Board Updates
County Seal
Groundbreaking Ceremony for New OC Animal Shelter
Representatives with the County of Orange and City of Tustin will celebrate the official groundbreaking for a new Orange County Animal Shelter. The state-of-the-art, 10-acre Animal Shelter site at the former Tustin Marine base will replace the current shelter in the city of Orange, which opened on 4.2 acres in 1941. The new shelter is being funded in part by the County, which will contribute $5 million toward its cost, and 14 partner cities. This effort comes thanks to an innovative land swap with the South Orange County Community College District

New Public Defender Sharon Petrosino Earns Final Board Approval
The Orange County Board of Supervisors has made official its selection of Sharon Petrosino as Orange County’s new Public Defender.

Petrosino has served as Interim Public Defender since former Public Defender Frank Ospino stepped down in December to become a Superior Court judge. She was the chief deputy in the office and has been an attorney with the County since 1985.

Petrosino will lead staff and contract attorneys who represent criminal defendants deemed by a court to be unable to afford legal representation on their own. As a deputy public defender, she represented indigent clients in a variety of cases, including charges of homicide and capital cases, as well as handled appeals. The office has 399 employees and a budget of $74 million.

A total of 36 candidates were evaluated following a wide recruitment, with eight candidates selected for interviews with an internal subcommittee that included Supervisors Andrew Do and Todd Spitzer. On June 28, the Board of Supervisors unanimously appointed Petrosino pending approval of her employment contract.

The contract, approved Tuesday, calls for a base salary of $216,362 – the same as that paid for the duties of District Attorney – with total annual compensation of $337,050, including benefits.

Petrosino received her Juris Doctor degree from Southwestern School of Law and her undergraduate degree from Rutgers University. She is a member of the Orange County Bar Association, the California Public Defender’s Association and California Attorneys for Criminal Justice.

Ride Direct to the OC Fair from Nine Locations

 
Operated by OCTA, the OC Fair Express offers quick and convenient public transportation to the OC Fair with non-stop weekend service from nine locations and a new mobile app that makes riding even easier.

On its first weekend this year, the popular service hit record ridership as more than 14,000 people climbed aboard.

The bus service costs $4 round-trip and includes a coupon valid for $3 admission to the fair – a savings of $9 off the regular fair admission price. Children ages 5 years and younger ride free with a paying adult. Riders get off near the fair entrance, eliminating the hassle and expense of parking.

Available from the iTunes App Store or Google Play, the free OC Bus mobile app lets riders purchase electronic tickets in advance and redeem them on the bus and check bus routes and schedules.

Service is available through Aug. 14 on Fridays (noon to midnight) and Saturdays and Sundays (10 a.m. to midnight) from these nine locations:
  • Anaheim: Anaheim Regional Transportation Intermodal Center, 2626 E. Katella Ave.
  • Anaheim Canyon: Anaheim Canyon Metrolink Station, 1039 N. Pacificenter Drive
  • Fullerton: Fullerton Park-and-Ride, 3000 W. Orangethorpe Ave.
  • Huntington Beach: Goldenwest Transportation Center, 7301 Center Ave.
  • Irvine: Irvine Metrolink Station, 15215 Barranca Parkway

In the Community
Brea Term Limits Forum
Supervisor Nelson participated in a two-hour panel yesterday on whether to institute term limits in the City of Brea. The city is one of two in the Fourth District, other than La Habra, that have not yet moved forward on districts. Meanwhile, the Fourth District cities of Anaheim, Buena Park, Fullerton and Placentia are already in various stages of pursuing districts. Introduced by one of the city’s council members, the initiative was envisioned as being two four-year terms with a lifetime limit.

Supervisor Nelson was joined by Fullerton Council Member Bruce Whitaker and Brea businessman John Koos, who are term limit proponents and longtime Brea resident Christie Russell, who is a term limit opponent. Each participant received up to ten minutes for an opening statement before a question and answer session.

During his remarks, Supervisor Nelson suggested the discussion go to voters for a resolution and framed it in a three-part question:
  1. Should there be a term limit?
  2. If so, how many terms should it be?
  3. Should it be lifetime?
The measure may need to wait until 2018 for that resolution as the current council as not yet approved placing the question on the 2016 ballot.

Addressing Homelessness in the OC Flood Control District
On Tuesday, Supervisor Nelson and County Staff visited various parts of the OC Flood Control District in Anaheim and Santa Ana. There was discussion regarding the homeless population residing in the OC Flood Control District and possible solutions to their growing presence. OC Public Works, the OC Sheriff’s Department and Susan Price, the County’s new Director of Care Coordination, attended the tour to provide insight based on their many interactions with this complex population. It was a learning experience and the County is exploring different options to help the homeless population in the OC Flood Control District the best way they can. Carbon Canyon Restoration Project
This week the fourth district staff partnered with OC Parks and the Conservation Corp. to help cover up illegal trails in Carbon Canyon Park in Brea. With the help of the OC Parks volunteers, dozens of cactus were planted along a fence to prevent the creation of illegal trails which ruin the integrity of our trails system. OC Residents Hit it Out of the Park At Eco Challenge at Angel Stadium
OC Waste and Recycling welcomed hundreds of county residents bright and early Saturday, July 16, for the fourth annual Eco Challenge collection event at Angel Stadium. As early as 6 a.m., cars lined the gates with household hazardous waste, e-waste, documents for on-site shredding, and donations of gently used clothing and home goods – all for a day of eco-friendly activities and prizes, including the chance to score an in-person autograph with Angel starting pitcher, Nick Tropeano.

