Along with the rest of the country, Orange County has been dealing with a difficult economic climate for the last couple of years. I know many of you feel that all you read about is bad news so I wanted to take this opportunity to share some good news about the County budget.
The County ended fiscal year 2009-2010 with our expenditures 25.9% below budget, and $45.5 million in salary and employee benefits savings. Net County Cost for the year was 5.1% below budget which resulted in greater Fund Balance Available (FBA). What does that mean? It means that at our Board meeting on September 21, 2010, my colleagues and I approved a transfer of $21.6 million to our General Fund Reserves, thus bolstering our savings.

Commendations, Proclamations and Congratulations
I want to congratulate my colleague on the Board of Supervisors, Vice Chairman Bill Campbell for his reappointment to the Local Agency Formation Commission. He does an exemplary job and I greatly appreciate his efforts.
At the September 21st meeting, the Board also passed a resolution proclaiming September 15-25 as "National Adult Services Week." As the resolution mentions, adult day service centers have been providing daytime, compassionate care for frail elders and disabled adults in Orange County for more than 30 years.
I think it is very important to acknowledge the contribution these centers make as they provide critical care to more than 2,500 Orange County residents annually at 28 adult day service centers throughout the County.
As the resolution states, Orange County is committed to helping older adults age in place within their communities with dignity and respect and recognizes the value of community based day care services.
Workforce Investment Act Youth Program
At the September 21st meeting, the board authorized an increase of $603, 226 to current contracts serving eligible youth ages 14-21 for employment and training services. The funds are authorized by the Workforce Investment Act of 1998 (WIA) and are administered by the County's Community Investment Division.
Current contractors include: Orange County Asian and Pacific Islander Community Alliance, Orange County Conservation Corps, the City of La Habra and Irvine Unified School District. Services include: career exploration and preparation, paid and unpaid work experience, occupational skills training, academic skills improvement, alternative secondary education services, comprehensive guidance counseling and follow-up services.
Through the coalition of providers, the WIA funded programs have been able to successfully assist at-risk youth transition into the workforce and higher education.

Pediatric Immunization Project
At the last board meeting, the board approved a Standard Agreement with the California Department of Public Health. This agreement authorizes the County to accept $811,609, for the period of July 1, 2010 through June 30 in State funds for the Pediatric Immunization Project.
The goals of the project are to promote immunizations in order to reduce the incidence of preventable diseases. Specific strategies under this agreement include:
- Program planning and management of partnerships and collaborations.
- Vaccine ordering, distribution at accountability at the provider level.
- Increasing and enhancing provider participation in the registry.
- Provider quality assurance through site visits, education and technical assistance.
- Prenatal Hepatitis B prevention case management to encourage completion of vaccine series in exposed newborns.
- Working with providers and organizations to increase adult/adolescent immunization rates.
- Development and dissemination of consumer information through education, information, training and partnerships.
During the 2009-2010 fiscal year outcomes achieved include:
- The coordination and distribution of over 58,000 doses of seasonal influenza vaccine in the community.
- Evaluation of over 8,600 preschool and kindergarten children for their status of vaccine completion according to recommended schedules.
- Case management of 350 at-risk newborns to ensure timely completion of the Hepatitis B vaccine series.
Because of the uncertain nature of these funds, HCA has delayed execution of these subcontracts until a State budget is adopted. If funded, the Coalition of Orange County Community Clinics will subcontract funds to the following eight member clinics which provide immunization services: Camino Health Center, Friends of Children Health Center, Laguna Beach Community Clinic, Lestonnac Free Clinic, Nhan Hoa Comprehensive Health Care Center, Sierra Health Center, St. Jude Medical Center, and VNCOC Asian Health Center to support immunization opportunities at their locations.

