Dana Point Harbor Revitalization Coming Soon!
A bird's-eye view of Dana Point Harbor and the surrounding 5th District. 

As your Orange County Supervisor for the fabulous Fifth District, I am very pleased to report we have made a monumental stride toward realizing the revitalization Dana Point Harbor.  

To that end, at this week's Board of Supervisors meeting, with the support of many stakeholders and community groups, my Board colleagues and I unanimously approved the Master Lease and Option Agreements with our P3 partners - Dana Point Harbor Partners LLC (DPHP).

Since taking office, Dana Point Harbor Revitalization has continued to be one of my top priorities. As such, in the last 3 1/2 years we have taken significant steps toward delivering the project, including:  

  • Approved the Public-Private Partnership Model which will leverage private sector expertise;
  • Broke ground on Phase 1 - infrastructure and street improvements;
  • Selected DPHP as our P3 partner;
  • And now, approved the master lease and option agreements with our P3 partner.

The proposed public-private partnership (P3) master agreements will result in a truly fantastic revitalized harbor with enhanced amenities at the lowest expense to the County and without public financing. 

Dana Point Harbor Partners’ plan provides the best combination of master planning, ground rent to the County, past performance as well as performance guarantees, and a vision that will result in a single cohesive master operator.

Within 120 day, the County and our P3 partner will be working extensively with the community to draft updated architectural renderings and complete a number of deliverables including final construction plans, final marketing plans, final development leases, and final management plans.

As we transition into the option period, the partnership is committed to public outreach, and the County looks forward to seeing what is produced. Please be assured that I will continue to keep you posted every step of the way.

I-5 / El Toro Interchange Improvement Project

On July 25, the Orange County Transportation Authority (OCTA) and Caltrans will host a public information meeting (open house format) to discuss the proposed I-5/El Toro Road Interchange Project and the ongoing environmental review and preliminary engineering process.

OCTA, in partnership with Caltrans, proposes to modify the I-5 / El Toro Road Interchange to improve traffic flow, optimize traffic signalization, reduce queuing at freeway on- and off-ramps, and reduce congestion at and through local street intersections adjacent to the I-5 / El Toro Road Interchange within the cities of Lake Forest, Laguna Hills and Laguna Woods.

Improving Local Transit in South County

As Chairwoman of the Orange County Transportation Authority Board of Directors, I'm pleased to report five Orange County cities will collectively receive up to $6.8 million over a period of three to five years to provide community-based transit services such as popular summer trolleys that allow visitors to enjoy Orange County destinations without the hassle of driving or parking.

Of the $6.8 million, nearly $5.2 million was awarded to five seasonal transit circulators, including the Laguna Beach Summer Breeze Bus Service and City Trolleys, the San Juan Capistrano Trolley, as well as expansions to Dana Point Trolley and San Clemente Trolley. Avoid driving and parking hassles and enjoy all South County has to offer with FREE summer shuttles in Laguna Beach, Dana Point, San Juan Capistrano and San Clemente. The Laguna Beach, Dana Point and San Juan Capistrano shuttles connect with one another as well as other transit stops, making it easier to travel to great destinations in South County without a car.

These transportation services are partially funded by Measure M (also known as OC Go), which puts tax dollars to work locally.

Ride the FREE Laguna Beach Summer Breeze

Enjoy all of Laguna Beach this summer without the traffic and parking hassles. Climb aboard the Laguna Beach Summer Breeze (OC Bus Route 689) at the Laguna Canyon Road parking lot in Irvine, just off the I-405 and SR 133, and breeze all the way into town!

This FREE service is available Saturdays & Sundays, June 30 to September 2, every 30 minutes from 11 AM to midnight. Stops include:

From the Laguna Beach Bus Station, you can connect with the FREE Laguna Beach Trolleys. The Trolleys connect with shopping and foodie destinations along Pacific Coast Highway. Main Beach is only a block from the Laguna Beach Bus Station.

To return, just hop onboard at any of the Summer Breeze stops and ride the air-conditioned bus back to your car! Visit the Summer Breeze website for more information or see the route map below.

Ride The 2018 OC Fair Express This Summer!

This year, avoid traffic and parking headaches by taking the 2018 OC Fair Express directly to the gate Saturdays and Sundays from July 14 to August 12.

Buses depart from 9 convenient locations, including 3 in South County - Laguna Niguel/Mission Viejo, Laguna Hills, and Irvine - running from approximately 10 AM to midnight.

