Thank you for reading this edition of my newsletter. I hope you find the information below very helpful. As always, I appreciate and look forward to your feedback.

Board Updates

2016 Conditions of Children report now available
This invaluable tool has trend data about everything from Orange County children's health to conditions of poverty, education, and safety. It is a must-read for every individual working to improve the lives of children and families in Orange County. The good news is that of 27 indicators, 17 measures with trend data show signs of improvement.

Here are a few examples of the type of information the report offers to inspire change and support collaborative efforts on behalf of our children and youth.
  • There has been a notable decrease in the percent of uninsured children from 10.9% in 2008 to 5.0% in 2014.
  • In contrast, up from a low in 2008, there has been a 47% increase in hospitalization rates driven by serious mental illness among children and teens.
  • Baseline data show that just over half (51.9%) of students in Orange County are Kindergarten-ready; just under half (46%) of third grade students meet or exceed standards for English/Language Arts on the California Assessment of Student Performance and Progress (CAASPP) test; and just over half (51%) of third grade students meet or exceed standards for Mathematics on the CAASPP test.
  • Both high school dropout rates and college readiness have improved across all races and ethnicities. The percent of high school dropouts has decreased by more than half (53.7%) since the 2009/10 school year to a current low of 5.7% and college readiness among high school graduates has increased 30.2%.
  • Despite these improvements, a deeper look reveals that disparities among race and ethnic groups persist. For example, among students who are deemed college-ready, Hispanic students are least likely to be college-ready despite having the largest proportion of graduates.
  • The percent of current child support distributed in Orange County has increased 24.2% to 68.0% in 2014/15, surpassing California at 66.9%.

In summary, this report makes data about children, youth and families of Orange County accessible and relevant to the public for use in research, as a call to action and to strengthen and guide the collaborative efforts of organizations working on behalf of children in Orange County. By shining a light on the status of children and families, it highlights issues that need to be addressed, measures progress toward healthier outcomes and allows celebration of victories along the way.

CalOptima Seeks Candidates to Serve Recipients of CalWORKs on its Member Advisory Committee
The CalOptima Board of Directors welcomes input and recommendations from the community regarding issues concerning CalOptima programs. For this reason, the CalOptima Board encourages members and community advocates to become involved through an advisory group known as the Member Advisory Committee (MAC).

The Member Advisory Committee advises the CalOptima Board of Directors and staff. The CalOptima MAC is composed of 15 members representing the various constituencies that CalOptima serves. The charge of the committee is to:
  • Provide advice and recommendations to the CalOptima Board on issues concerning CalOptima programs as directed by the CalOptima Board.
  • Engage in study, research and analysis of issues assigned by the Board or generated by the committee.
  • Serve as a liaison between interested parties and the Board.
  • Assist the Board in obtaining public opinion on issues relating to CalOptima programs.
  • Initiate recommendations on issues for study to the CalOptima Board for their approval and consideration.
  • Facilitate community outreach for CalOptima and the Board.

At this time, CalOptima is seeking a candidate to participate on its Member Advisory Committee. Service on the MAC is voluntary and with no salary. The following seat is available:
  • Foster Children

OCTA Focus Groups
The Orange County Transportation Authority (OCTA) recently conducted a series of focus groups to understand what issues are important to county residents. Among the concerns expressed by participants was: traffic congestion, convenience and reliability of public transportation, and, affordability of express lanes and toll roads. A majority of the participants expressed support for growing public transit by expanding inter-county connections with Metrolink and increasing local access with light-rail and streetcars. In the Community
Supervisor Dedicates New Heroes Hall Museum
Supervisor Nelson was honored to be part of the hour-long dedication program that opened the new Heroes Hall museum at the OC Fairgrounds this week.

Joined by some eight thousand Veterans, military families and citizens who wanted to show their appreciation to the heroes of our armed forces, Supervisor Nelson told the 1,000 who attended the opening ceremony of his family’s history with the former Army Air Station at the OC Fairgrounds.

From there, he extended his thanks to the families who sacrificed so much for our freedom, and to the names and heroics of the military who are honored on engraved columns that surround the museum courtyard.

Special thanks to the OCEA team of Cathy Yatch, Carina Franck-Pantone, Jennifer Muir and Nick Berardino , along with a dozen unions and contractors who worked all year on the planning, building and delivery of this majestic museum and grand opening on Veterans Day 2016.

The museum will be visited by over 100 thousand students each year to learn about the role and responsibility of the Armed Forces that protect America around the world. The courtyard will also be used for civic events, weddings, memorials and parties honoring OC residents who served or are retiring.

Supervisor Nelson honors military members each year with “USA- Orange County” shirts donated by Hurley International under the coordination of David Goodman who handled the artwork, printing production and delivery to Steve Spernak at the Supervisor’s community booth for distribution.

Sincere thanks and appreciation to all those who made this such a special day for the patriots and military we honored in 2016 for their sacrifices and dedication to our freedoms as Americans.

