Board Updates

Design-Builder, Land Swap Approved for New OC Animal Shelter
The Board of Supervisors selected a designer-builder and took other actions Tuesday to fast track construction beginning in July on a new $35 million Orange County Animal Shelter to be built on 10 acres of land at the former Tustin Marine base.

Supervisors awarded a contract with Snyder Langston LP for design and construction of the facility, which is expected to cost up to $32.8 million. Additional costs for roadway improvements, utilities and other upgrades will boost the project to $35 million. The County’s contribution is providing the land and $5 million, with the remainder covered by cities that contract for animal care services based on average percentage of shelter use.

The new shelter will be built on leased land currently owned by the South Orange County Community College District. The property will eventually be swapped for land at the base that hasn’t yet been released to the County by the Navy. A lease with the college district was approved Tuesday.

The Design Advisory Board will advise OC Animal Care and OC Public Works, including representatives from contract cities, rescue groups, the shelter’s Community Outreach Committee, OC Animal Care staff and the veterinary community. Public forums are planned to obtain community input on the work of the design board and the contractor.

The current Orange County Animal Shelter in Orange was built in 1941. The County set aside $5 million in 1995 to build a new shelter at the base, which closed in 1999. However, land the County originally envisioned for the shelter won’t be released by the Navy until at least 2017.

Cities will have until the end of May to approve revised participation agreements with the County for use of the new shelter. Cities currently contracting with the County are Anaheim, Brea, Cypress, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, Laguna Hills, Lake Forest, Orange, Placentia, Rancho Santa Margarita, San Juan Capistrano, Santa Ana, Stanton, Tustin, Villa Park and Yorba Linda. Laguna Hills and Rancho Santa Margarita recently decided to pursue other animal care services instead of moving to the new facility.

Waste Not OC Named Model Public Health Practice by National Association of County and City Health Officials

 
Last March, Waste Not OC (WNOC), a coalition working to combat food insecurity in Orange County, was selected as a model practice by the National Association of County and City Health Officials (NACCHO) after demonstrating exemplary and replicable qualities in response to a local public health need. NACCHO reviewers noted in their vigorous peer-evaluation of Waste Not OC’s application that “…food insecurity is in an under-the-radar health issue in many communities in the United States. Distributing prepared food that would otherwise go to waste can be a complex undertaking.”

In Orange County, one in five people face food insecurity on any given day. To address this growing social problem, the County of Orange Health Care Agency’s Public Health Officer, Dr. Eric Handler, led the creation of a coalition of food banks, health care representatives, restaurants, food distributors and community leaders called Waste Not OC. The organization is a public-private partnership with the goal of eliminating hunger and reducing food waste by facilitating surplus food donations from food-producing facilities to local pantries. Since its inception in 2012, Waste Not OC has recovered 236 tons of extra food from local businesses and transformed it into approximately 391,745 meals for residents in need. Election Workers Needed
The Orange County Registrar of Voters needs more than 6,000 volunteers to assist with the various tasks that are required in conducting the upcoming June 7, 2016, Presidential Primary Election.

Toll Roads
The Toll Roads of Orange County
Unveil New Website User Experience
The Toll Roads of Orange County (State Routes 73, 133, 241 and 261) unveiled a new website to better serve The Toll Roads’ more than 800,000 accountholders and 260,000 daily drivers.

The website has been completely redesigned giving drivers easier and faster access to everything they need to pay tolls and manage their accounts.

The new look and functionality was designed based on the needs of the website’s 5.5 million annual visitors. The Toll Roads’ website is the go-to source for account maintenance, account sign-ups and online toll payments. It also provides information such as the Transportation Corridor Agencies’ (TCA) Board meeting agendas, finance and investor information and news regarding capital projects and environmental programs.

