County Updates
New Director Appointed for County Waste and Recycling Department
 
Tom Koutroulis has been appointed to the position of Director of Waste & Recycling (OCWR) for the County of Orange. Koutroulis was selected following a nationwide search and a competitive recruitment process.

Koutroulis has dedicated his professional life to the waste industry and has more than 25 years of experience in a variety of roles. He has spent the last 13 years of his career in leadership roles with Waste Management, Inc. and most recently served as the Senior Manager for Organics Project Development. He holds a Bachelor of Arts degree from the University of California, Irvine and a Master of Business Administration in Technology Management and Implementation from the University of Phoenix.

OCWR serves the County’s solid waste disposal needs by providing waste management services, operating public landfills, protecting the local environment, investing in renewable energy enterprises and promoting recycling in order to ensure a safe and healthy community for current and future generations. The department manages one of the nation's premier solid waste disposal systems, serving residents and businesses in the County’s 34 cities and unincorporated areas. OCWR’s three active landfills reflect environmental engineering at its best. They are among the largest in the state and annually receive more than 4 million tons of solid waste. National Drive-Thru Day Promotion Yields 28 Tons of Household Hazardous Waste at Orange County’s Collection Centers
 

Nearly 1,000 Orange County residents turned out on Saturday July 22 to celebrate National Drive-Thru Day at OC Waste & Recycling’s four household hazardous waste collection centers, which provide “drive-thru- service.”

The Anaheim collection center, located in the Fourth District, served more than 250 residents who brought 7.4 tons of hazardous material and e-waste for proper disposal on Saturday.

Upon dropping off their household hazardous waste items, visitors received a free battery bucket and a free child’s admission coupon to Discovery Cube OC, which features the family-friendly Eco Challenge Exhibit.

Other centers are located in Huntington Beach, Irvine and San Juan Capistrano. All centers feature a material reuse area that is stocked with paint, chemicals and other items that have been brought in with half or more of the contents left over. Many visitors took advantage of the used materials to take home products for home-improvement projects.

Using the centers to recycle household chemicals, paint and e-waste is easy to do and keeps these hazardous materials out of the landfills, which helps protect our environment. The household hazardous waste collection centers are open year-round Tuesday through Saturday, 9 a.m. to 3 p.m. except holidays and during rainy weather.

OCTA Secures $629 Million Federal Loan for I-405 Improvement Project
Orange County Transportation Authority secured a $629 million federal loan for the I-405 Improvement Project, which will pay for a major portion of the $1.9 billion worth of freeway improvements set to begin construction by early next year.

OCTA officials signed the final documents with the U.S. Department of Transportation’s Build America Bureau for the loan through the Transportation Infrastructure Finance and Innovation Act, commonly called TIFIA.

The OCTA board approved general terms of the loan at a board meeting late last month.

By taking advantage of the low-interest rate of 2.91 percent, the TIFIA loan is expected to save about $300 million over the 35-year life of the loan as compared to traditional bond financing. The loan will be repaid solely using revenue collected from drivers who choose to use the 405 Express Lanes being built as part of the project.

The money saved also will allow the 405 Express Lanes to remain free to two-person carpools during non-peak hours when the express lanes open, a commitment made by OCTA.

With the loan secured, OCTA is giving the contractor, OC 405 Partners, notice to fully proceed with the design and construction of the project. It’s expected the project will begin construction by early next year with completion anticipated for 2023.

Other funding for the I-405 Improvement Project includes:
  • $1.1 billion in Measure M funds
  • $45.6 million in federal funds
  • $89.7 million in state funds
OCTA, in cooperation with Caltrans, is leading the I-405 Improvement Project between State Route 73 in Costa Mesa and Interstate 605 at the Orange County border with Long Beach.

The design-build project will add one general-purpose lane in each direction of the I-405 between Euclid Street and I-605, as promised to voters through Measure M, the county’s half-cent sales tax for transportation improvements.

The improvement project will also add a second lane in each direction that will be combined with the existing carpool lane to provide dual tolled lanes on I-405 between SR-73 and I-605, called the 405 Express Lanes.

Construction Kicks Off on Parking Structure at Orange Transportation Center
Officials from the Orange County Transportation Authority, the city of Orange, and the community, came together to break ground on construction of a new multi-level parking structure at the Orange Transportation Center.

The structure, at 130 N. Lemon Street, will provide much needed parking both for the growing number of transit users and for people coming to Old Towne Orange to enjoy the many shopping and dining destinations.

The five-level parking structure will provide 611 spaces, replacing a surface lot that had 172 parking spaces. Of those 611 parking stalls, 500 will be dedicated for those who ride the train, while 111 will be designated for general use by those who visit Old Towne.

The city of Orange led the design on the parking structure to ensure that it honored the history and unique character of Old Towne Orange.

The project will build the city’s first multi-level public parking structure. Two of the five-levels will be built underground and three levels above ground so that the structure blends in with other buildings in the area.

The structure and surrounding plaza also will include brick work and other design elements intended to reflect and complement nearby historic structures.

At the same time, modern elements are incorporated into the design, including solar panels on the roof to cut down on lighting costs. Several parking stalls will include electric car-charging ports. The project also will include bike racks and lockers to encourage active transportation.

