Thank you for reading this edition of my newsletter. I hope you find the information below very helpful. As always, I appreciate and look forward to your feedback.

Board Updates
OC Parks - City of Fullerton
OC Parks and Fullerton Partner for More Park Space
County Parks and the City of Fullerton have joined together to make “The Yard” at Clark Park available to the various youth sports programs in the city. The fields located at 2851 Rosecrans Avenue, Fullerton will now be available for use by baseball, softball, football and soccer programs in the community. The goal of the agreement is to open a new recreational venue to the many sports teams that often compete for playing fields in the area.

Over the past year, Supervisor Nelson’s has been working with OC Parks to update the facilities at The Yard. With new restrooms, concessionaire and storage facilities in place, the next step was to seek a partner to program use of the fields. Having heard from Fullerton Councilmembers and local residents that it can be a struggle for area teams to find a playing field, my office approached the city with a solution to respond to the demands for fields. As such, the city agreed to coordinate the use of the park both as practice and game fields for the various sports that need a venue. We expect the additional venue will help those youth programs that struggle to find playing space an area to do so.

The next step is to improve the playing surface worn from overuse to make more practice and game space. It is my desire that these types of agreements make the best use of park space and helps alleviate the demand for fields.

You Are Invited: Spend Earth Day at the Cube on Saturday April 22
Earth Day is all about environmental stewardship, and OC Waste & Recycling invites residents to learn how small changes can make a big impact. Here are two family-friendly ways to celebrate Earth Day. Join the fun and enhance your recycling at home, in your school and in your community.

Saturday, April 22, 2017 from 10 a.m. to 1 p.m. Discovery Cube will be a hub of environmental activity. Partners and vendors will offer activities and share information. An Angels Baseball player will be on hand to autograph memorabilia. Visitors will also be able to create a poster for the Eco Challenge Poster Contest. Eco Challenge Poster Contest
The Eco Challenge Poster Contest is on! Young artists can show their creative skills by making a poster that shows how to make things “greener” at school, home or in the community. One winner from each of the five supervisorial districts will earn the honor of being a Bat Kid at an Angels baseball game. Entries are due on Friday, June 30, 2017. Information and contest rules can be found at discoverycube.org/batkid.

Flood Control Channel Maintenance and Security Project
The County of Orange Public Works department (OCPW) is working on a Flood Control Channel Maintenance and Security Project along the Santa Ana River. Please click here to see answers to some of the most commonly asked questions about the project as well as how the project impacts homeless encampments in the area.

Supervisor Nelson was proud to welcome some 250 victims, surviving families and law enforcement to the hearing room of the OC Board of Supervisors as part of the 9th annual District Attorney’s Victim’s Rights Rally.The annual event brings together law enforcement, District Attorney prosecutors and families who gather annually to remember and be inspired to continue they journey for justice in the criminal courts systems.

The night is a combination of hearing about inspiring human emotion coupled with the anguish and frustration of delivering justice to killers, rapists, human smuggling, kidnappers and gang violence.

Tina Mora, the sister of homicide victim Cathy Torres of Placentia, became a victims advocate on February 19, 1994 when police found her sister’s body in the trunk of an abandoned car. She had been stabbed 70 times.

After 11 years of false leads, upgraded DNA technology allowed lead Placentia Police investigator Daron Wyatt to close the case with the arrests of Samuel Lopez, Cathy’s jilted boyfriend, and his brother, Xavier. Wyatt successfully stayed true to his word and helped the prosecution and jury deliver a 26 years to life sentence for Samuel and 4 years in prison for his brother who drove the car, lied to investigators and helped hide the body.

Supervisor Nelson presented the Community Services Programs proclamation on behalf of the OC Board of Supervisors to honor their work with victims, human smuggling, sexploitation of children, and case management of victims rebuilding their lives.

Sgt. Daron Wyatt, now with the Anaheim Police Dept, was congratulated by the Supervisor and family of Cathy Torres for his determination to find her killer and bring him to justice, as he did in May of 2015.

Distinguished teachers and classified employees celebrate their
professional accomplishments at the annual awards luncheon.
 

Policy Advisor Steve Spernak delivered commendations to the top teachers in Buena Park
 
Congratulations to the Buena Park Rotary and Superintendent Greg Magnuson for delivering another terrific awards luncheon honoring the best and brightest teachers and staff at the annual Buena Park Rotary Distinguished Teachers and Classified Employees Awards Luncheon this week.

Hosted at the Walt Ehlers Senior Center, 100 friends and family attended the catered luncheon to listen to keynote speaker Al Mijares, Superintendent of the OC Schools, talk about the impact and inspiration teachers have on generations of young students.

After the welcome by Magnuson, the highlight of the noon awards were County, State Senate and State Assembly commendations for professional performances presented to the outstanding teachers and classified who work with thousands of students each day in Buena Park.