New features at thetollroads.com include:
  • Streamlined processes for online One-Time-Toll payments and FasTrak® and ExpressAccount® sign ups
  • Enhanced capabilities for accountholders to easily update their account information and view account activity
  • A refreshed look and feel allowing customers to discover the latest news, offers and projects
  • Responsive design making it easier to navigate the website on a desktop, mobile device and tablet
With the launch of the new website, TCA, who operates the 51-mile Orange County toll road system, has partnered with most major rental car companies to ease visitor confusion by allowing tolls to be charged directly through the driver’s rental car agreement when they drive The Toll Roads. Additional improvements to customer’s travel planning and online experience will be introduced in the coming months.

The Toll Roads of Orange County Offer
New Program for Rental Car Drivers
Paying tolls while driving a rental car on Orange County’s Toll Roads has just gotten easier. The Transportation Corridor Agencies (TCA) have partnered with most major rental car companies to simplify toll payments by allowing tolls to be charged directly through rental car agreements.

The new rental car toll payment programs, eligible only on State Routes 73, 133, 241 and 261 in Southern California, eliminates the chance of a rental car customer receiving a Notice of Toll Evasion after they return their rental vehicle. Visitors will no longer need to know exactly what toll road they traveled on and where they entered and exited, if they choose to pay tolls through the rental car company or if they pre-register the rental car on The Toll Roads’ website.

When driving a rental car on The Toll Roads, customers can pay tolls the following ways:
  1. Pay tolls automatically through a rental car company program – Most rental car companies will now process tolls incurred directly to the rental customer and may add a fee to process the tolls. Customers should ask their rental car company how tolls are processed and how fees are assessed. Visit thetollroads.com/help/rentals, to view the rental car companies that offer rental toll payment programs for The Toll Roads of Orange County.

  2. Pay tolls online through The Toll Roads’ website – Drivers can choose to pay tolls directly at thetollroads.com/RentalTolls. Depending on the rental car company, drivers may need to register their rental vehicle online before driving on The Toll Roads. To register a rental vehicle, customers will need the rental car’s license plate number, rental period and credit card to allow tolls to be charged directly, bypassing any automatic rental car company program.

  3. Pay tolls with a FasTrak® or ExpressAccount® – Accountholders renting a vehicle can temporarily add the rental vehicle’s license plate number to their account at thetollroads.com by logging into their account and including a start and end date for the rental period. Driving a rental car on The Toll Roads without temporarily adding the license plate to an existing account may result in tolls and additional convenience fees billed through the rental company or a Notice of Toll Evasion.

Brea Olinda Girls Basketball Win State Title
In what has to become a legacy rivaling John Wooden, Coach Jeff Sink and Assistant Coach Amanda Rangel, delivered the magic on March 30th in Sacramento by defeating St. Francis of Sacramento 64-51 to bring home their first prestigious Division 1 State CIF Championship trophy.

Lead by Arizona-commit and the only Senior in Reili Richardson, who scored 26 points, to go with nine rebounds, five assists and three steaks it was easy to see why the OC Register named her OC Varsity Player of the Year.

Richardson was joined on the Register First-Team All-OC by Tyiona Watkins who scored 22 points along with Krislyn Marsh who dropped 12 points and had 12 rebounds.

Supervisor Nelson had Policy Advisor Steve Spernak deliver commendations to Richardson and Watkins for their selection as First-Team All OC and special commendations poster to each team member, coaches and booster members to celebrate their 29-4 ‘Dream Season”.

It was the fifth state championship for Coach Sink who looks to have some nice years ahead of him with returning veterans who have won a state title as freshmen, sophomores and juniors.

Sincere congratulations to the best Girls Basketball team in California at Brea Olinda High School.

Marty Burbank Appointed to OC Veterans Advisory Council
It’s been a busy week for Marty Burbank.

Tuesday he was appointed by Supervisor Nelson to be his delegate at the Orange County Veterans Advisory Council then Wednesday night the formalities were completed and he took his seat at the dais as its newest member.

The Veterans Advisory Council is a prestigious team of military Veterans who are hand-selected by each Supervisor and after background vetting is completed on their military services and honors they are formally appointed at the Board of Supervisors with a vote by each member.

