Spitzer, Murphy Partner with CHOC, OC Harley Davidson, and Orange Coast HOG Chapter in 20th Annual Toy Drive and Ride for CHOC Children’s Hospital

Over 1,000 riders, spectators and volunteers participated in the 20th Annual Toy Drive and Ride for CHOC Children’s Hospital.
 
 
The toys donated at the event are used by CHOC to create a holiday store where parents can select gifts especially for their children. The unexpected surprise of having toys brought in for their children is often overwhelming for parents, who are often not able to shop for gifts themselves. The donations allow CHOC to provide each child with gifts for the holidays as well as providing activities for months to come.

“The spirit of the holiday of season is one of hope, giving and family. I am inspired by the great staff at CHOC who will spend their holidays serving others and by the family members who will gladly be at their child’s side,” Supervisor Spitzer said.

Michele Gile of CBS 2/KCAL 9 emceed the event and took the stage along with Wing and Kelly Lam who served as the Grand Marshals. Gifts were collected at Orange County Harley Davidson, where the riders assembled and then caravanned to CHOC Children’s Hospital where the program was held and the band Superlark played. Steve Burke and Craig Shelby from Orange County HOG also spoke thanking riders and participants on behalf of the children at CHOC for their help and support of the Toy Drive.

CHOC was the first hospital devoted exclusively to caring for children in Orange County and has one of only a handful of programs in the country uniquely dedicated to caring for adolescents and young adults with cancer. The CHOC emergency department recorded more than 71,000 visits in Fiscal Year 2014. CHOC cared for more than 111,000 patients in Fiscal Year 2014.

On Friday in the chambers of the Board of Supervisors, Supervisor Todd Spitzer administered the oath of office to Hugh Nguyen, who enters a four-year term as Orange County Clerk-Recorder. Currently the only Vietnamese-American to hold a County office in the United States, Nguyen was originally appointed Clerk-Recorder in 2013 by the Board of Supervisors to replace Tom Daly, who had resigned mid-term to become a member of the State Assembly.

“Hugh Nguyen has been a great reformer as Orange County Clerk-Recorder,” Supervisor Spitzer said. “I am proud to have joined my Board colleagues in originally appointing Clerk-Recorder Nguyen, and I am so gratified that the voters overwhelmingly confirmed him.”

Nguyen won 61.4% of the vote in a four-way race in the June 2014 election for Clerk-Recorder. A resident of Santa Ana, he began working in the Clerk-Recorder’s office in 1993, rapidly rising through the ranks to become Chief Deputy Recorder in 1998. He continued serving in that capacity until 2006 when he became Assistant Clerk of the Board of Supervisors, a position he held until becoming Orange County Clerk-Recorder.

Michelle Steel Sworn In as New Second District Supervisor

On Monday in the Historic Courtroom of the Old Orange County Courthouse, Superior Court Judge James Rogan administered the oath of office to Michelle Steel, who became a member of the Orange County Board of Supervisors. The first Korean-American ever to serve on the Board, Steel succeeds John Moorlach as the representative for the Second District, which consists of Orange County’s northern and central coast.

“I look forward to working with Supervisor Steel, as she is a dedicated public servant who will bring great new energy to the County,” Supervisor Todd Spitzer said. “Her experience as a state constitutional officer will bring a unique and much needed perspective to the Board.”

Steel won 62.3% of the vote in the November 2014 runoff election for Second District Supervisor. A resident of Surfside, she served as an elected member of the State Board of Equalization representing Orange County and other portions of Southern California from 2007-2015. Her term on the Board of Equalization expired on the same day that she was sworn in as an Orange County Supervisor.

Eric Woolery Sworn In as New County Auditor-Controller

On Monday in the Orange Plaza, Orange Mayor Pro Tem Fred Whitaker administered the oath of office to Eric Woolery, who became Orange County Auditor-Controller. Woolery replaces Jan Grimes, who was appointed Auditor-Controller in 2013 by the Board of Supervisors to replace David Sundstrom, who had resigned mid-term to become Sonoma County Auditor-Controller-Treasurer-Tax Collector.

“I congratulate and welcome Auditor-Controller Woolery,” Supervisor Todd Spitzer said. “I appreciate his enthusiasm for his new position and hope to have a cooperative partnership with him in service to the people of Orange County.”

Woolery won 57.1% of the vote in a five-way race in the June 2014 election for Auditor-Controller. A resident of Orange in the Third Supervisorial District, he served as the elected Orange City Treasurer from 2013 until resigning this week to become Orange County Auditor-Controller. He previously served as an elected member of the Orange County Board of Education from 1996-2000.

