County Updates |
|
Board Adopts Transportation Improvement Plan |
|
This week, the Board of Supervisors adopted the 2019 Federal Transportation Improvement Program (FTIP) for a six-year period, from Federal FY 2018-19 to FY 2023-24. This allows the County of Orange to continue receiving state and federal funding for Road related projects to improve transportation circulation and relieve traffic congestion, making commutes easier and recreational opportunities more convenient for residents.
Working with the Orange County Transportation Authority (OCTA), the County of Orange forwards a list of locally prioritized projects to the regional planning agency, the Southern California Association of Governments, for review. These are then included in a multi-year plan of surface transportation projects which serves as a framework and basis for budgeting at various levels of government. This helps the transportation community track the use of local, state and federal transportation funds. Development and adoption of the FTIP is required for the County to receive state and federal funding.
In addition, all federally funded projects and regionally significant projects (regardless of funding), are required by federal law to be listed in FTIP. For reporting purposes, completed projects are also required to be listed and removed following completion from the FTIP list. The recommended FTIP Resolution for adoption by the Board of Supervisors represents the County’s commitment to fund and implement its projects.
In the Fourth District, these projects include:
- In Brea, the Brea Boulevard/Brea Canyon Road Widening Improvement
- In Brea, the Lambert Road Bikeway Project
- In Brea and Placentia, the OC Loop Carbon Creek Channel (Segment D) Bikeway Gap Closure
- In Buena Park, the OC Loop Coyote Creek Class I Bikeway – Segments O, P, Q

County Establishes Newly Restructured Commission to End Homelessness |
|
On January 23, 2018, the Orange County Board of Supervisors approved the formation of the newly restructured Commission to End Homelessness, representing a transition to a regional, systems-based approach to solving homelessness.
The Board approved a Ten Year Plan to End Homelessness in 2012, and the previously existing commission, community partners and governmental agencies have made several strides in the implementation of the plan’s goals.
The previous commission will be dissolved effective January 31, 2018, followed by the formation of the new commission designed to better respond to current needs related to homelessness.
Nominations for voting members of the newly restructured Commission to End Homelessness will be gathered for submission to the Board of Supervisors for final approval. The new commission will include 17 voting members from various organizations including governments, nonprofits, businesses, health care, law enforcement, the faith-based community and the affordable housing development industry, in addition to two non-voting members appointed by the community-driven Continuum of Care Board.
Once established, the new Commission to End Homelessness will work in collaboration with stakeholders across Orange County to focus on regional policy, strategies to implement solutions, affordable housing development, using data analysis, and best practice research to impact social policy and systemic change to promote an effective response to homelessness within the county. New bylaws for the commission mirror the recommendations from the County Director of Care Coordination Susan Price and the 2016 Assessment of Homeless Services in Orange County.

Pilot Phase of Restaurant Meals Program Starts February 1st in Orange County |
|
The pilot phase of the Restaurant Meals Program (RMP) will officially launch in Orange County on February 1, 2018 in participating restaurants in the cities of Anaheim and Santa Ana. Upon launch, Orange County will become the ninth county in California to offer this program to eligible participants.
Eligible Restaurant Meals Program Participants
The Restaurant Meals Program (RMP) allows elderly, disabled and homeless CalFresh recipients and their spouse to use their Golden State Advantage (EBT) card to purchase prepared meals from participating restaurants. RMP offers meal options for eligible CalFresh recipients who may not be able to prepare meals, have a place to store and cook meals, and/or have access to a grocery store. Court Extends Grand Jury Application Deadline to February 5 |
|
Orange County Superior Court Assistant Presiding Judge Kirk Nakamura has extended the application deadline to Monday, February 5, to serve on the next 19-member Orange County Grand Jury. The Court typically receives applications from about 150 residents. So far, just 70 individuals have applied for the panel that will serve from July 2018 through June 2019.
The Grand Jury panel serves as a public watchdog over local government entities, investigates citizen complaints, evaluates conditions at our county’s jails, and issues indictments for serious crimes. The panel prepares and publishes reports which include recommendations for improvement of local government agencies. The appropriate government agency must respond to the report in writing.
The final selection of the 19-member panel is achieved by a random drawing of 25 to 30 candidates who are nominated and confirmed by Superior Court judges to proportionally represent the five supervisorial districts in Orange County. A committee of judges reviews applications and interviews qualified candidates.
Qualifications to serve on the Grand Jury include being an Orange County resident, a United States citizen, and at least 18 years old. Grand jurors receive a $50 per day stipend, mileage reimbursement, and onsite parking at the Central Justice Center in Santa Ana where the 19-member panel meets. The panel sets its own schedule, which typically includes working 30 to 35 hours per week, observing the 13 Court holidays, and taking two additional weeks off during the term.

