Transportation Legislation
At the start of every legislative calendar year, whether on the federal or state level, the Orange County Transportation Authority (OCTA) – Legislative and Communications Committee considers bill positions whether to support or oppose legislation concerning transportation. Of particular focus is legislation that may affect disproportionately our county. Among the number of bills that legislators propose each legislative cycle invariably there is a bill that “restructures” how transportation funds are apportioned to each state or county. The restructuring involves at times complex formulas based on population, projects and/or need. But, in most instances; no matter the formula, our county gets short shrift receiving far less than what Orange County residents send to the state or federal government in taxes. For example, this state legislative cycle is starting as many in the past wherein our county is expected to receive less than neighboring jurisdictions. As Chair of the Legislative Committee, Supervisor Nelson and his colleagues continue to work with our legislative delegation on matters of tax equity asserting our fair share to funds. In the Community
Clark Commons Grand Opening
On Thursday, February 9, 2017, Jamboree Housing celebrated the Grand Opening of Clark Commons affordable housing project, located on the corner of Stanton and Orangethorpe in Buena Park. Clark Commons is a two-acre site that offers 70 affordable apartments all LEED (Leadership in Energy & Environmental Design) for Homes certified GOLD rated. It was named the 2016 Development Project of the Year by the Orange County Community Housing Corporation. Supervisor Nelson is proud to recognize the hard work and dedication it took from Jamboree Housing, along with many other community partners to build these affordable housing units. The Fourth District wishes you the best of luck in all future endeavors.

Anaheim State of the City
Anaheim again proved to hundreds who attended the annual State of the City luncheon this week that it’s a world class city and continues to set new standards of public administration and leadership addressing 21st century problems and challenges.

Hosted at the Grove entertainment center, over 500 friends, business and community leaders heard Mayor Tom Tait revel in the accomplishments and successes the city has enjoyed through 2016. Highlights included the Servathon day of service hosted by the Anaheim Unified School District where hundreds of students painted, cleaned, served lunches to elderly and helped the homeless as tribute to Martin Luther King.

A standing ovation was delivered when Mayor Tait introduced Chef Bruno Serato and the tragedy of the fire at his restaurant at the White House. Tait said the city and all of OC will rally to support Catrerina’s Club to feed 1800 hungry and homeless kids in OC.

Brew City is on its way to having 12 beer and custom brewery sites in Anaheim along with a renewed spirit for The Ducks and Mike Trout returning for another Hall of Fame season with the Angels.

Special congratulations to the donors and volunteers of the 13th MEU Marine Corps Adoption Committee for their year-round work helping Camp Pendleton Marines and military in partnership with the City and County Supervisor’s team.

New council members and their priorities were explained on the PowerPoint presentations and efforts to work with the 688 homeless in Anaheim will take on another dimension with the Mayor wanting a new and innovative jobs program implemented. The wages are incentives for homeless to work in the community, learn a trade or skill, get them the dignity and respect of having a job and partner them into companies and careers again to rebuild their lives.

Tait was especially proud to explain that their Building Department reviewed 2900 business plans, completed 6,000 building permits and issued 5,000 business licenses.

Efforts by the Police Department to deter gangs is making major progress, along with community contacts like the neighborhood BBQ’s that host city employees and residents in different neighborhoods.

That project allows the public to meet its Police and Fire service members and discuss remedies and build trust and tolerance thru communications and access on a personal level.

Congratulations to Mayor Tait, his staff and city employees and all the behind-the-scenes heroes that make Anaheim a world class city.

Homeless Count 2017
January 28th was an early start for County personnel who began staffing the five locations used as staging areas for the 2017 Point in Time national homeless count.

Close to 1500 OC volunteers rallied at and were briefed on the mission and protocols of finding homeless and recording their interviews and locations.

The information garnered by the teams will be compiled and an analysis is produced on the needs of the homeless in both a micro and macro spreadsheet according to Juanita Preciado, operations director for the Point in Time project.

Assisted by Ashley Cunningham, Programs Manager of 211OC and their Continuum of Care mission, Preciado and her staff at Cal State Fullerton lined up hundreds of volunteers who staged in the 4 a.m. cold at Titan Gym for registration.

Once check-in was completed, the volunteers took packets of interview sheets and maps to a grid/location to initiate the count.

