Sheriff’s Plan Will Deport Undocumented Inmates

A new training program approved by the Board of Supervisors will make it easier to deport county inmates after they’ve served time for their crime. A Sheriff’s Department proposal places up to 24 deputies into a 1-month federal training program to identify and process arrestees and inmates residing illegally in the U.S.

This proposal was approved by the Board after months of discussions with both community groups and the Immigration and Customs Enforcement (ICE) Administration.

Of the 66,290 jail bookings in 2005, 15,274 (23%) were foreign nationals. Only 20% of these foreign inmates were interviewed by ICE officials. Of those interviewed, fully 75% (2,235) were determined to be illegally in the U.S.

This cross-training plan does not authorize immigration sweeps nor random stops by Sheriff’s deputies. It will allow the legal processing of those illegally in the country who are a burden on both our communities and our jails.

Voter Intimidation Letter on Agenda

Congressional candidate Tan Nguyen unleashed a bipartisan firestorm by sending warning letters to 14,000 voters in the 47th District. The letter implied that the registration of these voters was in question, and was mailed only to registered Democrats with Spanish surnames.

Supervisor Correa has agendized a request that the OC Registrar send letters to all of these 14,000 voters, repudiating the Nguyen letter and assuring all of their right to vote. The Board will consider this at tomorrow’s meeting. Just today, however, California Secretary of State Bruce McPherson announced he will be sending out such a letter from his Sacramento office, placing in question the need for a separate County response.

Norby-Spitzer Caltrans Hearing Set

Frustrated at the lethargy of one of the state’s largest bureaucracies, Assemblyman Todd Spitzer and I will hold a hearing to review concerns over Caltrans policies, practices and management. The hearing is set for November 14 (Tuesday), 3:00-6:00 p.m. in the Board of Supervisors main hearing room.

A recent investigative series in the OC Register helped bring to light long-term Caltrans abuses and unresponsiveness. The articles focused on widespread abuse of eminent domain to acquire properties and demolish homes that Caltrans did not need. The surplus properties have been taken off the property tax rolls and have become a maintenance headache There are over 100 such parcels in Orange County; many former owners have long sought to recover their property.

Commission Appointments:

I have appointed Tony Bushala to the OC Human Relations Commission to represent the Fourth District. Bushala is a long-time Fullerton business owner specializing in restoring historic properties, including the Fullerton train station. Tony grew up in Fullerton, where his father owned the Orangefair Restaurant after immigrating from Lebanon. As a running back, Tony still holds the rushing record at Troy H.S.

I have appointed Steve Adamson to serve on the OC Historical Commission. The Missouri native is a long-time North OC resident. He enjoyed a career as a technical advisor in the food processing business prior to retirement. Steve is an amateur genealogist and former president of the East Fullerton Homeowners Association.
