In the midst of this busy holiday season, I hope that we will not lose sight of what is really important. I encourage all of you to take a few minutes away from the turkey and football to count your blessings and let your friends and family know how important they are.
I know that I am thankful for all of you who have worked with us over the past year in serving our communities in Orange County, especially the First District. It has been a busy year, but I am so proud of the work we have done together! As always, it is an honor to serve as your Supervisor.

Mental Health Board Appointment
The Board of Supervisors approved the appointments of three candidates to the Health Care Agency's Mental Health Board. The new members are Carolyn Nguyen, M.D., Cedric Cunanan and Suzie Gulshan. The Mental Health Board advises the governing body and the Mental Health Director on any aspect of the local mental health program. This Board consists of one member of the Board of Supervisors and fifteen members appointed by the Board of Supervisors. Among these members are consumers of mental health services, family members and professionals who have knowledge and experience of the mental health system.
Donated Salvaged Vehicles Assist District Attorney in Combating Theft and Vehicle Fraud
The Orange County Motor Vehicle Theft Task Force investigates and prosecutes violations dealing with automobile theft and distribution of stolen vehicles and automotive parts. This is a multi-agency, multi-jurisdictional, countywide unit that works collaboratively with other law enforcement agencies, as well as insurance companies.
In an effort to effectively combat automobile theft and insurance fraud crime, the State Farm Automobile Insurance Company and the National Insurance Crime Bureau (NICB) donated two vehicles, a salvaged 2006 General Motors Hummer and a 2008 Toyota Tacoma, to the District Attorney's Office for use in the investigation of automobile theft and insurance-related crime and/or fraud. The vehicles will be used by the Motor Vehicle Theft Task Force and Insurance Fraud Unit.
Board Approves Funds to Create Jobs
With outcomes that include number of jobs retained and created, as well as economic impact dollars to the economy, the Board unanimously approved to extend projects that support Orange County businesses and create jobs.
The Board allocated $160,000 to extend the contracts for Coast Community College District (CCCD), California Manufacturing Technology Consulting and Irvine Chamber of Commerce who have provided business development and layoff aversion services to local businesses. The extension of services is good through June 2011.
CCCD will continue to assist small businesses with Business Expansion Services by providing interactive workshops that include: Business Plan Development, Human Resources Laws and Attracting Capital. In addition, CCCD will provide business coaching and mentoring and assistance in developing a business expansion plan. Interested business owners or those interested in starting a business should contact Project Success at (949) 341-8026.
California Manufacturing Technology Consulting will provide layoff aversion training and on-site business assessments to help companies evaluate business viability and implement process improvements. Orange County manufacturing companies interested in this free service should contact CMTC at (310) 984-9892.
The Irvine Chamber of Commerce will provide business workshops for entrepreneurs that include: Business Plan Writing, Marketing and Branding, Presentation Skills, Understanding the Investor Perspective, Alternative Financing Options, Strategies for Growing Your Company and Protecting Your Company. Request for Homeless Assistance Funds
The Orange County Community Services Department received authority from the Board of Supervisors to submit their annual request for funds (2010 Continuum of Care Associated Application) to the U.S. Department of Housing for Homeless Assistance Funding.
This will support several goals and strategies in Orange County's Ten-Year Plan to End Homelessness, including provision of permanent-supportive housing, transitional housing and a wide variety of supportive services for homeless individuals and families.
Target groups that will be served through this grant include disabled and special needs homeless, as well as homeless victims of domestic violence, veterans, seniors and families with children. According to the 2009 Point-in-Time Count of the Homeless, more than 21,000 unduplicated persons in Orange County experience homelessness throughout the course of one year.

Monetary Transfers Help Fund Indigent and Trauma Care Programs
The Board of Supervisors approved the individual allocations of money to specific Orange County hospitals for Indigent and Trauma Care through intergovernmental transfers. Chapman Medical Center, Children's Hospital of Orange County, Coastal Communities Hospital, Fountain Valley Regional Hospital, Garden Grove Hospital and Medical Center, Western Medical Center - Anaheim, and Western Medical Center - Santa Ana all received allocations. The total sum of these transfers is not to exceed $625,000 and is for the period November 9, 2010 through June 30, 2011.
Funds Approved for Technicial Assistance to Community Health Clinics
The Board of Supervisors recently approved four agreements with various community clinic providers to provide services funded through Tobacco Settlement Revenues (TSR). In FY 2009-10 TSR Spending Plan, $2.5 million of community clinic TSR funding was set aside as a one-time allocation to improve the community clinic system.
Of the $1 million set aside for new or direct services, $100,000 is being used to fund technical assistance to community clinics that are applying to become Federally Qualified Health Centers (FQHC) or FQHC Look-Alikes, which allows clinics to receive increased Medi-Cal funding for the patients they currently serve, thus improving their financial viability and enabling them to see more unfunded patients.

