There are a couple of important upcoming events in the First District that I would like to share with you.
Friday, April 30, 2010 marks the 35th anniversary of the fall of Saigon, also known as Black April. With the collaboration of many community groups, I am hosting this year's 35th Anniversary Memorial Service to commemorate Black April. The event will be held at the Vietnam War Memorial in the City of Westminster from 5:30 p.m. to 8:30 p.m. I hope you will join us in marking this important and solemn milestone to honor those who sacrificed so much for freedom and democracy.
Also, on Saturday May 8th we will be hosting the first Central County Health Expo at Coastline Community College in Garden Grove from 9 a.m. to 3 p.m. Coordinated by the Illumination Foundation, this free event will offer a wide range of health services. Orange County Veterans Advisory Council
I want to congratulate the recent individuals reappointed to the Orange County Veterans Advisory Council. Dante Salazar of Garden Grove, Jack Isaacson of Laguna Woods, John Henage of Anaheim and Lee Dorman of Fountain Valley will be serving 2-year terms through March 27, 2012; Mr. Salazar and Mr. Henage as Regular Members, and Mr. Isaacson and Mr. Dorman as Members-at-Large. All of these individuals are well qualified and I want to thank them for their continued service to not only this Country, but especially to Orange County.
New Chief Probation Officer
After a nationwide recruitment process, the Board has appointed a new Chief Probation Officer. Mr. Steven J. Sentman will assume his position effective April 23, 2010. Mr. Sentman is currently the Chief Deputy Probation Officer for the Field Operations Bureau and has more than 25 years of experience with the Orange County Probation Department. Additionally, he serves as the acting Chief Probation Officer when the current Chief is unavailable. Congratulations Mr. Sentman.
Grant funds for Urban Security
The U.S. Department of Homeland Security made funds available through its Office of Grants & Training, Urban Areas Security Initiative (UASI) for the 2009 fiscal year. This initiative is intended to enhance security and overall preparedness in high-threat, high-density urban areas. Santa Ana and Anaheim have been identified as such areas within Orange County.
For FY 2009, the City of Santa Ana is receiving UASI grant funding on behalf of the County. To accomplish the terms of the grant, Santa Ana will transfer more than $1.5 million in grant funds to the County to purchase equipment, technology and services to enhance emergency preparedness.
Specifically, funds will go to the Sheriff-Coroner Department for interoperable communications enhancements, and terrorism liaison officer training for law enforcement, fire and health personnel throughout the County. Funds will also go to the Health Care Agency to strengthen the mass prophylaxis planning, training, equipment and exercise capabilities that have already been developed. Additionally, there will be the purchase of a patient tracking system, nerve-agent antidotes and point-of-distribution expansion.

New Janitorial Contract for JWA
The Board of Supervisors approved the request by John Wayne Airport to issue a contract with Pacific Building Care for janitorial services. The contract will be effective May 1, 2010 through April 30, 2011, with a one year renewal contract. These contracts will not exceed $3 million per year. In addition, three individual one-year contracts after April 30, 2010 can be approved by the Board.
Pacific Building Care (PBC) has been in business since 1970 and is the tenth largest commercial janitorial company in the U.S. Some of the company's clients include the Orange County Fairgrounds, Fresno-Yosemite International Airport and California State University, Bakersfield. PBC has implemented a comprehensive Green Cleaning Program along with its other programs.
PBC will provide services to over 500,000 square feet of the Riley Terminal complex, and will include staffing of heavily traveled areas to ensure cleanliness and safety for the public. The evaluation process has shown that PBC will increase current staffing levels at a lower annual cost.
Free WiFi Coming Soon to JWA
The Board of Supervisors recently awarded a Wireless Public Internet Access Agreement to FreeFi Networks for the operation of free public WiFi at John Wayne Airport. A committee made up of one Auditor-Controller and four JWA representatives evaluated three companies, and FreeFi Network met all requirements in the RFP, and was ranked the highest.
FreeFi Network is a privately-held California corporation that was formed in 2006. The company currently operates free, ad-supported WiFi at Denver International and Oakland International airports. Initial capital improvements by FreeFi Network for internet access at JWA will total $63,050.

Central County Health Expo
Residents in Orange County are invited to attend the first Central County Health Expo on Saturday, May 8, 2010, from 9 a.m. to 3 p.m. at Coastline Community College in the City of Garden Grove.
The event will feature free dental cleaning, blood pressure screening, cholesterol testing, vision exams and eye glass repair, as well as diabetes and stroke screenings, just to name a few of the services being provided.
A few of the participating agencies and organizations include the Illumination Foundation, Southern California Edison, the Garden Grove Downtown Business Association, OC Health Care Agency, CalOptima, the Hospital Association of Orange County, Kaiser Permanente, Abrazar, Orange Coast Memorial Medical Center, OC Office on Aging, CHOC, Hoag Hospital, the American Diabetes Association, UCI Medical Center, St. Jude Medical Center, OC Social Services Agency, OC Medical Association and Starbright.

Youth Connection |
City Recruiting for 2010-2011 Youth Committee
The City of Westminster's Youth Committee is recruiting for the 2010-2011 term. The Youth Committee consists of nine regular members and four alternate members. Together they advise, recommend, assist and encourage activities and programs to be undertaken for and with the youth of the City of Westminster.
Members are selected through an interview process by two Council Members and approved by the City Council and the Community Services Manager. Members must be between the ages of 12 and 18, and must attend a school in a school district that serves the community of Westminster. Applications for membership are available here.

