County Updates |
|
Orange County Supervisors vote to join the Department of Justice litigation against California State Law Senate Bill 54 “California Values Act” |

Supervisor Nelson recently brought forward an item to join the US Department of Justice in fighting Senate Bill 54. The Department of Justice’s lawsuit seeks to restore the federal government’s Constitutional authority and sole jurisdiction over immigration issues and end the existing conflict that local law enforcement encounters with state law. The County of Orange seeks to join this lawsuit.
This action seeks a temporary restraining order to stop enforcement of Senate Bill 54 that restricts local law enforcement from cooperating with federal immigration authorities. Currently under SB 54 local law enforcement is unable to provide information of the release date of removable criminal aliens in custody. “The State of California has over-reached by pre-empting federal immigration law and is creating a public safety risk by allowing deportable criminal aliens back onto our streets upon their release from custody” said Supervisor Nelson. “This law undermines local law enforcement efforts to keep known criminals in custody” added Nelson.
“Since January 1st, the Orange County Sheriff’s Department released 172 inmates who were in the country illegally into the community because SB 54 prohibited us from notifying ICE” said Shawn Nelson.
Supervisor Nelson represents the cities of Fullerton, Anaheim, Buena Park, La Habra, Placentia and Brea on the Orange County Board of Supervisors.

Homelessness Update |

On April 3, Federal Judge David O. Carter held a status conference with the County and Orange County’s 34 cities to discuss a comprehensive plan for the homeless. He asked cities to identify potential shelter sites on a regional basis to proportionally address homelessness throughout the county. No sites have been identified, but he granted cities time to outline a regional plan. One of the missing components in addressing homelessness throughout Orange County are emergency shelters for individuals to be triaged and receive necessary services.

Property Taxes Due April 10 |
|
|
|
The second installment of the 2017-2018 Secured Property Tax Bills was due February 1, 2018 and is delinquent if not received or postmarked on or before April 10, 2018.
If your property taxes are paid by your mortgage lender and your taxes do not show as paid, your lender’s payments will not be sent to our office until just a few days before the last day to pay without penalties, April 10, 2018. All mortgage company payments will be processed the same day they are received and our website has the most current information available.

Closed Portion of Santa Ana River Trail to Reopen April 7 |

A portion of the Santa Ana River Trail from Memory Lane in Santa Ana to Taft Avenue in Orange was closed to the public on January 22, 2018, for an environmental remediation project. It was anticipated to remain closed for up to three months.
The County has made significant progress on the project, and a modified public access route will be restored April 7, 2018.
While environmental remediation work is ongoing in some areas, the work zones will be secured by temporary construction fencing. A slightly modified trail route will allow public use of a trail for hiking, bicycling and equestrian activity only while being separated from continuing project and maintenance activities.
Between January 22 and March 3, the County removed approximately 404 tons of debris, approximately 5,300 pounds of hazardous waste, and approximately 13,950 needles from the trail area.
All trail users should be aware that seasonal operating hours (7 a.m. to 9 p.m. through October 31) are now being enforced by the Orange County Sheriff’s Department along the entire Santa Ana River Trail within County of Orange boundaries. Pedestrian gates were previously installed at trail entrances to encourage compliance and reinforce publicly posted hours. The gates will be opened daily by OC Parks, but will remain locked outside of public access hours. Violators will be subject to citation and/or other enforcement actions.
The County appreciates trail users’ patience during the efforts to complete the necessary environmental remediation and restore one of Orange County’s primary regional bicycle corridors.

OCTA Update |

Dozens of Dogs Expected to Ride OCTA Buses on Saturday
Participants will help service animals get the feel of riding a bus from ARTIC to Downtown Disney and Anaheim GardenWalk |
|
All the best-behaved breeds will board the bus this Saturday, April 7 when the Orange County Transportation Authority hosts the semi-annual Service Animal Training Day.
The day of training gives trainers and their service or therapy dogs the chance to ride the OC Bus system to get familiar with large crowds, loud noises and unfamiliar sights and sounds while boarding and riding the bus.
Saturday’s training event will be held at the Anaheim Regional Transportation Intermodal Center from 8 a.m. to 1 p.m. Saturday, making stops at Downtown Disney and Anaheim’s GardenWalk, which includes shops, restaurants and entertainment destinations.
OCTA has offered service annual training for more than 20 years, now hosting two events per year in the spring and fall.
Roundtrip buses will run every 20 minutes from ARTIC to Downtown Disney and the Anaheim GardenWalk. Participants can ride the designated route for free and for as many times as they’d like to get familiar with boarding, riding and exiting a bus.
The ARTIC bus terminal is at 2626 E. Katella Ave. in Anaheim.
Afterward, participating trainers and their dogs will receive a special OCTA Transit Training patch, a token of appreciation for participating in the event.
For many service animals in attendance, this is their first experience riding public transit and navigating through a bus terminal.
Skills to be practiced by the animals during the event include:
- Stepping from the curb to the bus
- Walking on the wheelchair ramp
- Lying down under a bus seat.
The buses available for the event will be solely used for participants who sign up. Taxis and ACCESS buses will also be available for practice boardings.
OCTA encourages participants to hop aboard a Metrolink train to practice the feel of riding a train, as well. Standard Metrolink fares apply.