Claude Parrish Sworn In as New County Assessor

 
On Monday in the chambers of the Board of Supervisors, Superior Court Judge Jeff Ferguson administered the oath of office to Claude Parrish, who became Orange County Assessor. In the November 2014 election, Parrish defeated Webster Guillory, who was first elected in 1998.

“Assessor Parrish’s experience as a member of the State Board of Equalization gives him a head start, as the State BOE and the County Assessors work closely together,” Supervisor Todd Spitzer said.

Parrish won 53.2% of the vote in the November 2014 runoff election for Assessor. A resident of Tustin in the Third Supervisorial District, he served as an elected member of the State Board of Equalization representing Orange County and other portions of Southern California from 1999-2007.

Mimi Walters Sworn in as New Member of Congress
March Special Election for State Senate Expected

On Tuesday in the United States Capitol, Speaker John Boehner administered the oath of office to all 435 members of the United States House of Representatives, including new Congresswoman Mimi Walters. The first Republican woman to represent Orange County in the United States House of Representatives (and the third woman ever after the sister pair of Loretta and Linda Sanchez), Walters replaces John Campbell as the Member of Congress for California’s 45th District, which consists of most of inland Orange County and encompasses nearly the entirety of the Third Supervisorial District, except for Yorba Linda, Orange west of the 55 Freeway, and portions of Anaheim Hills west of Imperial Highway.

“It was a great pleasure to serve with Mimi Walters when we were both members of the State Assembly,” Supervisor Todd Spitzer said. “As a County Supervisor, it has been a privilege to work with her on state issues affecting our overlapping districts when she was a State Senator, and I look forward to working with her on federal issues affecting our overlapping districts now that she is a Member of Congress.”

Walters won 65.1% of the vote in the November 2014 general election for the 45th Congressional District. She served in the State Senate from 2008 until her resignation this week to enter the United States Congress. She previously served as a State Assemblywoman from 2004-2008, Mayor of Laguna Niguel in 2000, and a Laguna Niguel City Councilwoman from 1996-2004.

The Governor has two weeks to call a special election to fill the vacancy in the State Senate. The special primary election date is expected to be set for March with a run-off (if necessary) in May. The person elected will serve the remainder of Walters’s Senate term and will have to run again in the regular 2016 elections for a four-year term.

The 37th State Senate District covers 15 Orange County cities, stretching as far north as Anaheim Hills to as far south as Laguna Beach and as far west as Huntington Beach to as far east as Lake Forest. The 37th State Senate District encompasses nearly the entirety of the Third Supervisorial District, except for the canyons south of Silverado Canyon Road, Orange west of the 57 Freeway, and Yorba Linda.

OC Superior Court Wins National Award for Implementing Electronic Criminal Case Files

The national Court Information Technology Officers Consortium (CITOC) and the Conference of State Court Administrators honored the Orange County Superior Court with a 2014 CITOC Innovation Award. The award for Court Business Processes recognized the Orange County Superior Court for “notable contributions to the judiciary” for the creation and implementation of a completely electronic environment for criminal cases.

The project was initially created as a cost-saving measure due to significant State budget cuts imposed upon the Court. The ongoing annual cost savings of the paperless system include $825,000 in salary and benefits and $80,000 in paper supplies. There were $1.2 million in one-time implementation costs.

The project had been in development since 2010 when the judicial and administrative leadership of the Court established a goal to create a completely electronic environment for managing traffic and criminal case information, data, and documents. It was first implemented for traffic-related cases (more than 350,000 new cases per year) in May 2013. Since January 2014, paper files have not been created for newly-filed criminal felony and misdemeanor cases (more than 60,000 cases per year). The full transition to electronic file usage for all criminal hearings began July 2014. The Court already uses electronic files for civil, family law, probate, and mental health cases.

The benefits of keeping all-electronic case files include:
  • Immediate on-demand access to case information and documents, with appropriate access for the viewer (judges, attorneys, justice system personnel, court staff, the public, etc.)
  • Attorneys and justice system personnel are provided 24-hour access via secure portals
  • Many individuals can access the same case file at the same time
  • The public may view case information and documents, and purchase copies, at courthouses during Court business hours, not just at the location where the case was filed
  • As before, case information – but not documents – may be viewed online from any computer or mobile device with internet access
  • Files do not need to be transported to and from the file room, the courtroom, or offsite storage
  • There are no paper files to lose and no loose or missing documents in the case file
  • Storage space for new paper files is no longer necessary
  • Older case files have been imaged, which eliminates the need for storage space and file retrieval