Security Upgrades at the Garden Grove Bus Base
The 2003 reports from the Threat and Vulnerability Assessment and Methodology (TVA) and Strategic Plan for High Priority Security items studies outlined the threat and vulnerability assessment to OCTA bases and identified countermeasures to avert future incidences and increase security at the bases.
OCTA obtained approximately $1.5 million in funding from the Department of Homeland Security for key card access and video surveillance system components of the recommended security measures outlined in the report. Similar security upgrades will be implemented at the Anaheim, Irvine Construction Circle and Irvine Sand Canyon Bases as well.
Transit Division 4th Quarter Performance Measurements
OCTA operates a countywide network of local, community, rail-connector and express bus routes serving more than 6,000 bus stops. OCTA also operates the ACCESS paratransit service, as well as directly operated fixed-route (DOFR) service consisting of 51 bus routes. There are also 26 additional fixed routes (CFR) that are operated under contract. These three services make up the public transit system provided by OCTA. Performance indicators are monitored to guide OCTA in its delivery of these transit services.
Overall, the performance measures for safety, courtesy and reliability exhibited improvement compared with the previous fiscal year. Also, since most diesel vehicles in the OCTA fleet were recently replaced by new alternative fuel vehicles, the overall average age of the fleet has declined and maintenance performance in general has improved as older vehicles have been retired.
Metrolink and California High Speed Rail Update
OCTA is currently underway with the largest rail expansion and grade crossing safety enhancement programs ever undertaken in Orange County. In November 2005, the OCTA Board adopted the Metrolink Service Expansion Program (MSEP) which authorized increased Metrolink service between the Fullerton Transportation Center and Laguna Niguel/Mission Viejo Metrolink Station.
The MSEP included rail infrastructure improvements necessary to support this service. In 2007, the OCTA Board approved the implementation strategy for the comprehensive Rail-Highway Grade Crossing Safety Enhancement (OCX) for 52 grade crossings, including additional improvements necessary to meet Federal Railroad Administration standards for quiet zones. OCTA entered into a cooperative agreement with the Southern California Regional Rail Authority to make these improvements. It is anticipated that these improvements will be complete in spring 2011.
OCTA has also been actively participating with the California High-Speed Rail Authority in the project development for the high-speed rail system in California. The Anaheim to Los Angeles segment of the project is currently undergoing state and federal environmental evaluation, with anticipated clearances in September 2011.

Vaccinations at the County Community Service Center
The flu season here once again, and so is our free flu clinic co-hosted by the Orange County Health Care Agency. Vaccines for the Seasonal Flu will be available Friday, October 8th. This will also include the H1N1 strand vaccine. The County Community Service Center (CCSC) is located at 15460 Magnolia Avenue in Westminster. The flu shots and flu mists will be given from 9 a.m. to 2 p.m. Please wear a short sleeve shirt, and contact your physician prior to receiving the vaccine.
Also, a second clinic will be held later in October and will include the Pneumococcal vaccine for older adults and the Pertussis vaccine for pregnant women and those in close contact with children and pregnant women. Check back for more information on the second clinic.
Solicitation of Interest: Community Cares Project
The Health Care Agency/Behavioral Health Services/Innovations Division is seeking qualified agencies for the provision of, by contract, Innovation Project Services using the Community Cares Project.
The Community Cares (CC) Project will provide Orange County residents living with mental illness with a system in which to access mental health services. The public mental health system is overburdened and only serves those with serious and persistent mental illness. Research has demonstrated that many Orange County residents with mild to severe mental health problems do not have the means to obtain adequate mental health resources. The goal of the CC Project is to link and coordinate for low to no cost mental health treatment.
The CC Project will organize private mental health providers into a system that offers low cost to no cost services to those who can't afford them. The project will use trained consumers and family members to provide coordination services to make this system known and available to those individuals that are in need of mental health services.
Any individual or organization can get more information regarding the RFP by registering (for free) in the County Online Procurement System: Bidsync at www.bidsync.com. Once registered, interested parties can ask questions and download the RFP through Bidsync.

Whooping Cough Vaccination Opportunities
Cases of pertussis or whooping cough continue to be on the rise in California. To control and mitigate the impact of the disease, individuals with contact with newborns are encouraged to seek pertussis vaccination from their health care provider.
For those who do not have insurance, vaccine continues to be available at the Public Health Clinic at 1725 W. 17th Street in Santa Ana. There are two additional clinics located at:
- Public Health sponsored clinic at 1725 W. 17th Street, Santa Ana, from 9 a.m. to 3 p.m. on September 11, 2010 and September 25, 2010.
- Northgate Markets at 10 locations throughout the County from September 3, 2010 through September 26, 2010 in collaboration with Maxim Healthcare Services.