Coyote Town Halls – La Habra and Buena Park |
|
In case you missed the La Habra and Buena Park coyote town halls hosted by Supervisor Nelson this week, the consensus is Don’t feed the Coyotes!

After the presentation by OC Animal Care and the CA Department of Fish and Wildlife, questions focused on three main conclusions:
- Don’t leave food out at night or in open-access trash cans.
- Don’t leave pets unattended at night in the backyard. Coyotes can jump 7 ft fences.
- Walk pets on a short leash for protection.
- Don’t leave water out on back patio decks or porches. They don’t like swimming pool water so don’t worry.

Supervisor Supporting 13th MEU Semper5k |
|
The fifth annual Semper 5k and 10k fundraiser for the Anaheim 13th MEU Adoption committee is taking applications for runners and sponsors.
Hosted every year by the committee in Anaheim, the Semper 5k is a legendary morning of fun and amazing personalities who help raise money to help the active duty members of the 13th Marine Corps Expeditionary Unit and their families.
All the money raised goes completely to the Marines for emergency travel, Easter Baskets, gift cards for teens and single Marines, birthday treats, deployment and return hygiene and foods, and the favorite, the Christmas party where all the families enjoy Santa, gifts and Teddy Bears from Shawn Nelson’s donations.
This year, the Semper 5k continues the chance for OC families and businesses to sponsor their names as donors and patriots to promote their products or businesses at the Semper 5k. Local restaurants can also join in the fun by hosting their foods or drinks at the post-race hospitality areas.
The May 19th event is a truly marvelous event of patriots and friends supporting America’s Marines at Camp Pendleton. Bring a camera and the kids to take fun photos of them running or with Marines who always love the attention.

The Fourth District Honors Deputy Ron Cagle |
|
Supervisor Shawn Nelson was honored to recognize Deputy Ron Cagle for the twenty three years of service and sacrifices he made in service to the residents of Orange County as a member of the Orange County Sheriff’s Department, working ICE, Red Team, Classification and IRC/Theo Lacey Detention, Court Prep, Gang and Prisoner Management, Jail Supervision.
Policy Advisor Steve Spernak delivered the Supervisor’s Lifetime Achievement Award at the OCSD Headquarters where he was joined by Commander Joe Balicki and Assistant Sheriff Stu Greenberg in making the presentations to Cagle.
Joined by his wife and daughter, Cagle was thrilled that the Supervisor would be so thoughtful to honor his twenty-plus years of service in the very demanding positions of Detention and Transportation/security of some of the most ruthless and violent prisoners in the system.
Special thanks to Sheriff Hutchens who also joined Spernak for photos in the HQ lobby and congratulated Cagle for his work and professional performance over 20 years with the department.
After photos with the Sheriff, Spernak read the closing of the Lifetime Achievement Award, bringing tears to Cagle as his family hugged him.
Spernak ended his comments to Cagle by reading the text, “On Behalf of Supervisor Shawn Nelson and the 3.2 million residents of Orange County it is my great pleasure to honor Deputy Ron Cagle with my Lifetime Achievement Award on the day of his retirement and wish him well on his life’s journey to serve God as a Pastor at Calvary Chapel Corona with the well-deserved thanks and appreciation he has earned in keeping with the highest traditions of his chosen profession in Law Enforcement. March 29th , 2018."

WAND 2018 BBQ Fun April 21 |
|
Here’s your chance to enjoy delicious food, fun entertainment and party with your neighbors at the West Anaheim Neighborhood Development Council’s 22nd annual Western BBQ on April 21 at Maxwell Park in Anaheim.
This year the annual event is at a new park and time.
The barbecue features food booths from community groups and sports teams, live entertainment, a raffle, free cake and activities for the whole family.
Children’s activities include pony rides, games, animals, Anaheim Public Library’s Bookmobile, a reptile show and more. Adults can enjoy the classic car show, horseshoe games, community resources and shopping at a variety of craft booths and vendors.
The day’s entertainment will include performances from local school groups and demonstrations by the Anaheim Police Department, along with other stage performances.
Admission is free and all are welcome. Maxwell Park is located at 2655 W. Orange, bounded by Magnolia, Dale, West Broadway and Orange Ave.