The $33.2 million project is being funded by Measure M, the county’s half-cent sales tax for transportation improvements, by the city of Orange, and by a mix of state and federal funds.

Home Aid OC Family CareCenter Dedication
On July 20, Policy Advisor Natalie Wieckert attended the dedication of the Home Aid Orange County Family CareCenter. This facility is located in the City of Orange and will serve families from throughout Orange County who are struggling with homelessness. Mercy House will be operating the facility with a goal to serve 10-15 families per day and provide rapid rehousing resources within 30-45 days. Some of the amenities onsite include a Learning Technology Center, an outdoor recreation area and a kitchen and dining area. This is an excellent addition for the County of Orange and the Fourth District wants to recognize Home Aid Orange County for all of their efforts in serving the homeless population. We wish you the best in all future endeavors.

Supervisor Honors Top OC Police Volunteers
Supervisor Nelson was honored to recognize the top police and public safety volunteers from the Fourth District at this week’s annual EncoreOC Lifetime Achievement Awards Luncheon in Santa Ana.

Hosted at the Hacienda Restaurant, some 150 senior volunteers who donate time, talent and life-experiences to serving residents in Orange County, enjoyed the hospitality and a moment to reflect on the incredible contributions they perform every day protecting OC.

Policy Advisor Steve Spernak delivered Lifetime Achievement Awards from the Supervisor to a dozen recipients and took photos with the command staffs who attended to show their support for these fantastic volunteers at their respective departments.

ANSWERS Senior Information Guide Prepares for 2018
Congratulations were delivered by the Supervisor this week at the Council on Aging reception that honored sponsors, donors, writers and representatives from the senior healthcare and service industry who help produce the finest seniors guide in Orange County.

The reception was hosted by ANSWERS editor and accounts tech Marilyn Fedorow who explained that their premier magazine, that is produced by the Council and delivered free to hundreds of pharmacies, care centers, senior centers and apartments, is in final production for the traditional October publication.

ANSWERS magazine is over one hundred pages of real-time information, sources and contacts, that are packaged for easy reading and referrals by seniors of care-givers. Pages and chapters are dedicated to new Medicare info, mapping your retirement, social security benefits answers, Part D Medicare explanations, housing, medical specialists and travel.

For seven years, Supervisor Nelson has partnered with the Council on Aging and his office delivers hundreds of ANSWERS guides to apartments, Veteran events, community festivals and civic center handouts. This information is practical and a blessing to aging seniors or caregivers who need a start-point to help them navigate the aging issues and challenges in the 21st Century.

Supervisor Honors Top Boy Scouts in 4th District
Sincere thanks and appreciation letters will be delivered to Anaheim Boy Scout Troop 1155 to recognize their community services effort for Supervisor Nelson and the Fourth District.

Asked to provide a Color Guard flag presentation team for the breakfast reception for the Association of State Agencies for Property Surplus, calls were made to local Scout troops and a successful agreement was put together for a morning appearance at the Doubletree Hilton.

Directed by Troop Leader Tanya Low, the team of Boy Scouts in Austin Sigman, Adam Low, Christopher Perry, Sebastian Hamblet with Kevin Low as color guard commander/caller, filed in with the flags at 8 a.m sharp inside the Atrium conference forum.

Darci King, the California state representative, was overjoyed with the professional performance by Troop 1155 and sent her congrats and thanks for a flawless “mission- accomplished kudos” from the national association board of directors.

Each member of Troop 1155 will receive a commendation letter and framed “Scouts Oath” from Supervisor Nelson for their service to the national association and office of Supervisor Shawn Nelson.

Supervisor Nelson will also deliver identical commendations to Skyler Vincent LeBlanc who will receive his Eagle Scout Award at ceremonies on August 6th 2017 at the La Mirada Christian Church.

The Buena Park Scout completed an amazing array of merit badges and community service projects to receive the highest award in Scouting. Skyler is friends with Eagle Scout Josiah Khuzadi of Anaheim who recently received his Eagle Scout Award and commendations from Supervisor Nelson for that same lifetime achievement!

New Park Equipment Dedicated in Placentia
Special congratulations and thanks were delivered last week to Barry Ross and the members of the St. Jude Foundation who delivered on a grant promise to install brand new gym and exercise equipment at Santa Fe Park.

Located at 550 W. Santa Fe, east of the 57 freeway in the residential/apartment complexes, the park is now a fantastic site for 8 new exercise foundations involving movement, strength and balance.

The grant is part of a commitment by St Jude to address obesity and challenge sedentary lifestyles with fun and innovative machines and appliances that build strength and exercise all the parts of the body.

The design is to deliver the heavy-duty equipment into parks or open spaces where residents who may be financially challenged or unable to pay gym fees can still have outstanding physical challenges to lose weight and add to heart-health.

St. Jude, with the passionate promotions of Director Barry Ross, delivered the magic at Santa Fe Park along with McFadden Park, Kraemer Park and Parka de los Ninos in Placentia.

Congrats to Mayor Green, council members Ward Smith and Rhonda Shader, City Manager Damien Arrula, Parks and Recreation, Steve Pischel in Administration and Police Chief Darin Lenyi who attended and helped promote a healthy lifestyle and another quality of life element to the city of Placentia!
