Board Updates
County Seal
Trash Importation Approvals Will Assure Final Debt Repayment
Unanimous city approvals of agreements to allow continued acceptance of out-of-county trash through 2025 at local landfills will provide the revenue needed to fully repay the remaining creditors from the County’s 1994 bankruptcy. The Board of Supervisors unanimously approved the pact on Tuesday.

The County retired one bankruptcy bond issue in June 2015, with the other to be repaid in the coming fiscal year. Combined principal and interest payments on both bonds total $1.585 billion. However, another $33.3 million is owed to the so-named “Plan B” participants—internal county accounts plus a handful of cities and special districts—that elected not to be repaid out of bond proceeds. Even though there is no legal repayment obligation, the County will set aside incoming landfill proceeds as a means to officially close the books on the bankruptcy.

Cities and sanitary districts will split an initial payment of more than $5 million based on a three-year average of waste they delivered to the system. Through the term of the contract, surplus revenues beyond that are estimated between $5 million to $8 million annually after the Plan B participants are paid off.

Measure M Taxpayer Oversight Committee Application Deadline Extended May 6
The Orange County Transportation Authority (OCTA) is seeking qualified volunteers to serve on the Measure M Taxpayer Oversight Committee (TOC).

The eleven-member committee monitors OCTA’s use of Measure M funds and ensures that all revenue collected from the Renewed Measure M2 is spent on voter-approved transportation projects. The independent committee was formed after the passage in 1990 of Measure M, a half-cent sales tax to fund transportation improvements in Orange County.

Applications for the 2016-2019 term will now be accepted through May 6, 2016 to fill four positions; one each in the First, Third, Fourth and Fifth Supervisorial Districts. Orange County residents residing in these areas are eligible to apply. Candidates must be 18 years of age, reside in one of the districts named above and be willing to participate for a three-year term. Potential committee members should also demonstrate a history of participating in community activities and knowledge of public transportation.

The Grand Jurors Association of Orange County is conducting the recruitment program and will recommend qualified candidates for membership. For additional information or to request an application, call the selection panel at (714) 970-9329 or visit OCTA’s website at octa.net/toc.

Election Workers Needed
The Orange County Registrar of Voters needs more than 6,000 volunteers to assist with the various tasks that are required in conducting the upcoming June 7, 2016, Presidential Primary Election.

For information on the various Election Day volunteer opportunities, job descriptions, compensation and to sign up to serve on Election Day, county employees can go to the Registrar of Voters' website at ocvote.com/volunteer.

Orange County Clerk-Recorder to Automate Indexing and Redaction Process of Real Property Recordings
Clerk-Recorder Hugh Nguyen took the first step towards implementing software that will automatically index and redact real property documents submitted for recording to his offices. This will make real property records available to the public for review one day after being submitted and recorded.

The Orange County Board of Supervisors approved the contract during its regular meeting allowing Clerk-Recorder Nguyen to proceed with the implementation of auto-indexing and redaction software. The software will eliminate the need for County staff to manually index real property information into the department’s Grantor/Grantee Index. The software will also reduce the time it takes the department to make a document available to the public for review. Currently, it takes the department at least five business days to make a recorded document available to the public. After the implementation of this software, the public will be able to purchase or review documents the day after they are recorded.

The department is mandated by the Government Code to redact social security number information from real property records. In addition to speeding up the indexing of recorded documents, the software will simultaneously remove social security number information from a document prior to making it available to the public. Again, this will allow the public to view recorded documents one day after being recorded.

Metrolink nighttime track maintenance resumes Saturday
Beginning Saturday, April 30, Metrolink will be replacing railroad ties along Metrolink's Inland Empire-Orange County Line over the course of four weeks between the cities of Orange and Placentia. The project, in conjunction with the Orange County Transportation Authority (OCTA), is scheduled to be complete on May 30.

Residents near the tracks will hear increased nighttime activity weeknights from approximately 10 p.m. to 6 a.m. Residents who live up to a block away from the tracks may hear intermittent construction noise such as equipment and vehicles for two to six hours as crews work in a given location. Additionally, train horns will be blown, due to a federal rule requiring horns as a safety precaution during construction. Due to the mobile nature of the work, most residents will not be impacted for more than one evening. Passenger train service will not be impacted.

Top Fourth District Preps at Brea North-South Game
Supervisor Shawn Nelson is proud to announce the just-selected roster of football players from the Fourth District that will play in the prestigious Brea Lions OC All-star game July 8th at Orange Coast College.