Marty Burbank began his career in the Navy and was a certified Navy Diver-Medic for 12 years where he worked with elite teams in recon and ocean rescue and survival. He was partnered with and taught Naval Special Warfare Specialists (SEALS) advanced combat medicine as part of his assignments.

His son is currently Active-duty Navy and was an Instructor for the Special Warfare Training Center at Coronado for 3 years and will soon be deployed with a SEALS detachment overseas.

Burbank has a Bachelor of Science from State University of New York, a Juris Doctorate from Thomas Jefferson School of Law and a Master of Law (Tax) from Chapman University School of Law.

He currently runs the OC Elder Law Center that focuses on Veteran Benefits, Elder Law, Wills and Trusts and estate planning with an emphasis in asset protections and real estate partnerships.

Marty and his wife, Seon Chun-Burbank, were featured in the OC Register for their commitment to put 27 kindergarteners from Rio Vista Elementary School in Anaheim thru college (class of 2032) as part of his give-back to America’s blessings he’s enjoyed.

Quarterly Veterans Briefing for Policy Advisors
Veterans Advisory Council Chairman Bobby Mcdonald meets quarterly with staff that brief each Supervisor on issues impacting OC Veterans.

Every three months, an experienced team of Policy Advisors meets with the Chairman and a Director of the Orange County Veterans Advisory Council to review critical policy, administrative issues, and time-sensitive challenges as part of their assignments working for the Board of Supervisors.

This month, their agenda included updates on the monthly OCVAC meeting, a speaker from the Brain Treatment Center and how commendations will be presented to 5 outgoing members of the Board who are retiring or moving out of OC.

Part of the update included information from Chase Wickersham on how Orange County will send a contingent of Veterans up to Sacramento for the Cal-Vets conference to discuss issues and remedies for Veteran healthcare, education, mental health, housing and employment.

The meeting closed with information regarding the new Veteran’s DMV drivers license, the OC Bar Association’s Veterans Committee to offer legal services and specialties and updates on the proposed cemetery in OC.

Supervisor Nelson to Rally World Record at Donate Life
Donate Life 2016 will rally thousands of donor- recipients and donor- families this year in an attempt to set a Guiness World Record for the most of each at this year’s April 30th spectacular hosted at CSUF.

The university athletic field has been the site of past rallies, runs and walks for Donate Life and this year the focus is on both setting a world record as well as getting the word out to residents and families that their life-saving transplant needs can be met by joining Donate Life.

Each year, California has 21,000 people in need of organ transplants with as many as 22 dying every day without their receiving the new organs or tissue.

Six thousand patients in California are currently in need of bone marrow replacement along with the 600,000 units of blood that are needed annually for surgery and dialysis.

To show the community how vital this program is, a single donor can provide a heart, lungs, pancreas and liver along with tissue for skin grafts and change the lives of 50 people with life-saving procedures.

Currently, 12 million drivers have their licenses marked as “Organ Donor” to provide transplant materials to needy families and recipients who would perish without the donation.

Kumon Comes to Fullerton
Parents who want to give every academic edge to their kids have a new venue to make that happen at the new Kumon Math and Reading Center that just opened in downtown Fullerton.

Supervisor Nelson representative Steve Spernak joined the Fullerton Chamber of Commerce at ribbon-cutting ceremonies last week as the County and City welcomed Sam and Sheeza Zuberi, owners and directors of the new Kumon Center, to their new academic lab located at 138 Wilshire, just west of Harbor Blvd.

The two-dimensional focus of math and reading gives students a huge advantage with personalized attention by tutors and mentors who stress counting and math, number management, and orders of operations with each discipline of math.

The reading core training covers sentence building, letter sounds, functions of words and story elements up to plot and critical writing for older or advancing students.

To see the levels and organization of teaching that this Kumon center delivers has to be seen to really be appreciated in developing a generation of kids who will compete in a 21st century global economy.
