Board Updates
HCA Director Recognized Upon Retirement
Prior to the Tuesday, March 28 meeting, the Board of Supervisors recognized outgoing Health Care Agency Director Mark Refowitz for his longtime service to protect the public health of Orange County’s 3.2 million residents.

Refowitz began his career with the County of Orange in 2008 as the OCHCA Director of Behavioral Health Services. He was appointed Director of the OCHCA in 2012, a department with approximately 2,700 full-time employees and an annual budget in excess of $620 million. He was appointed to the CalOptima Board of Directors in February 2012, elected Chairman in May of that year and has continued to serve in that capacity until earlier this year. Under his leadership, the National Committee for Quality Assurance has rated CalOptima as its top Medicaid health plan in California for the past three years.

Refowitz also serves on the Health Care Committee and the Healthy Counties Advisory Board of the National Association of Counties (NACo), assignments that require annual appointments by the California State Association of Counties. He is a member of the Board of Directors of the National Association of County Behavioral Health and Disability Directors, a NACo affiliate. His background also includes a variety of roles on the boards of non-profit organizations.

OCHCA is a regional provider, charged with protecting and promoting individual, family and community health through coordination of public and private sector resources. HCA’s organizational structure includes five major service areas: Correctional Health Services, Public Health Services, Behavioral Health Services, Regulatory/Medical Health Services and Administrative Services. The organization has more than 120 funding sources in addition to a wide array of regulatory and direct service mandates.

2017 Revised Board of Supervisors Calendar
The The Board of Supervisors revised its meeting schedule for 2017. The changes moved:
  • the October 10 meeting to Tuesday, October 17, and
  • the October 24 meeting to Tuesday, October 31.

Building a System of Care in OC
Orange County is the third largest county in California, and sixth largest in the nation with a population of more than three million people. Despite our affluent reputation, we have residents who have needs you might not expect. Like many counties across the nation, we have people experiencing homelessness. The County of Orange is working diligently to provide funding and resources for this vulnerable population. Below is a look at what we’ve done in the last year.

Flood Control Channel Maintenance and Security Project
The The County of Orange Public Works department (OCPW) is working on a Flood Control Channel Maintenance and Security Project along the Santa Ana River. Please click here to see answers to some of the most commonly asked questions about the project as well as how the project impacts homeless encampments in the area.

Supervisor Nelson Honors OC Deputies at Valor Awards

Supervisor Nelson was honored to recognize 45 OCSD Deputies
and Staff with County commendations at the 2017 Valor Awards.

and outstanding professionals at 2017 Valor Awards Luncheon.
 
Supervisor Nelson was honored to join over 950 Deputies, City Councils, VIP and department personnel who attended the 29th annual Orange County Sheriff’s Department Medal of Valor Awards Luncheon held at the Anaheim Hilton.

Hosted by the Orange County Sheriff’s Advisor Council, the annual event is an amazing collection of stories and professional performances by Sheriff’s Deputies who risked their lives in rescues and hazardous confrontations with armed or violent suspects.

For the past 28 years, the advisory council, a non-profit, charitable organization formed in the 1970’s delivers the luncheon to honor the incredible accomplishments of Deputies and even civilians and volunteers who commit indescribable efforts of heroism or courage during the 2 hour program.

Master of Ceremonies Ed Arnold joined Sheriff Hutchens on-stage as he read the amazing stories of Deputies who performed with selfless courage to accomplish unthinkable situations. Medals for their efforts were awarded to each honoree and applause for each incident was only a small gesture of the appreciation they deserved.

Profits from the luncheon are used to support and fund various law enforcement projects or personnel injured or killed in the line of duty as part of their “Project 999”. The Council also provided the funds to help build the Orange County “Fallen Officers” Memorial where formal ceremonies honor Peace Officers each May in an evening of tears and prayers for Officers killed on-duty.