Educational Assessments
Pursuant to Education Code Section 1240, the Orange County Department of Education conducted site reviews at 1-3 schools in Orange County to ensure compliance with Williams Settlement Legislation requirements. The reviews were conducted from July 2009 through June 2010.
Overall, schools were evaluated to have sufficient textbooks and instructional materials. Any deficiencies in safety, cleanliness and adequacy of school facilities were reported to school administrators for remediation. School Accountability Report Cards (SARC) were found to be accurate and teacher assignments were reviewed and, when necessary, were corrected.
In the first district, five schools from the Garden Grove Unified School District and two schools from the Westminster School district were inspected for instructional materials and facilities; 37 schools from the Santa Ana Unified School District were inspected for instructional materials, facilities, and teacher assignment monitoring.
In Garden Grove there were zero insufficient instructional materials and five deficiencies in facilities. In Westminster there were zero insufficient instructional materials and zero deficiencies in facilities. In Santa Ana, there were 39 insufficient materials found, which were corrected within five days, and 186 deficiencies in facilities. In Santa Ana, there were also 11 teacher misassignments, 26 English language learner misassignments, and six teacher vacancies.
Schools in Garden Grove and Santa Ana also underwent documentation reviews for the CAHSEE Intensive Instruction and Services Program. In Garden Grove in 2008, 151 students were notified of the availability of services, 67 elected to receive, 5 passed the English/Language Arts and 6 passed Math after the services were provided. In 2009, 131 students were notified of the availability of services, 65 elected to receive, 19 passed the English/Language Arts and 19 passed Math after the services were provided. In Santa Ana in 2008, 426 students were notified of the availability of services, 222 elected to receive, 70 passed the English/Language Arts and 93 passed Math after the services were provided. In 2009, 452 students were notified of the availability of services, 228 elected to receive, 67 passed the English/Language Arts and 90 passed Math after the services were provided.

 Supervisor Janet Nguyen, Chair of the Orange County Board of Supervisors, presents a resolution commending Neal Kelley, the Registrar of Voters, in recognition of Orange County receiving the Democracy Award for Best Practices 2010 for its Poll Worker PASS Program. This program has allowed the Registrar of Voters to save $20,000 per election in labor and postage costs.

Great California ShakeOut
The Great California ShakeOut, the largest earthquake drill in the United States, is happening once again. This drill is intended to inspire Southern Californians to be prepared for a big earthquake and to prevent disasters from becoming catastrophes. This year the ShakeOut will occur in houses, businesses, and public spaces throughout California at 10:21 a.m. on October 21, 2010.
Visit www.shakeout.org for information on the Great California ShakeOut and to see how you can participate. Last year, there were over 3 million participants in Orange and Los Angeles Counties. Let's make this year even better, and I encourage all of you to research what you can do to become more prepared in the event of a major earthquake.
PROCON and Asian Global Sourcing Conference
The Asian Business Association of Orange County presents the 2010 PROCON and Asian Global Sourcing Conference, Thursday October 14th from 7:30 a.m. to 5 p.m. This event will be held at the Sheraton Park Hotel in the Anaheim Resort with event highlights of Procurement, Business seminars, Exhibits and Green business. Participants will have the opportunity to learn about small business enterprises, business development in the U.S. and Asian global markets, link suppliers and managers with potential vendors, and Green business sustainability initiatives.

Join the Leukemia & Lymphoma Society Team in Training
Opportunities to join the Leukemia & Lymphoma Society Teams in Training are just around the corner! Team in Training is a fundraising program to support the Leukemia & Lymphoma Society. They train people to complete endurance events such as marathons, half marathons, 100 mile bike rides and triathlons of different distances.
Whey they are in training, each of the athletes is also raising money to support the Leukemia & Lymphoma Society. Participants are paired with a training and a fundraising coach and train with a team of people each Saturday morning for four to five months prior to the event.
Team in Training informational meetings last about 40 minutes and there is no cost to attend the meetings and no obligation to sign up at this meeting, although materials will be available for those interested.
The following endurance events are preparing teams and will be discussed at these informational meetings: Surf City Marathon in Huntington Beach; Los Angeles Marathon; Palm Springs Century Ride; San Diego Triathlon; Lavaman Triathlon in Kona, Hawaii; and the Avia Wildflower Triathlon at Lake San Antonio.