Census 2010
Census Day
The effort to gain a complete count of the Orange County population has now reached a critical point.
The Commerce Department estimates that for every 100 people who don't return their Census forms, Orange County may lose $1.3 million in funding for vital services over the next ten years. In these difficult economic times, it is more important than ever that people return their Census forms to ensure that Orange County receives its fair share of federal funding.
Households that do not return Census forms will receive visits from Census workers who will collect the same information requested on the mailed form. Instead of the cost of postage to return the form, the Census Bureau says it costs $54 to send a Census worker out to a household that has not returned a form.
Orange County has reached a 50% response rate, equaling the national return rate and slightly ahead of the response rate for the State of California. Some local communities, such as Laguna Woods, have already topped a 70% response rate.

Garden Grove High School Students Take 2nd Place in Engineering Contest
Three students from Garden Grove High School placed 2nd in the annual Popsicle Stick Bridge competition sponsored by the American Association of Civil Engineers. Kalin Zaluzec, Scott Nguyen and Steven Chau took the runner-up honors, as well as first place in oral presentation and second place in presenting a technical paper. Thirty-eight Orange and LA County schools were represented at the competition held at the California Science Center in Los Angeles. Judging was based on the weight each wooden bridge sustained before collapsing. Congratulations Kalin, Scott and Steven!

Milk and Makeup Mix at Westfield MainPlace
The California Milk Processor Board, which launched the "Got Milk?" campaign has introduced its new "Beauty by Milk" counter, illustrating that drinking milk can help keep hair, skin and nails healthy. The campaign commenced at the end of March in San Francisco, and will reach Santa Ana and San Diego in May. One of these counters is scheduled to open in Macy's at Westfield MainPlace on May 21st. The displays will run for about two weeks, and will include free milk-based drinks and beauty consultants offering hair, skin and nail tips.
Dog-License Amnesty
Santa Ana Animal Services will wave late fees for dog licenses during an amnesty program to last through May 15. Currently, the City of Santa Ana charges an annual fee of $24 to license a spayed or neutered dog, $100 for an unfixed dog, and $41 in late charges. Dog owners who have never purchased a license or have let their licenses lapse can obtain one at 20 Civic Center Plaza. Westminster
CERT Training
The West Orange County Regional Community Emergency Response Team (CERT) is offering instruction for emergency preparedness in case of major disasters. The 24-hour course is split into four days and covers topics such as disaster preparedness, first aid, light search and rescue, fire suppression and disaster psychology. The training is intended for residents of Westminster, Buena Park, Cypress, La Palma, Los Alamitos, Seal Beach, Rossmoor and their attached communities. Upon completion of the Beginning and Advanced CERT training programs, residents will be certified Disaster Service Workers, and will be ready to help their neighborhoods in the event of a disaster.

Black April Memorial Event
Friday, April 30, 2010, marks the 35th Anniversary of the fall of Saigon. April 30th, also known as Black April, is a day of remembrance for the victims of Communist atrocities in Vietnam.
Each year, April 30th commemorates the victims and honors the survivors of the Communist occupation of Vietnam in an effort to ensure that the crimes against humanity committed by the government of Vietnam, both past and present, are not forgotten and to remind people around the world to remain vigilant against the tyranny and oppression that continues to imprison the people of Vietnam.
With the collaboration of many community groups, Supervisor Nguyen is hosting this year's 35th Anniversary Memorial Service to commemorate Black April. The event will be held at the Vietnam War Memorial in the City of Westminster from 5:30 p.m. to 8:30 p.m. I hope you will join us in marking this important and solemn milestone to honor those who sacrificed so much for freedom and democracy.

May 12, 2010 - Garden Grove Chamber Foundation/Chamber of Commerce Golf Classic Join the Garden Grove Chamber Foundation and the Chamber of Commerce on Wednesday, May 12th for their 6th Annual Golf Classic. Tee off for 18-holes of fun and test your skills in the long drive and putting contests at Willowick Golf Course in Santa Ana. April 24-25, 2010 - Floral Park Annual Home & Garden Tour Stroll tree-lined streets and enjoy the ambiance of a simpler time during the Floral Park Neighborhood Associations' annual Home & Garden Tour. The Floral Park Neighborhood is located in historic North Santa Ana.
While on the tour, view vintage homes from the 1920's through the 1950's, tour exquisite gardens, and round up the day at the courtyard at Bower's Museum. The tour will take place on April 24th and 25th from 10 a.m. to 4 p.m. Tickets are $30 or $25 pre-sale. Children 10 and under are free. Additionally, a percentage of the net revenues will go directly to Santa Ana non-profit organizations and causes.

May 1, 2010 - Discovery Science Center "Rocket Launch" The Discovery Science Center Future Scientists and Engineers of America will be hosting a Rocket Launch competition at The Boeing Company site in Huntington Beach. Join the challenge to design, build, and launch the best rocket made from a 2-liter plastic soda bottle that uses pressurized air and water for propulsion, and that will deploy a parachute. The person with the rocket that produces the longest hang time will be invited to attend a real rocket launch at Vandenberg Air Force base.
