A Missing Piece of the Traffic Puzzle: The Connector
A Word From the Supervisor The Toll Roads are planned and designed at the local level through a group of city and county elected officials who make up the Transportation Corridor Agencies (TCA). I’m proud to serve as the County’s Third District representative on the TCA Board.
For far too long, hardworking commuters in my District have sat in congested, dangerous conditions, especially in Yorba Linda, Anaheim Hills, and the City of Orange. These cities' surface streets are also impacted by this menacing logjam. To avoid the red river of freeway taillights, people are exiting early and causing residential roads to become virtual parking lots during peak travel hours. The planned project was stalled for years. However, on October 10, TCA unanimously approved to move forward with the 241/91 plan, improving mobility for Orange County’s workforce. I am proud to play a role in brokering a major deal amongst these local transportation agencies, urging the agencies to put the gas on the 241/91 Connector project before an expensive environmental report expires. The project will create a direct flyover ramp to and from the express lanes. It is time we safely move drivers from the 241 Toll Road to the 91 Express lanes and nix the need to weave through five lanes of traffic. Studies show the TCA proposal to connect the 241 to the 91 express lanes could save drivers hundreds of hours in commute time. For some drivers, the time saved as a result of building the express Connector could be up to an hour roundtrip per day. The Connector will provide safety improvements and traffic relief without using taxpayer dollars. Enhancing Orange County's quality of life is one of the key tenets of my tenure as your Third District Supervisor.

Mental Health Awareness and #StigmaFreeOC

Earlier this week, the Board of Supervisors issued a resolution recognizing the official launch of StigmaFreeOC.com in partnership with the OC Health Care Agency and the OC Mental Health Board. In support of National Mental Health Awareness Week, StigmaFreeOC.com launched with a focus on community outreach and public education. The website also features ongoing stigma-reduction efforts happening in Orange County and a robust toolkit for visitors. According to the National Institute of Mental Health, nearly 1 in 5 U.S. adults will not seek mental health treatment due to its surrounding stigma. StigmaFreeOC.com includes local resources available to support individuals and families struggling with mental illness and substance use disorders. The site’s calendar gives visitors a glimpse of upcoming activities that promote wellness and recovery. People also have the opportunity to submit their own events and cultivate community support.
The goal is to have residents returning to the site to check the current pledge tally, view the website’s interactive pledge map and learn about new ways to become involved. We want to build a visible digital community online and bring people together offline.

A Call for More Government Transparency
Supervisor Wagner penned an Op-Ed this week and it was published in the Voice of OC; please feel free to read it here.

On October 8, 2019, the Board of Supervisors voted to fill the Auditor-Controller's sad sudden vacancy. The law gives the Board full authority to make this appointment. But lacking a public application process and public discourse, in short, in the absence of complete transparency, Supervisor Wagner declined to exercise this government authority. He urged his colleagues to do the same. Supervisor Wagner will continue the fight for more government transparency and work to advocate for processes that encourage more civic discourse and participation.
