Board Updates

Supervisors Applaud Mutual Aid for San Bernardino County
Orange County supervisors thanked Health Care Agency employees last Tuesday for providing assistance to County of San Bernardino colleagues in the aftermath of the December 2, 2015, mass shooting at the Inland Regional Center that left 14 dead and 22 wounded.

Nineteen County of Orange behavioral health workers provided crisis counseling and training services in San Bernardino between December 15 and 17. The work of the agency’s behavioral health division was affirmed by the Orange County Board of Supervisors as part of a mutual aid agreement among counties in the event of a medical or health calamity resulting in mass casualties.

Behavioral and Environmental Health staff and other County workers remain available should San Bernardino County request additional assistance.

Supervisor Lisa Bartlett Elected 2016 Board Chairwoman
Supervisor Lisa Bartlett, Fifth District, has been chosen unanimously by her colleagues to serve as chairwoman of the Orange County Board of Supervisors for 2016. Supervisor Michele Steel, Second District, will serve as the Board’s vice chair.

This is Supervisor Bartlett’s second year on the Board. She was elected in November 2014 and took office in December 2014. Supervisor Bartlett began her involvement in local governance in 2006 when she was elected to the Dana Point City Council. She later served as the Dana Point Mayor Pro Tem in 2007-08 and as Mayor in 2009 and 2014. She holds a bachelor’s degree in finance and a master’s degree in business administration.

Supervisor Bartlett represents the Fifth District, the County’s second largest and home to more than 650,000 residents. It includes Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel,- Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente and San Juan Capistrano, and the unincorporated areas of Coto de Caza and Ladera Ranch.

Supervisor Steel is also serving her second year on the Board. She represents the Second District, which includes Buena Park (parts), Costa Mesa, Cypress, Fountain Valley (parts), Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, Rossmoor, Sunset Beach, Surfside and Santa Ana Heights.

OC Waste & Recycling Partnership with Inside the Outdoors Earns Coveted Governor’s Environmental and Economic Leadership Award for 2015
A partnership between OC Waste & Recycling and Inside the Outdoors is one of 12 California organizations recognized with the 2015 Governor’s Environmental and Economic Leadership Award (GEELA). The award is the state’s highest environmental honor.

Project Zero Waste, a K‐12 service‐learning program developed through a partnership between the County of Orange—OC Waste & Recycling, and the Orange County Department of Education’s (OCDE) Inside the Outdoors, received the award yesterday at a ceremony at the California Environmental Protection Agency headquarters in Sacramento.

The Orange County Office of Education’s Project Zero Waste program is an Inside the Outdoors service‐learning environmental science program developed in partnership with the County of Orange—OC Waste & Recycling. Every year Project Zero Waste engages more than 40,000 students in project‐based lessons that transform classroom concepts into real life action.

Some of the projects designed and implemented by students in the Project Zero Waste program include campus‐wide recycling efforts, school gardens, community clean‐up events and other student‐led activities. Project Zero Waste improves academic outcomes, builds 21st century skills, and promotes civic engagement for students, teachers, and community partners.

More than 325,000 have participated in hands‐on environmental science instruction since the launch of Project Zero Waste in 2009. In the program, participants first learn the science of solid waste though Inside the Outdoors field trips and in‐class lessons taught by Traveling Scientists. Then they apply what they’ve learned to the design and implementation of solid waste reduction projects.

Assessments of Project Zero Waste students show an average increase in STEM (Science, Technology, Engineering and Math) knowledge of 14 percent, and the benefits go even further. Schools engaging in the program have reduced their trash output by almost 400,000 pounds annually.

OCDE also received the Governor’s Award for Environmental and Economic Leadership for the Inside the Outdoors program in 2011. To learn more about Project Zero Waste visit the Inside the Outdoors website.

Established in 1993, GEELA is awarded to individuals, companies and organizations that use sustainable business practices to conserve energy, reduce waste or prevent pollution while contributing to their local economy.

Children and Families commission seeking members
The Orange County Board of Supervisors is seeking candidates to serve on the Children and Families Commission of Orange County. The Children and Families Commission of Orange County oversees the allocation of funds from Proposition 10, which added a 50-cent tax on tobacco products sold in California. Funds help pay for education, health care and child development programs for children from the prenatal stage to age five and their families.

The Commission members meet the first Wednesday of the month, except for the months of January, August and November. Commission members may also serve on ad-hoc committees to review programs and services, participate in program site visits, or represent the Commission at community events.

The recruitment is open to new applicants and current members to fill three Commission member positions for the 2016-2018 terms. Two positions are in the Health category and one in the Education category. Candidates must have relevant expertise or experience in one of these categories. Examples of organizations that fall within the Education category include representatives from school districts and local foundations. Current and former members have included school district superintendents, school board trustees, and public school foundations. Examples of organizations that fall within the Health category include representatives from health and medical organizations, medical doctors, pediatricians and obstetricians. Current and former members have included registered nurses, pediatricians and hospital executives.

Applications for these positions will be accepted by 3:00 p.m. on February 26, 2016 (application below).

Supervisor Nelson has productive trip to Washington DC
Last week, Supervisor Nelson joined OCTA Chair Lori Donchak and OCTA staff to Washington, DC to meet with key federal Congressional and Department of Transportation policy makers. On Capitol Hill, they met with House Transportation and Infrastructure Committee Chair Bill Shuster (R-PA) and Highway and Transit Subcommittee Chair Sam Graves (R-MO), as well as Orange County Representatives Royce (R-CA), Walters (R-CA) and staff from the office of Representative Loretta Sanchez (D-Santa Ana). They also had the pleasure of meeting with the office of Representative Grace Napolitano (D-El Monte) who took great interest and offered their support in completing the OC Bike Loop, which, when completed will connect 17 cities, 200 parks and 180 schools in Orange County.

