Orange County Supervisor Shawn Nelson Seeks to join USDOJ Litigation or initiate Separate Litigation against the State of California’s Sanctuary State Legislation |

In response to Orange County Supervisor Michelle Steel’s request to adopt a resolution against California Statute SB 54, Supervisor Shawn Nelson is asking County Counsel to either join existing litigation filed by the United States Department of Justice or initiate a separate legal action. This item will be heard by the Orange County Board of Supervisors at their regularly scheduled meeting on Tuesday, March 27th at 9:30 AM.
Supervisor Nelson is calling to enjoin enforcement of SB 54, which restricts local law enforcement officials from providing information to federal immigration authorities about the release date of removable criminal aliens in their custody; and AB 103 which imposes a state-run inspection and review scheme of the federal detention of aliens held in facilities pursuant to federal contracts. This includes review of immigration processes and the circumstances in which aliens were apprehended, and also requires access to privileged federal records that are under ICE’s control. With this law, the State of California is trying to regulate federal immigration detention, which it cannot do under the United States Constitution.

The fight to identify some relief for the homelessness issue in Orange County is ongoing. Every effort is met with enormous resistance because no community wants to be the host of a homeless shelter. We continue to be open-minded to every solution and in that vein Supervisor Nelson reached out to Senator Moorlach this week to see if there’s any chance to gain early access to Fairview. This may or not be a long-term solution, but in the short-term we need beds.
In response to Federal Judge David O. Carter’s demand to immediately identify a plan for emergency homeless shelters in Orange County, Orange County Supervisor Shawn Nelson is working with California State Senator John Moorlach to request he ask the State of California to take emergency action to open Fairview Developmental Center as an emergency homeless shelter.
The Fairview Developmental Center (FDC) occupies 114 acres of state-owned land and is centrally located in Orange County. The facility opened in 1959 and was originally designed to serve individuals with developmental and intellectual disabilities. Utilizing infrastructure already in place will help expedite the transition of homeless from area motels to an improved triage center while satisfying the judge’s order to present a swift, realistic plan.
“Partnering with State Senator Moorlach provides an additional boost and momentum to establish another temporary transitional homeless shelter for the County’s homeless population,” said Supervisor Shawn Nelson. “Fairview will provide additional relief from the lack of emergency beds throughout the county.”
Centralizing temporary housing and basic services for the homeless at this venue will also provide law enforcement and cities another alternative rather than risk litigation stemming from the enforcement of anti-loitering or anti-camping ordinances.
Following the unsuccessful proposals at some of the County’s limited sites, Supervisor Nelson has partnered with Senator Moorlach to suggest this location as another viable alternative.

OC Loop Closer to Completion |
|
The OC Loop moved one step closer to reality this week!
On Wednesday, the California Transportation Commission (CTC) awarded $708,000 in state funds to the City of La Habra to secure a permanent easement from the Union Pacific Railroad (UP) for a one-half mile portion of the OC Loop. This funding will allow the City to move forward with securing other portions of the UP right-of-way for OC Loop improvements that are funded by other state grants.
For the past several years, Supervisor Nelson has championed the completion of the OC Loop, a vision for 66 miles of seamless connections and an opportunity for people to bike, walk and connect to some of California’s most scenic beaches and inland reaches.
About 75% of the OC Loop is already in place and is used by thousands of people. Currently, nearly 46 miles use existing off-street trails along the San Gabriel River, Coyote Creek, Santa Ana River and the Coastal/Beach Trail.
The remaining 25% of the OC Loop is divided into various segments, with cities and the County of Orange pursuing state and federal funding opportunities for bikeway and pedestrian improvements that will complete the OC Loop. For example, the City of La Habra is pursuing a bikeway and walking trail in UP right-of-way that would connect with planned OC Loop sections in Brea (to the east) and the Coyote Creek/San Gabriel River Trail (to the west).

New Parking Payment System at John Wayne Airport |
|
John Wayne Airport (JWA) has recently upgraded its parking system with Near Field Communication (NFC) capability as well as Europay, MasterCard® and Visa® EMV chip technology. This new system will provide an additional level of security to credit card transactions as well as enhance the parking experience by providing multiple payment options for JWA guests including the ability to use Apple Pay.
Guests may select either a ticket or ticketless option to enter JWA parking facilities.
Ticket option: Simply press the button on the parking entry kiosk to receive a ticket. Guests will use the same ticket for payment when exiting the parking facility.
Ticketless options: Guests preferring a paperless route may use their credit card with a chip or the contactless Apple Pay feature for entry. The same credit card used upon entry must be used to exit the parking facility. Using the credit card or Apple Pay options eliminates the need for a ticket. |

OCTA Seeks Volunteers to Serve on Citizens Advisory Committee |
|
|
|
Are you interested in the transportation needs of Orange County? If so, we need your help. The Citizens Advisory Committee (CAC) has openings and we’re recruiting new members.
Applications for this OCTA Board-appointed committee are due May 1, 2018.
CAC members provide input on a broad spectrum of transportation projects, studies, and outreach activities. During their two-year terms, they identify opportunities for community input, recommend methods for obtaining feedback on specific transportation issues, serve as liaisons between the public and OCTA, and participate in roundtable discussions. Potential committee members should demonstrate a history of participating in community activities and transportation issues, and be willing to dedicate at least 15 hours per year to OCTA meetings and activities. Volunteer to Oversee OC Go (formerly Measure M) and Be Part of a Legacy |

OCTA will once again be seeking qualified volunteers to serve on the OC Go Taxpayer Oversight Committee (TOC). Applications for the 2018-2021 term will be accepted March 1 through May 1, 2018 to fill four positions; one each in the First, Second, Fourth, and Fifth Supervisorial Districts.
The TOC is an independent 11-member committee that monitors OCTA’s use of revenue collected through OC Go, the county’s half-cent sales tax for transportation improvements. The TOC has spent more than a decade ensuring that all OC Go funds are spent on voter-approved transportation projects.
Orange County residents in the First, Second, Fourth, and Fifth Supervisorial Districts are eligible to apply.
The First District consists of the cities of Garden Grove, Santa Ana, Westminster, portions of Fountain Valley, and the unincorporated community of Midway City.
The Second District includes the cities of Costa Mesa, Cypress, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, and portions of Buena Park and Fountain Valley. It also includes the unincorporated areas of Rossmoor, Sunset Beach, Surfside, and Santa Ana Heights.
The Fourth District consists of the cities of Brea, Fullerton, La Habra, Placentia, and portions of Anaheim and Buena Park. It also includes the unincorporated area of West Anaheim Islands.
The Fifth District is made up of the cities of Aliso Viejo, Dana Point, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Lake Forest, Mission Viejo, Rancho Santa Margarita, San Clemente, San Juan Capistrano, portions of Irvine, and the unincorporated communities of Coto de Caza, Ladera Ranch, Las Flores, and Wagon Wheel.
Candidates must be at least 18 years of age and be willing to participate for a three-year term. Potential committee members should also demonstrate a history of participating in community activities and be knowledgeable about transportation.