For the Buena Park District, Teacher of the Year honors went to the multi-talented Wendy Roxas for her work with common core, academic support and tutoring, and tireless commitment to professional standards. Michele Stein received the Classified Employee of the Year for her 17 years in Human Resources and benefits management for the entire district’s employees. She is a 2nd generation BPSD employee!

For the Centralia School District, Superintendent Norma Martinez presented Lori Marcoly with the Teacher of the Year for her work as a Master Teacher and mentor, soccer coach, STEAM Ambassador and for being a ‘miracle worker’ at GB Miller School.

Martha Young received Classified Employee of the Year for her kindness, bilingual skills and patience in translation and coaching parents thru the rigors of demanding the best of their children in education and attitudes that will make them successful in life.

First-year Buena Park High School Principal Sonje Berg honored James Melton as Teacher of the Year for his ‘superstar’ work with STEAM, staff leadership, on-campus reputation as a professional educator and still have the patience to bring a new son into the world this year!

Two-time winner Shant Arslanian is the ‘tech guru’ and computer genius that makes the Principal look good and gets things done that are tied into the 22nd century. He is their pride at BPHS as Classified Employee of the Year.

Savanna High Principal Carlos Hernandez was proud to honor Kacie Herrera for her math and common core work that built new tiers of relationships, teaching student to make good choices and signing the words to “Living on a Dream’ to inspire academic success.

20-year employee Tim Jones, known for his famous replies of “I’ll take care of it” was Classified Employee of the Year. Jones will retire this year after decades of caring and compassion with students and staff.

A Fun Way to Share Your OC Transit Vision
OCTA needs your help in shaping the future of transit. Do you want trains, buses, shuttles, or something different? With the fun and interactive Build Your Own System survey, you can design your own transit system by selecting from various features that could enhance transit in Orange County. These features include stops, stations, vehicle types, and service. As you develop your transit system, you can see the benefits – such as enhanced ridership, travel time, accessibility, or passenger experience – change in real-time. To stay within budget, you’ll need to make tradeoffs in choosing features and priorities. Check it out here. For more information about the Transit Master Plan, visit here.

Millions Headed to Alleviate OC Traffic
Measure M
OCTA is awarding $35 million through a Measure M competitive grants program to several local agencies to help ease traffic. Measure M is the county’s half-cent sales tax for transportation improvements.

At its most recent meeting, the OCTA Board of Directors awarded funding for 13 projects to improve and widen busy streets and intersections. Five additional projects will receive funding to synchronize traffic signals to ensure drivers hit the most green lights during rush hours. The original goal of the Regional Traffic Signal Synchronization Program was to synchronize 2,000 intersections. As of December 2016, 2,068 intersections have been synchronized.

Improving local streets and roads is a cornerstone of the Measure M half-cent sales tax funding program. These projects, reaching into every part of the county, will bring significant benefit to our residents, businesses and visitors.

OCTA issued a call for projects in August 2016 through the Comprehensive Transportation Funding Program (CTFP), a collection of competitive grant programs that make funding available for improving congested streets and synchronizing traffic signals. Project applications were reviewed for eligibility, consistency and adherence to Measure M guidelines. For more information about the CTFP, click here.
Along with the county, the Fourth District cities receiving project funds are Anaheim and Fullerton as well as the cities of Costa Mesa, Garden Grove, Irvine, Mission Viejo, Orange, San Clemente and Santa Ana.

METRO Magazine Highlights OCTA’s Bravo! Lines
 

A recent issue of METRO, a leading transportation industry publication, highlighted OCTA’s implementation of two limited-stop bus lines, Bravo! Route 543 and 560, which in many ways mirror Bus Rapid Transit (BRT) service without major infrastructure changes. The routes offer more frequent bus service and faster commute times along two of Orange County’s busiest transit corridors.

According to the article, when asked about the impact of the Bravo! service, OCTA CEO Darrell Johnson said, “Orange County, like bus systems across the U.S., is facing the challenge of declining ridership overall, but customer feedback has been overwhelmingly positive about the Bravo! service based upon onboard surveys.” Ridership on Route 543 draws 3,900 riders daily, while Route 560 attracts 3,000 riders daily.

Donate Life 2017 -- April 29
 
Orange County Supervisor Shawn Nelson will partner with Donate Life and OneLegacy for his participation in the 15th annual Donate Life Run/Walk Family Festival at CSUF next weekend.

Hosted on the north grounds by the gym and baseball stadium, some twenty thousand family members, donors, recipients, walkers and volunteers will honor the program that brought life to thousands with the loss of loved ones who made the ultimate donation of themselves to save others.

It’s an emotional morning with tears of joy and appreciation along with tears of sadness as family remember loved ones whom they lost by accident or tragedy.

The day begins with an introduction of VIP, then a dove-release to honor the donors followed by a 1 mile walk around CSUF by sponsors, donors, and teams of family honoring their members.