First team All-County running back Jacob Fimbres from Sonora will highlight the offense run by North Coach Anthony White from Buena Park.

The 36 player roster includes Buena Park High School phenom Zach Taylor at quarterback along with La Habra’s trio of offensive linemen in Adam Tourville, linebacker Jacob Jones and defensive lineman Leo Lomeli who lead the Highlanders to the CIF-SS Southwest Division Championship.

Valencia athlete Jacob Briggs and Brea Olinda linebacker Zach Arnold rounded out the top players selected.

Sonora’s Fimbres is one of Supervisor Nelson’s student-athlete commendation recipients for his 33 touchdowns and 2,373 yards rushing while leading the Raiders in 2015.

Congratulations to all the Fourth District selections and best wishes this year in avenging the 30-20 victory by the South team last year where they took a 27-26-3 lead in the series that is the 57th game hosted by the Brea Lions.

Nelson Honors Top Buena Park Teachers and Staff
Supervisor Nelson was honored to present commendations and awards of merit at the 2016 Buena Park Rotary Teacher and Classified Employees of the Year Luncheon hosted this year at the Walter Knott Education Center.

The annual recognition luncheon presented the selection of top teachers and classified employees whose performance and deliverables changed the lives of teachers, students, administrators, tech support and parents who rely on their expertise to run one of the finest school districts in OC.

After an inspiring reading of the role of teachers by Superintendent Greg Magnuson, Denis and Christiane Salts of the Buena Park Rotary joined Council Member Beth Swift in honoring Randy Helms, Deputy Superintendent of the Centralia Elementary District.

Helms will be retiring this year after two distinguished decades of service to thousands of children and families whose future he helped shape or save with his boundless energy, inspiring talks to troubled kids and starting a typical work day with boots on the ground at 5:30 a.m.

Sincere congratulations to Orange County’s finest teachers and classified staffer in Buena Park!
 

Centralia Elementary Deputy Superintendent Randy Helms was honored for his 22 years of selfless leadership and professional services by the Buena Park Rotary.

Sheriff’s Medal of Valor Honors OC Heroes
It was an afternoon of astonishing stories of bravery, heroism, merit and the courage to overcome incredible life-threatening situations in crisis that was honored at the 28th annual OC Sheriff’s Medal of Valor Awards Luncheon in Irvine.

Sheriff Sandra Hutchens presented the awards and medals to each of this year’s 28 recipients after an explanation of their deeds or incident was read by MC Ed Arnold to an audience of 800 Deputies, family, city councils and Sheriff Advisory Council members.

One of the recipients, Sgt Brian Sims, was a double honoree for his rescue attempt to save three people in an apartment fire in San Juan Capistrano.

Sims was first- arriving and seeing the crisis behind neighbors screaming that an infant, three year old and their mother were in mortal peril with flames and smoke charging their residence.

Sims affected an entry but was struck by an exploding backdraft that seared his lungs causing third degree burns, pulmonary damage and inhalation injuries that kept hospitalized for seven months. The three victims succumbed to their injuries after their rescue by firefighters.

For his heroism and injuries, Sgt Brian Sims was presented the Medal of Courage and Purple Heart for performance and bravery in keeping with the highest traditions of law enforcement and the Orange County Sheriff’s Department.

Supervisor Nelson presented commendations to each of the honorees as part of the Board of Supervisors role in annually recognizing the incredible performances of Orange County’s Finest.

OC Crime Victims and Families Honored
Joining hundreds of victims’ families, law enforcement and community advocates, Supervisor Nelson was honored to support the recent Crime Victims Memorial event to show his sympathy for their loss and commitment to their memory.

Hosted by Patricia Wenskunas, director of Crime Survivors OC, the morning began with securing tents and canopies tossed in the heavy winds that swept the park. Once the vendor and sponsors secured the exhibits, the program began.

Wenskunas introduced OCSD Undersheriff Don Barnes who spoke on the role of law enforcement helping victims and the efforts of protection and prevention while dealing with legislation that is returning felons from prison back into communities due to overcrowding.

To close his comments, Barnes challenged the OCSD Academy class to 25 pushups while he and several Chiefs of Police on the stage met the same challenge while finishing their pushups.

The academy cadets then ran the park in formation to show their commitment to law enforcement and honoring the victims who will be enshrined at the same site in a memorial overlooking the lake at Mason Park.
