Dana Point Harbor Revitalization Plan Update
Speaking at the DPHAB meeting.

Last week, I was pleased to give the welcoming remarks at the Dana Point Harbor Advisory Board (DPHAB) meeting held at the Ocean Institute. The purpose of the meeting was to provide updates on the Dana Point Harbor Revitalization Plan.

As such, the master lease agreement, authorizing the long awaited private/public partnership to rebuild and operate the harbor for the next 66 years, will come before the Board of Supervisors for approval at our upcoming Regular Meeting Tuesday, July 17.

Dana Point Harbor was created in 1968 from a natural cove along the shoreline as a small boat marina. The majority of the harbor’s facilities were constructed from 1971 through 1975. During the nearly five decades since then, much of the harbor’s infrastructure has deteriorated or reached its useful life, requiring modernization and/or replacement.

Recognizing the need to revitalize the harbor, the Board in 1997 created the Dana Point Harbor Revitalization Task Force to assist with the development of a comprehensive revitalization plan. The Dana Point Harbor Revitalization Plan was developed through extensive community outreach efforts, public hearings, agency reviews, and entitlement approvals.

With approvals in place to implement the Revitalization Plan, the Board in 2015 assessed available options for project delivery, including a public project as well as public/private partnership (P3) structures.

The Board also took into consideration various factors, including the County’s ability to finance and the possible need to subsidize the Project, the probable outcomes of the County re-designing the scope of the Project, and the needs of Harbor tenants, boaters and visitors.

As a result, a P3 structure was selected as the preferred development structure because a P3 partner can construct, lease and manage the Project more cost-effectively and efficiently than the County due to greater knowledge and experience. 

Following the direction to pursue a P3 structure, the Board on October 17, 2017, selected Dana Point Harbor Partners LLC (DPHP) as the primary developer for the project, authorized the Chief Real Estate Officer to negotiate option and lease agreements with DPHP, and return to the Board for approval.

To that end, the master lease agreement will come before our Board for approval Tuesday, July 17. Board approval will allow Dana Point Harbor Partners LLC and Dana Point Harbor Partners Drystack LLC to administer and manage Dana Point Harbor for its long-term use and enjoyment by the public.

Ride the FREE Summer Breeze to Laguna

Enjoy all of Laguna Beach this summer without the traffic and parking hassles. Climb aboard the Laguna Beach Summer Breeze (OC Bus Route 689) at the Laguna Canyon Road parking lot in Irvine, just off the I-405 and SR 133, and breeze all the way into town!

This FREE service is available Saturdays & Sundays, June 30 to September 2, every 30 minutes from 11 AM to midnight. Stops include:

From the Laguna Beach Bus Station, you can connect with the FREE Laguna Beach Trolleys. The Trolleys connect with shopping and foodie destinations along Pacific Coast Highway. Main Beach is only a block from the Laguna Beach Bus Station.

Improving Local Transit in South County

As Chairwoman of the Orange County Transportation Authority Board of Directors, I'm pleased to report five Orange County cities will collectively receive up to $6.8 million over a period of three to five years to provide community-based transit services such as popular summer trolleys that allow visitors to enjoy Orange County destinations without the hassle of driving or parking.

Of the $6.8 million, nearly $5.2 million was awarded to five seasonal transit circulators, including the Laguna Beach Summer Breeze Bus Service and City Trolleys, the San Juan Capistrano Trolley, as well as expansions to Dana Point Trolley and San Clemente Trolley. Avoid driving and parking hassles and enjoy all South County has to offer with FREE summer shuttles in Laguna Beach, Dana Point, San Juan Capistrano and San Clemente. The Laguna Beach, Dana Point and San Juan Capistrano shuttles connect with one another as well as other transit stops, making it easier to travel to great destinations in South County without a car.

These transportation services are partially funded by Measure M (also known as OC Go), which puts tax dollars to work locally.

Ride The 2018 OC Fair Express This Summer!

This year, avoid traffic and parking headaches by taking the 2018 OC Fair Express directly to the gate Saturdays and Sundays from July 14 to August 12.

Buses depart from 9 convenient locations, including 3 in South County - Laguna Niguel/Mission Viejo, Laguna Hills, and Irvine - running from approximately 10 AM to midnight.

