TRANSPORTATION INFORMATION

Next Phase of Orange Freeway Construction

Construction will soon begin on the second segment of the Orange Freeway (SR-57) Northbound Lane Addition project between Katella Avenue and Lincoln Avenue in Anaheim.

This week, I attended a kick-off event for the project at the Honda Center in Anaheim, marking the beginning of the second phase of the SR-57 Northbound Widening Project.

The second phase of construction is expected to begin early next year and will add one northbound general purpose lane from Katella Avenue to Lincoln Avenue in Anaheim.

Existing lanes and shoulders will also be widened to conform to Caltrans’ design standards. Currently, construction is under way on the first segment of the project, which extends from Orangethorpe Avenue to Lambert Road.

OCTA Reviews California High Speed Rail Plan

The Orange County Transportation Authority (OCTA) Transportation 2020 Committee and the Finance & Administration Committee received a presentation on the California High Speed Rail Plan (CHSR) Business Plan update.

CHSR Chairman Tom Umberg attended the T2020 Committee meeting to answer questions and receive input from the OCTA committee members' concerns regarding several aspects of the CHSR financial plan and operational challenges.

The respective committee recommendations regarding the CHSR Business Plan will be discussed in detail by the entire OCTA Board of Directors at our December 12 meeting.

Measure M2 Quarterly Progress Report

On Monday, the Orange County Transportation Authority (OCTA) Board received the Measure M2 progress report for the period of July 2011 through September 2011. The report highlights progress on Measure M2 projects and programs.

91 Express Lanes 2011 Customer Satisfaction Survey Results

The Orange County Transportation Authority (OCTA) periodically conducts surveys of 91 Express Lanes toll road users to provide an understanding of customer satisfaction, priorities, concerns and experiences, as they pertain to OCTA and the 91 Express Lanes.

TAX COLLECTOR COLLECTIBLES

1st Installment of Secured Property Taxes Due

The 1st installment of your secured property taxes is due Monday, December 12. Payments postmarked after this date will be subject to a 10% late penalty.

To pay by eCheck at no cost, please visit the Treasurer-Tax Collector’s website, click the link for “Pay or Review Your Property Taxes,” find your parcel number, then select and choose "pay online."

COUNTY CONNECTIONS

County Homeless Emergency Shelters Now Open

This week, the County of Orange opened the Armory Emergency Shelter Program. This seasonal program provides up to 400 beds for homeless families and individuals. As such, the program offers shelter to families and individuals, along with a nutritious meal, warm shower, a safe place to sleep, warm clothes, as well as a wide variety of supportive services, all in a friendly and safe atmosphere.

The shelters are located at the National Guard Armories in Fullerton and Santa Ana and are a vital link in our efforts to care for those who lack proper shelter as well as provide needed services to families and individuals.

The Armory Emergency Shelter Program supports the County’s Ten-Year Plan to End Homelessness and is possible thanks to the help of hundreds of volunteers from County agencies, churches, and other community groups.

NOTES FROM THE FIELD

Laguna Niguel Regional Park: Thumbelina Puppet Show

Join OC Parks and The Puppets & Players Little Theatre for a puppet performance of Hans Christian Andersen’s “Thumbelina.”

The FREE performance will take place Sunday, December 4 in Laguna Niguel Regional Park at Shelter #4, near the front of the park. Lawn seating will be available, so bring blankets and chairs to sit on.

Come early for FREE holiday crafts, featuring Thumbelina-sized gingerbread houses, and puppet demonstrations beginning at 1:00 PM. The show will begin at 2:00 PM.

The Doheny State Beach Interpretive Association (DSBIA) has released its monthly DOHENY UPDATE to better inform the public about special events as well as current conditions at the State Park.

CRITTER CHRONICLES

Photo with Santa!

Bring your pet to OC Animal Care the first four Saturdays in December from 10:00 AM to 2:00 PM for a photo with Santa! All participants will receive a festive holiday frame with their pet’s photo along with a digital copy to share with friends and family. All donations will benefit the animals at OC Animal Care.

FIFTH DISTRICT SPOTLIGHT

South County Marching Band State Champion Once Again

Capistrano High School’s award-winning Black & Gold Brigade marching band has clinched the top spot again in its division at the Southern California Judging Association (SCJA) California State Band Championships.

The most recent win marks a remarkable three-peat victory for the group from Mission Viejo at the prestigious SCJA competition. With this latest victory, the school’s 96-member marching band and color guard have taken four 1st place state titles in just six short years!

The band’s talents will be on full display Saturday, December 3 at the San Juan Capistrano Tree Lighting Ceremony and again Saturday, December 10 at the Laguna Niguel Holiday Parade.

Dana Point: Holidays in the Harbor & Boat Parade of Lights

Lake Forest: Victorian Christmas & Candlelight Tour

Heritage Hill Historical Park’s 30th annual Victorian Christmas celebration in Lake Forest will take place Saturday, December 3 from 11:00 AM to 3:00 PM. Heritage Hill will also host the 26th annual Candlelight Tour on Saturday, December 10 and Sunday, December 11 from 5:30 PM to 8:30 PM. For more information, please click here.

San Clemente: Santa’s Village by the Sea

The City of San Clemente proudly presents, “Santa’s Village by the Sea” on Saturday, December 3. The Holly Jolly Hoopla will be held at the San Clemente Community Center from 1:00 PM to 5:00 PM, followed by the Mayor’s annual tree lighting in the courtyard at 5:15 PM, with Christmas at Casa Romantica from 5:30 PM to 7:30 PM. Laguna Niguel: Christmas Tree Lighting

Laguna Hills: Breakfast with Santa

Aliso Viejo: Holiday Concert

Laguna Beach: 21st Annual Winter Fantasy

FIFTH DISTRICT WRAP-UP

In addition to my many meetings, briefings, and other supervisorial activities, I also:
  • Attended the Orange County Transportation Authority (OCTA) Transportation 2020 Committee meeting to discuss California High Speed Rail Plan project issues.
  • Attended the Orange County Transportation Authority (OCTA) kick-off event for the second phase of the SR-57 Northbound Widening Project.
  • Received a briefing from representatives of the South Orange County Economic Coalition.
  • Attended the Orange County Coastal Coalition meeting. More on this next week.
My office also:
  • Provided a certificate of recognition in honor of the ribbon cutting ceremony for South County Collision in Mission Viejo.
  • Provided a certificate of recognition in honor of the ribbon cutting ceremonies for Olympic Tree Sales and Computer Tech Express in San Juan Capistrano.