Bus Cameras Used to Fight Crime
On the evening of Monday, October 25, 2010, a victim reported to Transit Police Services that she had been assaulted on an OCTA bus. An investigation began immediately by Transit Police Services and the Special Victims Unit of the Orange County Sheriff's Department. The next morning, deputies and investigators arrived at OCTA Central Communications to review on-board video that might assist in identifying the suspect.
By accessing OCTA's on-board video surveillance system, investigators were able to corroborate the victim's report and obtain images of the suspect. That video provided additional images of the suspect and also identified a witness who was able to provide critical information used to locate the suspect. Through a cooperative effort between OCTA staff and the Orange County Sheriff's Department, the suspect was arrested just 3 days later.
I'd like to applaud the individuals involved in this incident for their dedication to solving this crime and their ability to work together quickly and effectively. This story is a true testament to the methodologies that OCTA has implemented in order to ensure our buses remain a safe place for travelers throughout Orange County.
Community Input Encouraged for Draft Long-Range Transportation Plan
The Long-Range Transportation Plan is the Orange County Transportation Authority's blueprint for a sustainable future transportation system consistent with the projects and programs outlined in the Renewed Measure M expenditure plan.
A draft plan has been prepared and approved by the Board of Directors, and will be released to the public for review. I strongly encourage community members to visit www.octa.net to review the plan and provide any input you may have. Once community input is received, the final plan will be presented to the Board of Directors in early 2011 for adoption.
The three main goals of this plan are to expand transportation choices, improve system performance, and ensure sustainability. Some of the major components include:
- Increase Metrolink service up to 76 trains/day
- Support California High-Speed Rail System to Los Angeles
- Construct two fixed guideways
- Add approximately 400,000 revenue vehicle hours of bus service including "Go Local" rubber-tired concepts
- Implement express bus routes for longer-distance trips
- Expand vanpools by more than 100 percent
- Expand bikeways network by 75 percent
- Test bike sharing programs at key Metrolink stations
- Add 414 lane miles to freeway and high-occupancy vehicle (HOV) network including new toll pricing projects by OCTA and transportation corridor agencies
- Implement continuous access on HOV facilities
- Complete 800 additional lane miles of the MPAH
- Construct key road/rail grade separations
- Expand signal synchronization on 750-mile network
- Implement M2 environmental strategies
Southern California 511 System Launches
The 511 Motorist Aid and Travelers' Information System (MATIS) is an interactive telephone system and a web portal capable of providing a variety of traveler information and service to the public including traffic speed, congestion, and incident information, roadwork advisories, bus trip planner and information, rail trip planner and information, carpool and ride matching information, park-and-ride information, and airport information. The 511 system launched on June 10, 2010 and during the first 21 days of operation, received 297,698 calls, an average of 14,176 calls per day. The website generated 45,553 hits, an average of 2,169 hits per day.
Update on OCTA CEO's Action Plan
The CEO's, Will Kempton, Action plan summarizes the 2010 goals, activities and metrics set forth by the CEO, which are consistent and complementary to the Chairman's 2010 goals. During this quarter, the emphasis of the CEO's goals continued to be on early project delivery, taking advantage of a favorable bidding environment, strategic planning, and organizational efficiency.

Thousands of OC Physicians to Transition to Electronic Health Records
CalOptima recently received a $4.6 million federal grant to serve as Orange County's Regional Extension Center (REC) and provide educational and technical assistance to primary care physicians as they make the move to electronic health records (HER).
Many physicians and insurance companies are making the move to electronic records because of state and federal requirements. However, making the switch to electronic records can be a daunting task depending on the physician's level of technological savvy.
The REC will enable CalOptima to connect providers with consultants who will evaluate their offices and make recommendations on how to implement HER systems. The REC will also help physicians purchase equipment and connect them with vendors who will provide significant discounts.
The grant is funded through the federal stimulus package and will allow CalOptima to assist at least 1,000 physicians in the first two years of the program. The program will focus on individual and small physician practices, as well as community clinics and those who provide service to the underserved.

