Board Updates
Orange County Backs Pro-Victim Ballot Measure:
‘Reducing Crime and Keeping California Safe Act of 2018’
Supervisors Todd Spitzer and Shawn Nelson called on fellow Orange County board members to back a ballot measure seeking to reinstate tough crime laws that have been eroded by recent legislation pushed by Gov. Jerry Brown and Bay Area legislators.

The Board of Supervisors unanimously backed a resolution at their regular meeting that shows the county supports the Reducing Crime and Keeping California Safe Act of 2018. Spitzer and Nelson are calling on the remaining counties statewide to back the measure as well.

The Reducing Crime and Keeping California Safe Act would reinstate DNA collection for theft and drug convicts. It would also require incarceration for early-release prisoners who benefitted from a reclassification of certain crimes as “non-violent” and go on to violate terms of their probation. For example, sex trafficking of children, rape of an unconscious person and felony assault with a deadly weapon are now considered non-violent offenses.

Between 2014 and 2016, California had the second highest increase in theft and property crimes in the United States, while most states have seen a steady decline. According to the California Department of Justice, the value of property stolen in 2015 was $2.5 billion with an increase of 13 percent since 2014, the largest single-year increase in at least 10 years.

Since 2014, California has had a larger increase in violent crime than the rest of the United States. Since 2013, violent crime in Los Angeles has increased 69 percent.

If Orange County supports the Reducing Crime and Keeping California Safe Act, it would be the largest government entity to do so. The measure has the backing of numerous smaller cities and the counties of Humbolt and Fresno, along with law enforcement organizations like the Association of Deputy District Attorneys and California Peace Officers’ Association.

The Tracks at Brea Trail Officially Open
A project several years in the making is finally complete! The four-mile long multi-use trail (bikeway and walkway), traversing the City from east to west, has nine fitness stations, two bike repair stations, seating, shade structures, benches, drinking fountains, and restrooms. The completed project creates easy access to the Brea Senior Center and the Brea Boys and Girls Club, six schools, Downtown, The Brea Mall, Community Center, city parks and various shopping destinations. The total space of the linear park is nearly 50 acres of open space.

The Tracks at Brea is part of the OC Loop that is 66-mile connection of trails circumnavigating all of north Orange County. The County, along with our city partners, using local funds and state and federal grants have funded the majority of the project. While a few sections remain to be completed, The Loop is nearly connected in its entirety!

Supervisor Nelson would like to congratulate the City of Brea, both the City Council and staff, for their tireless efforts to complete this project. The Grand Opening on Saturday, May 5 was the culmination of years of planning and work.

Brea city staff will hold a community meeting to discuss the potential western extension of The Tracks at Brea trail. Staff will be available to answer any questions about the trail and gather feedback. The meeting will be held:

County Partners with Pepperdine University to Counsel Youth
The Board of Supervisors unanimously renewed an agreement with Pepperdine University to continue their successful partnership in offering youth diversion counseling services. This allows the Sheriff-Coroner Department to continue providing services to divert juveniles from criminal behavior and substance abuse by providing individual assessment and treatment.

Services include intake assessments; individual, family, parent and group counseling; drug and alcohol classes; case management and client advocacy. Since 2001, these services have been provided to juveniles who are referred by the Sheriff, Probation Department, parents and schools in addition to any juvenile desiring such services.

The State Crime Prevention Act of 2000 (AB 1913) provides $350,705 in funding for the one-year renewal, which takes effect July 1. Pepperdine has provided services to approximately 900 youth and their families since July 1, 2017, including nearly 6,000 hours of counseling services.

Cycle Your Way into May for Bike Month

Cyclists are encouraged to ride their bikes all month and be entered to win prizes
Celebrate Bike Month with the Orange County Transportation Authority by participating in a number of activities that help showcase the multiple benefits of riding a bike including improved health, eliminating the cost of driving and helping the environment.

National Bike Month serves as an opportunity for people to ride their bikes to school, work or around town. Pledge to ride your bike anytime during May on OCTA.net/BikeMonth to be entered to win a Trek 2 FX bike, Morpher helmet, $100 gift card, movie tickets, a 30-day bus pass, a 30-day Metrolink pass or a Waze Carpool package. Cyclists can also record their rides on OCTA’s Strava Club for a chance to win.

Bike Month kicked off at the 12th annual Dana Point Grand Prix, a one-day bike festival that draws both amateur riders and racing professionals. On May 1 and 2, representatives from OCTA and Metrolink will be at the WhimCycle festival at UCI.

Additional Bike Month events include:
  • May 14-18: Bike to Work Week – National bike to work week encourages people to switch up their morning commutes by riding their bikes to work.

  • May 16: Ride of Silence – The Ride of Silence honors those who have lost their lives or have been seriously injured while bicycling. Groups will depart at dusk, around 7 p.m., from locations in Fullerton, Irvine and Orange.

