Welcome to this issue of Janet’s Journal, a First District Report designed to keep you updated on issues and events concerning our communities in Orange County especially in the First District.
I am proud and honored to represent over 600,000 people within the First District covering the cities of Garden Grove, Santa Ana, Westminster and the unincorporated community of Midway City.

With the Memorial Day holiday just passed, I want to take this opportunity to offer a special thank you to all the men and women currently serving, and those who have served in years past, in our armed forces. I attended several Memorial Day observances over the weekend and it was a pleasure to be able to personally thank our troops, both past and present, and to honor those who have given the ultimate sacrifice.
It is because of their sacrifice, and the sacrifice of their families, that we all enjoy the freedom we have in this great country. The promise of that freedom is the reason my parents risked their lives to bring my siblings and I to this great country.
Thank you for your service to our country and may God bless you.

Garden Grove Library Closed for Renovations
The Garden Grove Regional Library will be closed for renovation from Monday, May 17th through Sunday, June 20th and will reopen on Monday, June 21st at 10 a.m.
During this closure, library materials may be returned in the Library's book drops or to any OC Public Libraries branch. Books on hold and interlibrary loans may be picked up at the Westminster Library.
"The Garden Grove Regional Library is a wonderful facility and these necessary renovations only serve to make it an even greater asset to our community," said Supervisor Janet Nguyen, Chair of the Orange County Board of Supervisors. "There are two additional libraries in Garden Grove - the Garden Grove West and Chapman branches - that residents can utilize during the renovation."

County to Receive Federal Funding for New Freedom Program
The New Freedom program aims to provide tools to help Americans with disabilities overcome barriers they face, including expanding transportation options. The Board of Supervisors approved an amendment to agreements that continues delivery of New Freedom services by Senior Non-Emergency Medical Transportation (SNEMT) program providers. The service providers are St. Anselm's Cross-Cultural Community Center, Age Well Senior Services, Inc., and Abrazar, Inc.
This amendment extends the agreement for a second annual term, and provides $450,000 in federal funds for the operation of these services. It is estimated that over 13,000 non-emergency medical trips will be provided in FY 2010-2011 as a result of the New Freedom program funds.
Agreement with the California Department of Aging
The OC Community Resources Office on Aging received funding from the California Department of Aging to provide additional funding for the Title V Senior Community Services Employment Program (SCSEP).
The additional funding for SCSEP was awarded to the California Department of Aging by the Federal Department of Labor Appropriations Act for the purpose of increasing the number of participants served in SCSEP.
This agreement will provide funds for a total of 44 additional SCSEP participant slots as well as program administration.
Agreement with Coast Community College District
On June 3, 2008, Phase 1 of a grant award was given to the Orange County Workforce Investment Board to be used to provide case management and training services to workers affected by layoffs and company closures in the subprime mortgage and financial industry.
That grant was utilized in an agreement with Coast Community College District for providing re-employment services to dislocated workers in One-Stop Centers. In February, Phase II of the grant was awarded that will extend this program through September 2010.
The One-Stop Center staff conducts orientations, assess individual skills and provide case management services. The centers also conduct transferrable skill workshops to help clients and case managers determine the unique skills and strengths of this workforce.
Amendment to Agreement with St. Jude Hospital
The Board of Supervisors approved an amendment to the agreement with St. Jude Hospital Caregiver Resource Center, to allocate additional federal funds for the current fiscal year ending June 30, 2010. The amendment increases the total amount of funds $91,717, for a revised total contract amount of $812,772.
Funds will be used for family caregivers of older adults, and for the purchase of equipment for the Resource Center.

Youth Connection |
The City of Westminster's Youth Committee is recruiting for the 2010-2011 term. The Youth Committee consists of nine regular members and four alternate members. Together they advise, recommend, assist and encourage activities and programs to be undertaken for and with the youth of the City of Westminster.
Members are selected through an interview process by two Council Members and approved by the City Council and the Community Services Manager.
Committee Members must be between the ages of 12 and 18, and must attend a school in a school district that serves the community of Westminster. Applications for membership are available here.

Orange County BBQ Festival
Prepare your taste buds for a day of feasting, music and entertainment! Saturday June 12th, marks Orange County's BBQ Festival at the OC Fairgrounds. Admission is $10, which includes free BBQ tasting for adults and an all access Kid Zone wrist band for kids. During the festival there will be music, a classic car show, the Mr. BBQ pageant, the People's Choice BBQ cook-off, and a rib eating contest.