College Application Calendar
There's a lot to keep track of when you're applying to college. This calendar from www.collegeboard.com is a useful tool to get an overview of the college application process and its important deadlines.
It is only a general guide and does not apply to all colleges. Consult application materials, admission offices and institution websites for the specific requirements and deadlines for each college.
Junior Year
- Visit colleges that interest you. Get the campus tour schedule. Arrange an on-campus interview with an admission representative.
- Create a resume - a list of your accomplishments, activities and work experiences. Your resume can help you complete your applications and essays.
- Keep a college calendar of all admission deadlines.
- If you plan on competing in Division I or Division II college sports and want to be eligible to be recruited by colleges, register with the National Collegiate Athletic Association (NCAA) Initial Eligibility Clearinghouse.
- If you took AP® Exams in May, look for your AP score reports in July.
- Register early for fall test dates for the SAT® and SAT Subject TestsT.
September/October
- Contact your school counselor - your counselor plays a big role in helping you get into college. Meet to talk about your college plans and review your transcript.
- Finalize your list of colleges. Be sure you list "safety" colleges, as well as "probable" and "reach" colleges. Review college applications and informational materials. Organize materials into separate files by college.
- If you plan to apply through an early decision or early action program, get started on your applications right away. Deadlines for early applications tend to be in November.
- Begin working on your college essays. Think of topics that focus on your experiences and make you stand out from the crowd.
- Ask your counselor, teachers or employers for letters of recommendation. Give them plenty of time to meet your deadlines and be sure to provide them with stamped and addressed envelopes.
- If you take the SAT or SAT Subject Tests this month, make sure your scores are sent to each of your colleges.
November/December
- Submit early decision and early action applications on time.
- Work hard at completing your college essays. Proofread them rigorously for mistakes.
- Follow up to ensure that letters of recommendation are sent on time to meet your deadlines.
- Send applications as early as possible for colleges with rolling deadlines (that is, admission decisions are made as applications are received).
- If you take the SAT or SAT Subject Tests this month, make sure your scores are sent to each of your colleges.
- Try to wrap up college applications before winter break. Make copies of each application before you send it.

May/June

16th Annual Report on the Conditions of Children in Orange County
I am proud to announce the release of the 16th Annual Report on the Conditions of Children in Orange County, as compiled by the Orange County Children's Partnership.
In addition to coordinating services and addressing issues related to children in Orange County, and specifically children in our justice and dependency systems, the Orange County Children's Partnership leads the effort in gathering data and organizing it in a way that is useful in evaluating and identifying the needs of children.
This report has a reputation as being a fair and accurate assessment on the condition of children in Orange County. Throughout the years, our county has received calls from other counties and cities throughout the State, expressing an interest in our process and ability to publish this report.
The annual conditions of children report is a valuable tool used by county agencies, community based organizations, foundations and businesses. The information in the report is cited often and has been instrumental in drawing funds into Orange County.
This year, the special section will focus on high school completion rates. As the data demonstrates, although the County of Orange does not provide direct educational services, we as a county are impacted when a child does not complete their secondary education, and therefore have a vested interest in supporting educational outcomes.

OC Community Services released an RFP for Public Facilities and Improvements (PF&I) applications in BidSync on October 28, 2010. The Bid number is 012-116-0504 and the NIGP Code is 952-59 Human Services (not otherwise classified).
Sealed applications are due by 12 p.m. December 1, 2010, at the OC Community Services Office located at 1770 North Broadway in Santa Ana, CA 92706.
Eligible applicants are participating cities and non-profit organizations. PF&I activities include street improvements, flood drain improvements, sidewalk improvements, senior center improvements, neighborhood facility improvements and homeless facility improvements.

Pacific Electric/West Santa Ana Branch Corridor Public Meeting
The Pacific Electric Right-of-Way (PEROW)/West Santa Ana Branch Corridor is a railroad right-of-way that extends for approximately 20 miles between the Cities of Paramount in LA County and Santa Ana. A study exploring potential transportation solutions in this particular corridor has been underway for several months.
The next public meeting on this issue in the First District will take place in Garden Grove on Thursday, December 2nd from 6:30 p.m. to 8:30 p.m.