And, when you ride the OC Fair Express, you will receive a coupon for $4 OC Fair admission, which is a $10 savings!

OC Fair Express costs $2 each way, or 75¢ for seniors 60+ and persons with disabilities. You can purchase on board, or with the OC Bus Mobile App.

  • Children 5 and under ride free with fare paying adult (limit 3 free children per paying adult).
  • Current OC Bus pass holders and valid Metrolink tickets from connecting trains are also valid on OC Fair Express.
  • Note: If paying cash on board, have exact change ready. The farebox does not make change or accept bills over $10.

South OC Water Quality Improvement Plan

In a major step to improve the water quality of South County’s coastal areas and inland waterways, the San Diego Regional Water Quality Control Board recently accepted the South Orange County Water Quality Improvement Plan (South OC WQIP) that lays a foundation for managing stormwater runoff for years to come.

The regional municipal separate storm sewer system (MS4) permit issued by the Water Board regulates stormwater runoff from urbanized areas in the San Diego Region, which includes South Orange County, and requires the development and implementation of a Water Quality Improvement Plan for watershed management areas.

On June 20, the Water Board accepted the South OC WQIP. The South OC WQIP identifies high-priority water quality conditions, such as human pathogen health risks, stream erosion and unnatural water balance, and establishes goals, strategies and schedules for addressing them.

The County of Orange and the 11 cities of South County developed the South OC WQIP over a two-year collaborative effort through a series of public stakeholder meetings.

The County and its partner cities are currently seeking partnership opportunities with additional key stakeholders within the South Orange County Watershed Management area to help reach the goals established in the South OC WQIP. For more information about the South OC WQIP, visit the OC Watersheds website.

Celebrate National Drive-Thru Day on July 24

Have a cluttered garage or cabinets and need to free up some space? Celebrate National Drive-Thru Day with OC Waste & Recycling on Tuesday, July 24.

Bring items such as e-waste, unused paints, pesticides, automotive products, batteries and more to a Household Hazardous Waste Collection Center (HHWCC), which are free to county residents, including the Prima Deshecha Landfill located in San Juan Capistrano.

After “driving thru” one of our four HHWCC’s, visitors will receive a FREE battery bucket and child’s admission coupon to Discovery Cube OC while supplies last.

When visiting, ask about the Materials Exchange Program (MEP) onsite, where OC residents can choose up to five items per week from a selection of reusable household cleaners, paint, yard and car-care products.

Can’t make it July 24? No worries! The centers are open every Tuesday through Saturday from 9 AM to 3 PM (except during rain events). For more information, visit oclandfills.com.

OC Animal Care to Waive Pet Adoption Fees

Due to an abundance of dogs, cats and other animals, OC Animal Care will begin waiving fees for pets adopted by residents across Orange County.

The waiver includes all regular adoption fees with the exception of a $27 charge for rabies licensing and will begin on June 29. The waiver will remain in effect until the capacity at the shelter drops below 60 percent.

The Board of Supervisors approved the Fee Waiver Resolution in 2016, which calls to forego regular adoption costs when shelter capacity reaches above 80 percent. The resolution also applies when the shelter is expecting to see a sharp increase in numbers such as that during the Fourth of July holiday.

OC Animal Care has been dealing with a busy kitten season and has seen an increase in overall intake numbers since moving into its new facility in Tustin. Numbers have hovered around an 80 percent capacity and have now reached 93 percent.

Did you lose your pet during the Fourth of July?

Following the Fourth of July holiday and fireworks, the Orange County Animal Shelter experienced a high intake of lost pets, and many have yet to be claimed. Two dogs came from the City of Lake Forest. For more information, please visit the Lake Forest Patch website.

If you, a friend or neighbor are missing an animal, please contact OC Animal Care at (714) 935-6848 or visit the shelter at 1630 Victory Road Tustin, CA 92782. Their website address is ocpetinfo.com.

The following websites also display pets from all animal shelters, including ours. If you are looking for a lost pet, please check all shelters in a geographic area, as animals will sometimes run into a different city, which may be serviced by a different agency.

  • Presented certificates of recognition to the honorees at San Juan Capistrano Chamber of Commerce 2018 Installation Dinner & Awards Banquet.
  • Flew to Nashville, Tennessee, to participate in the National Association of Counties (NACo) Conference.