And, when you ride the OC Fair Express, you will receive a coupon for $4 OC Fair admission, which is a $10 savings!

OC Fair Express costs $2 each way, or 75¢ for seniors 60+ and persons with disabilities. You can purchase on board, or with the OC Bus Mobile App.

  • Children 5 and under ride free with fare paying adult (limit 3 free children per paying adult).
  • Current OC Bus pass holders and valid Metrolink tickets from connecting trains are also valid on OC Fair Express.
  • Note: If paying cash on board, have exact change ready. The farebox does not make change or accept bills over $10.

South OC Water Quality Improvement Plan

In a major step to improve the water quality of South County’s coastal areas and inland waterways, the San Diego Regional Water Quality Control Board recently accepted the South Orange County Water Quality Improvement Plan (South OC WQIP) that lays a foundation for managing stormwater runoff for years to come.

The regional municipal separate storm sewer system (MS4) permit issued by the Water Board regulates stormwater runoff from urbanized areas in the San Diego Region, which includes South Orange County, and requires the development and implementation of a Water Quality Improvement Plan for watershed management areas.

On June 20, the Water Board accepted the South OC WQIP. The South OC WQIP identifies high-priority water quality conditions, such as human pathogen health risks, stream erosion and unnatural water balance, and establishes goals, strategies and schedules for addressing them.

The County of Orange and the 11 cities of South County developed the South OC WQIP over a two-year collaborative effort through a series of public stakeholder meetings.

The County and its partner cities are currently seeking partnership opportunities with additional key stakeholders within the South Orange County Watershed Management area to help reach the goals established in the South OC WQIP. For more information about the South OC WQIP, visit the OC Watersheds website.

Celebrate National Drive-Thru Day: July 24

Have a cluttered garage or cabinets and need to free up some space? Celebrate National Drive-Thru Day with OC Waste & Recycling on Tuesday, July 24.

Bring items such as e-waste, unused paints, pesticides, automotive products, batteries and more to a Household Hazardous Waste Collection Center (HHWCC), which are free to county residents, including the Prima Deshecha Landfill located in San Juan Capistrano.

After “driving thru” one of our four HHWCC’s, visitors will receive a FREE battery bucket and child’s admission coupon to Discovery Cube OC while supplies last.

When visiting, ask about the Materials Exchange Program (MEP) onsite, where OC residents can choose up to five items per week from a selection of reusable household cleaners, paint, yard and car-care products.

Can’t make it July 24? No worries! The centers are open every Tuesday through Saturday from 9 AM to 3 PM (except during rain events). For more information, visit oclandfills.com.

OC Animal Care Hires New Director

A new director will join OC Animal Care following a five month nation-wide recruitment to fill the high-level position. Mike Kaviani comes to OC Animal Care after most recently serving as the Director of Life Saving Operations for the non-profit Austin Pets Alive! (APA) in Austin, Texas.

Kaviani brings more than 14 years of knowledge and experience from the animal care industry with his primary focus on developing innovative solutions for the most challenging five percent of canine shelter populations.

He is also an industry expert in volunteer engagement and retention, and has demonstrated successes creating best practices for diverse programs such as Animal Length of Stay, Animal Care and Enrichment and Dog Behavior Training.

While in Austin, Mike proved to be a dynamic leader implementing the shelter’s forward-thinking initiatives, such as the Canine Good Citizen program, and has been a champion for the Dogs Playing For Life program.

In addition, he provided immediate and ongoing support, leadership, and problem solving for the shelter's staff and volunteers in all of APA's animal care programs.

I welcome Mike Kaviani to our County family and look forward to working with him to help promote best practices at OC Animal Care.

OC Pet Adoption Fees Temporarily Waived

Due to an abundance of dogs, cats and other animals, OC Animal Care is waiving fees for pets adopted by residents throughout Orange County.

The waiver includes all regular adoption fees with the exception of a $27 charge for rabies licensing. The waiver will remain in effect until capacity at the shelter drops below 60 percent.

The Board of Supervisors approved the Fee Waiver Resolution in 2016, which calls to forego regular adoption costs when shelter capacity reaches 80 percent or more. 

OC Animal Care has had a busy kitten season, with an increase in overall intake numbers since moving into its new facility in Tustin. Numbers have hovered around 80 percent capacity and now reached 93 percent.
