Supervisor Todd Spitzer was invited to speak at the Yorba Linda Chamber of Commerce and the Orange Chamber of Commerce this week to provide an update on the Third District. Supervisor Spitzer talked about his experience as a small business owner and about the important issues facing law enforcement. |

Reward Those Who Helped in Apprehension of All Three Jail Escapees |

Supervisors Todd Spitzer and Andrew Do have asked the Board of Supervisors to direct the County to present rewards to those who helped with the capture of escaped inmates Hossein Nayeri, Jonathan Tieu and Bac Duong. Now in custody, the inmates had escaped from the Central Men’s Jail in Santa Ana.
The Agenda Staff Report prepared by Spitzer and Do states that Matthew Charles Hay-Chapman provided specific information to law enforcement that directly led to the immediate apprehension of escaped inmates Hossein Nayeri and Jonathan Tieu and that he is therefore lawfully entitled to collect the reward for their capture. In addition, the Board will determine the amount of the reward for Mr. Hay-Chapman, up to $100,000. Other names are also being considered for reward but have not yet been announced.
On a vote of urgency at the January 26 Board meeting, Supervisor Todd Spitzer made the motion and Andrew Do seconded the motion to offer the financial reward for up to $50,000 for each escaped inmate for information leading to the apprehension of jail inmates, for a maximum of $150,000 for information leading to the apprehension of all three. The FBI and U.S. Marshals Service originally posted a $50,000 reward for information leading to the capture of the three men.
“Knowing that the timely capture of the jail escapees was critical to protecting the public, my colleagues acted quickly to pledge $150,000 from the County to increase the reward to $200,000. We were proud to lend our full support in order to apprehend the fugitives,” said Supervisor Todd Spitzer.
“The public’s engagement provided law enforcement with the information necessary to capture these fugitives,” said Supervisor Andrew Do. “Authorizing the reward is only part of our ongoing review process to ensure that we prevent anything like this from happening again.”
Last week, Supervisor Spitzer sent a letter to Orange County Sheriff-Coroner Sandra Hutchens requesting an expedited status report on the security of the roof at the Central Men’s Jail. The Board of Supervisors is scheduled to receive the update in closed session at the Board meeting scheduled for February 23. |

Supervisor Todd Spitzer is pleased to announce a free pet adoption weekend on March 19th and 20th. The event is going to be held at OC Animal Shelter located at 561 The City Drive South, Orange, CA 92868. The free pet adoption event is going to be held during normal working business hours of the OC Animal Shelter from 11:00 am to 5:00 pm.
“I am really excited and pleased to announce this free pet adoption! This is a great opportunity for the pets in the shelter to be rescued and go to great homes. Please come out and support this event and bring home a new family member,” said Supervisor Spitzer.
The event will feature free pet adoption but does not include the microchip fee of $17 and the licensing fee of $27. |

Board of Supervisors Declares School Choice Week |

The Board of Supervisors declared January 24-30 as School Choice Week in Orange County. In declaring School Choice Week, the Board stated the County’s belief that all children in Orange County should have access to the highest-quality education possible.
Supervisor Todd Spitzer led the Board’s presentation of the School Choice Week resolution to Orange County Board of Education President Robert Hammond, who represents the cities of Tustin and Santa Ana on the Orange County school board, along with eastern Garden Grove and northern Fountain Valley.
As President of the Orange County Board of Education, Hammond is leading Orange County’s discussion on models of education to best benefit children. Under Hammond’s leadership, the Orange County school board has approved far more charter schools than in prior years, though Orange County still lags far behind in the number of charter schools than Riverside County, San Bernardino County, San Diego County, and Los Angeles County.
The Board of Supervisors presented Hammond with the School Choice Week resolution in light of his leadership of Orange County in recognizing that “one-size-fits-all” does not work for all children.
Orange County is home to a multitude of high-quality traditional public schools, public magnet schools, public charter schools, and nonpublic schools, from which parents can choose for their children. Educational variety not only helps to diversify the economy, but also enhances the vibrancy of the community.
Orange County has many high-quality teaching professionals in traditional public schools, public magnet schools, public charter schools, and nonpublic schools who are committed to educating the children of Orange County.
The national version of School Choice Week was approved unanimously by the U.S. Senate with a bipartisan set of sponsors, including California’s Dianne Feinstein. School Choice Week is celebrated across the country by millions of students, parents, educators, schools, and organizations to raise awareness of the need for effective educational options. |

University of California, Irvine Exhibit Opens at John Wayne Airport |

A new exhibit titled "UCI: Orange County Destination, Global Game Changer" is on display in John Wayne Airport's ORANGE COUNTY: Destination Art and Culture exhibition space until July 11, 2016. Featured as part of John Wayne Airport's Arts Program, the exhibit highlights the past 50 years of UCI's achievements and can be viewed pre-security along the pedestrian walkway connecting Terminals B and C.
"Since 1965, the University of California, Irvine has played an integral role in the development of Orange County's economy and culture," said Chairwoman Lisa Bartlett. "John Wayne Airport is pleased to highlight UCI as it celebrates 50 years in our community."
“UCI is truly a jewel of Orange County and the world,” said Supervisor Todd Spitzer. “It is an honor to represent one of our region’s preeminent institutions of higher education.”
Curated and designed by the UCI Libraries, the exhibit features photographs, documents, books, artifacts and reproductions from University Archives. Other UCI units including Claire Trevor School of the Arts, The Hill Bookstore, Athletics and School of Humanities, contributed physical materials to the displays.