United Way Golf Tournament
Come out and show us your skills at the 12th Annual Orange County Employees' United Way Golf Tournament! This event will take place at Talega Golf Club in San Clemente on Monday October 11, 2010. Registration is from 10:30 a.m. to 11:30 a.m., with the tournament commencing at 12 noon. Dinner is served from 5:30 p.m. to 7 p.m., coinciding with an award ceremony.
Early registration is complete, but interested parties can join in the fun for $150 per person. Proceeds directly benefit United Way, and each participant receives one round of golf, cart, box lunch, dinner and prize drawing ticket.
Therapeutic Arts Center
The Orange County Children's Therapeutic Arts Center is now in the process of enrollment for the Work Investment Act (WIA) Youth Program. This program provides the opportunity for at risk youth to acquire skills to successfully transition into the workforce, further their education, and reach their true work potential.
The program is available for citizens and legal residents of Santa Ana who are between the ages of 17 and 21. Among other services, this program is designed to provide youth with hands-on paid work experience and training in the areas of arts and technology, child care, teacher's assistant, clerical and reception, customer service and computer programs.

Be Prepared for an Emergency with ReadyOC
More than 90% of Orange County residents are aware that emergency preparedness is important, yet more than 93% have made little or no preparations.
The ReadyOC emergency preparedness campaign is challenging individuals who live, work, or go to school in Orange County to Promise to Prepare in 2010. You can take the first step by making a promise to get an emergency kit, make a plan or volunteer. Go to ReadyOC.org, click on Promise to Prepare and follow the instructions. It's fast, easy and you can see your promise being counted in real time. And when you promise, you can enter for a change to win a prize.
Emergency preparedness resources and tools are available at ReadyOC.org to help you fulfill your promise. The site also provides you with the latest information, insights and events on OC disaster preparedness activities as well as real-time emergency news.
Garden Grove
15th Anniversary Main Street Car Show
Last month the City of Garden Grove celebrated the 15th anniversary of the Main Street Car Show in downtown Garden Grove. The first show was held on September 29, 1995 with 50 cars and over 150 spectators. The car show has grown to host over 300 cars and thousands of visitors each week. The show has sparked economic viability and increased the popularity of downtown Garden Grove.
TV news reports and print media have featured the Main Street Car Show nationwide on many occasions. These events are held every Friday evening, and I encourage all of you to bring out your family and friends for the next one, or attend sometime in the near future.
Disaster Preparedness
The City of Garden Grove is offering a disaster preparedness program through its Fall C.E.R.T. Training Academy. C.E.R.T. (Community Emergency Response Team) is a volunteer organization with the Garden Grove Fire Department that provides training to prepare for, respond to, and recover from a disaster. C.E.R.T. members are also trained and ready to act as first responders during a disaster.
This academy runs for five weeks between October 2 and October 30. To qualify, participants must be at least 18 years old and live and/or work in the City of Garden Grove. Classes will be held on Saturdays from 8:00 a.m. to 4:00 p.m., with subjects including disaster preparedness, fire safety, light search and rescue, medical operations, CPR, terrorism, disaster psychology, and more.

Korean Festival
The annual Korean Festival is coming back to Garden Grove Friday October 8 through Sunday October 10, 2010. This family oriented event is sponsored by the Korean Chamber of Commerce, and is a celebration of Korean history, tradition and culture.
A parade, carnival rides, games and entertainment will be featured during the three days of fun. There is also an open air market and displays of martial arts. For more information, contact the Korean Chamber of Commerce at (714) 638-1440.

