June 30 is the Last Chance to Start an Installment Plan for Property Taxes Delinquent for Five or more Years
Orange County Treasurer-Tax Collector Shari L. Freidenrich, CPA, has published in the newspaper and online at ocgov.com/taxdefaultedproperty, the listing of all properties by year and city that have at least one installment of delinquent taxes over five or more years old. All property that has been tax-defaulted for five or more years may be subject to tax auction by the Treasurer-Tax Collector unless they are currently on a Five-Year Installment Plan. The last day for an owner of real property to start a Five-Year Installment Plan for these properties is June 30, 2015. The property owner must qualify to enter into an Installment Plan by meeting certain criteria.

If these tax-defaulted properties with at least one delinquent installment over five years do not have an installment plan started by June 30, the only way to avoid the tax auction is to pay 100% of the taxes, penalties, and fees levied on the property prior to the date of the next tax auction. No partial payments or installment payments will be accepted prior to the auction date.

If you have moved or your business relocated and you haven’t received a property tax bill recently and you did not file a change of address with the Office of the Assessor and have not gone online to pay your property tax bill, your taxes may be delinquent! You can download a change of address form at ocgov.com/octaxbill, just click on “How To” and then on “Request a Change of Address.” Also, an easy way to check to see if your property taxes are outstanding is to go online to view our online property tax statement at ocgov.com/octaxbill and input either the property address or the parcel # (APN), click find, and then click on the APN link that will then identify if there are any outstanding property taxes. In the future, taxpayers should consider checking the website before the tax installment deadlines to make sure that their payments have been processed. Another easy way to remember to make the secured tax installment payments is to sign up for our email reminder service that sends an email to subscribers when property tax bills are mailed, and also a reminder email is sent ten days prior to the payment deadline and one day prior to the payment deadline.
 
 
Event Announcement
Have Some “Fun in the Sun” at OC Animal Care’s Pet Fair
OC Animal Care will be hosting its annual Pet Fair event this Saturday, June 25 from 10:00 a.m. – 2:00 p.m., at 561 The City Drive South, Orange. The event, which is sponsored by Supervisor Shawn Nelson and 4th District, will feature free adoptions for all pets adopted from OC Animal Care. The free adoption does not include the cost of the microchip or licensing. In 2015, 87 shelter pets found their new forever home during Pet Fair. This year, we aim to adopt more than 100!

In addition to discounted adoptions, visitors of all ages will enjoy the following:
  • Visit more than 50 animal rescue groups and pet related vendors
  • Spin and Win great pet care prizes
  • Tour the SCVVC Mutt Medics Mobile Spay/Neuter Vehicle
  • Meet Therapy dogs and learn about responsible pet ownership during the Katy Cares presentation
  • Watch trainers demonstrate positive reinforcement techniques that work on a variety of pets
  • Meet exotic reptiles during a So Cal Herp Association and Rescue demonstration
  • Fuel up and cool down at the Classic Taco and Kona Ice food trucks
  • Take a free “Fun in the Sun” photo with your family and/or furry friends

OCTA Approves $26.7 Million for Local Transit Shuttles
The Orange County Transportation Authority board of directors approved more than $26.7 million to help Orange County cities provide community-based transit circulators to better serve their specific public transit needs.

The money is being provided through Measure M, the county’s half-cent sales tax for transportation improvements. When Measure M was renewed by voters in 2006, it included a funding program for cities to develop and implement shuttles and bus trolleys.

The shuttles and trolleys, smaller than a typical OCTA bus, are intended to connect riders to major civic, employment and shopping destinations, as well as major transportation centers, to meet local needs that would complement OCTA bus service.

The funding also will help support seasonal and special event services, pay for associated bus-stop improvements and maintenance facilities, and go toward the purchase or lease of buses/trolleys for each program.

Cities receiving funding include:
  • Anaheim (ARTIC/Center circulator): $1.1 million
  • Costa Mesa (Circulator to Anaheim): $2.8 million
  • Dana Point (Dana Point PCH Trolley): $905,968
  • Huntington Beach (Seasonal Local Transit Circulator): $917,770
  • Irvine (iShuttle – Tustin to Irvine Business Center): $2.7 million
  • Irvine (iShuttle – Irvine Station – East): $2.7 million
  • Laguna Beach (Residential Trolley Service): $2 million
  • La Habra (Special Events Shuttle): $96,810
  • Lake Forest (Shuttle from train station to Panasonic): $1.2 million
  • Lake Forest (Shuttle from train station to Oakley): $303,240
  • Mission Viejo (Mission Viejo Local Transit Circulator): $3.3 million
  • Newport Beach (Balboa Peninsula Trolley): $685,454
  • Orange County (Orange County Ranch Ride) $2 million
  • San Clemente (Summer Trolley): $1.2 million
  • San Clemente (San Clemente Ridershare Services): $914,400
  • San Juan Capistrano (Summer Trolley Service): $95,486
  • Westminster (Little Saigon Local Circulator) $3.7 million
Several cities also received funds totaling $323,780 to perform planning studies to better determine ridership demand for community-based shuttles. They included:
  • Fountain Valley: $45,000
  • Garden Grove: $49,280
  • Laguna Niguel: $49,500
  • Mission Viejo: $45,000
  • Placentia: $45,000
  • Rancho Santa Margarita: $45,000
  • Tustin: $45,000
In all, OCTA received 17 applications from 14 different cities and the county. OCTA staff will continue to work with the cities and county to draft cooperative agreements for the projects. Some service is expected to be implemented by October.

