20th Annual Report on the Conditions of Children in Orange County

Last Tuesday, the Board received the Annual Report on the Conditions of Children in Orange County 2014.

The Orange County Children's Partnership (OCCP), formerly the Children's Services Coordination Committee (CSCC), is a 22 member advisory body established by the Orange County Board of Supervisors in November 1982. The OCCP provides a forum for departments and agencies to disseminate and discuss operational and program problems/issues concerning the Juvenile Justice/Dependency systems and coordinates the delivery of services to children in the Orange County community by County agencies. The OCCP collectively focuses its efforts to provide a unified voice that champions health, education, safety and economic stability by advancing more responsive services that effectively meet the needs of children and families in Orange County.

Since 1993, the OCCP has sponsored the Annual Report on the Conditions of Children in Orange County. This year, the Executive Summary section offers a twenty- year retrospective on the wellbeing of children in Orange County.

AIRPORT ARRIVALS & DEPARTURES

JOHN WAYNE AIRPORT POSTS SEPTEMBER 2014 STATISTICS

Airline passenger traffic at John Wayne Airport increased in September 2014 as compared to September 2013. In September 2014, the Airport served 760,536 passengers, an increase of 4.3% when compared to the September 2013 passenger traffic count of 728,971.

Commercial aircraft operations decreased 4.4%, while commuter aircraft operations increased 80.2% when compared to September 2013 levels.

Total aircraft operations increased in September 2014 as compared to the same month in 2013. In September 2014, there were 23,028 total aircraft operations (take-offs and landings), an 11.8% increase compared to 20,589 total aircraft operations in September 2013.

General aviation activity, which accounted for 70.8% of the total aircraft operations during September 2014, increased 19.1% when compared to September 2013.

Update on Ebola Preparedness

Emergency planning is well underway in Orange County in response to the 2014 Ebola outbreak in the West African countries of Guinea, Liberia and Sierra Leone.

The risk of contracting Ebola in the United States and in Orange County is very low; there are currently no cases of Ebola in California and no suspect cases. County officials are reviewing communicable disease response plans and conducting drills to exercise those plans.

County officials have developed extensive preparedness procedures in coordination with other local, state and national partners, including the Orange County Health Care Agency, Orange County Sheriff’s Department and its Emergency Management Division, John Wayne Airport, the California Department of Public Health (CDPH), the national Centers for Disease Control and Prevention (CDC) and the Los Angeles County Public Health Lab, which is a CDC-designated site with the capability to test for Ebola.

In the event of a case in Orange County, the county’s emergency operations plan will be used to ensure a coordinated approach to monitoring and limiting the spread of the disease. The Health Care Agency routinely works closely with hospitals, health care providers, law enforcement and other government entities to ensure that Orange County is well prepared for any public health threat, including Ebola.
  • Ongoing Ebola readiness activities include: Assessing hospitals on infection control and preparedness.
  • Conducting training exercises, including demonstrating patient care protocols, and appropriate use of Personal Protective Equipment (PPE).
  • Establishing contracts for specialty hazardous-waste needs such as transport of laboratory specimens.
  • Distributing information to hospitals, clinics, laboratories and health-care providers on CDC screening protocols and management of suspected and confirmed Ebola patients.
  • Assuring that county health workers have protective equipment and proper training as recommended by the CDC.

The California Department of Public Health has established an Ebola hotline call center to respond to public inquiries related to Ebola at 855-421-5921 from 8:00 a.m. to 5:00 p.m. Monday through Friday.

SAFE SENTRY

ORANGE COUNTY SHERIFF’S DEPARTMENT RECEIVES GRANT FOR SPECIAL TRAFFIC ENFORCEMENT AND CRASH PREVENTION

The Orange County Sheriff’s Department has been awarded a $330,620 grant from the California Office of Traffic Safety (OTS) for a year-long program of special enforcements and public awareness efforts to prevent traffic related deaths and injuries. The funding will be used as part of the county’s ongoing commitment to keep our roadways safe and improve the quality of life through both enforcement and education.

After falling dramatically between 2006 and 2010, the number of persons killed and injured in traffic collisions saw slight increases in 2011 and 2012. Particularly worrisome are recent increases in pedestrian and motorcycle fatalities and the dangers of distracting technologies. This grant funding will provide opportunities to combat these and other devastating problems such as drunk and/or drugged driving and speeding.

“California’s roadways are still among the safest in the nation,” said OTS Director Rhonda Craft, “but to meet future mobility, safety and sustainability objectives, we must create safer roadways for all users. The Orange County Sheriff’s Department will be using these and other resources to reach the vision we all share – Toward zero deaths, every 1 counts.”

Activities that the grant will fund include:
  • Educational presentations
  • DUI checkpoints
  • DUI saturation patrols
  • Motorcycle safety enforcement
  • Distracted driving enforcement
  • Seat belt and child safety seat enforcement
  • Speed, red light and stop sign enforcement
  • Warrant service operations targeting multiple DUI offenders
  • Compilation of DUI “Hot Sheets,” identifying worst-of-the-worst DUI offenders
  • Specialized DUI training such as Advanced Roadside Impaired Driving Enforcement (ARIDE) and Drug Recognition Evaluator (DRE)
  • Court “Sting” operations to cite individuals driving from DUI court after ignoring their license suspension or revocation
  • Stakeout operations to observe repeat DUI offender probationers with suspended or revoked driver licenses
Funding for this program is from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

SOUTH COUNTY CALENDAR

Laguna Niguel: Haunted Trails

Zombie's have taken over the Crown Valley Community Park! Small groups will be escorted by our trained, "Zombie Squad" to experience the Haunted Trails, tents and mazes. Wear comfortable walking shoes, as you weave through the zombie infestation areas and experience the mayhem and madness! At the end of the event you will be checked out at the "infection check station" to safely leave the event. THIS EVENT IS NOT RECOMMENDED FOR CHILDREN UNDER 8 YEARS OF AGE. Dana Point: Halloween Spooktacular & Moonlight Movie

Join in this fun-filled event for the whole family at Lantern Bay Park!

Fun activities prior to the movie, from 4:30pm – 6:30pm include:

FIFTH DISTRICT WRAP-UP

In addition to my many meetings, briefings, and other supervisorial activities, I also:
  • Presented a Proclamation to the City of San Clemente in honor of Purple Heart Month
  • Participated in the Orange County Transportation Authority’s Finance and Administration Committee meeting.
  • Attended the Laguna Niguel Historical Society meeting.
