IMPORTANT REMINDER

Fall Back: Daylight Saving Time Ends Sunday

When you go to bed Saturday night, don’t forget to set your clocks back one hour, as Daylight Saving Time ends this year at 2:00 AM, Sunday, November 3.

Also, when you change your clocks, please remember to change your smoke alarm batteries, too!

TRANSPORTATION INFORMATION

Open Houses Set for I-5 improvements in South County

Please join the Orange County Transportation Authority (OCTA) to learn more about the upcoming improvements to the I-5, from Avenida Pico to San Juan Creek Road. Construction is slated to begin in early 2014 in San Juan Capistrano.

A video showing a digital representation of the finished Avenida Pico interchange will be shown at both open houses. The meetings will not include a formal presentation, but will have project experts to answer questions about the project.

La Pata Avenue Gap Closure / Camino Del Rio Extension

As reported in the print media, the bids for construction of the La Pata Avenue Gap Closure / Camino Del Rio Extension Project were received and opened by the County this week. While the bid amounts indicate this project will be able to begin in early 2014, our staff is still analyzing the details of the bids to ensure all required specifications were met.

I will continue to keep you updated as we move through this process.

HEALTH HERALD

Flu Vaccine Now Available

Flu vaccine (flu shot or nasal spray) is now available from health care providers, clinics, and pharmacies throughout Orange County. Many community sites in Orange County will offer free flu vaccine this fall, and the Orange County Health Care Agency will offer free influenza vaccinations for people 6 months of age and older who do not have a medical provider or health care coverage.

NOTES FROM THE FIELD

Park Hours Change for OC Parks

Clocks fall back early Nov. 3, marking the end of daylight saving time and OC Parks’ spring-summer operating schedule. Wilderness parks close at sunset and most regional parks close at 6:00 PM for fall and winter.

Current fall/winter hours for regional parks are 7:00 AM to 6:00 PM, including Irvine, Carbon Canyon, Clark, Craig, Mason, Mile Square and Yorba Regional Parks. Laguna Niguel Regional Park opens at 6:00 AM and will close at 6:00 PM.

Santiago Oaks, Peters Canyon and O’Neill Regional Parks operate on wilderness park hours. Wilderness parks are open at 7:00 AM and close at sunset year round. OC Parks’ Wilderness Parks are: Aliso and Wood Canyons, Caspers, Laguna Coast, Limestone Canyon and Whiting Ranch, and Riley Wilderness Parks, as well as Upper Newport Bay Nature Preserve.

Hours for OC Parks’ Beaches vary, but are generally between 6:00 AM and 10:00 PM. Salt Creek Beach opens at 5:00 AM and will close at 12:00 AM. Thousand Steps Beach opens at 6:00 AM and will close at 9:00 PM.

OC Parks facilities will remain on these operating hours until daylight saving time returns in spring.

LIBRARY LIBRETTO

Famed Architect of San Juan Capistrano's Library to Visit

Renowned architect Michael Graves will visit San Juan Capistrano Friday, Nov. 8, as part of the 30th anniversary celebration for the City’s library, which he designed. Graves will speak at San Juan Capistrano Library and answer questions as part of an event that will include horse carriage tours of the City's architecture.

Considered a father of modern architecture, Graves submitted the winning architectural design for San Juan Capistrano's library, which Newsweek magazine called the “first authentic postmodern masterpiece.” The 78-year-old Harvard-educated architect's visit to San Juan Capistrano is part of a series of events planned to honor the library and reintroduce it to the community.

RECORDER RECORD

Saturday Hours in November and December

Appointments are being taken now for marriage licenses and ceremonies, as well as passport services, for Saturday Nov. 16 and Dec. 14, when the offices of the Orange County Clerk-Recorder Department will open from 10:00 AM to 3:00 PM. The Clerk-Recorder has opened office doors one Saturday each month since June to help customers who are unable to visit during regular weekday hours.

The Old County Courthouse will be open Nov. 16 and Dec. 14 for marriage licenses, civil wedding ceremonies and passport applications, as well as property research. Property and vital record copies, as well as marriage services, will be available at the Laguna Hills and Fullerton branch offices. FREE parking will be available at all three locations.