In four short hours, more than 18 tons of recyclable materials were collected. This year’s fan favorites collected at the event were household hazardous waste and home goods, tipping the scales at more than 10 tons.

Deputy Chief of Staff, Mark Lopez represented Supervisor Nelson at the event with his own contribution of old paint. Mark also took the Eco Challenge Pledge and enjoyed the Family Fun zone under the big red hats. Many families took the first step toward completing Summer Eco Challenge, a program designed to show how small changes in recycling can make a big impact for our community and environment.

76th Annual La Habra Chamber Awards
Emcee Sal Failla, while holding up his wristwatch, told everyone at the Westridge Country Club Annual La Habra Chamber of Commerce Awards and Installation Luncheon that he’d have all 500 attending out by 1 pm.

After a roaring laugh by the audience of business executives, company owners, chamber members and city staff, Failla got right to work with introductions of Chamber CEO Mark Sturdevant and his explanation of awards and honorees.

Taking top honors for their performances and delivering outstanding accomplishments for the city and the chamber, your 2016 winners included the following :

After photos and hugs from the dais, each of the new Board of Directors stood together and took the oath of office in front of the 500 friends and family attending.

Congratulations to Carrie Surich, a local realty professional, Veterans advocate, caregiver for her 92 year old Dad and dynamite civic patron, took the oath of office and delivered a touching ask for the chamber, city and community to join her in building a better La Habra , an All-American city, with jobs, careers, student-mentoring and business-building investments.
 

The Chamber of Commerce honored the Mayor and City Council with their Revitalization Award for dynamic planning, project management and visionary civic improvements.

Supervisor Honors Top Police Volunteers
Supervisor Shawn Nelson was honored to partner with the OneOC nonprofit volunteer coordinating organization to recognize the incredible time and talents that are donated to communities in the Fourth District by Senior Volunteers.

The theme of Living Retired, Living Inspired was evident when Ursula Walsh and Cindy Braun of OneOC explained all the hours and accomplishments by the 200 honorees who had lunch at their annual Awards reception hosted at the Radisson Hotel in Newport Beach.

Guests attending the morning break-out sessions were treated by lectures from Dr. Marilyn Ditty who spoke on Aging with Purpose and Dr. Michael Levi who spoke on Lifelong Learning and his time as the doctor for UCLA basketball great John Wooden.

The rest of the luncheon was personalized by the OneOC staff who delivered their appreciation to the Volunteers and their contributions to Orange County.

One of the top honorees was Anaheim Police Department Claire Neises who had over 25,000 hours of donated service to the citizens of Anaheim while working with the department.

Repeat honorees included Edythe and Donald Piantoni who were Lifetime Achievement Award Honorees and members of the elite team of volunteers with over 4,000 hours service. They received Presidential commendations from the White House along with 8 new members who were inducted today and recognized during presentations delivered by Policy Advisor Steve Spernak.

To expand on the success of their organization and membership, the OneOC group will partner with Encore.org to provide more opportunity for volunteers and encourage older Americans in their 40’s and 50’s to explore careers in people, purpose and community.

Buena Park City Attorney Retires
After 43 years of public service as an attorney and legal consultant to agencies and administrations, the city of Buena Park was proud to honor the retirement of City Attorney Steve Dorsey.

The popular City Attorney for the last 13 years at the City of Buena Park officially ended duties with his last city council meeting in July where Mayor Fred Smith delivered comments, proclamations for service and a bouquet of flowers to Dorsey’s wife as part of the retirement ceremonies.

In his 43 years as a lawyer, Dorsey worked for the firm of Richards, Watson and Gershon and as City Attorney at Norwalk and San Marino before finishing his career at Buena Park.

Policy Advisor Steve Spernak delivered a Lifetime Achievement proclamation to Dorsey from Supervisor Nelson along with his thanks and appreciation of serving as an advisor on complicated contracts, civic planning projects, law enforcement challenges and approving public monies for civic programs and new city administrative buildings.

Sincere best wishes and thanks to Steve Dorsey for your 43 years of integrity and selflessness in serving the people of Orange County!

Taquiera De Anda Opens in Brea
It’s a family story of authentic Mexican food and mixed with the traditions of American hard work and enterprise coming together with the opening of the newest Taquiera de Anda restaurant in Brea this week.

Located at 120 S. Brea Blvd in Downtown Brea, you can’t miss the black and orange signs and canopies that bring in customers from all over north Orange County for the fantastic foods, flavors and fun the De Anda brand name brings.

Policy Advisor Steve Spernak delivered the welcoming from Supervisor Nelson along with a certificate of recognition complimenting owners Dennis Meade and Marcella De Anda for the new restaurant and Mariachi party they did the ribbon-cutting honors with some 100 people with the Brea Chamber of Commerce.

Spernak got some smiles from the chamber and De Anda family when he explained that the De Anda pork burritos and mini tacos have been a favorite lunch meal for the last 5 years for Nelson staff who dine at their 4th street restaurant!

Grand Jury Recruiting
 
IThe current Orange County Grand Jury is recruiting applicants for the 2017-2018 Grand Jury. The application process begins in October 2016. You can obtain an application by going to the Orange County Grand Jury website at www.OCGrandJury.org.

The primary role of the Orange County Grand jury is to investigate, audit and oversee public agencies in Orange County. This is a 1 year assignment that begins on July 1 of each year.