Free Lunchtime Trolley Rides
Downtown, Inc hosts the free Lunch Express Trolley Bus on Thursdays and Fridays from 11 a.m. to 2 p.m. Trolleys run every 20 minutes and will stop at your favorite restaurants, with many featuring lunchtime specials. Discover the great food of downtown Santa Ana and take advantage of the unique shopping opportunities.
Santa Ana Unified School District Energy Program
The Santa Ana Unified School District's (SAUSD) first Energy Efficiency and Solar Project is already under way at Saddleback High School. The "Flip the Switch" ceremony will take place on October 30th (see the Event section below for more details). The project is intended to lower the District's more than $7.5 million in utility bills per year. The project at Saddleback High was funded by several sources including State funds, Measure G funds, and federal Stimulus funds.
SAUSD expects to save over $250,000 a year in utility expenses, and combined with incentives, the District will save over $640,000 per year for the first five years. Some of the notable improvements include a roof-mounted solar photovoltaic electrical generation system, solar shade trees, a solar thermal heating system, and an extensive HVAC system replacement. Aside from reducing utility costs, these structural improvements cut utility-generated greenhouse gas emissions and other contaminants.
Westminster
Mommy and Me Early Stimulation Program
The Westminster Family Resource Center and MOMS Orange County invites mothers and their babies for a free time of learning and playing. There will be games, songs, gymnastics, stimulation exercises and much more. This event is a great way to learn about interacting with your baby.
The program has been running each Wednesday this month, but you can still catch the last Wednesday session of the month. The session will take place on September 29th from 10 a.m. to 11:30 a.m. at Sigler Park, 7200 Plaza Street in Westminster. For more information and to register, please call (714) 903-1331.
Housing Improvement Plan Accepted
In early September, the Mayor and City Council provided direction to City staff to develop a Housing Investment Program, targeting single-family home improvements. Low income households that meet the qualifications would be provided grants of up to $25,000 for rehabilitation work to fix Code violations and beautify the exterior of their home. Also, repairs of sewer and water laterals would be included in the program, which will be designed over the next few months.
Details of this program will be available in January 2011, including eligibility requirements. Verification of income is mandatory in the form of income taxes and/or paystubs. Keep a watchful eye out for future information on this program.
2010 Fall Classes/Westminster Parks Program
Need something to do this fall? Would like to learn a new skill or sport? The City of Westminster will be offering recreation classes, beginning the week of September 13th. Some of the exciting classes include, Spanish, Arts & Crafts, Dance, Music, Fitness, Tennis and much more.

October 9, 2010 - Autumnfest at Acacia Adult Day Services Acacia Adult Day Services is celebrating the beginning of fall with Autumnfest 2010! Come out for an exciting family event, featuring entertainment, activities for kids, silent auction, and more. The event is from 2 p.m. to 6 p.m. at KiwanisLand. Tickets are $35 pre-sale, $40 at the door and $20 for children ages 10 and under. Food and drink are included with the price of the ticket.

October 23, 2010 - First-Time Homebuyer Workshops To help take the worry out of first-time home buying, the City of Garden Grove is offering a Home Buyer Education Workshop on Thursday October 23rd in two four-hour sessions; 9 a.m. and 1 p.m.
Potential Garden Grove homebuyers will learn all the aspects of the home buying process, including how to qualify for a mortgage, and the Neighborhood Stabilization Program (NSP), which offers down payment assistance to qualified buyers. The workshops are presented in English, but information and assistance will be provided in Spanish and Vietnamese.

October 2, 2010 - Celebrate Santa Ana 2010 The 13th Annual Celebrate Santa Ana will be held at the Santa Ana Zoo on Saturday, October 2nd from 2 p.m. to 5 p.m. The event is free and will feature a reunion for our neighborhood heroes, resource expo, the most beautiful yard announcement, community building awards and networking opportunities for non-profit and community-based organizations. Also, for the first time their will be a Taste of Santa Ana coinciding with the program.

October 16, 2010 - Free Landscaping Training Class A free one day landscaping training class will be available to residents on October 16th at 9 a.m. The training will offer tips on conserving water, drought tolerant landscape materials, durable landscaping, low and affordable maintenance. The class will also be available on November 20th.

October 23, 2010 - Fairhaven Cemetery Historical/Ghost Tour The Fairhaven Cemetery, in conjunction with the Orange County High School of the Arts, is hosting its 13th Cemetery Tour on October 23rd. The title this year is "Strangers in a Strange Land: Immigrants Who Shaped Orange County." This living history tour highlights the variety of people who settled Orange County between the nineteenth and early twentieth centuries. Settlers came to the Santa Ana Valley from far and wide, and set the foundation the diverse community we now have today.
The first tour begins at 10 a.m., are led at regular intervals throughout the day, with the last one embarking at 3 p.m. Presale tickets are available at the following prices until October 20th:

$12 - students (ages 10-18)

October 30, 2010 - "Flip the Switch" at Saddleback High School Saddleback High School will be hosting Santa Ana Unified School District's "Flip the Switch" celebration and Environmental Expo on Saturday October 30th. The switch on the largest operating solar project in Orange County will be flipped for the first time. Come join staff, students and supporters fro a historic occasion!