OC Students Invited to Enter Aviation Art Contest

John Wayne Airport's 24th annual Student Art Contest is now underway. All OC public and private school students in grades K-12 are encouraged to submit artwork inspired by this year's theme: "Flying Saves Lives." Entries should be submitted no later than 4:00 p.m., Tuesday, November 5.

Animals for Armed Forces

Please join Animals for Armed Forces® and OC Animal Care for FREE pet adoptions for our dedicated service men and women during Veteran’s Day weekend. This event will take place Saturday & Sunday, November 9 & 10, from 10:00 AM to 5:00 PM at OC Animal Care, 561 The City Drive, Orange, CA 92868.

The free adoption does not include licensing or microchip. Discount applies to the first 50 animal adoptions. Limit one animal per household.

The adoption discount applies to active duty, Reserve and Veterans of the Army, Navy, Air Force, Marines, Coast Guard and National Guard, and/or immediate family members. Please bring your photo ID and one of the following to receive the adoption discount: A copy of your Military ID; A copy of your DD-214 and Driver’s License; or a copy of your NGB Form 22.

Water Smart Home Program

It’s time to make our homes water efficient. Not sure where to start? The Municipal Water District of Orange County and participating Orange County retail water agencies are now offering FREE Home Water Use Surveys to help homeowners identify ways to reduce their home’s indoor and outdoor water use.

The Water Smart Home Program offers single-family homeowners the opportunity to certify their house as a Water Smart Home. This FREE program includes a Home Water Survey of the property and a detailed Home Water Use report with water-saving recommendations and rebate opportunities on water saving devices.

Participants can choose an outdoor-only survey, which looks primarily at the landscape and irrigation system, or an indoor and outdoor survey, which also detects possible leaks and looks at the water-using devices inside the home.

Following completion of the survey, you will receive a personalized Home Water Use Report containing your Home Water Use Score. If your score is high enough, your home will qualify as a “Certified” Water Smart Home. If your score indicates you're not quite there yet, the report will contain money- and water-savings recommendations and no-cost activities that can help you become more water efficient and potentially reduce your water bill.

FIFTH DISTRICT SPOTLIGHT

South County Project Recognized at 2013 SoCal Awards

The Rancho Mission Viejo Sendero project was recognized and received several awards recently at the 2013 SoCal Awards. The SoCal Awards, presented by the Greater Sales & Marketing Council of Southern California, recognizes building excellence in 48 categories, ranging from sales, marketing, and design.

OC Planned Communities, OC Planning and OC Public Works played a critical role in coordination with the master land owner, Rancho Mission Viejo, in the planning, permitting and development of these communities.

Below are the highlighted major award winning projects:
  • Ranch Mission Viejo – “Master Planned Community of the Year” (pg. 27)
  • Ryland Homes Sendero – “Best Architectural Design of detached homes from 2,100 to 2,500 sq. ft.” (pg. 20)
  • TRI Pointe Sendero – “Community of the Year with a sales price from $600,000 $1 million.” (pg. 25)

Aliso Viejo: Veterans Appreciation

San Juan Capistrano: Tribute to our Veterans

Join the City of San Juan Capistrano in honoring our nation's heroes at the Annual Veterans Day Ceremony hosted by VFW Serra Post 3801 at Veterans Park on November 11 at 11:00 AM (refreshments provided), followed by a BBQ and live entertainment at Historic Town Center Park. FIFTH DISTRICT WRAP-UP

In addition to my many meetings, briefings, and other supervisorial activities, I also:
  • Met with Presiding Judge Tom Borris and Asst. Pres. Glenda Sanders.
  • Participated in a joint leadership meeting of the Orange County Transportation Authority and the Transportation Corridor Agencies.
  • Met with the new OC Parks Director to be updated on Fifth District projects.
  • Attended a reception to preview the Life Time Fitness coming soon to Laguna Niguel.

My office also:
  • Attended the San Clemente Legislative and Transportation Council.
  • Presented a certificate of recognition in honor of the grand opening of Chase Bank in Laguna Hills.

My staff and I look forward to continually providing you updated information in our Fifth District Newsletter and website.