At the Department of Transportation, the group met with Senior officials from the Federal Transportation Administration and the Federal Highway Administration. The topics discussed included assuring that the recently passed Congressional Transportation Bill will properly be funded in the upcoming year, assuring that the OC Streetcar is included in the President’s Federal Fiscal Year 2017 Budget to be released in early February, the upcoming letter of interest from OCTA to DOT for financing assistance on the OCTA’s freeway projects, and the need for federal funding for OCTA capital bus projects, Surfliner rail capital projects, and freight projects in Southern California.

County Announcements
Court Extends Deadline to Apply to Serve on the Next Grand Jury
Hon. Charles Margines, Presiding Judge of the Superior Court of California, County of Orange, has extended the deadline to apply to be on the next Grand Jury to January 29, 2016.

The Grand Jury performs civil oversight of local government by reviewing and evaluating county, city, and other local agencies, including jails, schools, and special districts within Orange County. The Grand Jury writes a final report with its findings and recommendations for improvement. In addition, the Grand Jury considers evidence for possible indictment of individuals in criminal cases and reviews complaints submitted by citizens.

The current stipend for Grand Jury service is $50 per day, up to five days per week. The panelists receive reimbursement for mileage at the current County of Orange rate and free onsite parking.

Superior Court judges interview qualified applicants and choose the top candidates. Final selection of the 19-member Grand Jury is accomplished by a random drawing of the 25 to 30 nominees who represent a cross section of the County. Current members of the Grand Jury and their advisors provide training to the panelists.

The requirements to serve are:
  • At least 18 years old
  • United States citizen
  • Resident of Orange County for at least one year
  • Sufficient knowledge of English
  • In possession of sound judgment and a sense of fairness

Do you owe any property taxes? Check out the online property tax statement to prevent a lien on your property or personal credit
Orange County Treasurer-Tax Collector Shari L. Freidenrich encourages all property taxpayers to visit ocgov.com/octaxbill to take advantage of multiple resources for current or previous owners of real property, boats, aircraft, or business property and equipment.

The online information by parcel identifies any current outstanding property tax balances, copies of current and prior year property tax bills, a link to a Google-type GIS map, information on Mello-Roos assessments, penalty cancellation request forms, change of address forms, and information on PACE programs offered by some local cities. The site also provides same-day credit payment options with no convenience fee plus an emailed detailed receipt for your records (can also be printed), as well as copies of the inserts sent with property tax bills.

The website also provides an up-to-date online property tax statement page for all secured and unsecured property, including any outstanding balances plus any delinquencies, penalties or fees. The most common way to view the online statement page is to input either your seven-digit Assessor Parcel Number (APN), or property address (for secured property and possessory interest property) or for unsecured property taxes, input your TC Reference # for business property/equipment, CF # for boats, or N # for aircraft. These special reference numbers are available on the annual property tax bill mailed to you, or you can call a customer service representative to obtain the number at (714) 834-3411.

In September, the Treasurer mailed more than 850,000 secured property tax bills. Of those, 10,221 had a prior year’s property tax unpaid. The tax bills with delinquencies were printed in RED this year to denote that a past-due balance existed and each included an explanatory note also in RED. Supplemental property tax bills that result from a change of ownership or increased assessed value due to property improvements are also available to view or print online. Supplemental property tax bills are prepared by fiscal year; therefore, taxpayers may receive more than one supplemental bill and are responsible for paying all of them (generally these are not included in impound accounts and not paid by mortgage companies).

The website provides copies of all property tax bills that can be printed or viewed online. In 2015, a Google-type GIS map was provided that offers aerial views of properties with key property tax bill information and also includes the school, community college, and supervisor district for each parcel. This can be accessed either by clicking on the map icon at the online property tax parcel screen or by inputting the APN or address at ocgov.com/octaxmap. Another recent addition was information on Mello Roos assessments that includes the maturity date of the Mello Roos bond (ocgov.com/melloroos) and an information sheet on the Property Assessment Clean Energy (PACE) program with important information on this program relating to the property tax assessments that can be accessed under FAQs.

We also encourage all property owners to sign up for a secured property tax reminder by going to ocgov.com/taxreminder to register your email or, to sign up for an unsecured property tax reminder by going to ocgov.com/unsecured reminder. You will then receive an email when the respective property tax bills are mailed and a reminder 10 days and one day prior to the last timely payment date.

Supervisor Salutes La Habra CIF Champs
Supervisor Nelson was honored to deliver commendations and congratulations this past week to the La Habra Varsity Football Team who earned their 7th CIF Division Championship this season.

The team was hosted by the City of La Habra at the front steps of City Hall by Mayor Jim Gomez, Council members Tim Shawn and Michael Blazey who told the 1,000 parents, friends and neighbors how proud they were of their sons for winning the Southwest Division in another undefeated Freeway League season.

Policy Advisor Steve Spernak delivered CIF Champions proclamations to the principal, Coach Frank Mazzotta and Mayor Gomez so each could proudly post the commendation that honored their 13-2 season and State Championship playoff bid.

Steve Spernak delivered comments by Supervisor Nelson on how proud he was of their team efforts, how their commitment to perfection and performance carried from the field to the classroom and how their coaches, parents and school administrations shaped them to be champions in life.

Photos of the team, coaches and council were mailed this week to La Habra so each can have a photo of celebrating their one shining moment!

Sincere congratulations to La Habra High as CIF Champions and as the gentlemen who reflected the class and character of their families, LHHS and the city in the finest traditions of sports and competition.
