Federal Officials Approve Use of Transit Hub to Shelter Homeless
A plan to shelter the homeless during El Niño rainstorms at the unused Santa Ana Transit Terminal in the Orange County Civic Center has been approved on an interim basis through June by the Federal Transit Administration.

The approval was delivered by letter, two days after the Orange County Transportation Authority made the request on behalf of the County. The County opened escrow last month to buy the property from the Orange County Transportation Authority; a proposed lease for the interim use was sent last week to OCTA and required federal approval.

Earlier this month, Supervisor Andrew Do, First District, directed county staff to work with its federal lobbyists and OCTA to find a faster solution to using the abandoned bus terminal. Supervisor Do praised today's action, but acknowledged it's only one part of the county's comprehensive response to homelessness.

Supervisor Shawn Nelson was the first Board member to pose the idea of sheltering the homeless at the unused terminal. The Board last year approved a new multi-service center for the homeless in Anaheim but it won’t be ready until later this year.

The County also finalized a contract Friday with non-profit shelter operator Mercy House to secure emergency shelter beds and transportation services for those caught outside during rainstorms, which could hit again as early as this weekend. The County will continue to use National Guard armories in Fullerton and Santa Ana for night-time shelter and other services, including meals, showers and medical services. The interim lease with OCTA calls for the County to pay $11,615 a month for emergency use of the terminal property. Providing meals or other services onsite is not permitted under the lease.

Board of Supervisors Praises Capture of All Three OC Jail Escapees
Representatives of the Orange County Board of Supervisors joined Sheriff Sandra Hutchens last week as the Sheriff’s Department announced the capture of escaped inmates Hossein Nayeri and Jonathan Tieu by the San Francisco Police Department. With these arrests, all three inmates that escaped from the Central Men’s Jail in Santa Ana are now in custody.

Escaped inmate Bac Duong was the first to return to custody when he turned himself in on Friday January 29.

The escaped inmates Tieu and Nayeri were taken into custody by the San Francisco Police Department after being notified by a local citizen who recognized the white van that the fugitives were believed to be using.

The manhunt lasted eight days and details of the escapees’ whereabouts during that time will be the subject of an ongoing investigation. The Board of Supervisors was kept apprised of ongoing developments in the manhunt, and will work with the Sheriff’s department to provide evaluation and recommendations for future actions.

Metrolink to double weekend service during 91 full closure
Metrolink will double its weekend service and provide a "2-for-1" special on both the 91 Line and the Inland Empire-Orange County Line, Saturday, Feb. 20 and Sunday, Feb. 21 to support the full closure of the 91 in Corona. The extra train service is being funded by the Riverside County Transportation Commission (RCTC), which is constructing the 91 Project.

To encourage train ridership during the full weekend closure, Metrolink is offering a "2 for the price of 1" promotion where those with a valid ticket or pass can have one additional person on the train for free. The promotion is only available on Feb. 20 and Feb. 21.

The 91 will be closed from the 71 to I-15, Friday, Feb. 19 at 9 p.m. to Monday, Feb. 22 at 4 a.m. to allow crews to consolidate several construction activities. Metrolink's North Main Corona Station and West Corona Station will be open during the closure, however Metrolink passengers should allow extra travel time to reach these stations.

Due to the road closure's impact, motorists are urged to "steer clear" of the area during this project. To minimize major travel delays during the closure, transportation officials recommend motorists avoid travel in the area or use public transportation. Motorists traveling on the 91, the 71 or I-15 near the project area during the closure can expect travel delays of three to four hours.

Metrolink's regular weekend service offers two round trips on both the Inland Empire-Orange County Line and the 91 Line. On Feb. 20 and 21, Metrolink will offer two additional round trips on each rail line for a total of 16 trains to assist people avoiding the 91.

Metrolink will operate its regular schedule on both Friday and Monday.

In case of rainstorms or inclement weather, the closure and extra train service will be postponed to the next weekend, weather permitting.

Love Your Heart This Valentine’s Day

With Valentine’s Day fast approaching, many of us think about matters of the heart. This year, give yourself and loved ones a healthy gift from the heart by getting a free blood pressure screening on Thursday, February 11, 2016.

The County of Orange Health Care Agency (HCA) joins community partners and Live Well San Diego to celebrate “Love Your Heart” – a one-day event that empowers participants to take charge of their health by knowing their numbers.

In addition to the free screening being offered at more than 20 locations countywide, attendees will receive information that includes strategies for heart health and a listing of community resources should they need a medical provider that day or in the future.

Supervisor Nelson Guest Speaks to CSUF Political Science Students
Supervisor Nelson once again returned to Cal State University Fullerton this week as a guest speaker to the Introduction to Local Government class taught by Professor Chris Reese.

During the one-hour visit with approximately forty students, he discussed his background and path to elected office before presenting an overview of the County of Orange government structure, budget and functions. This also included his appointed roles on other public agencies such as the Orange County Transportation Authority, Metrolink and Air Quality Management District.

Following the presentation, there was a thirty-minute question and answer session. This was Supervisor Nelson’s fourth visit to CSUF to share his experiences and thoughts with Titan undergrads and he is looking forward to next semester!

Supervisor Welcomes Grocery Outlet to La Habra
It was years in the planning and design but the City of La Habra was proud to welcome their newest community treasure in the grand opening of the Grocery Outlet bargain market located at Beach and Whittier Boulevard.

With 100 residents, chamber staff, and anxious customers at the grand opening, Master of Ceremonies honors went to La Habra Chamber of Commerce president Mark Sturdevant who explained what a welcome venue the Grocery Outlet will be in the city.

The Grocery Outlet offers fantastic savings on the exact same products you see at Costco and Ralphs in quality and shopper-friendly accessibility both in the store aisles and venue parking.

Palates of fresh vegetables and fruits greeted the shoppers at the entrance that will inspire healthy eating ideas with reduced costs not normally seen at commercial shopping sites for La Habra residents.

Policy Advisor Steve Spernak delivered congratulations on behalf of Supervisor Nelson and toured the store with Chamber member Sandi Baltes, Sturdevant and Mayor Gomez who greeted shoppers who spoke of their appreciation in the city efforts to deliver top quality foods at bargain prices.

Top Prep Student-Athletes In 4th District
 
Supervisor Shawn Nelson is honored to begin his sixth season recognizing the outstanding athletic performances of student-athletes from the 27 high schools he represents as the Fourth District Supervisor.

The recipients are chosen from sports sections of local papers and coaches/parents who provide personal briefings to the Supervisor on the performance of their athletes.

The athletes in 16 CIF sanctioned high school sports who deliver the finest standards in academic accomplishment or athletic performance are sent a letter by the Supervisor to encourage them personally to new heights of individual accomplishment, team-work, classroom and game time- management and the ethics of sportsmanship and fair play.