Supervisor Nelson personally delivered his thanks to MC Ed Arnold, Director Marilyn MacDougall and Deputy Doug Woodward for coordinating the hundreds of details to make this year’s presentation of six different types of medals to 45 personnel an elegant and memorable event.

La Habra Celebrates New City Hall

Policy Advisor Steve Spernak delivered congratulations to Mayor Rose Espinoza
 
It was a story of timing, financial strategy and creative planning that highlighted the La Habra Mayor’s “State of the Community” address in the brand new City Hall.

The 20 minute briefing of civic accomplishments was delivered by Mayor Rose Espinoza to a packed house at the new civic center where City Hall staff, managers, Public Works and Police gathered to savor their new administrative offices.

After the Mayor explained that the new Civic Center was part of the transformation of the city that includes an upgraded Police Department, Veterans Hall and moving the US Post Office, attending residents enjoyed hearing how the City Manager, Jim Sadro, put together their dream for a 21st century.

La Habra Sadro partnered with staff and planning to exchange the old City Hall location with City Ventures and use the funding for 71 new homes there to finance the re-build of the new City Hall across the street.

The new city hall is an amazing structure of framing, lighting, rock and tile that provides for meeting rooms, a new city council board room, a rec center, and conference rooms for civic groups to plan the annual Citrus and Corn Festivals for 2017.

Mayor Espinoza was proud to recognize Sadro, Public Works Director Elias Saykali and Planning Manager Roy Ramsland, Sal Failla of Community Services, in addition to the magic of Administrative Assistant Rob Ferrier who tied hundreds of decisions together to make the dreams and prayers come together.

The city will also enjoy the convenience of a new Northgate Market and savor the double-double burgers at the new In-and-Out located at Whittier and Hacienda Road.

Congratulations and best wishes to all who worked so hard in the planning and admin involved with these fantastic projects and programs for the people of La Habra!

Rosary Academy Wins State Basketball Title

Policy Advisor Steve Spernak delivered “best wishes” from Supervisor as team prepared for State Championships.
 
It was a fitting and well-deserved ending to a dream season for Head Coach Rich Yoon of Rosary Academy as he celebrated an astonishing trifecta of athletic performances and coaching legacy magic.

Coach Yoon, in his 25th season at Rosary, won the CIF Southern Section, the Southern California Regionals and last weekend, the CIF State Championships in Sacramento.

Yoon lead his Royals to a 30-5 record, their first CIF-SS title since 1999 and the school’s first regional and state crowns, also went home with the OC Register and LA Times Girls Basketball Coach of the Year honors.

His 2016-17 ‘Dream Team” was just as impressive.

Player of the Year, All CIF Selection, Girls Division 2AA, was Junior Rebekah Obinma. First Team All-CIF Players included Obinma, Camile Lira and Alexandria Iannone. Second Team All SCIBCA was shooting phenom Katherine Goostrey.

Supervisor Nelson, a resident of Fullerton and former Pop Warner Coach, followed the Rosary Academy season and sent letters of commendation and encouragement to players and Coach Yoon over the course of the season.

The night before the team went up to Sacramento for the CIF Division III Finals, Supervisor Nelson had Policy Advisor Steve Spernak deliver his words of inspiration and patient courage. A photo with the County ‘battleflag” was taken to close the briefing in the gym and prayer for good luck ended the huddle.

The prayers worked against 27-6 Campolinda. Rebekah Obinma finished with a triple double..12 points..17 rebounds and 10 blocks. Katherine Goostrey buried 6 of 10 shots from the 3-point range on her way to a 26 point night to lead Rosary to the State Championships.

Defense played a huge role for Rosary who stopped Campolinda superstar Haley Van Dyke who scored 46 points the game before the final with Rosary.

Supervisor Nelson will deliver State Championship commendations this month to Coach Yoon and the ‘dream team’ from Rosary Academy!

