County Updates
Call for Projects – 2019 Bicycle Improvement Program
The Orange County Transportation Authority (OCTA) is issuing a “call for projects” making available $25 million for alternative transportation projects – walking, running, and biking pathways and trails. The funding adds to the nearly $29 million already invested among 38 projects throughout Orange County – including the more than 60 mile OC Loop that connects 17 cities from Anaheim to Seal Beach.

On September 6, 2018 at OCTA’s Regional Planning and Highways Committee meeting, the Board unanimously approved a call for projects under the Authority’s Bikeway Corridor Improvement Program (BCIP). $25 million is available from the federal government under the Fixing America’s Surface Transportation (FAST) Act signed into law on December 4, 2015. The goal under the program is to reduce congestion and improve air quality by supporting alternate forms of transportation and thereby helping meet the air quality goals under the federal Clean Air Act.

The goals under the 2019 BCIP are to increase the number of biking and walking trips, provide regional linkages to key destinations, close existing bikeway corridor gaps, promote mobility options by increasing safety, implement projects with community support and improve air quality across Orange County. The BCIP is competitive and the successful applicants will be those whose project(s) satisfy this criteria and the technical requirements under the program guidelines. Placentia Veterans Village Update
 
Planning continues in earnest for the coming Veteran’s Village transitional housing complex in Placentia.

The ground-breaking for the complex will be the first week in November and includes members of the County, administrative staff and planners from the City of Placentia, Mercy House, New Directions for Veterans, along with construction teams and building-architects leaders contracted to raise the project.

The actual construction will begin in December with a 2019 delivery date to follow. The complex will be located in Placentia off of Lakeview and provide a managed housing and care-giving team that delivers resources, counseling, job prep and employment opportunity along with dedicated professionals committed to helping with re-entry into the civilian world and exiting the challenges of homelessness.

Electric Bicycles Prohibited in Parks, Permitted on Some Regional Bikeways
 
Orange County Codified Ordinances prohibit the use of motorized conveyances in County parks and recreation areas. This includes the use of all types of e-bikes and e-mountain bikes in regional and wilderness parks.

The board of Supervisors recently made a revision that makes the following exception for some regional bikeways: Class 1 and Class 2 electric bicycles, as defined by the California Vehicle Code, on those regional paved, off-road bikeways designated for such use by the Director of OC Parks.

Currently, this means that Class 1 and 2 electric bicycles are only permitted on the following County bikeways:
  • Coyote Creek
  • Santa Ana River Trail
  • Bay View
  • San Diego Creek
  • Peters Canyon
  • Hicks Canyon
  • Aliso Creek
  • Salt Creek Trail
  • San Juan Creek

OCTA Seeking Public’s Opinion on Look of OC Streetcars
Three options feature variations of blue, orange and white designs characteristic of Orange County’s many transit options.
 
The Orange County Transportation Authority is seeking opinions from the public on the external design of the vehicles that will make up Orange County’s first modern electric streetcar.

The OCTA board of directors recently gave the go ahead to seek public opinion on three potential designs that reflect the unique character of Orange County, while remaining consistent with the characteristics of Orange County’s many transit options, including the OC Bus system.

The public has several chances to let their opinions be known on the look of the OC Streetcar during the next several weeks, including at community meetings and online.

The survey, which asks the public to rank the three options along with a few other questions, is available online at www.ocstreetcar/survey.

The survey can also be filled out online or by hand at an upcoming meeting:
Each of the three vehicle-design options prominently feature the words “OC Streetcar” to identify the system and the familiar blue, white and orange OCTA coloring. The lines depict movement and connectivity, which are key factors to the OC Streetcar system.

The OC Streetcar will operate on a 4.15-mile route from commuter rail service at the busy Santa Ana Regional Transportation Center, traveling along Santa Ana Boulevard and Fourth Street and the Pacific Electric right-of-way to Harbor Boulevard in Garden Grove.

The route will serve Santa Ana’s thriving downtown and dense employment areas that include county and local government offices and courthouses in the Civic Center. The OC Streetcar route will also connect with many of OCTA’s busiest bus routes and Metrolink commuter rail. It is expected to carry more than 7,300 passengers per day within its first year of operation.

In March, the OCTA board awarded a contract to Siemens Industries to build the eight streetcars that will operate on the system. Once public feedback is collected on the design on the OC Streetcar vehicles, the board will make a selection this fall.

Construction on the OC Streetcar is set to begin later this year with testing and operations beginning in 2021. For information on the project, visit www.ocstreetcar.com.
 
 
In the Community
Nelson Invites OC to Fullerton 9-11 Memorial
Orange County Supervisor Shawn Nelson will attend his final presentations to Firefighter Scott Townley next Tuesday as a gesture of appreciation from the people of Orange County.

Townley takes personal time, even days off from work, to construct the display of almost 3,000 USA flags in his front yard as way of remembering the souls lost when terrorists downed the two World Trade Towers in New York.

His side yard also has white crosses and the engraved names of the 345 FDNY Firefighters and almost 70 NYPD and Port Authority Officers who perished during rescue operations when the towers fell. Townley’s residence, at 836 Woods Drive, just north of Chapman in Fullerton, is open to the public for viewing, quiet reflection and prayers.

His driveway has a covered canopy exhibit with photos of all the 3,000 killed that day.

Approximately 15 FBI agents have since perished from cancers and lung disease related to their roles investigating the crime scene. Some 7500 emergency responders at the recovery and cleanup have been diagnosed with various forms of cancer, according to the World Trade Center Health Program related to the 12-hour shifts they worked at the site. This agency also tracks the health and medical cases of 71,000 former responders and 16,000 survivors.

On 9-11-18, Supervisor Nelson will present Townley with a personal tribute and thanks.

Nelson will deliver a signed FBI Wanted Poster of Usama Bin Laden that he secured from US Navy Seal Rob O’Neil. O’Neil, a personal friend of Nelson, was part of the raiding party of SEALS who landed two helicopters into the Pakistani compound where Bin Laden was housed and killed the world’s most wanted terrorist in a close-quarters combat confrontation on the third floor.

The gesture by the Supervisor was to deliver some measure of closure to Firefighter Townley that America’s military brought justice to the 3,000 victims and the 345 Firefighter’s that were Townley’s Brothers as New York’s Bravest on September 11, 2001 !!

God bless and rest in peace to those Americans lost to terrorism. We will never forgive…we will never forget.

Supervisor Honors Black Chamber Awards and Honorees
Supervisor Shawn Nelson was honored to support the Black Chamber of Commerce Community Service Recognition and Scholarship Night hosted at The Grove of Anaheim to a packed audience of over 500 attending last week.

Hosted by Bobby McDonald, President of the Black Chamber, the evening began with a classy presentation of the Colors by an all-female Color Guard under the direction of Captain Casey Sherrod and her team from the US Army Recruiting Company- Fullerton.

The evening progressed with recognitions to community leaders, Congressmen involved with African-American issues and international affairs, teachers and mentors and final recognitions to teams from Goodwill and Volunteers of America.

Seated at the table with Policy Advisor Steve Spernak, who represented Supervisor Nelson, were Karl Calhoun, Director of Veterans of America, and Christopher Downing, Superintendent of the Anaheim School District. The night’s dinner conversation covered efforts by VOLA to help homeless Veterans with transitional housing management and rehab-recovery of former military to cycle back into civilian life with jobs and education in Orange County.

Congratulations to all the attending for their support and contributions that were directed to student-scholars and to the tables of local electeds, business, education and Veterans associations who all play an essential role in making Orange County the nation’s role model to diversity, academic excellence, military commitment and the lifetime mission of service to America !