State Gives Millions to O.C. Parks
Over $12 million in state grants have been approved for two projects in Santa Ana and one in Anaheim. California State Parks selected 62 of 475 applications for the first round of grants totaling $184 million.
The two projects in Santa Ana include Willard Intermediate School and Latino Health Access. Willard Intermediate received $4.4 million to replace the grass fields with synthetic turf and a rubberized track among other projects. Latino Health Access received $3.5 million for its second park project in the city. It plans to build a community center, playground, open space and half basketball court.
The City of Anaheim will get over $4.2 million to turn an old warehouse and industrial site in the Park Lane neighborhood into a park and community center. This project envisions a playground, splash area, skate plaza and events plaza.
California State Association of Counties 2010 Challenge Awards
Several County departments and programs were recognized as part of the 2010 CSAC Challenge Awards.
The Orange County Trial Attorney Partnership Program received the CSAC Innovation Award. This program recruits attorneys from local and city law firms to work full-time as temporary Deputy District Attorneys for eight weeks. By adding experienced trial lawyers from the private sector, caseloads have been reduced and expedited. The 85 participating attorneys have conducted 151 jury trials, 28 court trials and 675 preliminary hearings which have provided more than $2.2 million to County taxpayers.
The County received a Challenge Award in recognition of the SECURE Multi-County Electronic Recording Delivery System. The County brought together Los Angeles, Riverside and San Diego counties in a multi-county agreement to allow 190 authorized statewide and national submitters to record documents electronically in a secure environment. This new system has been certified by the State Attorney General's Office and has reduced postage, mailroom labor and in-house scanning by $900,000.
The Registrar of Voters was recognized with a Challenge Merit Award for its Corporate Sponsorship Program. This program attracted participating businesses to provide their employees to work on Election Day. For the June 2010 Primary Election, Sprint/Nextel provided poll workers and technical support. By emphasizing local business involvement at no expense to taxpayers, the Corporate Sponsorship Program has become an example of successful public-private sector collaboration.
The County also received Challenge Merit Awards in recognition of the County's Medical Services Initiative Creating a virtually Integrated Delivery System Program; the READ/Orange County Family Literacy Partnerships and the Orange County Gang Reduction, Intervention, Prevention (GRIP) Program.

Buy in Garden Grove
The City of Garden Grove is showing its support for local businesses through this year's "Shop Local" campaign titled Buy in Garden Grove. A link from the City's website is currently up and running displaying special online discounts from participating businesses.
The discounts will be open to all, but encourages residents to invest in their community by patronizing local businesses, which helps Garden Grove keep needed tax dollars at home. This assists the City in providing a better quality of life for the community through services such as police and fire protection, and the maintenance of streets and parks.
All parties involved: the City, businesses and the community will benefit from this program, but the success of Buy in Garden Grove relies heavily on the participation of the local business community. Street Overlay Project on Residential Streets
As you may have already noticed, the City of Garden Grove Public Works Department has begun a month long street overlay project on 15 Garden Grove residential streets. The streets being worked on are located between Garden Grove Blvd. and Trask Ave. on the north and south, and Euclid and Newhope Streets to the east and west. For a more detailed map of the roads in question, please visit the City's website at www.ci.garden-grove.ca.us/?q=pw/2010StreetOverlay.
The hours of construction are 7:30 a.m. to 4 p.m., and the streets in question will be clearly posted with "Temporary No Parking" signs, 24 hours in advance. While access to these roads will be temporarily limited, but one lane will remain open for traffic. Construction will continue through the end of November, except for November 25 to 28 in observance of the Thanksgiving holiday.

"Science of Gingerbread" at Discovery Science Center
Beginning November 26th a new exhibit will be featured at the Discovery Science Center, the "Science of Gingerbread." Discover the science behind pouring and mixing that come into play when making holiday gingerbread goodies. The exhibit lasts through January 2, 2011, and coincides with a gingerbread competition, cookie decorating, displays of model trains and visits from Santa Claus!

Santa Ana Police Athletic and Activity League
The Santa Ana Police Department implemented the new Santa Ana Police Athletic and Activity League (SAPAAL) to develop a new community resource program focused on reducing gang violence. The goal of this program is to give children alternatives to gang activity and other illegal behavior. SAPAAL provides youths with the opportunity to build a successful future.
SAPAAL operates out of a former library in Santa Ana near Jackson Elementary Monday through Friday and works with 1300 students per week. It focuses on three key areas; education, fitness and activities/excursions. It also operates a daily lunch program and a summer program. Santa Ana Unified School District Energy Program
The Santa Ana Unified School District's (SAUSD) first Energy Efficiency and Solar Project is already under way at Saddleback High School, and was marked by the "Flip the Switch" ceremony that took place October 30th at Saddleback High School. The project is intended to lower the District's more than $7.5 million in utility bills per year. The project at Saddleback High was funded by several sources including State funds, Measure G funds, and federal Stimulus funds.
SAUSD expects to save over $250,000 a year in utility expenses, and combined with incentives, the District will save over $640,000 per year for the first five years. Some of the notable improvements include a roof-mounted solar photovoltaic electrical generation system, solar shade trees, a solar thermal heating system, and an extensive HVAC system replacement. Aside from reducing utility costs, these structural improvements cut utility-generated greenhouse gas emissions and other contaminants.