Join OCTA for the Annual Measure M Public Hearing on April 11
To learn how Measure M sales tax money for transportation improvements gets put to work in Orange County, please join us as the Taxpayer Oversight Committee (TOC) presents the Measure M Annual Public Hearing on April 11.

One half-cent at a time, Measure M funds hundreds of local projects that improve travel for residents every day, like enhancements to almost every freeway in the county, street widening, signal synchronization, intersection improvements and funding Metrolink commuter rail service in Orange County.

The TOC is an independent, eleven-member oversight committee that serves as a voter safeguard to monitor OCTA’s use of Measure M funding, approve all changes to the Measure M investment plan and hold an annual public hearing on the sales tax measure.

The hearing begins at 6 p.m. at OCTA headquarters. Committee members will report on recent activities and receive comments from the public on the implementation of Measure M during the last year.

2017 Measure M2 Regional Capacity Call for Projects
Under Measure M2, the voters approved a funding program for capital improvement projects that would improve congested streets, roads, intersections, and interchanges throughout the county. The funds are allocated through a competitive process using a two tier system with fund available for large and small – projects above and below $5 million respectively. The projects are ranked on the basis of the capacity improvements to the region.

During this cycle, OCTA is recommending programming $32.4 million among 13 qualifying projects. Among the projects selected in the Fourth District is the State Route 57 (Orange Freeway) and Lambert Road Interchange Improvement Project Phase 1 with an award of $12.4 million. A local street and road project that received funding is the City of Fullerton Gilbert Street & Idaho Street Corridor under the Regional Traffic Signal Synchronization Program for $917, 280.

Master Plan of Arterial Highway Revisions
This week the Orange County Transportation Authority Board of Directors considered revisions to the Master Plan of Arterial Highways (MPAH). The MPAH is the regional planning document by which the county, cities and OCTA manage circulation and congestion improvements to major streets that traverse multiple jurisdictions. The OCTA Board considered revisions and updates proposed by the Technical Advisory Committee (TAC) – a committee comprised of planners and engineers – that are intended to support the needs of all road users for safety and convenient travel.

Among the issues under discussion was the use of traffic calming measures – physical road treatments (speed bumps, etc.) – that are intended to manage traffic speeds and/or volumes. These measures are used to improve public safety and/or promote active transportation both walking and biking. The guidelines allow for traffic calming measures on two lane roads with less than 10,000 average daily trips but are prohibited on divided and undivided four lane roads with more than 10,000 to 30,000 average daily trips. The general discussion of the Board centered on traffic calming measure that would result in congestion or along thoroughfares that serve as alternate routes during peak congestion times on major arterials. The Board sought a balance between the policy goals of the MPAH to both improve safety and reduce and or avoid congestion.

Now Open, 91 Project Will Improve Travel to Riverside County
 
On March 31, the Riverside County Transportation Commission (RCTC) commemorated the completion of its 91 Capital Improvement Project. The $1.4 billion project extends the 91 Express Lanes to the I-15 and adds capacity in each direction.

The project added regular lanes, auxiliary lanes and direct express lane connectors from the northbound I-15 to the westbound SR-91 and from the eastbound SR-91 to the southbound I-15. Improvements to interchanges, ramps and surface streets were also made to the region, which has been ranked among the nation’s most congested.

The design-build project, the first of its kind for Riverside County, will increase driving choices, reduce delays, allow faster emergency response, relieve local street congestion and offer better access to public transit and trails.

More than 250 people attended the event, including OCTA CEO Darrell Johnson. OCTA and RCTC collaborated for 10 years on the project, which includes an eight-mile extension of the 91 Express Lanes that will offer an additional choice for reliable travel to those who live and work in Orange and Riverside counties.
 
 
Property Taxes Due
 
The second installment for 2016-17 property taxes is due by Monday, April 10, 2017 at 5:00pm. Mailed payments must have a USPS postmark on or before this date to avoid delinquent penalties. Pay early and online by eCheck at NO COST!