Summer Swim Lessons & Pool Safety
The American Red Cross Orange County Chapter urges everyone to pay close attention to the safety of our children. Summer is a season where many accidents occur to young children, and therefore knowing swimming pool safety is essential to mitigate this problem. Free safety brochures are available at your local fire station. CPR and First Aid Classes are available at the American Red Cross Orange County Chapter. New Metrolink Cars
Metrolink has unveiled its new collapsible passenger car. Due to previous accidents, Metrolink has been pushing to develop crash-resistant cars. These new cars are designed to absorb most of the force in a collision at up to 35 mph. Crush zones have been built in both ends of the cars and are meant to crumple during a crash. These new designs are being seen as leading the industry toward a passenger car safety standard. The new cars have already been on display at LA's Union Station and in San Bernardino. Testing and federal safety approvals are expected to be completed in September, with the new cars appearing in service later this fall.
Garden Grove
Teens Win Engineering Competition
The MESA National Engineering Design Wind Energy Challenge was recently held at University of California, Santa Barbara. Three Garden Grove High School students won first place in six of seven categories for a windmill they made out of household materials. Kalin Zaluzec, Scott Nguyen and Steven Chau will now advance to the national championships at the University of Colorado at Denver from June 25-27.
Entrants were judged on the effectiveness of their windmill, along with a technical paper, academic display and oral presentation. Congratulations and good luck in Denver!
Santa Ana
Angels Foundation to Refurbish Softball Field
The Angels Baseball Foundation and Major League Baseball are teaming up to refurbish a warn-out field in the heart of Santa Ana, turning it into a showcase softball field. The organizations will be installing benches, backstop, infield dirt and an outfield mural. The mural will recreate the outfield stands of Angel Stadium. The first game to be played on the new field will be on July 13th, the same day as the Major League Baseball All Star game at Angel Stadium.
Westminster
Summer Concerts in the Park
On Thursday nights in the summer, the Civic Center Sunken Gardens is the place to be. The community can enjoy a variety of free concerts held from 6:00 - 7:30 p.m. and be entertained by swing, classical, rock-n-roll, country, and Westminster's own Nicholson Pipes & Drums. Concertgoers may bring a picnic dinner or enjoy the delicious food items available through non-profit organizations.

June 2, 2010 - 2011 Miss Garden Grove & Outstanding Teen Orientation The City is seeking out contestants for the 2011 Miss Garden Grove and Garden Grove's Outstanding Teen contest. June 19, 2010 - Fill the Boot From 9 a.m. to 1 p.m. on Saturday June 19th, Garden Grove fire fighters will be lining up along Harbor Blvd holding their boots out to drivers asking for donations. Funds raised during this annual "Fill the Boot" fundraiser supports the Muscular Dystrophy Association (MDA) known as "Jerry's Kids." This year marks the 55th year of the partnership between the MDA and the International Association of Fire Fighters (IAFF).

June 3, 2010 - Free Financial Literacy Workshop ING of Santa Ana and the Boys & Girls Club of Garden Grove have partnered up to offer a free financial literacy workshop: Understanding Your Money. The workshop will be hosted by ING of Santa Ana on June 3rd from 5:30 p.m. to 8 p.m. Refreshments will be served at the event and free parking is available in the back parking lot.

June 5, 2010 - Santa Ana Historical Society Open House On Saturday June 5th, the Santa Ana Historical Society will be hosting an open house from 12 p.m. to 4 p.m. Take a tour of the 1889 Victorian house while browsing through beautiful displays of wedding gowns and pictures from the early 1900's to the present. While on your tour, enjoy the delicious tea and sweets. Ticket prices are $5 for adults, $4 for members and $3 for students K-12.

June 5-September 26, 2010 - "Tinkertoys" at Discovery Science Center Let your imagination run wild at the new traveling exhibit based on the classic building toy, "Tinkertoys." Summer, 2010 - Summer Aquatics Program This summer swim classes will be offered at La Quinta High School for $45 per session. Each session runs 35 minutes per day, Monday through Thursday for two weeks.
- Session A: June 28 - July 8
- Session B: July 12 - July 22
- Session C: July 26 - August 5
- Session D: August 9 - August 19
Registration for Session A and B have already begun, however please visit www.activenet.active.com/westminster, or go to the Community Services Building at 8200 Westminster Blvd, for up to date information. Sessions C and D will be open for registration beginning July 16 at the sites listed above.

July 24, 2010 - 3rd Annual Vietnamese Family Fun Day Get ready for a fun, family event on Saturday July 24th at Sigler Park. The 3rd Annual Vietnamese Family Fun Day: Health and Resource Fair will be held from 9 a.m. to 1 p.m. The theme this year is "Building a Brighter, Healthier Future." The focus of the Family Fun Day is to help improve the well being of each individual. Free health screenings and health related information will be available, along with entertainment from local youth groups and educational activities that promote health and fitness among children.