  • May 17: OCTA Bike Rally – The sixth annual event and ride is planned from 7:30 a.m. to 9 a.m. starting at the Orange Metrolink Station, 194 N. Atchison St. and ending at the OCTA Headquarters, 550 S. Main St. in Orange.

  • May 18: Bike to Work Day – National bike to work day is recognized throughout the U.S. and gives people the opportunity to try a different way to commute.

In the Community
La Habra Citrus Fair Fun
Braving hot temperatures on a cloudless day, the Supervisor and staff from the Fourth District worked the day-shift at the annual Citrus Fair hosted on the south side of the new City Hall this weekend.

With thousands attending the night midway-rides, the info booth the team operates gives residents a chance to walk up and talk in person to the Supervisor on any issues or challenges they might have about government or public administration.

Special thanks to Cyndi Singer and the Lions Club of La Habra for another great effort and putting the logistics together to host thousands of residents who come out for the first of two legendary city festivals.

See you all at the Corn Festival later this summer!

Prescription Drug Take Back Day Event
Supervisor Nelson along with the OC Sheriff’s Department and the DEA hosted a prescription drug take back day on Saturday, April 28th. Fourth District residents brought unwanted, unused, and expired prescription medications to our secure location. It was free and anonymous, no questions asked. The event was wildly popular with over 100 boxes full of medications collected.

Hillcrest Park Re-Dedication
It was a busy day for Supervisor Nelson this past Saturday, but one full of fun memories and the satisfaction of seeing projects and promises completed.

After the dedication of the new Bike Loop in Brea and visits with hundreds of friends at the La Habra Citrus Fair, the Nelson family concluded the day watching their friends and VIP deliver inspiring comments leading up to the re-dedication of Hillcrest Park.

The new rendition is truly elegant and a majestic monument to honor the fallen residents who gave their lives in military service.

The new brick facing is pristine and to the amazement of the hundreds attending the new park now had a working fountain that is back-lit with colored lighting at night.

The new park has fresh grass, a new bridge for access, flag ceremony locations leveled paths for wheelchairs and walkers.

For a truly memorable moment in time, be sure to get to Hillcrest Park, located across the street from the Ralphs at Harbor Blvd near Brea Blvd.

Congratulations to all the Council, staff, planners and builders who really did a great job on this park!

Donate Life Celebrates 16 Years at CSUF
Congratulations to Craig and Kathleen Hostert for delivering their 16th annual Donate Life family festival for OneLegacy last weekend.

The mission of the rally is to thanks the thousands who helped saved lives with organ and tissue donations and to honor the fallen donors who made the miracles happen.

Supervisor Nelson makes the event every year at CSUF to show his support for the incredible year-long efforts to keep people alive in desperate need of organ and tissue replacements.

Supervisor’s Honor 28 Sheriff Employees at Valor Awards
Congratulations to Marilyn MacDougall and her trusted allies and associates from the Headquarters-Operations center for delivering another majestic 2 hours of dining and amazement when the heroics of OC’s largest department were read to a full room at the Hotel Irvine.

MC Ed Arnold read the text of each event and staged the Deputies for receiving the Medals for Courage, Merit and Purple Heart for injuries that were awarded by the Sheriff Policy Advisor Steve Spernak worked with Sheriff and Supervisor’s staff to create the proclamation that was signed by each Supervisor and presented certs from Senator Feinstein, Congressman Correa, Senator Newman, and Assembly Members Choi, Chen, Harper and Quirk-Silva to each honoree.

Along with the Lifesaving medals given out to a dozen Deputies whose actions saved lives were special medals for heroism outside of California.

Six OCSD Deputies attending the Route 91 Cowboy Concert in Las Vegas took home honors for their lifesaving actions during the largest mass-murder shooting in American history. The six were instrumental in dragging victims out of the line of fire, first-aid, transport, taking up arms to protect perimeters with Las Vegas Police in an amazing effort of professional response.

Sincere congratulations and blessings to all the OCSD and those honored at the 2018 Medal of Valor Awards!

Honoring Top Buena Park Teachers and Staff
Congratulations to the Buena Park Rotary Club for delivering another fun event of awards and accolades as part of the annual Teacher and Classified Employee Awards Luncheon hosted at the Buena Park Community Center.

After luncheon festivities, Program Chair and MC Norma Martinez introduced this year’s honorees and happily read through their bios and backgrounds. The work and passion each member brings to their jobs is impressive, astonishing and a standard of exceptional professional performance.

Special congratulation certs from Supervisor Nelson were delivered to 2018 Teacher of the year in Lilliana Gallo of Buena Park HS. Jennifer Krowel was BPSD Teacher of the Year and special recognition went to Jamie Machak of the Centralia School District as their Teacher of the Year.

Classified Employees of 2018 went to Christina Ursua-Moreno from BPHS, Joe Morales from BPSD and Kelli Lilavois from the Centralia School District.

Thank you’s to Christiane and Dennis Salts for all their work putting another terrific event honoring the finest Teachers and Staff in Buena Park !