Supervisor Celebrates Veterans Day in Fullerton
It’s been a tradition since Supervisor Nelson was a Council member and Mayor in Fullerton and one of his favorite appearances to honor Veterans and military families with the walk up Harbor Blvd every Veterans Day.

2016 was no different as Supervisor Nelson met with Veterans whose service goes back to WWII with talks and handshakes while staging at the parade start located at Harbor Blvd downtown.

Each year, Supervisor Nelson is proud to deliver USA Veteran shirts that are printed by Hurley and presented to Policy Advisor Steve Spernak who delivers them to the Supervisor to hand out to Veterans who are in wheelchairs or walking with friends who they fought with in the Viet Nam War.

This year’s commemorative shirt also included the logo of the Buffalo Soldiers who celebrated their 150th anniversary as part of the armed forces of the United States. Buffalo Soldiers settled the West after the Civil War and went on to protect settlers and open the first of many national parks.

A copy of President Lincolns rendition of “America’ was also delivered to the keynote speaker at Hillcrest Park in United States Marine Corps Gunny Gene Coughlin as a thank you from the people of Orange County for his combat service and inspiring message to the hundreds who walked and attended the Fullerton Veterans Day honors at Hillcrest Park Special thanks to Jeff and Marilyn Harris for putting together another fantastic parade and memorial event to honor America’s Bravest.

Last week Supervisor Nelson was Rick Reiff’s special guest on PBS SoCal’s Inside Edition! The show features the hottest breaking news on politics featuring segments with government and community leaders. Free Flu Shot Event – La Habra Community Center
On Wednesday, November 2nd, Supervisor Nelson partnered with St. Jude Medical Center to offer free flu shots to the residents of the 4th district. The event was held at the La Habra Community Center, where people of all ages were invited to receive their free flu shots. Flu shots are an effective, preventative measure so be sure to visit your primary care physician or local clinic to receive one. It is particularly important for young children and older adults to get their flu shot for the upcoming winter season. Thank you to all of our partners that made this an incredibly successful event!

Brea Rotary Monthly Meeting
Supervisor Nelson presented his State of the County PowerPoint this week at Brea Rotary monthly meeting. The County budget, OC freeway improvements, and addressing homelessness were among some of the issues spoken by Supervisor Nelson. The Brea Rotary members have a lot of fun! The club arranges parties and activities and gives members the chance to forge new friendships with like-minded people who share common goals. The mission of the Brea Rotary is to provide service to others, promote integrity, and advance world understanding, goodwill, and peace through its friendships of business, professional, and community leaders. Nelson Honors Retiring Fullerton Chief Dan Hughes
Supervisor Shawn Nelson was proud to honor Fullerton Chief of Police Dan Hughes at retirement ceremonies hosted at the front of the Police Department last week.

Chief Hughes began his lifetime career at FPD as a Cadet in 1983, going on through the Academy where he was hired as an Officer in 1985.

Promoted to Sergeant in 1996, then Lieutenant in 2006 where he later promoted to Captain in 2010.

Hughes, who holds an associate degree in criminal justice at Fullerton College, went on to a Bachelor’s degree in Occupational Studies and a Master of Science degree in Emergency Services Administration from CSU Long Beach.

He was appointed Chief in December of 2012 where he served with honor and distinction until his retirement last week.

Chief Hughes will transfer his 33 years of experience and education to Disneyland where he was hired as Vice President of Security Operations for both the Anaheim Magic Kingdom and all the Disney assets and parks world-wide.

Hughes will best be remembered for navigating the department with courage and transparency after the Kelly Thomas tragedy and standing as a moral compass and pillar in the community for integrity, service and his legacy for professional performance ‘in keeping with the highest traditions of Law Enforcement.”

Policy Advisor Steve Spernak presented two proclamations at ceremonies where 300 Officers, staff and Chiefs from all over Orange County attended. One commendation was given to Hughes and one that will be displayed in the front lobby of the Police Department to honor the lifetime of Police work by Chief Dan Hughes.

Anaheim Chamber 2016 Awards
Supervisor Nelson was proud to honor the 2016 award winners selected by the Anaheim Chamber of Commerce for their professional accomplishments and community contributions this week.

Hosted at the Paradise Pier Hotel at Disneyland some 500 business and community members enjoyed the power-point presentations that illustrated the accomplishments and fantastic business enterprises of Orange County’s finest corporate and industrial merchants.

Special congratulations and commendations were delivered by Policy Advisor Steve Spernak from Supervisor Nelson at the Awards Luncheon to the 12 award winners listed below.

  • Sandi Caplin, Anaheim Chamber Ambassador of the Year Award

Also attending the Awards Luncheon were members of the Orange County Procurement outreach team that included Helen Hernandez and Neil Jessen.

The Procurement team provides information for local businesses throughout the County and provides briefings on how private companies can offer bids for contracts and services as vendor and merchants.