Working the Harbor Blvd at 91 grid were Natalie Wieckert and Steve Spernak, both Policy Advisors for Fourth District Supervisor Shawn Nelson. Their team also included OC Sheriffs Gvt Affairs Director Ray Grangoff and Pam Sousa from Pathway of Hope.

Results of the Point In Time field research will be analyzed and delivered to the Board in approximately 60 days. The report helps focus funding and personnel onto critical issues within the homeless community by civic leaders, charities and mental health-behavioral health departments.

Veterans Advisory Council Briefing for Policy Advisors
Policy Advisors for each of the Supervisors met January 27th 2017 as part of their quarterly update on military and Veteran issues with the Directors of the Orange County Veterans Advisory Council.

Lead by OCVAC Chairman Bobby McDonald and Executive Director Chase Wickersham the Advisors work through an agenda of updates and issues that are then conveyed in memos and conferences with each Supervisor. The briefings allow the Supervisor’s insight into issues that they will advance in OC, Sacramento and Washington DC as part of their duties representing 133, 000 former military.

Priorities for 2107 are finding and helping homeless into housing. This is done thru the County’s Point in Time count that was done January 28th at 4 a.m. throughout OC by some 1500 volunteers.

From those stats, vouchers and rehab efforts are activated and work begins to remove military living in the streets by moving them into VA counseling or work with the OC Veterans Service Offices.

The January briefing concluded with new info on the California Drivers Licenses for Vets, the Cal-Vet Summit, introductions on Senator Josh Newman and Janet Nguyen who now hold appointed Veteran Affairs council posts in Sacramento.

Joining Steve Spernak at the meeting were new Policy Advisors for Veteran Affairs in Adriianna Lagorio of First District and Al Tello from Third District. Tim Whitacre (Second) and Jim Dinwiddie (Fifth) serve as contacts should you need any assistance with Veterans issues, VA, County Services or benefits.

Rally Begins for Caterina’s Club
Supervisor Nelson will begin efforts to help Bruno Serato rebuild both his restaurant and help with coming promotions to help Caterina’s Club, a foundation formed to honor his mother and feed the hungry and homeless children of Orange County.

The amazing tragedy began at 4:18 a.m. this past weekend and required not only Anaheim Fire but assisting agency responses from Garden Grove and Orange Fire Departments who fought the fire for almost 45 minutes.

The White House Restaurant is not only a landmark for fine dining but serves as the operational center of one of the most amazing charities in the world.

Established years ago to honor his mother, Bruno annually raises tons of pasta and sauce that he cooks to feed 1800 hungry and hotel-homeless kids EVERY NITE in Orange County.

He is internationally known and received a rosary from the Pope who honored him for his servant-leadership and selfless giving to hungry children.

Fire Department crews sifted the ruble after the fire and recovered the rosary that was given to Bruno to help comfort the loss of his beloved restaurant.

Michelle Kube, a producer from KFI radio 640, told the Nelson staff that KFI will likely move up another Pastathon to keep the nightly food servings operational in OC and parts of Los Angeles. Supervisor Nelson, who annually helps with donations, newsletter marketing of the KFI Pastathon and appearance on the Bill Handel Show to promote the charity, will support the charity and asks anyone who wants to donate to Bruno to link into his GO FUND ME account at www.gofundme.com/anaheimwhitehouse

Supervisor Honors Placentia Police Explorers
Supervisor Nelson was honored to partner with the City County and Placentia Chief of Police Darin Lenyi in recognizing three Explorers who took home trophies from this year’s national invitational in Chandler, Arizona during ceremonies this week at City Hall.

The invitational at Chandler, hosted for the 19th time by Chandler PD, is the equivalent of the NCAA “Final Four” where outstanding Explorers from 57 Police and Sheriff Departments all over the United States train and compete in 27 challenging events.

Placentia Explorers Poomima Somaiah, Marvin Kimbrough, and Cristal Servin partnered with members from the Brea and La Habra Explorer teams and accomplished an amazing showing of courage and technical skills in Police obstacle courses and 21st century field problems.

The Placentia team took home a 3rd place trophy for Robot Operations, 4th place for Vertical Assault and 5th place for Tactical Laser Tag !

Special congratulations were also presented to Explorer Advisors in Senior Officer Jose Flores and Officer Brian Yamaguchi who trained and coached the 2017 team to their “national finals” excellence !