The funding is for a seven-year period. Each city and the county will be required to provide at least a 10 percent funding match and must meet minimum ridership targets – monitored quarterly – to continue receiving funding.

In addition to fulfilling the Measure M promise to improve transit, these projects fit into OC Bus 360°, OCTA’s ongoing effort to create better and more efficient bus service countywide.
 
 
In the Community
World Elder Abuse Awareness Forum
Congratulations to the City of Buena Park, Ageless Alliance and the North OC Seniors Collaborative for putting together the World Elder Abuse Awareness Day 2016 at the Buena Park Senior Center.

With over 300 in attendance, the crowds were treated to lectures and power-point along with first-person accounts of how seniors are being scammed out of their life savings by local and international con-artists.

Detective James Woo started the morning with his explanation of the top 5 scams actively working in Orange County, including the famous, “I’m your nephew and I need $5,000 for bail money in Mexico,” or “we are calling back to help you finish that IRS late-payment”.

The days training included information on aging, loss and isolation which was described as the perfect storm for thieves to leverage themselves into your credit cards or bank savings.

The day was concluded with presentations to Linda Armas by Supervisor Nelson who delivered his Lifetime Achievement in Senior Services to her for 2 decades of helping the elderly and Kerry Burnight received the County Proclamation for her work helping the aging with medical challenges at UCI.

Supervisor Nelson presented Detective James Woo with a commendation for his instructional briefing on financial scams, embezzlement and family-member fraud schemes.


Linda Armas received the Supervisor’s Lifetime Achievement in Senior Services to honor her decades of service and trusted relationships with seniors and caregivers in Orange County.


Mayor Fred Smith and BPPD Detective James Woo held up the city flag as a warning to fraud specialists that the seniors in Orange County and Buena Park won’t be easy victims after today’s training.

Randy Helms Honored for Lifetime Achievement in Education
This is truly one of the more amazing stories we are proud to bring you in the Supervisor’s newsletter covering events, projects and people of the Fourth District and County of Orange.

Over 25 years ago, a young manworking the oil fields as a supervisor, stopped to look at the meaning of his life and what he could do to change or improve the lives of others.

Randy Helms conferenced with his wife and concluded his days running pumps, hoses and drilling equipment were behind him and he’d begin another path toward his dream of being a teacher.

Randy took a chance with this life-change and was selected as one of 48 of 400 applicants into an internship program in teaching and ultimately completed his Bachelor’s degree from Cal State Sacramento.

Helms worked his specialty in Child Development into a job at Centralia Elementary School District where he taught classes, supervised and ultimately was named Principal at San Marino. His leadership and inspirational work with lesser-performing or poverty-challenged students was his true calling and his mentorship saved the lives and futures of countless kids in the district.

During that time the San Marino School developed the first learning center in the District and introduced Academic Conferences as a way to develop teacher understanding of data and address the needs of students, and with Randy’s leadership, both of these became District wide programs.

Helms finished as Deputy Superintendent and explained to the Board of Education and family and friends how special this dream has been to him and the lives he was able to change.

Supervisor Nelson was so inspired by the selflessness and humility of Helms and his story that he commissioned the Lifetime Achievement in Education Award that was presented at the Board meeting by Policy Advisor Steve Spernak.

Helms smiled in quiet appreciation as Spernak read the commendation that closed with “Therefore, Orange County Supervisor Shawn Nelson is proud to honor Randy Helms with this Lifetime Achievement In Education Award, to recognize one of the top Educators, Mentors, Student Inspirational Counselors and Servant-Leaders who changed the lives of generations of children as a role model of personal success, hard work and family-first missions to unlock the magic of life-long learning, our best wishes and blessings on your well -deserved retirement!

Anaheim Pro-Care Pharmacy
Anaheim Pro-Care Pharmacy celebrated their grand-opening alongside their colleagues, patients, and community residents. Anaheim Pro-Care Pharmacy is owned by Pharmacists Karl and Amber Hess. Together they have worked diligently to open a pharmacy that better services their community. It was an honor to have been able to present a Certificate of Recognition to them on behalf of Supervisor Shawn Nelson. Pharmacist and Owner Amber Hess shared the services that the pharmacy offers.

Anaheim Pro-Care is part of The Good Neighbor Pharmacy and through this they are able to offer free vitamins to children ages 2-12. It is an easy process in which the parents fill out an application with all their information and of the children, they then receive a card where they are able to keep track of the vitamins their children are receiving. Anaheim Pro-Care also has a free delivery service of prescriptions to their patients that are unable to physically go into the pharmacy and pick up their medication. They have the option to set up a copay which allows them to send in their payments at the end of the month or paying when their prescription is delivered.

Anaheim Pro-Care Pharmacy truly values their community and will go above and beyond to service them.

Supervisor Shawn Nelson acknowledges what Anaheim Pro-Care Pharmacy has done in the Fourth District. We wish them long term success and best of luck in all their future endeavors!
