Countywide Addiction Treatment and Recovery Registration Ordinance
The District Attorney's Sober Living Home Investigation and Prosecution Project raids a drug treatment facility for alleged body brokering and insurance fraud.

On October 30, the Board of Supervisors expanded (3-0, w/Supervisors Spitzer and Nelson abstaining) the Addiction Treatment and Recovery Business Registration Ordinance (Registration Ordinance) from unincorporated areas to countywide.

The Registration Ordinance would require all addiction treatment businesses operating in the unincorporated areas to disclose information about their business, principals and all affiliated entities, including sober living homes.

Recent prosecutions led by the District Attorney’s Sober Living Home Investigation and Prosecution Project have exposed significant abuses in the addiction treatment industry, such as body brokering and insurance fraud.

Further investigations reveal that these illicit activities have provided funding for sober living homes. Our goal is that successful prosecutions will eliminate illicit funding that sober living homes depend on.

I want to thank District Attorney Tony Rackauckas, HCA, and grassroots advocacy groups for developing a fresh approach toward eliminating bad actors in the addiction treatment industry and sober living homes.

I encourage South County cities to contact my office if seeking assistance with addiction treatment facilities and affiliated entities.

Dana Point Harbor Revitalization Update
With Senator Pat Bates (center), former Supervisor Tom Wilson (right), and Dana Point Harbor Partners at the master lease signing ceremony.

This morning, I was joined by representatives from the County of Orange and Dana Point Harbor Partners at a press conference to mark the signing of a master lease agreement for the Dana Point Harbor Revitalization Project. The master ground lease was signed October 29, 2018 by Dana Point Harbor Partners and the County.

With Dana Point Mayor Richard Viczorek (center), Mayor Pro Tem Joe Muller (left), Councilwoman Debra Lewis, (right), and Dana Point Harbor Partners at the signing ceremony.

The Dana Point Harbor Revitalization Plan is the result of 20+ years of collaborative efforts. With the master ground lease now signed and best-in-class P3 partners in place, we are bringing revitalization to reality. Our collaboration and partnership with Dana Point Harbor Partners, the City of Dana Point and community stakeholders has never been stronger and will continue throughout the revitalization.

With community stakeholders Don Hansen and Donna Kalez (center), James Lenthall (right), and our P3 Partner.

With the master lease signed, the 66-year partnership between the County of Orange and Dana Point Harbor Partners is formalized. The public private partnership results in an approximately $330 Million revitalization to an aging asset, without incurring any public debt. The project will completely revitalize the harbor with new commercial space, fully rebuilt docks with new amenities, two new hotels and many other facility improvements.

Over the last 90 days, the County and Dana Point Harbor Partners have demonstrated a strong commitment to the community throughout the option period and engaged in numerous public informational forums. Public engagement will continue throughout revitalization.

With the master lease signed and the partnership formalized, the community will begin seeing improvements almost immediately. As revitalization continues, Dana Point Harbor will continue to retain its local charm while providing a new harbor experience for all of the citizens and visitors of Orange County to enjoy.

At last week's Dana Point Harbor Revitalization Project meeting.

Last week, my office joined our P3 partners and County staff at a meeting of the Dana Point Harbor Advisory Board to provide an update on the status of the Dana Point Harbor Revitalization Project. The informational meeting, held at the Ocean Institute's Samueli Hall, was attended by over 80 members of the community.
