarily on his performance and work ethic, but also on his overall positive attitude and drive!

During this past year, Mario made 193 quality arrests. He received 6 Top Cop (Officer of the Month) awards while working in the Patrol Bureau with an emphasis related to the crime of auto theft.

In fact, this year Mario had the most number of stolen vehicle recoveries and accompanying arrests at the Buena Park Police Department. He is the Buena Park Police Department’s nominee for the Orange County Auto Theft Advisory Committee (ATAC) award, with 24 Rolling Stolens, 7 Unoccupied Stolens, and 45 of his 193 arrests were for that of a Stolen Vehicle.

Mario’s work ethic and his efforts to impact crime, particularly that of auto theft, are outstanding!

To compliment his selection as BPPD Officer of the Year, Officer Escamilla was recognized as the recipient of the 3rd Place ATAC Award. He was in the Top 5 Orange County producers at the ATAC awards program and received special commendations from the CHP and Auto Club of So Cal!

Congratulations and blessings on all the award winners and outstanding commanders, staff, Dispatchers and citizen volunteers who daily provide protection and services in keeping with the highest traditions of Law Enforcement.

Supervisor Nelson Speaks to High School Students
Last week, Supervisor Nelson spoke to a class of local high school students, taught by longtime friend Robyn Nordell. Following a brief introduction and background, Mrs. Nordell and students engaged in a series of questions and answers with the Supervisor. Topics ranged from the County of Orange government structure to issues voted on by the Board of Supervisors and other regional agencies on which the Supervisor is a member, including Metrolink and the Air Quality Management District.

Taste of Anaheim Gold for Noble Ale
The Anaheim Chamber of Commerce delivered another winning extravaganza with their recent Taste of Anaheim hosted at the GardenWalk of downtown Anaheim.

Mingled among the food stands and bbq grills was a black canopy of fun where Brian Rauso, the CEO of Noble Ale, was handing out samples of perfection to hundreds of friends and taste attendees.

His product was the Gold Medal Winner of the World Beer Cup where 6596 samples from 1907 breweries representing 55 countries compete for top honors in the art of brewing fine beers and ales.

You guessed it. Noble Ale of Anaheim with their American-style India Pale Ale took the Gold Medal against 275 entries.

His German-style Sour Ale took Silver Medals and his Imperial Pale Ale took Bronze against 181 other brewery challengers.

Supervisor Nelson will join Anaheim Mayor Tom Tait in formal presentations to Rauso and Noble Ale at their operations center, 1621 S. Sinclair, Suite B, Anaheim, for his national championship title for designing the nation’s finest Pale Ale here in Anaheim.

Anaheim is the proud locale for 10 designer beer and crafted ales breweries and now can tout Noble Ale as America’s finest with a Gold Medal in frosted perfection.

Brea-Olinda High School’s own Andrea Ramos, AP environmental science teacher, is the Orange County representative for the 2016 California’s Cox Conserves Hero program. Her nomination is based in part on her great work with Inside the Outdoors’ very successful Project Zero Waste. You can see her nomination video here. OC Waste & Recycling is rallying our community to vote for Andrea because we want to see her work recognized as a statewide example of a waste reduction school program.