Notice of Vacancy for City Boards, Committees and Commissions
The Westminster City Council is currently seeking applicants to fill expiring terms on the City's Boards, Committees and Commissions. December 23, 2010 is the deadline to turn in applications. These advisory bodies help to facilitate community decision-making and serve as a conduit between citizens and the City Council. Some of these bodies include the Commission on Aging, Cultural Arts Commission, Planning Commission, Youth Committee, Personnel Board and several others.

Take advantage of the many activities and services that the Westminster Senior Center offers.
Services include:

- Information and Referrals

- Westminster on Wheels (WOW) Shuttle
- Health Screenings
- Health Insurance Counseling
Classes/Activities include:
- Senior Fitness: various exercise classes offered weekly
- Adult Public Health Nursing Services: seminars are held Wednesdays at 11 a.m.
- Diabetes Education and Support Group: facilitated by Jane Hannah, R.N., certified diabetes educator; group meets 3rd Wednesday of each month from 12:30 p.m. to 2 p.m.

City of Garden Grove
December 4, 2010 - First Time Homebuyer Workshops To help take the worry out of first-time home buying, the City of Garden Grove is offering a Home Buyer Education Workshop on Saturday December 4th in two four-hour sessions; 9 a.m. and 1 p.m. Workshops are presented in English, but information and assistance will be provided in Spanish and Vietnamese.
Potential Garden Grove homebuyers will learn all the aspects of the home buying process, including how to qualify for a mortgage, and the Neighborhood Stabilization Program (NSP), which offers up to $40,000 in down payment assistance to qualified buyers purchasing a bank-owned (REO) home. The workshops are required for anyone interested in buying a home through NSP.

December 4, 2010 - WinterFest Are you ready for snow? Snow is coming to Atlantis Play Center Saturday December 4th for its 2010 Family WinterFest! The fun will take place between 4:30 p.m. and 8 p.m. Two areas of the Play Center will be set up for snow play and sledding in 20 tons of snow. There will also be arts and crafts, bounce houses, rides on the Polar Express train, and photos with Santa and Mrs. Claus provided that day.
General Admission tickets are $6, while children two years and under are free with accompanying adult. Tickets are limited and only available through pre-sale. They will not be sold at the event. To purchase tickets visit the first floor of Garden Grove City Hall beginning November 22nd. To receive a $2 discount, bring a new, unopened toy for the Garden Grove Fire Department Association's "Spark of Love" toy drive when you purchase your tickets.

December 7, 2010 - Tree Lighting Celebration Come out and enjoy the holidays with your friends and neighbors Tuesday December 7th from 6:30 p.m. to 8:30 p.m. This tree lighting celebration is a family-friendly event at the Clock Tower in the Village Green.

December 15, 2010 - Garden Grove Chamber Christmas Mixer The Garden Grove Chamber of Commerce is hosting its annual Christmas Mixer on Wednesday December 15th from 5:30 p.m. to 7:30 p.m. at the Farmers & Merchants Bank. Come to meet Miss Garden Grove and her court, and stay for the festive music and great food.

City of Santa Ana
December 7, 2010 - Workshops for Nonprofits The Public Law Center will be providing a workshop entitled, "Nonprofits & Enterprise: What Are Your Options? The Legal Implications of Running a Business" from 10 a.m. to 2 p.m., Tuesday, December 7th.
This workshop explores the legal considerations for business activities by nonprofits. These include tax-exempt status, social purpose business ventures, turning a For-profit Corporation into a Nonprofit Corporation, among others.

City of Westminster
December 4, 2010 - Breakfast with Santa Santa Claus is making a special trip to Westminster on Saturday December 4th from 9 a.m. to 10:30 a.m. The cost is $7 for children and adults and includes breakfast, crafts, a visit from Santa and a stocking for each child. Adults must accompany their children and are encouraged to bring their cameras to capture these holiday memories. Space is limited, so register early.
