Board Updates
Orange County Behavioral Health Services Update
On May 22, 2018, the Board of Supervisors approved the annual update to the Orange County Mental Health Services Act. In the new plan, the County of Orange is expanding its peer mentoring services and adding a new Community Re-Entry program for our jail system. The Correctional Health Services Jail to Community Re-entry Program is a collaboration between BHS and Correctional Health Services that will serve adults ages 18 and older who are living with mental illness and detained in a County jail. The new CSS-funded program was developed in response to the high rates of recidivism observed among inmates with mental illness and aims to decrease rates of return to jail by providing access and linkage to needed behavioral health services and supports. Memorial Day

Please Join me!
Memorial Day Honors at Loma Vista Cemetery

I am honored to personally invite Veterans, Military and families from Orange County to join me this Monday morning at Loma Vista Memorial Park, 701 E. Bastanchury Road, east of Harbor Boulevard, to pay our respects to the fallen military that defended America since 1775.

Women in the Military Service will be the focus of a special salute Monday, May 30, at the 78th Annual Fullerton Memorial Day Observance.

The program, which will begin at 10 a.m., will be held at Loma Vista Memorial Park, 701 E. Bastanchury Road. Free to the public, the program is sponsored by the nonprofit American Veterans Memorial Association and Loma Vista Memorial Park, and in collaboration with the City of Fullerton.

Members of the public, and all veterans, especially women veterans, are invited to attend.

Special guest speaker will be Vice Admiral Nora Tyson, United States Navy, Commanding Officer, U.S. Third Fleet, San Diego. Prior to her current command, she has held several other leadership positions in the Navy.

Air Combat USA will provide the Missing Man Formation Flyover prior to the arrival of the Orange County Sheriff’s Department helicopter with the honored guests. The speaker will be escorted to the podium by JROTC cadets from Troy high school Navy JROTC.

The oldest continuous Memorial Day ceremony in Orange County, Fullerton's program began in 1939 when C. Stanley Chapman, son of the city's first mayor, began the tradition of placing a small white cross and an American flag at the grave of each veteran at Loma Vista.

This year, community volunteers will place a cross and flag on more than 4,100 veterans’ graves throughout the cemetery.

Ed Paul, adjutant of Fullerton American Legion Post 142 and coordinator of the American Veterans Memorial Association, will serve as master of ceremonies.

Patriotic music will be sung by Dave Deno, creative director for radio stations KKLA, KRLA and KFSH, and by Kristen Romero. Officers from the Fullerton Police Department will provide escort support, raise the colors, and present the gun salute. Officer Kyle Baas, Bagpiper, will play Amazing Grace and “Taps” and “Echo” will be played by Steve Plett and Ana Plett. Individual photos of Women Veterans will be taken by Brian Knott of Forget Me Knott Photography and special commemorative pins will be given to each women veteran in attendance thanks to a contribution from Fullerton Rotary.

Participating in the observance will be the Fullerton Firefighters' Association, the Fullerton Police Color Guard, the U.S. Submarine Veterans of World War II, Fullerton American Legion Post 142 and the Post’s Commanders Club, Troy Navy JROTC and the Orange County Reserve Deputy Sheriff’s.

Persons requiring special accommodations to attend the ceremony are asked to call Loma Vista Memorial Park at (714) 525-1575. Loma Vista Memorial Park is located at 701 E. Bastanchury Road, east of Harbor Boulevard.

405 Freeway Improvement Open Houses
The Orange County Transportation Authority is hosting a series of community open houses in May and June to discuss the I-405 Improvement Project, a project aimed at speeding up commutes on I-405 between Costa Mesa and the Los Angeles County line.

The $1.9 billion highway project, the largest under construction in California, is being led by OCTA, in cooperation with Caltrans. The project will add one regular lane in each direction, between Euclid Street and I-605, as promised to voters through Measure M, Orange County’s half-cent sales tax for transportation improvements, also known as OC Go. The project will also add a second lane in each direction, which combined with the existing carpool lanes, will create the 405 Express Lanes.

The same information will be presented at all sessions, each of which is being held in a different city throughout the project limits. The open houses are scheduled for:
  • 6 to 8 p.m. on Thursday, May 31 at the Fountain Valley School District Board Room, 10055 Slater Ave. in Fountain Valley.
  • 6 to 8 p.m. on Tuesday, June 5 at the Senior Center in Central Park, 18041 Goldenwest St. in Huntington Beach.
  • 6 to 8 p.m. on Thursday, June 7 at the Rush Park Auditorium, 3021 Blume Drive in Rossmoor.
  • 6 to 8 p.m. on Thursday, June 14 at the Orange Coast College Student Center, 2701 Fairview Road in Costa Mesa.
The I-405 Improvement Project broke ground earlier this year. Weather permitting, more visible construction activities will commence in the next several months with restriping portions of the freeway and setting up concrete barrier on the outside of the freeway to protect work areas for activities such as tree removals and grading.

Heavier construction activities, such as the first paving operations and bridge demolition activities, are anticipated to begin later this year. The project is set to be completed in 2023.

For more information on the I-405 Improvement Project or to sign up for construction alerts, visit www.octa.net/405improvement.

Supervisor Honors Medal of Honor Walt Ehlers
Supervisor Shawn Nelson will honor Veterans this coming Monday at Loma Vista Cemetery but takes special solace in honoring a hometown hero from Buena Park in SSGT Walt Ehlers.

On the morning of June 6th, 1945, Ehlers, then a 23 year old Veteran of the African campaign, landed on the bloody shores of Normandy, France as he lead his landing craft team across hundreds of yards of death and destruction.

Best evidenced by the movie, “ Saving Private Ryan’, Ehlers advanced his team past the bunkers into day two where he worked machine gun fire and rescues of his men although he was shot 4 times. Refusing medical evacuation until his men were safe, he proudly could say he did not lose one man on the landing or 2nd day. For his courageous leadership, Ehlers was awarded the Congressional Medal of Honor for conspicuous heroism in the finest traditions of the American Armed Forces.

On June 1, 2018, Supervisor Nelson will again post a display table with Ehlers photo, the American flag and the Orange County ‘battleflag’ to commemorate this incredible Army hero and Buena Park resident and honor him on behalf of the patriots of Orange County.

To see this memorial to Ehlers, you are invited to the Ehlers Senior Center, 8150 S. Knott, Buena Park, and see photos of his life and read his exploits presented each year by Supervisor Nelson at Veterans Day / D-Day memorials. God bless you and rest in peace, Sgt Ehlers!