|
Last night Supervisor Nelson hosted a Coyote Town Hall at the Fullerton Community Center. Supervisor Nelson had the California Department of Fish and Wildlife as well as OC Animal Care on hand to answer questions. Over 150 residents attended to voice their concerns and helped us pinpoint the problem areas. OC Animal Care delivered a very informative PowerPoint presentation on how to prevent future Coyote – to – human or pet interactions. All residents are asked to call OC Animal care immediately with any sightings or incidents regarding Coyotes.

Supervisor Nelson Welcomes New OC Bar Association President |
|
Special thanks to OCBAR Executive Director Trudy Levindofske and Director’s assistant Michelle O’Campo for delivering an elegant night of awards and accomplishments at the annual OC Bar Association Judges Awards and Installation Banquet last week.
Hosted at the Irvine Marriot, some 800 attorneys, legal techs and law school students enjoyed a night of celebrating their profession and the very special personalities who contribute time and talents outside the courtroom.
Supervisor Nelson attended to personally present Certificates of Recognition to outgoing 2017 President Michael Baroni who will move on to be the 2018 OCBA Charitable Fund President.
Nelson met with incoming President Nikki Presley Miliband and delivered his best wishes for her continued success and show his support for their work with the homeless in OC.
Policy Advisors Steve Spernak and Natalie Wieckert attended meeting at the association headquarters and supported their Legal Day where 40 attorneys and staff came to the new bus terminal shelter to offer free legal services to help with social security, minor crimes, ID or DMV issues etc.
The Homeless Task Force, run by co-chairs Larisa Dinsmoor and Anna Davis, lead a hi-profile team of attorneys, judges, advocates and legal technicians focused on helping helpless and homeless re-group and re-enter society.

Apartment Association – Swearing In |
|
On Tuesday January 16th at 7PM, Supervisor Nelson led the swearing in at the Apartment Association of Orange County’s annual event to install their 2018 President and Board of Directors. The group gathered at the new Great Wolf Lodge in Garden Grove! The AAOC’s mission is to promote, protect and enhance the rental housing industry by providing programs and services that enable their members to operate successfully, and by supporting their members' interests legislatively in order to preserve private property rights. Mr. Placentia Retires after 32 Years |
|
Congratulations to the city staff and council for putting together a very special night of memories honoring the life and times of Mr. Placentia, also known as Steve Pischel, Director of Administrative Services.
Hosted at the City Hall conference room, a packed house of employees from Public Works, Police, Administration and Finance filled the room for the 2 hours it took to say goodbye to an amazing employee and personality.
With Community Services Director Sandra Gonzalez working as MC, groups of staff came up to deliver thanks and hugs along with personalized gifts that Pischel thoroughly treasured.
After completing his Bachelors of Science degree from San Diego State, Steve served the cities of Fullerton from 1981 to 1986 and Placentia from 1986 to present. He has worked in the areas of recreation and community services, social services, emergency management, human resources, and administration.
He has overseen the design, development, and construction of several parks and playground equipment, facility renovations, trail restorations and ADA improvements projects, including Tri-City Park Trail Renovation Project, Whitten Community Center Renovation Project, and most recently the Emergency Operation Center and the City Council Renovation Project. Steve has successfully managed a wide array of grants including State Park Bond Propositions 12 and 40, County Park Grants, and the State Recreational Trails Grant.
As Director of Administrative Services since 2006, Steve was responsible for the human resources division, city clerk division, information technology, risk management and labor relations. Steve leaves his legacy as “Mr. Placentia” which truly epitomizes the value of teamwork, leadership, and public service. He has dedicated his career to improving the quality of life in our community. Steve will be greatly missed by Supervisor Nelson and the residents of Placentia who loved him unconditionally! |

Last week, Fourth District staffer Jim Francis was on hand to present Owner Master Nam Ngo with a certificate of recognition to his Prestige Martial Arts studio. They emphasis on the art of Taekwondo where their curriculum builds the foundation of student's morals, values, and core character in their early years of childhood development. Their motto is "to bring out the greatest version of our students", which promotes outstanding behavior in martial arts class, school, and at home.
